A Public Works Programme team was in Fingo Village recently, fixing the potholes in Albert Street and cleaning the road and the stormwater drains. The workers work for eight days in the month and earn aroundt 699 a month. Programme supervisor Alfred Ngindana said, “The dumpsites are full and they have not been cleaned. That leads to the dirtiness of the community because people throw and throw away and no one is cleaning up. The municipality should clean the dumpsites," said Ngindana. Various insti-tutions including FNB and Capitec were there. Ward 10 Committee members were also present to assist. "It is convenient and grants can be accessed from anywhere in the coun-try," said a Sassa staff member, who cautioned that the Agency does not cover the charges associated with holding a personal bank account.

Momsʼ reprieve inschool fees rulingSTAFF REPORTER

The Commission for Gender Equality (CGE) welcomed the landmark decision by the Su-

preme Court of Appeal (SCA) that will see relief for thousands of sin-gle parents in public schools. This is against a backdrop of the Western Cape High Court’s judgement that the South African Schools Act hold parents jointly liable for the payment of school fees.

The judgement from the Western Cape High Court was placing the bur-den on single parents who have sepa-rated or divorced from their partners. In cases where these partners did not contribute, it became very difficult for single parents to afford paying the school fees.

In a statement after the judgment, the Commission and this was wel-come news all around.

“It is critical that this declaratory order by the SCA that confirms that Section 40 (1) of the South African Schools Act 84 of 1996, provides for

joint and several liabilities of par-ents,” the statement reads in part, “fee exemption applications can be processed in terms of the Act and the Regulations to enable single parents separated from their partners or di-vorced to have their applications as-sessed in relation to their own per-sonal circumstances not on combined income.”

“The CGE believes this will go a long way to alleviate the plight in particularly of women who are at most at the receiving end of this lack of support from separated or divorced partners. Underpinned by difficulty in accessing maintenance money which could be tedious and overbear-ing, the Commission believes this judgement will be a welcome relief for single parents if implemented ef-fectively.”

The commission asked the Depart-ment of Basic Education, Provincial Departments of Education, District Officials and School Principals to en-sure that the court judgement is im-

plemented as soon as possible.“This judgment will affirm the

rights of both male and female single parents in ensuring that they provide for the education of their children without having to seek assistance directly from their separated or di-vorced partners.”

“If this judgment is effectively im-plemented,” read the statement,“it will help restore the dignity of many women who are constantly asked about their partners’ whereabout in situations wherein they cannot afford to pay school fees.”

The Commission for Gender Equal-ity Act 39 of 1996 Section (11) 1 gives the Commission powers to monitor and evaluate policies and practices of organs of state at any lev-el, statutory bodies or functionaries, public bodies and authorities as well as private businesses, enterprises and institutions, in order to promote gender equality and may make any recommendations that the omission deems necessary.

Unlicensed vendorsSTAFF REPORTERLiquor traders who miss the 31 Janu-ary extended deadline may still re-new their liquor licences before the end of February, according to the Eastern Cape Liquor Board. 31 De-cember 2017 was the cut-off and those who missed the deadline were granted an extension to January with a 50% penalty. Now, a late renewal penalty of 100% would be charged, the Board said. The Board said that as per the Eastern Cape Liquor Act 10 of 2003, any liquor vendor who failed to renew their licence by 28 February would be deregistered. Should they wish to trade again, they must re-apply.

Mlibo Qoboshiyane told pupils at Ntsika Secondary School just under a week into the new school year.

The MEC for Rural Develop-ment and Agrarian Reform led a high-powered delegation to the school which in five years has improved from a Matric pass rate of 29% to 85% and is among the top five schools in the Sarah Baartman District.

The group included several senior officials from various provincial departments de-ployed by Education MEC Mandla Makapula for the 2018 School Readiness moni-toring and support campaign.

Aphelele Jezi, the Sarah Baartman District’s top learn-er from a historically disad-vantaged institution (HDI), received special recognition during the special school as-sembly on Monday.

“We do this pilgrimage every year,” Qoboshiyane told Grocott’s Mail in an interview

during a break in the morn-ing’s proceedings. “We’re here to pick up challenges that the schools face, such as teacher shortages, and handle them quickly on the spot.

“For example, there’s a teacher who wasn’t paid for four months and someone is dealing with that as we speak. Teacher vacancies have been brought to the attention of the District Circuit Manager. We cannot afford to have learners without teacher when posts are funded.

“As Government, we’re here at Ntsika to acknowledge their achievement and encourage learners to take education seriously.” Education Depart-ment officials and Makana councillors were among those at a meeting where Ntsika SGB chairperson Dalindyebo Zani provided some insight into the school’s extraordinary rise.

“We have a fully functional SGB,” Zani said. “Our parents are involved in the school and we have transformed the school’s culture to one where

everyone takes responsibil-ity for themselves. Everyone knows they have a part to play for the good of all.”

In the next leg of the School Readiness campaign, the pro-vincial portfolio committee on Education is due to visit schools in the Grahamstown Circuit Management Cen-tre (CMC). Today Nathaniel Nyaluza and Khutliso Daniels Secondary Schools and DD Siwisa and CM Vellem Primary Schools will receive visits from the Portfolio Committee ac-companied by Grahamstown CMC head Raymond Ndabeni and other education depart-ment officials.

Qoboshiyane led the dele-gation that walked out of the ANC’s Eastern Cape elective conference in East London last year. Grocott’s Mail asked how the rift had affected provincial governance.

“We are mature,” Qoboshi-yane said. “Those deployed in government understand the role of the ANC. If you are ap-pointed in Government you must fulfil your mandate.

Movies at the Monument – tonightSTAFF REPORTERHaving seen the delight and enthusiasm with which Gra-hamstown folk have greeted Cinema under the Stars over the past three years, the Na-tional Arts Festival has part-nered with the Grahamstown Foundation in a new Creative City Project – Movies at the Monument.

Classic films, children’s fare, musicals, comedies, rom-coms and more are being screened in the Olive Schreiner Hall most Friday nights. There are two screenings each night – a family friendly option at 6pm and a grown-ups’ film starting

at 8.30pm. Popcorn, sweets, soft drinks, wine and beer are on sale.

The programme for the next few weeks includes Beauty and the Beast and Grease (26 January), Moana and Walk the Line (2 February), Wonder Woman and Trainspotting (9 February).

I had an amazing one my-self with members of my ex-tended family here with me.

We celebrated the wedding of a grandson; and the return from circumcision school of another.

The Department of Health's interventions have helped with families seemingly con-ducting procedures as expect-ed, and Ingcibi (surgeons) and all staff involved doing a good job. I have not heard of any circumcision-related deaths so far.

When my family returned to their different homes, I re-mained ‘home alone’ in some kind of retreat, switched to o peaceful mode, although I had to keep active to avoid bore-dom. I for example counted vehicles driving along the N2 to East London for the ANC celebrations.

I also dug into my store-room and found lots of left-over paint and wanted to fix my walls. I mixed black enam-el with white and produced grey - which reminded me of all the black and the whites we experience in our lives and tend to accept because we are aware of the fact that life is not a bed of roses.

This availed me time for re-flection and introspection. It is the greys that make us angry with God because we some-times question his presence in our lives and forget that he himself walked the com-plicated grey. Kindly read Luke 22:42; Mark 4:39-40 and Psalm 62:8.

Strange how I seem to have predicted in one of my articles entitled “What is politics?” that Cyril Ramophosa would retrieve South Africa from this quagmire.

Also reminds me of a book I read when I was doing Grade 7 in 1945: The Story of Ali Baba and the Forty Thieves.

Ali Baba hears the robbers planning to hide their loot - bags of gold - in a secret cave just below the tree in which he was hiding. They have to use a secret code, “Open Sesame”, and when they do the cave opened up and they can safely store their loot.

As soon as they leave Ali Baba uses the same code. Long story short, Ali Baba, who was a poor man, helps himself to the gold and becomes the rich-est man in his village.

But Ramophosa's finances are solid, he knows all the se-cret codes of his party and he also knows the ‘Forty Thieves’ - so he does not need to be an Ali Baba.

He just has to watch the Treasury and change the Cabi-net, starting with the present Minister of Finance who ap-pears to feature in the Corrup-tion Scandals of Eskom and was appointed by JayZee.

I have re-read Frank Chi-kane's book Eight days in Sep-tember and am comparing ex-President Thabo Mbeki's and JZ's responses when Mbeki was recalled.

What goes around comes around. I think he'd be wise to not read the State of the Na-tions address when it is due. Ramophosa is a real gentle-man and seems to be doing his best to save JZ from embar-rassment.

“In the terms of the refer-ence, the Commission must

investigate whether, to what extent and by whom at-tempts were made, through any form of inducement or for any gain whatsoever influence members of the National Executive, includ-ing Deputy Ministers, office bearers and directors of the boards of SOEs.

“In particular… the verac-ity of allegations that former Deputy Minister of Finance, Mr Mcebisi Jonas and Ms Mentor were offered Cabinet positions by the Gupta Fam-ily,” the publication stated.

"So how come you’re giving away your Grocott’s Mail for free?" a Makana Municipality official asked the Editor this week in response to the recent transformation of your favourite weekly into a free newspaper. “Did you also get a bonus from the Guptas?”

That reference is important because yesterday, the Department of Justice and Constitutional Development gazetted the terms of reference for the Judicial Commission of Inquiry into State Capture. The inquiry, whose announcement was made by President Jacob Zuma after more than a year’s delay, will be head by Deputy Chief Justice Raymond Zondo, who was himself handpicked by his boss, Chief Justice Mogoeng Mogoeng in line with the recommendation of then Public Protector Thuli Madonsela.

The inquiry will last only about six months and is billed as the most consequential of all probes into the health of this country’s young democracy.

Among the terms of reference, Justice Zondo has been asked to probe whether former Deputy Minister of Finance Mcebisi Jonas was offered the job of his boss, Pravin Gordhan and a R600m signing bonus in exchange for channelling government business the way of the well-connected Gupta family.

The inquiry’s narrow focus on the past 10 or so years means that President Jacob Zuma’s name will be front-and-centre. As will be the names of close political associates and hand-picked men and women who have managed (some say mismanaged), state-owned enterprises like Eskom, Prasa, Transnet and SAA. All these SOEs have been embroiled in corruption scandals whose cost to the the taxpayer runs into billions of rands.

Unfortunately for the current Public Protector, Busisiwe Mkhwebane, the gazetted terms of reference are not be as broad as she might have liked. The good woman had earlier proposed that any inquiry must include the stealing of black land and mines by colonial types... which would have sent Zondo’s probe back in time to around 1500 AD.

Just as the State Capture inquiry is supposed to cleanse South Africa, so should the soulful sounds of Bra Hugh Masekela, the musical great who lost a long battle against prostate cancer on 23 January. Universally acknowledged as the best trumpeter, Masekela was also a fierce apartheid enemy, a proud African and musical innovator with few equals - past or present. He was also, oddly, a vociferous critic of the artificial hair extensions that women wear on top of their natural hair. We join all of South Africa and the world in mourning his passing. Thankfully, he will live forever through his extensive repertoire. As for a possible commission of inquiry into Grocott’s Mail's financial affairs, may the record show that neither management nor staff have received any bonuses from a Shebeen in Saxonwold... or even Somerset Heights!

Yolande Delport sent this photo of the work a group of Riebeeck East residents are doing to beautify their town. ʼFirst was the school wall facing our main (and only!) street,ʼ writes Delport. ʼMany years ago i did a mural with the children and we painted our dreams in one of the 67-minute Madiba sessions. The pictures faded over the years and the neighbouring wall crumbled into a heap. As a mosaic artist, my head started seeing pieces of tiles, colour and murals. I knew it would be an enormous task, but when I presented the idea to members of our community to transfer the mural pics and mosaic them, they were all on board without the slightest hesitation. We started in May and the final installation took place on 28 December.ʼ

No resting on their laurels (or beds!) for this businessIt is so common to hear the public complaining about poor service from shops, so I feel when you get excellent service then give credit where credit is due .

I purchased a bed and mattress, a well respected make, from B&D Electronics. After nine months I noticed a slight problem with a spring.

On contacting the seller, expecting a long story, I stated the

problem. I was told, just bring it back and we will supply a new mattress. No excuses or side-stepping the problem. The mattress had a seven-year guarantee.

How is our municipality doing?At the end of this intro-

duction, you will find a link to a report evalu-

ating Makana Municipality's Service Delivery and Budget Implementation Plan (SD-BIP) for 2017/18 against the Integrated Development Plan (IDP) for 2017- 2022. The report attempts to ascertain whether these documents meet the requirements for ef-fective and accountable stra-tegic planning that realistical-ly gives priority to the needs of Makana residents. Argu-ably, the SDBIP for 2017/18 aligns to the IDP for 2017-2022 through responding to the needs of the Makana com-munity identified in the IDP.

It is difficult to assess the SMART-ness of the set targets, because they are not time-bound and put their achiev-ability in doubt. The targets set in an operational plan are specific, measurable, achieva-ble, realistic and time-bound. The period given to all these targets is the entire 2017/18. It is not clear when will these targets be achieved within 2017/18.

The non-financial targets could have been achieved in months if they were imple-mented at the beginning of the new financial year. Some deliverables in the operation-al plan have functional areas for accountability purposes and others do not have them. There are budget allocations for each target; but there is no motivation for that particular allocation, making it difficult to prove why a particular tar-get is worth its budget.

The SDBIP further aims to address the municipality’s

challenges identified in the IDP. Even though the munici-pality restructured its develop-ment priorities, they need to highly prioritise good govern-ance, institutional develop-ment and public participation over all basic service delivery related developments, because a well-developed institution with improved governance re-sults in effective and efficient services.

The municipality’s com-mitment to waste manage-ment within its bounda-ries is necessary, because pollution negatively af-fects human health, ani-mals, vegetation, as well as soil, air, and water quality. The municipality needs to have updated enforceable bylaws to ensure adherence to this commitment.

The municipality aims to have signed performance agreements by senior and middle managers, and to de-velop individual Performance Management System (PMS) policy. It should prioritise the development of the PMS pol-icy, so that individual employ-ees can understand their an-nual performance evaluation process.

The individual PMS policy must clearly state measures for applying cor-rective action on staff who require expert support to im-prove and those who require professional disciplinary ac-tion for negligence or wilful

underperformance and sup-pressing the efforts of improv-ing municipal governance.

The municipality commits to revise its organogram by 30 June 2018. This is neces-sary, because it will affect annual staff performance and most importantly, delay the provision of urgent mu-nicipal services to its clients. Moreover, in the interest of improving service delivery, governance and account-ability to its residents, the municipality must adhere to its commitment to update the indigence register monthly. This will help to trace incon-sistencies on a monthly basis, verify and rectify the errors, so that they do not affect the quarterly registers submitted to Treasury for the Equitable Share transfer.

The municipality planned to collect 100 percent revenue on a quarterly basis in this finan-cial year. To ensure accurate billing and improved supervi-sion of meter readers, the rev-enue manager must continue take corrective action for in-adequate reading of meters for no valid reason to enhance the 100 percent collection revenue rate.

The municipality’s commit-ment to comply with section 102 of the MFMA in this fi-nancial year is a necessary step towards improving its govern-ance. As a recommendation, Makana Municipality must develop and implement conse-quence management processes to officials who fail to comply with section 102 of the MFMA.

Since the municipality ad-mits that its governance needs to be enhanced, it must be in

the interest of their clients. They must further follow rel-evant legislation, be effec-tive, efficient, transparent and accountable for the betterment of the people.

It is recommended that the land audit process to be done this year must not take the entire 2017/18 financial year, so that land for human settle-ments can be secured sooner and land can also be sold to in-terested parties for municipal revenue generation purposes. The land audit needs to be con-ducted by an individual with advanced skills in Geographic Information System (GIS). A fast-tracked land audit will also benefit the municipal-ity in effectively utilising the land for housing develop-ment, business development, to addressing commonage demarcation, grazing land, town planning and agricultur-al purposes.

The municipality plans to report quarterly on RDP housing development pro-jects. These reports must be easily accessible to the pub-lic through existing forms of communication. The revived Masiphathisane platform must also be used to improve public access to municipal in-formation, in the interests of cooperation between the mu-nicipality and its residents for the benefit of improved gov-ernance and municipal service provision.

Starting at St. Andrew’s College as a new boy is exciting but it can also be rather overwhelming. This year, the decided to spend an extra day and a half on orientation and delay the commencement of lessons until Monday 22 January for the Grade 8 pupils. The orientation programme went beyond the basics of getting one’s iPad registered and learning how to read the timetable; and included learning about SAC tradition and culture; understanding the power of words and taking care how we use them, academics, neighbours, and community engagement. The boys also spent time in the chapel learning the school hymn and prayer; and the priest (Father David), talked to them about the Christian ethos and values. The DSG last week welcomed its Grade 8 pupils and some new Grade 9s, 10s and 11s to the school. The girls and their parents were introduced to the school by Housemistress, Kim Barker, after which they attended a service in the chapel led by Fr Rob Penrith. Shelley Frayne, the school Head, welcomed the new girls and wished them luck in their new adventure. The day was capped off with a cocktail party at which new parents mingled with one another and the teachers. On 17 January, the senior girls participated in an orientation programme organised to help them settle and be equipped with all they needed for the academic year that began the next day. Meanwhile, also on 17 January , the DSG Junior School was a hive of activity as Grade 4 pupil and new girls in the more senior grades also got their welcome. Grandmother of three Buyelwa Bashe is a keen gardener. She has had a garden since she arrived in Vukani, growing mielies, onions, pumpkin, sweet potatoes, spinach, and potatoes. Charles Raphadi is one of the many individuals who play an important role in developing our country’s infrastructure.

He is a Professional Engineering Technician with 13 years of experience and is part of the team working on the

Polokwane Eastern Ring Road project managed by the South African National Roads Agency SOC Ltd (SANRAL). He is an

assistant resident engineer from Leporogo Specialist Engineers and has been seconded to KBK Engineers, the

consulting firm supervising the project.

Civil engineering combines a variety of skills and expertise necessary to build infrastructure such as roads, bridges,

buildings, even energy and water facilities such as dams and power stations.

It is an exciting and rewarding profession which offers plenty of opportunities for both men and women to do

meaningful work.

At high school, the core subjects necessary for one to qualify as a civil engineer include: Mathematics, Physical Science,

English and Geography. At tertiary level, subjects such as Surveying, Geotechnology, Transportation, Construction

Management and Mechanics are central to the course of study.

Provincial water storage very lowSTAFF REPORTER

Parts of Eastern Cape are faced with acute water shortage as water storage

across the province dipped to 58.9%, according to a weekly report by the Department of Water and Sanitation.

The report says drought-like conditions are still affecting some parts of the province, es-

pecially Nelson Mandela Bay, the Chris Hani District and Amathole District.

“The current abnormal heat wave has increased evapora-tion rates and this is one of the reasons for the fall off in the storage capacity levels,” the DWS statement read, “Some dams such as Xilinxa at Am-athole District and Kouga in

Nelson Mandela District are sitting at 5.2% and 7.4% re-spectively while, Oxkraal dam in Sarah Baartman District is at 26.6%. Mlanga Dam in the OR Tambo District is at 6.5%.”

“The Department is current-ly facing serious challenges which include lack of rainfall, ageing and poor maintenance of infrastructure in some ar-

eas, water leaks, water pollu-tion, illegal water connections and heat waves, etc.”

The DWS said drought is a consequence of El Nino, a phenomenon that brings about dry conditions in parts of the country, and urged com-munities to adhere to the mu-nicipality restrictions in order to save water.

A festive season road trip provided several les-sons.

The first was that it is pos-sible to pack four large adults and their luggage into a late 90s 1300 Tazz and drive via Sutherland all the way to Cape Town and back.

Sure it was a little tight, the air-conditioner worked over-time and on some of the more challenging gradients I had to resort to third gear, but most of the way we could keep pretty close to the speed limit.

I’ve always thought of the speed limit as being the maxi-mum speed you are allowed to travel – but some drivers appear to think it’s the mini-mum.

They become visibly in-censed as they swoop down on my little Tazz gamely plod-ding along at a pedestrian 120km/h.

I watch them grow large in my rear-view mirror. They bounce up and down in their seats, arms flailing and road rage reddens their faces as they demand I drive off the road.

Fifteen to 20 years ago these Lewis Hamilton wan-nabes would be driving a me-tallic German car. Currently the speed-freaks prefer dou-ble-cab bakkies or SUVs.

National and provincial roads are generally quite good, except those around Grahamstown. The R350 from Bedford was the worst in

our 2 500km journey - almost as bad as the Port Alfred road. Why did the powers that be decide to resurface of the road from Grahamstown to Fort Beaufort when there are far worse roads in the region?

It seems standard practice to buy drinks and junk food at inter-city fuel stops, then throw cans, bottles and poly-styrene containers out the window while speeding past some old sod in a Tazz.

Almost all highway verges are nothing more than ex-tended rubbish dumps. Litter-ers should be fined or forced to spend an hour collecting trash before they proceed.

It’s even worse at rest-stops. Most have been set up under trees with tables, benches and a bin or two. But travellers seem to scatter their remain-ing garbage there and some-times defecate in the middle of the area.

The stops should be main-tained: the cost would be less than accidents caused by irri-table and tired drivers.

Who knows – well-rested motorists might act responsi-bly and avoid harassing driv-ers in more modest cars.

Kwantu Choir now recruitingSTAFF REPORTERThe Grahamstown Cathe-dral Choir and Grahamstown KWANTU Choir are looking to have additional members in their choir. Both choirs are under the direction of Kutl-wano Kepadisa, affectionately known as Kepa, who is no stranger in the Grahamstown choral scene.

The Grahamstown Cathe-dral Choir is the multi-genera-tional resident choir of the Ca-thedral which sings liturgical music throughout the whole year.

The choir sings twice a month in the evenings and twice a month in the morn-ings.

Auditions for this choir are open to anybody and every-body who is interested in sing-ing sacred music on a regular basis.

The Grahamstown KWAN-

TU choir is a new community choir, with the aim of becom-ing the ambassador choir for the City. Although created in 2017,the choir has made great strides over the year, the high-light being able to register for the World Choir Games taking place around July this year.

KWANTU hopes to raise enough funds to be able to attend this Festival and is the only choir in Grahamstown known to have registered for the 2018 Games.

Auditions are open to any-body who loves singing and is willing to commit profession-ally towards making top class choral music.

Holy Cross school fun runBy LINDANI DONYELIHoly Cross School will have a Country Fair and Fun Run on 3 February at the school on the Highlands Road.

Everyone is invited to come and join the Fund grounds development Project. The fun run will start at 8am and the Country Fair will be from 9am to 1pm.

The directions to Holy Cross school are: take N2 to PE, turn right at Highlands road

(Industrial area) and immedi-ately left onto Highlands road- proceed for three km.

There will be lots of fun stuff including a jumping castle, a slippery slide (bring a swimming costume), tra-ditional food, Boerewors rolls, sweets, cakes, tea and coffee,face painting, a bargain stall, pancakes, tombolo, cool drinks, bompies, and ginger beer. Malusi Gigaba present-ed his medium-term

budget last year, he painted a pessimistic outlook of the state of South Africa’s finances. This, together with the unexpected announcement by President Zuma that the government would provide free higher edu-cation to students from poor and working-class families, has led many economic commenta-tors to warn taxpayers to expect tax increases in the near future.

Fortunately, there are a few ways you are able to reduce the amount of tax you have to pay. One is to make tax deductible contributions to a retirement annuity. You can invest in a retirement annuity even if you already contribute to a pension or provident fund, as every year you are allowed to contribute up to 27.5% of your remunera-tion or taxable income into a combination of retirement funds.

Apart from the obvious ben-efits of paying less tax up-front, you will benefit by saving for the day you retire. Most South Africans will not have accumu-lated sufficient wealth once they reach retirement age, and any additional amount saved beforehand will go a long way to improve their financial situ-ation. There are a number of other sound reasons for invest-ing in a retirement annuity: the investment returns earned by a

retirement annuity are not sub-ject to income tax, dividends tax or capital gains tax; and the proceeds of a retirement annui-ty are also not subject to execu-tor’s fees or estate duty; nor can they be attached by creditors.

Investing in a retirement annuity is more complicated than it seems and you would be well advised to discuss your investment plans with someone who specialises in these mat-ters. This is because there are a variety of retirement annuity products available to investors and you need to make sure that the funds into which you invest your money are in line with your risk profile, and comply with retirement fund regula-tions. Furthermore, money invested in a retirement plan can only be accessed after you retire and mostly in the form of an annuity, so you need to be aware that you will not have access to your investment until you retire.

Although the idea of saving tax is attractive to most peo-ple, the concept should be ad-dressed together with a num-ber of other factors. It may be

to your advantage to invest in a combination of retirement funds as well as discretionary saving plans such as tax-free investments and voluntary investment plans, instead of only contributing to retirement funds. This could place you in a more secure and flexible posi-tion from a retirement and tax-saving position.

An experienced Certified Fi-nancial Planner® will be able to assist you to develop a per-sonalised long-term financial strategy tailored to suit your individual circumstances.

If you do plan to invest in a retirement annuity in order to reduce the amount of tax you will have to pay in the 2017/8 tax year, you have until the end of February to do so. If you miss this deadline, you may un-fortunately end up paying more tax than you need to.

Manleys Flats, Cuyler-ville and St Andrew’s all registered impres-

sive wins in the GCB leagues last weekend. Manleys beat Makana Sona by seven wick-ets, Cuylerville beat Station Hill by five wickets, the same score by which St Andrews 2nds beat Port Alfred 1st.

At Manleys in the GCB 1st League, Makana batted first and were bowled out for 173 in 37.1 overs. Experienced batsman Mtunzi Antoni scored the most runs (59) for his team. Captain Thando Ngcete (20) and Lunga Stamper (19), also contributedt. Bryon Wakeford 3/35 (10), Andrew Marshall 3/62 (10) and Jono Davy 2/27 (7), were impres-sive with their bowling.

Manleys got off to a good start in their run chase, es-pecially captain Francois Van Rooyen who played superbly for his knock of 77 runs, dis-patching bowlers all over the

park with eight 4s and three sixes.

Graeme College hosted the annual Settlers Cup, where Union High, St Andrewʼs and Kingswood participated in a tennis competition with a rich history. Graeme beat Union High 11-1, and followed with another 11-1 win over Kingswood. St Andrewʼs showed good form and beat Graeme 8-4, becoming the Cupʼs overall winners. STAFF REPORTERSt Andrew’s College 2nd and U15A tennis teams played their first matches of the sea-son against Selborne in East London last Friday. The 2nds had their hands full but the fixture gave several newcom-ers to St Andrews College side a taste of open tennis.

Selborne proved too strong and took the match 7-2, with Guy Rushmere and Robbie Houghton the only winners

for St Andrew’s.The U15A team fared much

better, and after losing con-vincingly to the Selborne team last year, must have expected a more difficult day on court. However, the St Andrew’s boys did not allow Selborne single match, white-washing them 9-0, heralding an excit-ing season ahead.

The 1st team started their campaign with the Settlers Cup Quadrangular on Sun-

day (which also included Un-ion High from Graaff-Reinet, Kingswood and Graeme) and the St Andrew’s could not have asked for a better start. They beat Kingswood, 12-0, in their first match, Graeme 8-2 and the overall title 8-2, with Dylan Bowker the standout player.

Against Union High, St. Andrew’s prevailed 10-2. St. Graeme came second, Union High third, and Kingswood fourth.

Graeme great against Muir STAFF REPORTERIt was a great weekend for Graeme College Cricket, with 1st XI having a perfect day against Muir College.

The Graeme 1st XI had pos-sibly the most complete per-formance you can imagine against Muir College on Satur-day , winning by 292 runs with 318 for 8 after 65 overs. In 1986, Graeme bowled Union

High out for 28.Earlier in the week, Graeme

again dominated Muir in T20 match, cruising to a nine-wicket victory within 10 overs. Romario Fritz top scoring with 31 not out. Graeme also met St Andrew’s (146/6) in the semi-final of the Albany leg of the CSA T20 competition, fall-ing 13 runs short of the target and finishing on 133/6.

In another match against Muir the Graeme 2nd XI bowled their opponents out for 96, posted 130 all out and won by 34 runs.

Graeme’s U14A side beat another Muir side by six wick-ets after restricting Muir to 132 all out. To complete the rout, Graeme’s U15A side also beat Muir (120 all out) by five wickets.

The Settlers Cup was held in Grahamstown on Sunday 22 January 2018. Union High travelled from Graaff Reinet and joined Diocesan School for Girls, Kingswood College and Victoria Girlsʼ High School in the event which is played as a round robin. The eight girls from each team play a round of singles and then doubles with 12 matches being played in each fixture. Union triumphed in the event going through unbeaten, while Kingswood edged DSG in the fight for 2nd place, winning that fixture 8-4. Pirates 2-0 against Newtown By CHRIS TOTOBELA

that earned him loud cheers from the appreciative JD Dlepu Stadium crowd.

Santos also fought their way back into the game against a hard running Cameroon side, trailing 2-1 before winning game 3-2 in a tough contest. Tando Mtwalo crowned his man-of-the-match performance with a well-taken goal.

The pick of the weekend, however, was Sun-day’s game in which City Pirates and Newtown City, two former SAB regional league participants, met in a Makana LFA Premier league match. It was clear from the word go that both teams were not going to sit back as they attacked furiously. Pirates had the better of the early exchanges and used their wing play ef-fectively, as Newtown City struggled to deal with their speed.

Pirates got an early advantage and were awarded a penalty in the seventh minute when a City defender handled the ball inside the box. Zolani Swaartbooi easily converted the spot-kick. 1-0. The battle of mid-field got tougher as both teams tried to gain control of the game and Newtown City had a great opportunity to level matters just before the half-time break when their striker caught the Pirates defence off guard with a dangerous run, and even beat the keeper, only to miss an open net.

Newtown City came fighting in the second half and were again unlucky not to score when their striker shot over the bar with only the goalkeeper to beat. Pirates slowly came back into the game and started dictating matters in the midfield but squandered a lot of scoring chances. Both teams threw everything at each other keeping the crowd alive with entertaining and attack-ing football but were both very poor in front of goal.

With less than 10 minutes before the final whistle, Pirates caught City with a quick counter attack which was finished off by super substitute Aphelele Tyelbooi. 2-0. Newtown City did not give however, and kept searching for a goal but it was not to be; with the final whistle closing down an entertaining game in which both teams displayed very good football skills.

Incidentally, the well-oiled Pirates team is yet to lose a game this season.
