REPORT FOR SEMINAR/CONFERENCE COMMITTEE

2016-17

The Seminar/Conference Committee is in charge of conducting seminar or conference at

national and international in the college. In furtherance of this objective the committee

planned and organised a national conference. The details are as follows:

I. One day National Conference on Development And Environmental Challenges:

Issues and Strategies for Sustainable Development; conducted on 25th November,

2016.

The General Assembly, in its resolution 38/161 of 19 December 1983, inter alia,

welcomed the establishment of a special commission that should make available a report

on environment and the global problematique to the year 2000 and beyond, including

proposed strategies for sustainable development. Recognizing the success of the

Millennium Development Goals (MDGs), countries agreed in “The Future We Want,”

that the outcome document of the UN Conference on Sustainable Development (Rio+20)

in 2012, to establish an open working group to develop a set of sustainable development

goals for consideration and appropriate action.

The Sustainable Development Goals (SDGs), proposed by the Open Working

Group, were the result of a three year long transparent, participatory process inclusive of

all stakeholders and people’s voices. Many stakeholders, especially youth, were also

involved from the beginning on social media and other platforms. Thus resulting in 17

SDGs and 169 targets set forth before all the countries to monitor and review these goals

and targets.

Thus, there lies a need of developmental agendas that focuses on integrating

environmental sustainability into development policy making, in particular by turning

resource constraints and the climate crisis into an economic opportunity that generates a

double dividend of higher economic growth necessary to reduce poverty with lower

environmental impact, by improving the efficiency of resource use and increasing

investments in human and natural capital.

Economic growth cannot be an end in itself. However, poverty reduction and

decent job creation are not possible without economic growth. This is why we need an

economic growth with different economic, social and ecological qualities, such as high

economic dynamism, social inclusion and ecological sustainability. The green growth

approach, since 2005, focuses on improving the ecological quality of economic growth as

an important tool for sustainable development and is a key strategy for delivering the

green economy in the context of sustainable development and poverty eradication.

Therefore, the One day National Conference on “Development and Environmental

Challenges: Issues and Strategies for Sustainable Development” is been hosted by SDM

Law College to provide a forum for participants to understand the challenges and provide

with suitable suggestions to achieve these SDG and targets.

Theme:

“Development and Environmental Challenges: Issues and Strategies for Sustainable

Development”

Sub theme:

▪ The legal regime on Sustainable Development.

▪ Development vis-à-vis Environmental Impact Assessment

▪ Environmental Rule of Law and Sustainable Development

▪ Sustainable Development Goals: schemes and role of Governments to achieve

these goals and targets

▪ Development and Climate Change: the vulnerabilities and its impacts

▪ Poverty, Policies and Sustainable Development

▪ Development vis-à-vis sufficient food and water for active living

▪ Conservation of biodiversity

▪ Energy management, urban infrastructure development, public utilities and power

industries

▪ Environmental awareness, public participation and training for Sustainable

Development.

▪ Sustainable tourism.

▪ Rural and urban land use policy.

▪ Human-wildlife conflict vis-à-vis development.

With this background on 25th November, 2016, the National Conference on

Development and Environmental Challenges: Issues and Strategies for Sustainable

Development was taken up.

The Inaugural Programme was scheduled at 9:30am on 25th November, 2016 at the

Conference Hall, of SDM Law College. This inaugural programme began outside the

college by planting a sapling by the Guests for the day, Prof. Dr. M. S. Moodithaya, Mr.

Yeshwanth Shenoy, Dr. Sairam Bhat, Mr. Girish K C and Dr. Tharanath, along with the

coordinator of Eco Club Mrs. Vinuta K and student volunteers of the eco club.

The National Conference began with the a invocation song, followed by welcome

address by Dr. Tharantha, Principal / Chairman, S D M Law College & Centre For P.G.

Studies & Research In Law, Mangalore.

After welcoming all the dignitaries on the dais and off the dais, the resource

persons, paper presenters and the students of SDM Law College and various other law

colleges, the event was followed by the lighting of the lamp and beginning the

proceedings of the conference

Mr. Ravindra K Rajput, Asst. Professor, S D M Law College, the coordinator of

this conference later provided an outline as to the reason for choosing this theme to the

National Conference and its relevance and need to create awareness on sustainable

Development.

Later, the Inaugural Address was rendered by Prof. Dr. M. S. Moodithaya,

Registrar, NITTE University, Mangalore.

After the inaugural address, the dignitaries for the day released a journal “Legal

Opus” (Law Journal published by SDM Law College). This was followed by unveiling of

the eco club logo “eco rangers” and swearing in ceremony for the eco club office bearers

and its members.

Then the Chief Guest of the National Conference Mr. Yeshwanth Shenoy,

Advocate, Mumbai addressed the gathering, followed by Presidential Address by Dr.

Sairam Bhat, Associate Professor & Coordinator for Centre for Environmental Law

Education Research and Advocacy and the Environmental Law Clinic, NLSIU,

Bangalore and Mr. Girish K C, Asst. Professor, KSLU, Hubballi.

Finally, Vote of Thanks was rendered by Dr. Jayaram, Associate professor, S D M

Law College & Centre for P.G. Studies & Research in Law, Mangalore, by thanking all

the guests to the National Conference.

The next session scheduled for the days was a Plenary Session from 11:15 a.m. at

the Conference Hall. The session was coordinated by Mr. Maheshchandra Nayak,

Associate Professor, SDM Law College, Mangalore. The Esteemed speakers at this

session were Mr. Yeshwanth Shenoy, Advocate, Mumbai, he spoke on the topic

“Biodiversity Conservation: From Sustainable Development to Sustaining LIFE”. Dr.

Sairam Bhat, Associate Professor & Coordinator for Centre for Environmental Law

Education, Research and Advocacy and the Environmental Law Clinic, NLSIU,

Bangalore, he spoke on the Effect of ‘Consumerism’ on Development, Sustainability and

Environment and Mr. Girish K C, Asst. Professor, KSLU, Hubballi, he spoke on the need

for a sustainable approach towards water conservation.

At 1:30 p.m Parallel Sessions, containing Paper Presentations by various

academicians from different parts of the country presented their papers on diverse topics

which were provided in the broad theme that was provided to them. The Parallel Session

1 was held at Conference Hall and chaired by Mr. Yeshwanth Shenoy with 10 presenters

presenting papers. The Parallel session 2 was held at Tutorial Hall 2 and Chaired by Mr.

Girish K C, with 11 presenters presenting papers in this session. In total 21 papers were

presented.

The 3rd session for the day was a Panel discussion held at the Conference Hall.

This Panel discussion was moderated by Mr. Girish K C, Asst. Professor, KSLU,

Hubballi. The panel included esteemed Speakers as Mr. Dharmaraj, CEO of MCPL,

Mangaluru, Suma Ramesh, Advocate and Environmentalist, Mangalore; Rajshekhar

Puranik, Member, Karnataka State Pollution Control Board, Mangalore; Dr. Sairam Bhat,

Associate Professor, NLSIU, Bengaluru, and Mr. Yeshwanth Shenoy, Advocate,

Mumbai. The panel discussed on the various environmental concerns of Dakshina

Kannada District with special focus on the impact on the environmental that would arise

in wake of Mangaluru being declared as a Smart City and the developmental projects that

may be taken up.

At 5:00 p.m. the Valedictory programme began at the Conference Hall. Dr. A. M.

Khan, Registrar (Evaluation), Mangalore University, Mangalore, presided over as the

Chief Guest for the Valedictory programme and delivered the valedictory address. Dr.

Tharanath, Principal, SDM Law College, Mangalore also shared the dais and finally

handed over all the Certificates to the paper presenters and participants of the One day

National Conference. Finally, the vote of thanks was rendered by Ravindra K. Rajput,

Asst. Professor, S D M Law College, Mangalore.

II. WORKSHOP ON MEDICO –LEGAL ASPECTS OF NARCO -ANALYSIS

AND BRAIN MAPPING

Workshop on Medico-Legal aspects of Narco-analysis and Brain Mapping was jointly

organized by Yenepoya University and S D M Law College, Mangaluru in association

with Yenepoya Narcotics Educational Foundation of India (YNEFI), Mangalore on 18th -

20th January, 2017.

Mr. M Chandrashekar, IPS, Commissioner of Police Mangaluru was the chief guest.

In his speech he said Narco analysis and brain mapping has become an important

investigative tool for law enforcement agencies and institutions. We are in an era where

we expect instant results. This has contributed to the development of advanced

techniques to enable the law enforcement agencies to uncover the truth from the accused.

Every person is endowed with fundamental rights and these rights are to be respected.

There are blocks in the way of implementation of advanced investigative tests like narco

analysis and brain mapping. But Narco analysis is futuristic in nature and standardization

procedure is needed for its wider application in the field of jurisprudence. Narco analysis

protects human rights and ensures to protect the innocent. Being its nature and

application narco analysis technique will not harm the person who is alleged to be found

guilty. He further added that if these kind of techniques reduces the burden of law

enforcement authorities, which are humane in nature, protect human rights, reduces pain

of both the accused and the investigating personnel then such techniques or methods will

definitely find place in law enforcement departments.

Prof. James T Antony, former Principal, Thrishur and Calicut Medical College, Mr. S.

Rajkumar IRS, Chief Commissioner, Customs and Central Excise, Karnataka, Mr. K.R

Suresh DIG of Coast Guard and Mrs. Susamma Thomas, Vice Principal of S.D.M Law

College also spoke on occasion. Dr. M Vijayakumar, Vice- Chancellor of Yenepoya

University presided over the function.

In these three day Workshop, first two days was dedicated to scientific aspects of

Narco-analysis and Brain Mapping and Third day i.e. on 20th January, 2017 legal aspects

was analysed covering the following topics:

1. Dr. P. D. Sebastain, Professor Emeritus, S D M Law College, enlightened the

audience on Narco-analysis and Constitution of India.

2. Prof. Maheshchandra Nayak , Associate Professor S D M Law College, discussed

in detail the legal procedures for subjecting anyone to Narco-analysis.

3. Ms. Gayathri P.G, Assistant Commissioner, Service Tax II Commissionerate

spoke about Human Right Philosophy and Narco-analysis.

4. Dr. Ravindranath Shanbagh, President Human Rights Protection foundation,

Udupi spoke on How to preserve the sanctity of Doctor Patient Relationship.

This was followed by two Paper presentations by:

1. Mrs. Reshma , Asst. Prof. S D M Law College on topic Self- incrimination vis-à-

vis Narco-analysis.

2. Ms. Suma Suresh Kogilgeri, Asst. Prof. S D M Law College on topic use of

Narco-analysis and Brain Mapping in Criminal Investigation : A boon or Bane?

III. HUMAN RIGHTS AWARENESS PROGRAMME

The Human rights awareness programme was first of a kind initiative taken up by the

Human Right Cell and this was a one day event conducted on 21st February, 2017 at the

BBM Conference Hall.

The programme saw an overall participation of 120 students comprising students from

other colleges as well. The students from the following colleges participated in the

programme: Sharada college; Paduva college; Besant college; Aloysius college; and

Canara college.

The awareness training programme included these prominent speakers:

1. Shri. Harishekaran, IPS, Inspector general of Police, Western Range, Mangalore.

2. Dr. Ravindranath Shanbgag, Human Rights Protection Foundation, Udupi

3. Smt. Vijaylakshmi, Human Rights Protection Foundation, Udupi.

The topics covered were on Public Policy, Justice, responsibility of duty holders, the

methodology in dealing with human rights violations and laws concerning child

pornography.
