The university VELLORE INSTITUTE OF TECHNOLOGY
- ANDHRA PRADESH (VIT-AP) is a state private
university established with the invitation ofthe AP state govt.
Initial land sanctioned is 200 acres. Currently the university
is running programmes for U.G, P.G, Management and Ph.D.

The VIT-AP university is established by Govt. of AndhraPradesh, The Andhra Pradesh State Private Universities(Establishment and Regulations) Act, 201 6. Vellore Institute
of Technology - Andhra Pradesh Trust. The university has
started courses in B.Tech, Integrated M'Tech and Ph.D
programmes form the year 2017. In addition to the above
programmes, Management (BBA) programme was started in201 8

The name ofthe trust as per the documents reads as: VelloreInstitute of Technology - Andhra Pradesh Trust. Dr. G.
Viswanathan is the managing trustee of the Trust. The trust is
mainly involved in promoting the university for educational

VIT-AP being a private university does not require priorapproval for the programs being undertaken. The universityhas to seek AICTE approval eventually. AICTE guidelines
are broadlv adhered to.

Yes, the university offers various facilities to the students alisted below1. Merit scholarships2. STARS which aims of providing free education to the
rural economically backward sections.
3. Each students is insured for the entire duration ofprogramme with an amount of 2 lakh INR
4. Support facilities for physically disadvantaged students
are also nrovided in the infrastructural set up.

Yes, All the information about various scholarships andfacilities is informed to the students and the concerned
through various media like newspaper, website &advertisements and circulars to the students in specific.The university website also contains the details relevant toSTARS scheme.
(vii) Is there a GrievanceRedressal Mechanism andis that working properly?(refer 4.9 of the format)
Yes, there is a grievance redressal cell in the University.The committee is headed by a faculty of the university.The detailed mechanism and the redressal process are
communicated to the students and the same is beingfollowed to resolve the issues raised.
(viii) ls the University followingproper procedure forformulation and revision ofcurriculum on periodicbasis?

The syllabi of different programmes are formulatedthrough Boards of Studies and Academic Council whichhave members from other reputed institutes. The system is
in place for revision of syllabi.

The in-house examination system which is called CAT(continuous assessment test) is conducted 3 times in a
semester. The schedules are announced well in advance to
the beginning of the semester Academic Calendar of the
University; which is fair and transparent. Students can
apply for revaluation and also appelate revaluation forclarification of marks and grades.

university are through national level entrance
examinations as listed below.

follow clearly laid down policy?No special reservation is offlered by the university.
(i) Are the students sufficiently informedabout the fees and charges payable?
Yes, the students are sufficiently informed about the fees
and charges payable through website and InformationBrochure. The Fee structure for all the programmes is
available on the university website.
(ii) Does the University follow its owndeclared policy in collecting any fees orcharges or are there some charges overand above the notified fee structure?
Yes, the university follows its own structure and policyoftuition and other fees. There are no extra fees that are
collected apart from what is mentioned in the website ofthe universiW.
(iii) Is the mode of fees collectiontransparent or are there complaints ofpayments without receipts?
All fees and financial collections are through bank
payment (Demand Draft or Bank Transfers) and no cash
transaction. All the payments (Digital/cash) are
acknowledged with the receipt upon payment. So far no
complaints have been received from any section ofthestudents in this regard.
(iv) Are the fees reasonable compared tocosts involved in running theprogrammes and to other similarinstitutions?
Yes, the university is collecting the fee at a reasonable
cost compared to the other universities on par. The fees
are fixed based on the running expenses of the
universitv.(v) Is the fee structure based on a policy or
guidelines laid down by theGovemment?
The fee structure of the university does not comply to
the guidelines laid by the Government.
(vi) Is there any indication of the Universitybeing run solely or primarily forcommercial sains?
No. There is no indication as such that the universityis being run for commercial gains. However, it is in a sel
sustaining model.
The university has implemented the 7'n pay commission
recommendation with a different scaling factor.However, the 7'h pay scales are not implemented in-totoas oer 7-CPC recommendations.

Yes, the University has its independent funds. It isgenerously supported by the parent institution,Vellore institute of Technology-Vellore.

Research activities of the university is not
significant, but there is potential ofquality research'
The teachers have research interest but research
environment and facilities are not apparent atthis
stage. Its teachers have succeeded in getting some
research funds (around 40 lakh) of extemal fundedprojects. The university offers Ph.D programme invaflous and currently 74 scholars.
(i) Is the Non-teaching staff adequate,well qualified and paid as per thenorms of the concerned StateGovemment?
Yes; the non-teaching staffare adequate. Currently63 non-teaching staff catering to the needs ofvarious departments. They are outsourced from a

service provider. There is no non-teaching staffonuniversity's payroll directly.
(ii) Do the academic results show evidenceof independent and rigorous evaluationprior to the issue of degrees?
Yes, the academic results show that the
examinations & evaluation procedure is
independent, transparent and rigorous' It is
suggested to have End-of-Semester examination
for each course, which is currently missing.
(iii) Has the University obtained necessary
and desirable accreditations?The university is not yet eligible.

Part - fV - Recommendations:
Observations of the Committee: The committee begins its visit with a brief presentation by the Vice
Chancellor, VIT-AP university on l5th February 2019, giving an overview of the functioning of the
university, its genesis, organizational setup, academic activities, and the future plan. The committee
members interacted with the university management and other senior functionaries during the presentation.
The committee made visits to departments of the university, laboratories, the library, hostels workshop and
other common facilities. The committee interacted with different stake-holders such as parents, teachers,
students, non-teaching staff and industry representatives to gather feedback on the implementation of
various academic programs, governance ofthe university and other related matters. The process continued
for day 2 and the committee ascertained certain factual details from the university by verifuing relevant
documents, first-hand experience of the condition and the functioning of various units and also interacted
with the concerned functionaries at these facilities. Based on the feedback ascertained form all concemed
of the university and the visit of the committee to various facilities in departments, following observations
are made.
STRENGTHS
The university has good building infrastructure of around 8.6 lakh sft at present on itspermanent campus 100 acres.
The university's management has a reputation of managing successfully other similarinstitutions in Vellore and Bhopal. The management has a sound financial base.
The faculty are enthusiastic, energetic, motivated and are drawn from well-reputed institutionsof the country and abroad. The teachers appear to be content with the facilities and
compensation provided to them.
Besides having basic BTech programmes in CSE and ECE, there are special degrees offeredwith specializations in Data Science, Network Security, VLSI Design and Embedded Systems.
The general perception of the locality and of parents is that the curricula offered by thisuniversity is better than other institutions in the region.
The university has adequate computing facilities, with campus-wide wi-fi, well-stocked and
well-staffed library. The e-resources of parent organization is used.
Seed-grant is provided to teachers and teachers are provided financial support for internationaltravel to attend conferences.
LIMITATIONS
Choice Based Credit system is not truly reflected in the existing curricula.
The instrument facilities in various engineering laboratories appear to be very rudimentary andbetter equipment are required t". nNCj.L-_

The campus is not easily accessible
The infrastructural and support facility is grossly inadequate to achieve fully-residential
environment which is one of the essential features of any good institution.
Library is primarily a text-book library and is inadequate for research.
Though there are energetic young faculty members (recruited in the cunent academic year), the
senior faculty members are drawn from VIT, Vellore. The university should appoint afresh
senior leaders from other institutions to avoid legacy-inheritance
The quality of research publications by teachers is weak. Teachers should aim at attending
leading conferences with the facility ofinternational travel and also should aim at publishing
research articles in leading j ournals.
8. There are very few attempts of securing extra-mural research grant by the teachers. Based on
seed-grant, the teachers should make attempts to try research-grant and patents
9. Documentation of Minutes and Proceedings of different statutory meetings do not capture the
essential spirit of deliberation and decision.
10. The university has sizeable number of part-time research scholars by apparently deviating fromUGC guidelines of minimum stipulated residential requirement.
1l. The programmes spread is narrow. Only few engineering disciplines and a BBA programme
are offered. University does not seem to plan courses in humanities and basic science.
12. Women-centric facilities like vending machines for sanitary pads, incinerators are not available.
I 3. The sports facilities and facilities for extra-curricular are yet to be developed.

15. Representation ofstudents in relevant bodies is not in place.
B. Suggestions of the Committee which require satisfactory compliance by the University
l. CBCS system should be implemented in true letter and spirit.
2. Non-conventional sources ofenergy such as Solar, Geo-Thermal should be tapped and otherGreen practices such as Rain-Water Harvesting, STP- water recycling Dual-Plumbing should be
implemented.
3. Participation ofall stake-holders in governance need to be initiated and Students' Council shouldbe empowered.
4. Programmes in basic science and humanities should be initiated.
5. Proper ventilation and circulation of fresh air in laboratories are required. R.rA-

C. X'inal Recommendations
The University is in its evolving process with promises. There are some shortcomings observed bythe committee and it is expected to get-over these in near future. The system, procedures andadherence to guidelines are in place.
