AREAS OF NOTE
1. Waste appears to extend beyond the property boundary of the Site on the southeastern
boundary, extending onto tax parcel 653704649865 owned by the City of Albemarle.
2. Potential gas migration pathways observed on the Disposal Area included an
underground pipe from the steel storage tank used for polymer to Long Lake Creek,
underground pipes from the sewage disposal facility to the sludge dispenser pipe, and a
sewer line along the southwestern side of the Disposal Area.
3. An unused steel storage tank used for polymer is located on the southeastern part of
the Disposal Area and a sludge dispenser pipe used to release waste into trucks is
located on the central part of the Disposal Area. A paved road and stacked telephone
poles are also located on the Disposal Area.
4. Buildings associated with the sewage disposal facility are located within 100 feet of
the northeastern Disposal Area boundary.
5. Stanly County Public Works, Department of Highways, and Animal Shelter are
located on Tax Parcels 653704649865 and 653704649865 to the north of the Site. An
apartment complex is located to the northwest of the Site on tax parcel 653702697124
on Creekridge Road.
6. Poplin Creek flows from north to south along the southeastern boundary of the
Disposal Area. Long Lake Creek flows from northwest to south along the
southwestern boundary of the Disposal Area.
7. The southeastern and southwestern boundaries of the Disposal Area are located within
the 100 year flood zone.
8. Up to about 10 feet of cut material may have been removed from the northwestern part
of the Disposal Area.

SITE SUMMARY
1.0 SITE CONDITIONS
This section discusses the observed conditions on the Site, as defined as the properties (Tax
Parcels #’s 653704649865 and 653704649865) on which the Disposal Area is located. The
Disposal Area is defined as the area observed or reported to have been used for waste placement
or burial. The boundary (perimeter) of this area is the observed limit of waste material based on
field observations and the inferred limit based on a review of historical aerial photographs. The
site visit was conducted on October 13, 2009. Photographs illustrating site conditions are
included in Appendix D.
The Site is located in Stanly County, near Albemarle, NC. Driving directions to the Site from the
intersection of NC-138 and NC-24/27 Bypass are as follows:
1. Drive west on NC-24/27 Bypass for about ¾ mile.
2. Turn left onto Coble Avenue and drive to the security gate of the City of Albemarle
Disposal Facility.
3. The City of Albemarle Dump is located beyond the security gate along Long Lake Creek.
1.1 On-site Structures
Buildings associated with the City of Albemarle Sewage Disposal Facility are located on the
Site. The Facility consists of waste ponds, paved roads, two buildings, and numerous storage
sheds. An unused steel storage tank used for polymer is located on the southeastern part of the
Disposal Area, and a sludge dispenser pipe used to release waste into trucks is located on the
central part of the Disposal Area.

1.2 Current Site Usage
According to Raymond Allen, Albemarle City Manager, the Site is used as the Sewage Disposal
Facility for the City of Albemarle. The Utilities Department uses the northwestern part of the
Disposal Area to store wood telephone poles.
1.3 On-Site Water Supply Wells and Intakes
No on-site water supply wells were observed on the Site during the site visit. A water meter and
fire hydrants were observed on the Site during the site visit.
1.4 Surface Water Features
Poplin Creek flows from north to south along the southeastern boundary of the Disposal Area.
Long Lake Creek flows from northwest to south along the southwestern boundary of the
Disposal Area. Long Lake Creek and Poplin Creek were about 25 feet wide with slow flowing
clear water. Both creeks flowed on exposed boulders. Some disposal material was observed in
the stream beds including tires, water heaters, glass, and concrete. A drainage ditch was observed
along the northern boundary of the Disposal Area. The drainage ditch was dry with exposed
disposal material in the southern drainage ditch bank. Observed disposal material included glass,
plastic, clothing, tires, and 55-gallon drums.
1.5 Disposal Area
Access to the Disposal Area is from Coble Avenue and through a security gate with key pad
(Photo 1). The Disposal Area occupies 7.6 acres based on the estimated Disposal Area perimeter
shown on Figures 1 through 3.
The Disposal Area generally slopes to the southwest. A comparison of the topography from the
1978 USGS 7.5 minute topographic quadrangle map (10 foot contours) with the 2005

topographic map from NCDOT GIS Branch (20 foot contours) indicates that up to about 10 feet
of cut material may have been removed from the northwestern part of the Disposal Area. The
removed cut material is estimated based on a comparison of topographic maps of different
vintages constructed using different methods. The reported years of operation were from the
early to mid 1930’s to 1972, so the 1978 USGS map (based on 1977 aerial photographs) may
have represented the land surface at or near the end of the disposal period. Differences between
elevations on the maps may reflect actual elevation changes or may be apparent differences due
to the different map making methods. The elevation comparisons are approximate and
differences in scale and methods of mapping are not sufficient to evaluate some changes in
topography.
GPS coordinates were taken of the Disposal Area perimeter. The approximate Disposal Area
perimeter is illustrated on the figures and on aerial photographs in Appendix E. A table of GPS
coordinates for the Site entrance and the Site perimeter is presented in Table 1. The Disposal
Area perimeter location is approximate and is based on visual observations made at the time of
the site visit and interpretation of aerial photographs. Figures 4 and 5 show LiDAR shaded relief
superimposed on the Disposal Area.
1.6 Disposal Area Conditions
The Disposal Area was covered with a paved road, grass, and deciduous trees of two to four feet
in diameter. Disposal material was observed along the stream banks of Poplin Creek along the
southeastern boundary of the Disposal Area and Long Lake Creek along the southwestern
boundary of the Disposal Area. The observed disposal material along the stream banks included
concrete, corrugated metal, glass, tires, and water heaters. Exposed disposal material was also
observed along the northern boundary of the Disposal Area which included 55-gallon drums,
glass, plastic, tires, clothing, asphalt, concrete, and white goods. The northwestern part of the
Disposal Area was covered with dirt and stacked wooden telephone poles and the southeastern
part of the Disposal Area was covered with grass.

The observed Disposal Area was on two tax parcels, Parcel Numbers 653704649865 and
653704649865. The perimeter of the Disposal Area was visually evident with the majority of the
Disposal Area on Parcel No. 653704649865. The southeastern perimeter of the Disposal Area
extended onto Parcel No. 653704649865.
The southeastern and southwestern boundaries of the Disposal Area are located within the 100
year flood zone. No notable erosion, depressions or hummocky topography, offensive odors
associated with the old landfill, stained or discolored soils, or slope failures were observed
during the site visit.
1.7 Evidence of Human Activity
Activities associated with the operation of the Sewage Disposal Facility were observed during
the site visit.
1.8 Potential Landfill Gas Migration Pathways
Potential gas migration pathways observed on the Disposal Area included an underground pipe
from the steel storage tank used for polymer to Long Lake Creek, underground pipes from the
sewage disposal facility to the sludge dispenser pipe, and a sewer line along the southwestern
side of the Disposal Area. The pipeline locations to the steel storage tank and sludge dispenser
were not observed. The sewer line right-of-way and manholes were observed.
Potential gas migration pathways observed on the Site included buildings associated with the
sewage disposal facility, and underground sewer and water lines.
1.9 Physical Barriers
Site access is provided by Coble Avenue. Site access for vehicles is blocked by a security gate at
the entrance to the Sewage Disposal Facility. Access to the northern part of the Disposal Area is

limited by a security gate. Physical barriers were not observed along the eastern, western, or
southern boundaries.
1.10 Other Pertinent Information
Some history of the Site was obtained during conversations with persons familiar with the Site.
The information obtained indicates that:
• Mr. Raymond Allen, Albemarle City Manager, stated that the Site operated from the
early to mid 1930’s to 1972.
• Mr. Allen stated that the waste placed at the Site was generated by the City of
Albemarle.
• Mr. Allen stated that since the Site was closed in about 1972, the Site has been used by
the City of Albemarle Sewage Disposal Facility.
Notes from conversations with people familiar with the site are included in Appendix C. The
information obtained from these conversations has not been verified or confirmed.

2.0 VICINITY CONDITIONS
This section describes the observed general conditions in the vicinity of the Site, as defined as an
area within 1,000 feet of the perimeter of the Disposal Area. Photographs illustrating vicinity
conditions are included in Appendix D.
2.1 Structures Located on Adjacent Properties
Structures described in this section are located on adjacent properties that have a shared property
boundary with the Site.
Stanly County Public Works, Department of Highways, and Animal Shelter are located on Tax
Parcels 653704649865 and 653704649865 to the north of the Site. An apartment complex is
located to the northwest of the Site on tax parcel 653702697124 on Creekridge Road. These
structures are shown on aerial photographs in Appendix E.
2.2 Water Supply Wells and Intakes
Water supply wells or well houses were not observed at residences along Coble Avenue within a
1,000-foot radius of the Disposal Area. Water meters were observed in the yards of several of the
residences within 1,000 feet of the Site. Fire hydrants were observed within 1,000 feet of the
Site. According to Raymond Allen, Albemarle City Manager, the area within 1,000 feet of the
Disposal Area perimeter is served by a public water supply.
The nearest public water supply registered on the NCDENR Public Water Supply Section’s
database (as of January 2009) is a public water supply well located to the south of the Site. This
location is about one mile south of the Disposal Area across Poplin Creek and in an apparent up-
gradient direction at Rolling Hills Manufactured Home Park, 24001 Canton Park, Albemarle, NC
28001. The location and permit number for this well are shown on Figure 1.

2.3 Current Land Usage
Property in the vicinity of the Site is primarily wooded, except for the area to the north which is
commercial. Land usage at the time of the site visit within 1,000 feet of the Disposal Area
perimeter was:
North: Commercial, apparent side- to up-gradient direction from the Site.
South: Wooded, apparent side- to down-gradient from the Site.
East: Wooded, apparent down-gradient direction to Poplin Creek then up-gradient
from the Site.
West: Wooded and residential, apparent down-gradient direction to Long Lake Creek
then up-gradient from the Site.
2.4 Surface Water Features
Poplin Creek flows from north to south along the southeastern boundary of the Disposal Area.
Long Lake Creek flows from northwest to south along the southwestern boundary of the
Disposal Area.

3.0 AERIAL PHOTOGRAPHY REVIEW
Aerial photographs were reviewed for the years 1938, 1956, 1968, and 2005. The reported years
of operation of the Site were from the early to mid 1930’s to 1972. Observations of each of the
photographs are included in the following table. Copies of the aerial photographs are included in
Appendix E. Some aerial photographs are reproductions of original aerial photographs and have
some distortion; therefore, overlaid Disposal Area Boundaries and other features may vary from
their actual locations. Hand drawn lines and notations on the photographs denote soils mapping
information drawn on the original photographs by the USDA NRCS.
Flight Year Observations Source
1938
The northern part of the Disposal Area has been cleared and bare
ground is exposed. Dirt roads appear to access the cleared areas
of the Disposal Area from the north. Grass and trees are apparent
on the central and southeastern parts of the Disposal Area. The
Sewage Disposal Facility is visible.

1956
The cleared area on the northern part of the Disposal Area has
expanded toward the south. Bare ground is apparent on the
southeastern part of the Disposal Area. Grass covers the central
part of the Disposal Area. Structures have been built to the north
and west of the Site.

1968
The majority of the Disposal Area has been cleared and is
covered with grass. Additional buildings and waste ponds have
been built on the central part of the Site.

2005
Grass and wooded areas cover the Disposal Area. Stacked
telephone poles are apparent on the northwestern part of the
Disposal Area. The aerial photograph shows conditions
representative of those observed during the visit.

October 9, 2009 Mr. Raymond Allen City Manager of Albemarle, NC 157 North Second Street Albemarle, NC 28001 Dear Mr. Allen: The North Carolina Department of Environment and Natural Resources (NCDENR) has hired Schnabel Engineering to assess old unlined landfills in several North Carolina counties. This project consists of researching the past use and current conditions of hundreds of sites. The City’s property that currently is utilized as the sewer plant has been identified as a potential location of one of these old unlined landfills. We would like to visit your property and ask questions related to the history of the property to help prepare a report for the NCDENR. During the site visit our staff would walk over the property to observe the current conditions. No sampling or digging would be performed. After our site visit, we will prepare a report and submit it to NCDENR. COMMENTS:
Long Lake Creek flows along the southwestern boundary of the Disposal Area. Long Lake Creek was approximately 25 feet wide with slow flowing clear water. Boulders were in the stream bed.
