Both for the V3 and V2 site, the ID_DOG have 15 bits in logical. There are
two switches S1 and S2 physically.
For each bit of S1 and S2, status ON means 0, OFF means 1
S1 bits 18 are mapped ID_DOG logical bits 07; S2 bit 18 are mapped
ID_DOG logical bits 815;
