State Emergency Operations Center Activation Level: Full Activation

On Saturday October 29, 2011 at 2:00 PM Governor Dannel Malloy activated the State Emergency Operations Center.

The State EOC is fully staffed with additional partners.

Summary

Statewide, road conditions have improved however debris continues to be a problem. Major power outages

exist. Local entities are opening shelters and warming centers as needed and are engaged in providing other

public services. Debris Management, Commodities, Mass Care & Sheltering, Fuel and Communications

Restoration Task Forces have been established. Two storm related traffic collision fatalities have occurred, one

in Hebron, one in Hartford.

 At the request of Governor Malloy, the President has issued an emergency declaration FEMAA-3324-EM for the

State of Connecticut. This emergency declaration authorizes FEMA to provide emergency protective measures,

limited to direct federal assistance, at 75 percent federal funding. This assistance is for all eight counties in the State

of Connecticut.

The following notice is posted on the DEMHS Web Site Notification Page:

All state employees, including non-essential employees, are expected to report to work as scheduled unless their

worksite is closed and they have not been required to report to an alternate office. A list of state buildings that are

currently closed can be found below. Non-essential employees may also contact their worksites directly to verify

their building status. In some cases, employees may be asked to report to alternate worksites due to agencyoperating needs. Please contact your agency for that information.

Emergency Support Function (ESF) Reports

ESF 1 - Transportation

Department of Transportation 

Bradley International Airport :

Much of Bradley is still on generator power. Flights are running a normal schedule.

Bus:

All services are running in all CTTransit operating divisions. The most affected areas still are Waterbury and Hartford.

Waterbury -

Nine of 21 Waterbury routes still have detours or short-turns. System is in flux as roads are cleared of trees or low

wires or new roads are closed or restricted for clean-up.

Two of the three Meriden routes are operating with detours.

ESF 2 – Communications

Public Safety Communications

Municipal situation reports continue to be monitored for public safety communication system issues. No direct

request for assistance received as of time of this report. Several reports via SITREPs acted upon. 

DESPP/CTS reporting 31 sites on backup generator power, one site continues on a deployable generator due to

primary generator failure and 4 troops remain on troop generators. DESPP HQ primary power has been restored.

CSP Troop telephone service has been restored to all but one Troop. That one Troop had service restored however

the telephone carrier generator failed. We continue to have generator problems at that one Troop (I-Bethany) 

Public Communications

A request for a deployable wireless site has been referred. We are experiencing an increase in requests for generators to power SLC’s.

Additionally, due to reports of widespread tree damage, increase in “backhaul” connectivity troubles being realized.

Communications continue with commercial wireless carriers, wireline providers, and VoIP providers, with additional

Task Force meetings scheduled.

Anticipate fueling of generators to be a concern among the EFS2 community. Assistance provided to one carrier

upon request for the provisioning of fuel. We are starting to have problems with having propane refilled. Providers are conducting continuous reconnaissance on their systems and are reporting back.

Debris continues to be a challenge in the restoration of power.

Next Telecommunications Task Force meeting 2 November 2011 1000. 

Communications Task Force

General Update: 

Wireless: Roughly 35% of sites down across the state. The counties with the greatest percentage of cell sites out areLitchfield (59%), Tolland (51%), and Hartford (50%). Backup generators continued to be deployed throughout the day.

Priority sites for restoration of commercial power have been identified and communicated to electric distribution

companies.

Wireline: Continuing increase in identified downed service drops, expected to continue as power is restored to more

areas of the state.

VOIP/Video: Restoration continuing to track with commercial power restoration. Most networks are in good-shape

and dropped lines are being repaired ahead of commercial power restoration.

AT&T - As of this morning, reported wire-line outages are up to 9200. There are 246 cell towers offline (121

attributed to commercial power and 118 with T1 issues) Yesterday 45 cell towers brought up.

Verizon landline - minimal damage observed. Once power is restored the company will have a better gauge as to theimpact. Greenwich reporting 2-3 times normal trouble reports. 

Verizon Wireless - 8% of sites are Out of Service (OOS) mostly backhaul and 27% are on generator. Most of the OOS

sites have overlap from working towers. 

Sprint  – Primarily out due to power (75%), 25% are T1 related. Some restoration yesterday, Tolland and Litchfield

counties, outages are widespread.

T-Mobile: is currently operating at 60% with some 274 sites down. Some improvements in southern part of state.

Cablevision - Making slow progress since this morning, reports that 31K (down from 41K yesterday) customers are

out of service. This represents about 12 percent of its customers in the state.

Charter - Charter has back up generators powering all of its Connecticut head-ends and hub sites. The company has

three hubs in northeast CT that are on commercial power. In addition, Charter reports that 40% of its Connecticut

customers are without service.

Comcast – After assessment yesterday – no network events, two fiber breaks yesterday repaired. None pending.

Better overall position than Irene. Comcast has replaced over 1,000 customer drops in the last 24 hours and are

actively repairing an additional 3,000 today. (4700 currently outCOX  – 55,000 customers without service at this time. Coordinating closely with CL&P on restoration. Deploying

additional field crews and generators today.

MetroCast - Reports that any service interruptions were minimal, and all services were restored prior to any

customer’s commercial power being restored 

ESF 3 – Public Works and Engineering

State and local entities continue to assess the status of their infrastructure, roads, and debris conditions.

ESF 4 - Firefighting

Department of Emergency Services and Public Protection

Commission of Fire Prevention and Control 

Activated a second DECON trailer to respond and be used as public showers to East Granby from East Hartford Fire

Department. An earlier deployed trailer from Bradley International Airport Fire Department had a mechanical

failure.

No significant events reported by local, county or regional fire service representatives.

Continue to follow-up on inquires from the field regarding various storm related issues.

Distributed and began receiving replies to a generator needs survey sent on behalf of the Generator Fuel Task Force.

The Connecticut Fire Academy facility in Windsor Locks is still without commercial power, operating on emergency

generator. There is no internet connectivity. Phone service had been interrupted however was restored this

morning and has been intermittent.

ESF5 – Emergency Management

The following Task Forces have been established: Debris, Commodities, Fuel, Communication Restoration, Sheltering

and others as appropriate. A FEMA IMAT request was made to assist with response and recovery operations. Therequest was granted and FEMA staff has arrived at the EOC.

Numerous municipalities have declared emergencies and opened shelters. The state has activated the food

availability as warming, charging, and possibly showering centers.

Commodities Task Force

Members of the Commodities Task Force are prepared for the arrival of food and water. Materials handling

equipment and support facilities have been established. The task force is also managing donations and collaborating

with appropriate agencies for approval for distribution.

American Red Cross-ARC

There have been reported from the 5 areas of the state that 54 overnight shelters remain open with an approximate

population of 2728. The Red Cross is encouraging the towns to have citizens bring personal care items including

bedding to the shelter.

ESF7 – Resource Support

Access to all 6 Sprint towers is verified available.

AshBritt and BDR will be working with W. Hartford, Avon and Hartford under an individual contract.

AshBritt expects contracts with Enfield and Suffield.

AshBritt and BDR will be working with Veteran Affairs in Rocky Hill.

At this time, CL&P and DOT indicate no need for additional assets from state disaster debris contractors.

Fuel Task Force

Fuel Supplies: DCP and Independent CT Petroleum Assoc. reporting all shoreline terminals are open and supplies are

sufficient. There remains a supply disruption from Middletown north to Wethersfield however this should not create

a distribution problem. Some gas stations with generators can only transact cash sales.

Municipal Fueling: DOT has been very responsive to municipal requests for fuel for emergency and maintenance

vehicles. They have identified strategic fueling locations for 24 hour availability. The instructions on how to access

the 6 locations (Rocky Hill, Waterbury, Cornwall, Windsor, Winchester, Farmington) are posted on the DOT and

DEMHS web pages. Fueling to the DOT pumps is on schedule.

Service Plazas: All twenty-one DOT service plazas are open (Rte 15, I-395 and I-95).

Emergency Generators: Experiencing numerous requests for generators. A request was made to FEMA at 16:00 hrs.

10/31/11 for an additional 54 units. This was reduced by FEMA to 42 units which are en route to CT from Maryland.

An Action Request Form (ARF) is being processed for Prime Power Survey Teams to be deployed. DEMHS is working

on the options to obtain additional generator resources. Deployments will be based on the Prime Power Survey. The

EOC has also sent out a survey to EMDs to determine any additional generator needs.

List of Available Gas Stations: DCP continues to update the list of open gas stations for 2-1-1 information. This is an

ever changing situation with those stations with power requiring re-fueling on a more frequent basis. Latest update

from DCP was 15:43 hrs.

ESF8 – Public Health and Medical Services

Department of Public Health

Hospital Status: 

6 Hospitals show their Emergency Operations centers either partially or fully operating, they are:

New Milford Hospital

Johnson Memorial and New Milford Hospitals continue to operate on generator power

Received a notification New Milford Hospital Morgue at capacity. No assistance required at this time.

Charlotte Hungerford and Middlesex Hospitals report they each have satellite cancer treatment centers still without

power threatening patient care. CL&P reported as actively working on power restoration. Charlotte Hungerford

reports that they are beginning implementation of their contingency planning for their radiation oncology patients.

They are presently triaging these patients and expect to begin transferring some to Midstate at 18:00.

Hospitals continue to struggle with staffing issues related their inability to contact some employees and limited gas

supply for personal vehicles for transportation into worksites.

Significant numbers of persons continue to present at emergency departments due to carbon monoxide exposure,

often the result of unsafe cooking and heating practices. DPH continues to work to improve public awareness of this

issue.

Presently we have received reports from 19 acute care facilities relaying an estimated total of 135 patients seen attheir EDs for carbon monoxide exposure during this event.

The CT Poison Control Center reports approximately 100 consults with facilities regarding CO poisoned patients.

They relate that these are primarily due to indoor use of charcoal grills and also the use of generators in close

proximity to buildings. They further report that most victims did not have working CO detectors with battery backup

and recommends continued public information efforts to address these three issues.

75 nursing homes and 23 residential care homes are on generator power as of 13:00

Veteran's Affairs/Newington Campus is reporting that they are on generator power

WIC Update: Because of the power outage, plans have been made to transfer WIC services from the Burgdorf Clinic

on Coventry Street (Hartford) to Community Health Services (CHS) at 500 Albany Avenue (Hartford) beginning

tomorrow November 1. State WIC IT staff, State WIC Nutrition staff and Hartford WIC staff will make the transition

first thing in the morning and hopefully be able to serve clients immediately. Another update will be sent in the

morning when the infrastructure is up and tested as logistics are not 100% sure at this time. Once operational, clients

will be contacted as to the change in location. Additionally, State WIC staff and WIC staff at the Park Street WIC site

have been notified for directing clients, and signs will be posted at the Burgdorf clinic. Contact has been made with

the Chief Operating Officer at CHS who has confirmed the use of this location for the remainder of the week, should

it be necessary.

Three, free standing residential substance abuse facilities, one with a woman and children’s program have evacuated

to sister facilities.

Six, Mental Health Community Residence/Mental Health Residential Living Centers have evacuated to sister facilitiesand/or shelters.

There are currently 81 nursing homes and 29 residential care homes on generator. Two nursing homes have

identified a reserve of fuel for two days, however are having difficulty arranging a delivery. They have been referred

to the local emergency management director for further assistance. FLIS has been unable to make contact with 6

facilities, on-site visits are scheduled.

RVS, CRMHC & WCMHN are each requesting 100 meals for clients who are in the community, without power, and

are unable or unwilling to go to a shelter for a total of 300 meals.

The Red Cross has requested DMHAS assistance for behavioral support at ten sites statewide. We are currently in the

process of addressing this request.

ESF11 – Agriculture and Natural Resources 

Department of Energy and Environmental Protection

DEEP EOC submitted an Urgent Request to SEOC for a generator for the Kensington Hatchery. DEEP informed byFMTF that generator shall be delivered to the Hatchery within 4 to 6 hours. DEEP Fisheries has been informed and

should have an electrician on standby.

DEEP Water Protection and Land Re-Use:

- Prepared status WWTF report and identified Priorities (1,2 and 3) for the 26 WWTF that are currently using

emergency power.

- Today's priorities have been: Middletown (will be back on line by 17:00), South Windsor (CL&P sending staff to do

an assessment and will get back today); Winchester, Windsor Locks.

- At least 142 pump stations are "off the grid" and are either running on generator power or are being pumped by

trucks.

- In addition, several communities are reporting concerns with individual grinder pumps in lake areas, including

Coventry, Marlborough, Hebron.

DEEP Emergency Response and Spill Prevention report: 47 have been investigated and closed; 31 open (only one

report of <2 PPM PCB.

DEEP EOC has resolved the ATT request for waiver of regulation re/truck to truck transfer of UNL gasoline.

Department of Agriculture

Milk haulers have called DoAg asking if the hours of service rules can be waived for milk haulers who are being

diverted from Guida's Dairy in New Britain to Agri-Mark, Inc. in West Springfield Mass due to the power outages.

The West Springfield facility is backed up handling the diverted milk from southern New England. Wait times to

unload are forcing drivers to exceed their allowed drive times. 

Central Conn Cooperative (CCC) Farmers Association, Manchester does not have power and cannot manufacture

livestock feeds. CCC is the largest supplier of livestock feeds in CT and much of Mass & SE NY. They are reporting

many producers calling for delivery of feeds.

DCP Food Inspectors continue their assessment of products for sale in retail food stores.An updated list of open gasoline stations has been submitted to 211.

Forensic Lab, Troop C, Troop I, Troop L, and Troop W operating on generator power and there is no restoration

update from CL& P to report.

Troop B investigating a fatality in a residence-reported elderly male (and one canine) found deceased. Initial report is

generator was operating in basement and was being vented to exterior, but vent breached and residence was filled

with CO.

Phone Issues: Troop I "911" lines are down. Currently being forwarded to Troop G.

Wait time is 2-4 minutes which is down significantly from yesterday.

Still on back up generator and were able to get an additional generator for additional work stations yesterday.

There is a rumor that WPLR is telling folks to call 2-1-1 for power restoration estimates. This is not true.
