1. Background of the Vavuniya District 1.1. Location

Vavuniya District, located in the northern lowlands, has borders with four other Districts Mullaitivu District in the north, Anuradhapura District in the south, Mullaitivu, Mannar and Anuradhapura Districts on the west and Mullaitivu, Trincomalee andAnuradhapura Districts on the east. Agro-climatically the District comes within the Dry Zone.

1.2 Land and the People

Vavuniya District has a land area of 1966.9 sq km (196,690,96 Ha) – 10% of the land area of the entire North East Province (NEP). Administratively, the District is divided into four Divisional Secretarial Divisions, viz, Vavuniya, Vavuniya South, V/Cheddikulam, and Vavuniya North. Vavuniya North covers 39% of the total land area, Vavuniya District 31% V/Cheddikulam Division 20% and Vavuniya South Division 10%

1.6. Special Aspects of the District

Vavuniya Diviosion contains the largest extent of paddy land in the district.

Vavuniya North Division has the largest Land area under forest cover. Irrigation network in the district heavily concentrated in the Vavuniya division,

Cheddikulam Division & Vavuniya North

Vavuniya Division also has a dominant position in regard to the location of important institutions such as Government department’s banks & other service institutions.

Most popular for livestock development.

Contraints Solutions

1.Fuel Staion MPCS need funds to build a petrol shed to increse their income.

4.Rice Mill Board of dirrectors need funds to open mill, It they open mill theycan earn profit . Other advantage is unemployment will be reduced.

Need funds from helpers NGO's or Government to buy a Newmachaneries to increased their papada production because of thisunemployment also will be reduced.

Many of our M.P.C.S's branches are functioning in the private buildings and our all own buildings are damaged due to the local war.In this situation we are suffering without adeguate storage security facilities and own buildings for branches,Due to the temparary buliding,branches have to change its locations time to time. also MPCS whole sale center,modern rice mill,small ricemill office of our MPCS partially and fully damaged during the war so in this situation re consturation of above buildings is very difficult due to made guate of financial support.

To relief from these problems we are expectiong to receive financial and helps as loans and donations from NGO's as well as other government sectors and cooperative department

which are 6 K.M away from Mannakulam. Bank of Ceylon mobile services are available to fulfill the need of the

peoples of Ananthapuliyankulam. No mobile services are available to Marailuppai. Banking services are not functioning at Paranthan. Banking services are not functioning at Olumadhu.

-Postal Services Nedunkerny Post office opened 10.03.2010. Nainamadhu sub office opened 15.03.2010 Puliyankulam sub office opened 07.01.2010. Kanagarayankulam sub office opened 11.01.2010. Puliyankulam sub office is functioning in a temporary building. Nedunkerny permanent building has reconstructed by ENReP. Semamadhu, Maraiyadithakulam, sub office is not functioning. Palamoddai sub office has opened last month.

- Transport Services Railway Services Train from Vavuniya to Matara at 3.20am Intercity Expires from Vavuniya to Colombo at 5.45am. Slow Train from Vavuniya to A’pura at 3.00pm. Mail Train from Vavuniya to Colombo10.00pm. The Train services up to Thandikulam station in Vavuniya District. Omanthai station work is under construction. Omanthai station will be opened with in two months.

Railway needs to be done very urgently Improvement of No. 1 plat farm. Improvement of station front building. Provision of concrete benches / wooden benches for passengers Improvement of Ladies and Gents waiting rooms.

Bus Services Mallavi,Thunukkai - 05 busses are running from Vavuniya Muththaiyankattu - 02 busses are running from Vavuniya Mullaithivu – 01 bus is running from Vavuniya Kilinochchi,Jaffna – 05 busses are running from Vavauniya

Palamoddai and Periyathampanai people have requested to provide bus services. Services will start by next month.

Transport is going on at A- 9 road 3 nos Tractors are being deployed. Road at Puthuvilankulam to be renovated to fulfill the need of the

people.

19. Rapid Development of Vavuniya District. Vavuiya District is a gate for Northern Region. Today it is very important and signified District in the whole Island. All the sectors especially Education, Transport, Health and Agriculture developments are progressing rapidly after the dawn of Vadakkin Vasantham Programme. In this regard all the departments are well co-operated to implement and monitor the development works under the guidance of Govt. Agent and the Ministers. 19.1 Minutes of the District Review Meeting of World Food Programme

The above meeting has been held on 10.08.2010 at 3.00 p.m. Mrs.P.S.M. Charles Government Agent/ District Secretary, Vavuniya has chaired the meeting. Government Agent/ District Secretary has welcomed those who all present and informed that this meeting has been summoned at the request of the W.F.P and Others and asked for any issue.

Issues Decision Taken 01. G.A has asked for any issues regarding

W.F.P. 02. Progress Review of Food for work Projects

– 2010 G.A has asked the progress from, R.A.C.L.G – progress regarding 30 Nos have been allocated D.S. Vavuniya- regarding constructions

of 05 Nos Dug Wells D.S. Vengalacheddikulam- out of 06 Nos projects such as Construction

Housing and Wells. D.S. Vavuniya South- out of 09 Nos projects regarding clearing of wells.

No one has raised any problem. Mr.M.Vevekananthan Engineer from R.A.C.L.G’s office has told that though 30 Nos projects have been allocated, they have not yet been approved. D.S Vavuniya has informed that 30% of the Dug Wells have been completed and will be completed next month. D.S V.C.K has informed this work will be completed before end of November 2010. D.S. Vavuniya South has informed that work will be completed end of the next month.

informed some school have been accommodated under Mahinda Sinthanai.

G.A has informed to construct Kitchen if needed to the schools which are accommodated under Mahinda Sinthanai. Schools Kitchen at Cheddikulam will be completed next month. It was informed that it will be commenced later part of August 2010. G.A. has told that Schools Kitchen should be given priority for newly resettled areas. Out of 13 Nos works have been approved, 10 Nos have been commenced. Kayankulam has already completed in another project and hence decided to substitute another work in lieu. It was informed that planting of Herbal have been commenced. Absent 7 proposals have been submitted. Works started and progressing. There were no issue and also no comments. G.A. has told that reports are delaying from Departments of Education and wants the Reports before 5th. Z.D.E Vavuniya has explained the reasons for the delay and has promised to sort out their delay. G.A. has informed that because of the delay we are not abled to obtain the food items in time. R.D.H.S. has told that they are sending their request directly. G.A has advised to send the copy of same for incorporation and to avoid duplication.

and this will have to be settled.

A.D.SS Vavuniya and Vengalacheddikulam have informed that they are unable to send the reports in time due to the lapses of the G.S.NN. G.A. has instructed them to be strict with the G.S.NN who are delaying the reports and asked to report of those G.S.NN regarding their lapses. G.A has told that all I.D.PP should go to their villages. Otherwise W.F.P. will not be issued to the People when Resettlement are going on. Also has given time programme regarding how to issue with beneficiaries lists. M.P.C.SS has told that they are functioning smoothly.

G.A. has instructed to check and issue Cards wherever no cards have been issued. W.F.P has informed that Call Forward should send before 25th. Approved will be given before 5th of following month and the distribution can be completed by 15th of the following month. G.A. has suggested to the Managers to recruit some A.L Qualified Commerce Students, get them trained and make use for preparation of Reports. Also told that because they are getting profit out of this service, asked them to make use of portion to this recruitment. Further advised to transfer these staff once in 02 months. Asked to inform ACCD also regarding above.

G.A. has asked the Accountant DRRS to Co – ordinate with M.P.C.SS and U.N and to arrange for smooth supply.

UN Agency has told that they will take up this matter with P.M.U and settle. M.P.C.S. Vavuniya has told that they are having 03 carries and if necessary they can hire truck.

G.A. has asked the M.P.C.SS to sell All Local Products with nutritional value at cheapest prices for consumers. 01 Demining

Hon.Basil Rajapakse has asked the Divisional Secretaries whether cultivation could be under taken in their Divisions.

Govt. Agent, Vavuniya has explained the progress of demining activities. She has told 3 nos G.N Divisions consisting of 7 Nos Villages will have to be cleared in re-settled areas. And also informed that 20 Nos G.N Divisions consisting of 107 Villages will have to be cleared for paddy Lands. Demining officer has informed that it will be completed by end of September 2010.

It was replied by the Divisional Secretaries that Residential Areas could be cultivated and the paddy land could be cultivated wherever mines are cleared. Hon.Basil Rajapakse has told that whenever we resettle they should be allowed to cultivate their paddy lands. Therefore Demining should be expedited.

02 Resettlement

Govt. Agent has informed that 7915 Families consisting of 26,606 members have been resettled so far. Hon.Basil Rajapakse has told that if the already displaced people don’t come for resettlement in time they will not be considered for resettlement. He has advised Mr.Divaratne, Secretary for PTF to handle the above matter.

2.1 Menic Farm Population Hon. Bazil Rajapakse has asked the Divisional Secretary VCK regarding the No .of houses are available in each Welfare Centre at Cheddikulam.

Govt.Agent has explained in details the balance IDPP Population at Menic farm by District wise. It was pointed out that 369 families are to be re-settled at Mannar. Hon.Basil Rajapakse has told that he was informed at Mannar meeting that 145 Families will have to be re-settled at Mannar. Govt.Agent has told that 369 Families reported are correct as it tallies with Competent Authority’s report.

Divisional Secretary VCK has informed that there are some houses are in good condition and others are to be renovated. Hon. Bazil Rajapakse has ordered to assess the number of houses available in each Welfare Centres and also asked to repair all damages and keep all houses in good condition.

2.2 Providing Assistance Assistances were given to the IDPs was considered.

2.3 Tin Sheet Out of 7915 families 5130 families have been issued. Balance will be issued in due course.

2.4 Kitchen Utensils Hon. Basil Rajapakse has asked from UNHCR for the reason for non issue of same.

Out of 7915 families resettled, 1207 families have been issued. UNHCR has told that Procurement are going on and awaiting for PTF approval for same. Hon Minister has advised to his official to look in to this matter.

2.5 Cash Payment of Rs.25,000/=

All newly resettled families received the settling allowance of Rs.25000/- in Vavuniya District.

Agriculture Equipments

Hon. Basil Rajapakse has told that His Excellency the President has received complaints that Agricultural Equipment has not been issued to resettlers.

Divisional Secretary, Vavuniya has informed that he has enough stock. Hon.Basil Rajapakse has instructed all Divisional Secretaries to issue same to those who have come for resettlement.

3 Infrastructure Development

3.I Gama Neguma Hon. Basil Rajapakse has asked whether approval has been received for all these projects

Govt. Agent has told that there are 125 Projects amounting to Rs.201.07 Mn have been approved and has explained the Progress as follows.

Priority Projects. Rs.38.72 Mn has been received for 40 Nos Priority Projects for the 1st Quarter. 30 Nos Projects have been completed and the balance 10 Nos Projects are 75 % completed. Payments have been made for the bills received.

Other Approved Projects 85 Nos Projects amounting to 162 .35 Mn have also been approved. Works have been commenced and are in Progress. No allocation has been received yet. Govt.Agent has asked for allocation for the above approved Projects.

New Projects. 37 New projects amounting to 22.5 Mn have been received from Hon.Rishad Bathiudeen and have been sent for approval and allocation from the Ministry of Economic Development.

He has advised his officials to look in to this

3.2 Ministry of Re-settlement Works (MRDRS )

Govt.Agent has explained the MRDRS progress. She has informed that Rs.50 Mn. has been received for 169 projects and have spent Rs.10 Mn so far. Progress are as follows. Physical progress 105 – Completed 09 - 75 % 15 - 50 % 40 < 25 %

3.3 Electricity

Govt.Agent has explained the Progress of Electricity supplied and to be supplied to resettled Villages and other areas. It was told that there are no problem in Electricity.

3.4 Road 3.4.1 Road Development

Authority Project Director, Road Development Authority has explained their progress. Govt. Agent has complained that the Vavuniya -Mannar Road is in bad condition for a long time and has to be attended immediately.

3.4.2 Road Development Department

Chief Engineer RDD has explained their progress of C & D Class Roads. Provincial Director has informed that 7 numbers roads of 81 Km. for Rs.1245 Mn undertaken in the ADB Projects for 02 years.

Further informed that he needs Rs. 280 Mn out of Rs.1245 Mn for the year 2010. Estimates and documents has been prepared for same. Also told that agreement has not been signed . He futher informed that 3 Nos Roads of 32.08 km have been under taken under CARE Projects

Hon.Bazil Rajapakse has instructed to have all roads with Maps should be shown in power point presentation in future meeting.

3.4.3 Rural Roads (Dept. of Local Government.) Government Agent has complained that 368 Km length of Rural Roads should be renovated urgently

Hon.Bazil Rajapakse has informed that decision to be taken regarding above at the DCC meeting with the participation of Divisional Secretaries and to prioritize for roads.

3.5 Water Supply Project Director ENReP has informed that he has released money for the water supply projects at Nedunkerny Division. But he has received tender document for one package only.

Asst. General Manager, Water Supply has explained the progress of well cleaning in re-settled areas. Asst. General Manager has explained that he has shortage of staff and has promised to expedite the work.

3.6 Irrigation Central Regional Director of Irrigation has explained their progress. Out of the Rs. 50 Mn has already approved for Pavatkulam scheme work 90% work has been completed. In addition Rs.60 Mn granted for the Pavatkulam scheme work under Re-awakening project, estimates has been sanctioned for Rs.19Mn. and the balance estimates are under preparation .

3.6.1 Hon.Basil Rajapakse asked whether work could be completed before the Maha cultivation.

It was replied yes

3.6.2 Paddy Land Jungle Clearing

An estimate for 8.06 Mn has been sent to ENReP for clearing Paddy Land Jungle for 786 Acres which are coming under 4 Nos Tanks

3.7 Irrigation (Provincial) Deputy Director Irrigation (Provincial) has explained their progress,

3.7.1 Paddy Land Jungle Clearing

An estimate for Rs.11.19 Mn has been submitted to ENReP for clearing the Jungle in the Paddy Land of 1032 Acre which are coming under 8 Tanks.

3.8 Minor Tanks Agrarian Development

ACAD explained their Progress Hon.Basil Rajapakse has requested to send the details of Minor Tanks along with 98 Nos Tanks which are to be repaired urgently. He also told to undertake the repairs according to their capacities and to entrust the balance work with the CECB.

Hon.Basil Rajapakse has told that all works should be completed before Maha Season to facilitate the resettled farmers to do the Cultivation.

3.8.1 Paddy Land Jungle Clearing

It was informed that estimates are under preparation for clearance of jungle for 4407 acres paddy land in 52 Tanks

3.9 Housing

Hon Basil Rajapakse has told that when ever H.E. President visit to the countries they are asking for Housing Progress. Indian Government has promised to give 50,000 Houses. Also he has told that 03 type of houses are to be constructed as follows.

1. Houses for vulnerable people 2. Repairing of Damaged houses and etc. 3. NEHRP type houses costing Rs. 500,000/-

4 Livelihood

4.1 Department of Agriculture

DDA( Extn) has explained their progress .She has informed that 8970 acre abandoned lands targeted for Maha Cultivation for the year 2010/2011. Out of which 6225 acre jungle paddy land will have to be cleared. Also told that 4175 acre high land jungle to be cleared for which estimates are under preparation by Central Irrigation Department. It was pointed out by the Asst. Commissioner of Agrarian Development that only Rs.4,000/- could be paid for Land preparation to farmers up to maximum of 2 acres per family.

4.2 Seed Paddy for Maha Cutivation

It was informed from various sources that sufficient stock of Seed Paddy are available for Maha Cultivation.

4.2.1 Other Food Crops (OFC)

It was discussed about the seeds for OFC such as Groundnut , Black gram and Green gram and pointed out by Hon Basil Rajapakse that quality of seeds are important and therefore they are waiting for report from quarantine.

4.3 Livestock Development It was discussed about the supply of day old chicks to resettlers. A.D, AP&H brief that the requirement will be filled by the hatcheries and NLDB. The Secretary, Ministry of Agriculture, Northern Province has informed that Minister of Livestock has agreed to supply from the NLDB if there are any additional requirements .

4.3 Samurdhi

Asst. Commissioner Samurdhi has explained the activities under taken by him. Hon Basil Rajapakse has instructed him to coordinate with the Divisional Secretaries and the Govt.Agent and to prepare the proposals and obtain the approval of the DCC. in order to see that the projects are not duplicated.

4.4 District Rural Development

Director and the Secretary have explained the functions of the funds obtained from projects such as NEIAP & NECORD and told that they are making use as Revolving Money. Hon Basil Rajapakse has instructed to make use of the same organizations to continue the activities and also informed not to form new organizations.

4.5 District Aquaculture Extension

She has explained the variety of the fresh water fishes introduced in tanks and the Period of harvest.

5 Co- Operative ACCD has explained their function Hon Basil Rajapakse has instructed to reopen cooperative outlets in newly resettled Villages.

6 Paddy Stores.

Hon Basil Rajapakse has told to put up stores in each Divisional Secretariat areas. G.A has explained that she has proposed to put up Rice Mills also in each D.S Divisions along with Stores. She explained that rice can be processed by the respective People of the Divisional Secretariats Divisions and the excess can be sent to the other Districts. Hon. Basil Rajapakse has commended G.A ‘s suggestion.

Govt.Agent has further informed that renovation of 8 Nos paddy stores have been under taken under ENReP Project.

7 Education.

G.A has explained the needs of the Education Sectors such as repair of damage buildings and furniture.

8 Health RDHS explained the programme implementing and he didn’t asked for any support.

9 Transport Hon Basil Rajapakse has asked how many buses are under repair.

CTB Manger has asked for 10 nos new buses. It was told that 11 nos buses are to be repaired. He has instructed to repair those buses and make use of same.

10 Postal There were no problem. Govt. Agent has told that Sub Post offices are functioning in re-settled area.

11 Bank

GA has told banks are functioning efficiently in Vavuniya District. She has also told they are issuing short term loans to customers for Agriculture, Animal Production and Income Revenue activities.

12.I Re-awakening GA has asked for money to repair the damaged common buildings which are without roof in A9 Road. Hon Basil Rajapakse has instructed his officials to approve in order to get them repaired at the earliest.

12.2 ENReP

Project Director ENReP has explained their Progress.

12. 3 NGO/INGOO

Hon. Basil Rajapakse has asked all NGO’s and INGO’s to cooperate with the Govt. Agent and do the work for this District. He also asked the Governor to Supervise the Progress. He further told that NGOO & INGOO didn’t disclosed the amount allocated for the progress.

Finally, Hon Basil Rajapakse has thanked all Hon. Ministers, Hon. Governor, Govt. Agent,

Security Force Commander, All Secretaries for having worked for the upliftment of the

District specially Resettlement. He also told he used to pay visits very frequently. Now due

to his heavy work load he can’t come frequently but his mind is always with you. He

further told that re-settlement will not be satisfied unless the resettlers are given there

facilities. He also told that His Excellency the President whenever go abroad asked for

money for Resettlement. The money has been obtained as loans and has to be repaid by

all. Also cited some water tanks have been destructed at Mannar and is being re-

constructed at present with the money barrowed from the same country for which we are

still paying money for the earlier barrowings. Therefore he has advised not to destruct the

developments.

Heagain advised money spent should go to the people. Also asked to tell the people not to

waste the money. Again informed that some money has been cut from the other Districts

Projects and diverted to this District projects for the betterment of the people.

He thanked Security Forces, specially Security Force Commander, all Govt. Servants,

NGOO ,INGOO for the service rendered for the IDPP’s . Also thanked Hon.Rishard

Bathiudeen who was with him when he was Minister of Re-settlement and also thanked

Hon. Milroy S. Fernando present Minister of Re-settlement.

The above meeting was commenced under Chairman Ship of Mrs P.S.M Charles

Govt. Agent District Secretary Vavuniya. G.A. has thanked Mr. S.B. Divaratna,

Secretary to Presidential Task Force, Mr. N.B Liyanaarachchi Co-ordinator,

Security Forces Commander and all Local Heads of Department who were

present. At the outset of the meeting GA has told that this meeting was

summoned as per the direction of H.E The President to give priority for the

Resettled farmers to give livelihood assistances and make them ready to have

there farming for the Maha Season. Their Paddy lands were abandoned for

several years and have to been renovated by clear the jungle and etc. She has

asked all relevant Heads of the Departments to give there support to achieve the

target.

Thereafter G.A’s asked Mr. S. B Divaratna to Conduct the meeting.

Mr.S.B.Divaratna chaired and thanked all who were present. While he was

addressing he told that resettled families are facing so many difficulties and

expecting so many expectations such as shelter, livelihood assistance, water

supply & sanitation and etc.

Therefore all these will have to be fulfilled with a help of the INGOO / NGOO.

Divisional Secretaries should identify their needs of the resettles and to prepare

plans for same.

In order to rebuild the livelihood of the resettlers, their dilapidated paddy lands

should be cleared and be ready them for their cultivation for the Maha Season

2010/2011 . The following maters were discussed and decision taken.

1. Pavatkulam Major Irrigation

There are about 4134 Acre land to be cultivated at Pavatkulam Major

Irrigation scheme. A sum of Rs.450 Mn is needed. A sum of Rs. 50 Mn has

already been allocated under the RAP. RDI has informed that a sum of Rs. 60

Mn is urgently needed to do the urgent repair at Pavatkulam.

Therefore G.A has asked the ENReP to release the money under ENReP

Project as it was already approved by the Ministry. Secretary to the

Presidental Task force has asked the RDI to submit the Justification report for

60 Mn and also instructed to complete the work Physically & Financially

during this year.

2.Mugathankulam Tank

It was told that 774 Acres will have to the cultivated under Maha Seasion

2010/2011. Out of which 284 Acres abandoned land and 140 Acres jungle to be

cleared. And also it was told that Irrigation channels will have to be repaired.

They asked Rs 15 Mn for repairs. Project Director ENReP has told that Rs.

15Mn could be released to clear the channel and has asked to complete the

work before end of this year.

3. Provincial Irrigation

Deputy Director of Irrigation Provincial has informed that 5550 Acres of land

will have to be cultivated by 17 Nos Medium Tanks. Out of which 8 Nos

tanks are in the resettlement villages. He has requested to repair these 8 Nos

tank very urgently.

4. Minor Irrigation

Govt. Agent has told that there are about 678 minor irrigation tanks are

coming under the ACAD. Out of which 412 No tanks were already renovated.

ENReP has under taken 60 No tanks. Balance 206 will have to be repaired

immediately for which Money is needed

5. Agriculture Extension

Deputy Director of Agriculture Extension has informed that 6200 HC

extant of land is being cultivated annually. There are about 12000 MT of

paddy is being harvesting per year at the rate of 4.5 MT per HC.

She further told that 23,000 MT paddies are needed for local consumption

and the balance will be the surplus paddy. She further told she can

observe 30,000 MT surpluses paddy is in this District and this will be

increased during this year during the Maha Season due to the cultivation

of abandoned lands also. She further informed that average 20,000 MT

could be produced in Yala Season

6. Seed Materials.

DDA Extension has informed that they are in need of 20,000 bushels of

seed paddy for normal cultivation and 6910 bushels seed paddy for

abandoned land cultivation. Farmers are having 5000 bushels of seed

paddy and balance could be provided by the Department of Agriculture

and FAO for 3, 31/2 months variety of seed paddy.

7. Fertilizer

Agrarian Divisional Officer has said that the fertilizer will be supplied

under subsidiary scheme. There were no issues in this regard.

8. Tractor

DDA has informed the details of available Tractors such as

DDA - 05 Nos

ACAD - 22 Nos

Individual farmers -About 150 Nos

She further informed that these nos are insufficient and needed 106 additional

tractors as four wheels and two wheels.

It has been also decided to give at the rate of Rs. 4000/= per Acre for the

ploughing to the Maximum of two Acre for vulnerable families. Middle class

families could be obtained bank loan for the cultivation.

9 Abandoned Land Cultivation

GA has told that jungle have been cleared with the help of the Sri Lanka

Army Engineering Division. There are having only 3 nos machines and

they could’nt clear whole lands due to non availability of needed

machineries. ENReP has supported for fuel and maintenance. They have

spent 5 Mn so far on Account of clearing the jungle.

GA has asked the RDI Central, DDI Provincial & ACAD to prepare the

estimate to clear the jungles in the abandoned lands. She has also informed

to prepare the estimate with the help of Divisional Secretaries. RDI has

been requested to prepare estimate for abandoned high land. Estimate

should be prepared based on the DPFC Rate and asked to send all

estimates within one week to the PD, ENReP for sanction of same.

1. Govt. Agent welcomed Mr .S.B .Divaratne Secretary, Presidential Task Force and Co - ordinating officer Mr .N.B .Liyanarachchi, Security Forces Commanders and other officials from Government and Non Government organizations. Thereafter, the Secretary of Presidential Task Force has been requested by the Govt. Agent to take over the forum. Secretary of Presidential Task Force welcomed the Govt. Agent, Security Forces Commanders and all others who has presented to the meeting.

The forum requested by the Secretary of Presidential Task Force to raise any questions or doubts before to discuss the matters. i. An officer of an NGOO raised that how to get the work

stared? Secretary replied that No NGOO can start any work without the approval of Presidential Task Force and all NGOO should get the approval from the Presidential Task Force through the respective Govt. Agent of the District.

ii. An Officer of an NGOO raised that they used to get the clearance from the Security Forces Commander those days and now it has to be obtained from the Secretary, Ministry of Defense. He further informed that the present approval is given only for two weeks and it is insufficient for them to continue the work.

Secretary has replied that he has requested the Secretary to the Defense Ministry to consider the possibility of granting approval for 3 month for NGOO and 6 months for U.N Agencies.

iii. The President of the NGOO consortium has raised that whether the prior approval has to be obtained for Need Assessment ?

Secretary replied that the Need Assessment is not necessary for the preparation of proposals as all informations are available at the District Planning Secretariat in Black and White.

iv. An officer of an NGOO raised that whether the priority to be given to

public wells or private wells.

Secretary, replied that Both to be treated equally.

v. An officer of an NGOO raised that what is the duration for the periodical progress report to be sent to Presidential Task Force.

Secretary, replied that once a month progress report is enough. Govt. Agent has informed that the support of Presidential Task Force is vital for the successful implementation of Maha 2010 / 2011 as the Minor Tanks are to be repaired, the Juncles in the paddy land and high land to be cleared, the rural roads to be renovated and other community infrastructures to be rehabilitated. Secretary of Presidential Task Force replied that their next task is Maha 2010 / 2011 cultivation and requested the all NGOO to support the Govt. Agent in the following areas.

1. Rehabilitation of Minor Tanks. 2. Supply of Water Pumps. 3. Cleaning of wells. 4. Supply of Agricultural implements. 5. Provision of Livelihood Assistance.

He further added that any supply of items should be made though the Divisional Secretary or the relevant Govt. Departments and also the Divisional Secretaries have been instructed to have a strict control over their Grama Niladhries. Further Secretary has informed that 01. No approval will be given for Training Programmes and

capacity buildings Programmes.

02. Monthly Meeting should be conducted by each Divisional Secretaries with NGOO, Security Forces Commander and GSOO.

03. Divisional Commanders to be kept informed about the NGOO activities of the

divisions.

Finally Secretary informed that the Project Proposals submitted to Govt. Agent by NGOO have been approved by the P.T.F. The detail of Projects to be informed to P.T.F shortly. Further the following clarifications sought by the officials of NGOO have been replied by the Secretary. 01. Whether additional works involved in the ongoing P.T.F

approved Projects needs additional approval?

Secretary, P.T.F informed that further approval to be obtained for additional works.

02. Is it possible to conduct the Co-chair meeting at Vavuniya?

Secretary informed that the Co-chair meeting which was conducted at Colombo for Policy decisions only and this is not necessary to have at District level.

03. Who are the Vulnerable people ?

Secretary said the Vulnerable people who are disabled, widows, one member family. Family with more than five members and orphans.

Further Secretary, P.T.F added that supply of Water Pumps are to be institutionalized. The coordinating officer of Civil affairs informed that they have opened civil affairs offices in all divisions and requested the NGOO to have contacts with them inregard to the development activities.
