Our product, SAMS ® , can be deployed as a Commercially Off-the-shelf (COTS) turn-key Fusion Center solution which can be implemented within a very short period of time. SAMS ® is a tested and proven solution and is currently deployed at some of the most prestigious Law Enforcement and Public Safety agencies including the Washington, D.C. Metropolitan Po- lice Department (MPD) Fusion Center. SAMS ® is also being used within the MPD Command Information Center, Joint Operations Command Center as well as the Special Operations Depart- ment (SOD). SAMS ® is also currently being utilized for Critical Infrastructure Management at many agencies includ- ing Prince George’s County, Maryland’s own National Harbor 500 acre recre- ational facility. Product Feature Overview SAMS ® is supported by TRANSGLOBAL’s Star Light Data Con- nector and its Star Light web-based field reporting solution for the capture and dissemination of public and private sector suspicious activity tracking and management. TRANSGLOBAL’s Star Light Data Connector is used to pull and push data and intelligence from any number of data sources (CAD Data Exchange; Firearm data; Auto-theft data; Parolee and person of interest data; Sexual Offender data sets; Critical Infrastructure Management Data; PAWN; Arrest Data; CJIS database; Gang Related databases; AVL Tracking data; Real Estate Databases). The basic SAMS ® features include: GEOSPATIAL Mapping with dynamic presentation layers Real-time CAD to CAD Data Exchange (NIEMS/IEPD Compliant) Crime Analysis configurable by District, Beat, Region or defined area Bi-Directional information sharing among jurisdictions Analytical reporting based on number and types of calls for user defined territories i.e. Districts and Reporting Areas Fusion Center turn-key solution Other SAMS ® concepts include: A multi-jurisdictional crime/threat analysis and operations management application. SAMS ® implements a systematic busi- ness model to improve Public Safety through sharing strategic data from multiple databases. An automated threat information/data analysis and intel- ligence sharing capabilities. Jurisdictions can achieve effective information sharing by integrating existing records manage- ment data, geographic information system-based data, satellite imagery, video footage, and photographic images via a central- ized data storage and retrieval system. This information can be made available on the desktop or wireless device at depart- ment, agency, local, state and federal levels, thus overcoming traditional challenges posed by organizational and geographical boundaries. This solution supports Homeland Security and the Regional Council of Government’s Initiatives: System Data Exchange and Regional Information Sharing. An innovative and cost-effective approach for effectively implementing Community Policing/Precision Policing Strategies, Agency-Wide Inter-operability, Intelligence Sharing/Collaboration and Performance Metrics. In addition, SAMS ® ’s intelligence ca- pabilities are a “force-multiplier” through intelligent deployment of resources and elimination of some redundant and manually intensive processes. Integration of knowledge sharing tools that allow multi-jurisdic- tional actors to quickly access specialized knowledge or experts. SAMS ® Benefits SAMS ® solves the problem of integrating disparate systems by providing a virtual centralized repository for capturing data from internal or external sources. This solution creates real-time situational awareness connecting the field, the command center and crime analysts, who may be remote. Other benefits include elimination of remembering multiple passwords for those dis- parate systems, and allowing critical information to be shared within and among organizations. SAMS ® leverages existing data systems by combining data to create shared intelligence. This intelligence can be shared among commanders and equally well with field officers. This improved intelligence increases safety. SAMS ® provides a multi-jurisdictional solution that allows multiple agencies to address crime and threats across shared borders. This accomplished by facilitating rich-information shar- ing through “field observations,” the eBeatbook, call-for-service modules and the Event Management modules. SAMS ® ’s data model links directly to GIS data sets for map- ping, trending, and analytic s. This direct connection to the spatial data enables a crime analyst to focus on analytic s and not the tedium of programming. SAMS ® has integrated many of the business rules and operational processes within law enforcement and public safety responses into a series of easy to use key-strokes and cursor movements. Most of the required functionality required to oper- ate the “virtual command center”, “Incident Management” and “eBeatbook” capability, can be accomplished using just three (3) keystrokes or less. More importantly, there is no programming knowledge required to accomplish any of the above tasks within the mapping environment. Creating record and field observa- tions artifacts are typically wizard driven and menu selections have been optimized for accuracy, data quality, standardization and ease of use for the end-users. BackgroundSAMS® has been successfully operational for the Washington, D.C. and Maryland Cross-Border and inter-agency informationsharing initiatives across the National Capital Region since its inception in 2009. More recently, SAMS® was used to manage information sharing, situational awareness, and data and intelli-gence fusions among all participating agencies that participated in the following high profile NSSE (National Special Security Event) initiatives:

• The historic 2009 Presidential Inauguration

• G20 nuclear

• G8 monetary

• IMF demonstrations

• Right-to-Life Protests

• State Of The Union Address,

• And more recently the highly publicized G45 Nuclear Summit Conference where all of the 45 leading nations in the world were represented by their highest-level dignitaries.

Federal and state agencies supported the logistical requirements of these events to include:

• US Secret Service Agency; Federal Bureau of Investigations (FBI)

• Washington, D.C. Metropolitan Police Department (MPD)

• Washington, D.C. Capital Police

• United States Park Police

• Virginia Fusion Center

• Maryland Fusion Center (MCAC)

• Homeland Security Emergency Management Agency (HSEMA)

• Pentagon Force Protection Agency

During these events, SAMS® facilitated situational awareness, CAD to CAD sharing and important logistical communication between the MPD Joint Operations Command Center (JOCC), the various command buses and various field operatives via their Mobile Desk Tops (MDT) or pocket Personal Computers (PC). SAMS® supported various media and communications types such as live streaming video data and permitted the visualization of fused data and intelligence from a user-defined common operating platform (COP). SAMS® utilizes real-time updates of geo-spatial renderings and data trends and analytic annotations from the field of the event-theater across disparate networks and domains to personnel who rely on real-time information for rapid decision-making and rapid response to potential threat.

On a daily basis SAMS® is also being used as an enterprise-wide decision support tool for Law Enforcement operations such as:

• Auto Theft Task Force

• All Hands On Deck (AHOD) initiatives

• Real-Time Crime Analysis

• Support of COMPSTAT

• Tracking and monitoring of daily crime statistics

• Situational Awareness related to Calls-For-Service and real-time

mapping of incidents

• Real-time tracking and reporting on emerging crime trends

• Vulnerability and threat analysis of Suspicious Activity

Reporting (SARS) requirements.

• Real-time receipt and management of Suspicious Activity

Reporting (SARS) requirements.

SAMS® has the capability of satisfying the federal guidelines, 28 CFR Part 23 requirements for managing personal identifying information between the public and private entities.

Private Sector Proof of Concept Scope of WorkThe private sector is responsible for 85% of the critical infra-structure and is a critical piece of information sharing that the public sector is missing. The Private sector suspicious activity reporting (SAR) initiative will enhance the capturing of informa-tion that may be related to crime and/or terrorism.

The National SAR program has shown that certain character-istics or behaviors may be related to criminal behavior. The current system suggests an individual call 911 or local law enforcement to report this behavior. Reporting persons feel reluctant at times to report this behavior due to the fact they are not sure what is suspicious.

In addition, a large number of busi-nesses have employees that may see something unusual but have no idea how to report a behavior that is unusual. A concern is that this behavior does not rise to the level of a crime but they may be pre-cursor to a criminal act or this behavior may be in the planning stages of a crime.

The system takes these behaviors of an individual and places that information into SAMS® to be forwarded to local law enforcement. This information, which could contain personal identifying information (PII), would then be placed in SAMS®. The SAMS® system automati-cally removes the PII information and notifies all of the members that have subscribed to the system that this be-havior has occurred at a given location. This protects the rights and civil liber-ties of those involved in the incident and in turn follows the guidelines of 28 CFR part 23.

This comprehensive approach to reporting, analyzing, dissemi-nating and determining type information are all parts of the intelligence cycle. The combination of these factors along with the technology of SAMS® will enhance law enforcement methods to greatly reduce if not alleviate crime.

ProposalThe proposal will be to train the private sector businesses employee’s in four areas of concern:

1. What is suspicious behavior by using the National Standards training and “See something, Say Something”

2. History of terrorism and crime to include a review of recent attacks

3. Overview of SAMS® business process to include how privacy and civil liberties are protected

4. How to enter the information into SAMS®

This proposed four (4) hour class can be taught to an deter-mined amount of personnel at one time and continue until the total specified number has been trained.

As part of the on-going involvement, members of the TEAM will provide yearly training to include the four described areas above. This training will be part of the yearly maintenance fee.

Next, the SAMS® Star Light system will be installed in a definite number of computers that each private sector entity would identify.

The cost to the private sector is $25,000 per business and NO cost to the law enforcement agency.

AgreementNational Harbor is currently using Crime Probe or SAMS® for daily opera-tions. National Harbor has agreed to receive the SAR training and place the suspicious activity into the SAMS® system. This SAR information will then be sent to both Washington Regional Threat and Analysis Center (WRTAC) and the Maryland Coordination and Analysis Center (MCAC) for review. MCAC and WRTAC will be responsible for the management of the SAR that includes the notifications of the ap-propriate agencies. The SAR data and any other agreed upon information that can be shared with the private sector will be relayed through SAMS® directly to National Harbor.

Routine and emergency calls will continue to be business as usual with no changes in the way information is relayed to the government sectors. Information that can be shared, i.e.

BOLOS, wanted persons, lookouts, etc. can be shared with the private sector by using SAMS®.

TrainingTraining will be provided to the National Harbor staff on suspicious behavior by using trained certified staff. Ray Rawlings and Jeff Wobbleton will be the lead instructors for the training. Both of these instructors helped develop the National SAR standards and help produce the national training standards. The training will consist of four modules to include:

1. What is suspicious activity and the behaviors

2. History of terrorism and crime

3. Business process of SAR

4. How to enter SAR information
