Three’s a charm for PetroVietnam

K eppel FELS will build a third KFELSB Class jackup drilling rig forPetroVietnam Drilling & Well Services

Corp’s (PV Drilling) subsidiary, PetroVietnamDrilling Investment Corp (PVD Invest).

This latest unit and PVD Invest’s second rig PVDrilling II are scheduled for delivery in Q42009. The order for PV Drilling II, which isalready under construction, was placed shortlyafter Keppel FELS delivered the first jackuprig PV Drilling I to PVD Invest two monthsahead of schedule.

“It is estimated that there will be some 900exploration wells in Vietnam over the next 15years. We want to position ourselves to capturethis market for specialised oil and gas serviceswith the support of a strong and reliableshipyard that can deliver projects punctually,on budget and without incidents,” said Do VanKhanh, CEO of PV Drilling and Chairman ofPVD Invest.

“We have found all these qualities in KeppelFELS. Having worked with them on severalimportant projects, I am confident that theyare the best people to help us build our highlyspecialised rig fleet,” he added.

To meet the tight exploration schedule, PVDrilling intends to make capital investmentsof around VND 27.4 trillion (US$ 1.7 billion)from now till 2025 to build and operate astrong fleet of 11 offshore and onshore rigs.

“We have built an enduring partnershipwith the PV Drilling Group on mutualunderstanding, teamwork and trust. We arehonoured that PVD Invest has chosen KeppelFELS time and again for their milestoneprojects,” said CH Tong MD/COO of KeppelO&M. “We are prepared to go the extra mileto help our partners meet the rapid demands of their market.”

The latest KFELS B Class rig will be able to operate in waterdepths of 360 ft with a drilling depth of 30,000 ft. The rig’sversatility has been further enhanced to broaden its range. Itincludes features like engines that meet more stringent emissionstandards and a lower spud can bearing pressure for operation

PV Drilling I, the first jackup rig constructed for PV Drilling was delivered byKeppel FELS two months ahead of schedule in March 2007

in areas with soft soil conditions. Its living quarters are designedto accommodate up to 110 men, in 1-men and 2-men cabins.

The Keppel Group has been involved in the Vietnamese offshoremarket for more than 20 years since Keppel FELS first completedthe Hoang Sa 1,200-tonne floating crane in 1984. It also builtVietnam’s first jackup rig, the Tam Dao I in 1988.

K eppel Batangas Shipyard andKeppel Cebu Shipyard haveeach successfully delivered a

newly built 45-tonne bollard pull harbourtug to Keppel Smit Towage.

A joint venture of Keppel Shipyard withSmit, Singapore-based KST owns,manages, and operates tugs, providingmarine support services in the Asia Pacificregion.

“These new additions to Keppel Smit’sfleet will enhance our harbour towage

The 45-tonne bollard pull harbour tugsof the Azimuth Stern Drive (ASD) typeare built with fire-fighting capabilities forworldwide service according to therequirements of Lloyd’s Register.

Based on a design by Marine TechnologyDevelopment, Keppel Singmarine’s R&Darm, the vessels measure 27.9 m long and9.m wide. Each tug has a service speed ofup to 12 knots with two 1800 PS Niigatamain engines driving its twin screwpropulsion system.

KST Super is the third vessel built byKeppel Batangas for KST and Maju. Theshipyard had delivered KST Solar and KSTSolitaire of similar design to the companyin 2006.

K eppel Batangas Shipyard (KeppelBatangas) in the Philippines has cutto the chase with fabrication work on

the ultra deepwater semisubmersible (semi)ENSCO 8503. Partners and clients of theshipyard witnessed the first steel sheet cut forthe ultra-deepwater semi drilling rig at its strikesteel ceremony on 26 February 2008.

Kok Boon Heng, President of Keppel Batangas,thanked Keppel FELS and the rig’s Texas-basedowner ENSCO International (ENSCO) for theirvote of confidence, saying, “We’re honoured tobe chosen once again to fabricate the port andstarboard pontoons, and lower hull columnsfor ENSCO’s new rig.”

When completed, these modules will beassembled with other parts of the semi at KeppelFELS in Singapore. Delivery is expected in 3Q2010.

ENSCO 8503 is the latest of four ENSCO 8500Series rigs being built by Keppel FELS. The firstthree are on track with expected deliveriesbetween mid 2008 and late 2009.

ENSCO’s Director of Capital Projects, Brian J.Higgins, praised Keppel Batangas’ project teamand management at the ceremony, saying, “Iwant you to know that ENSCO is deeplypleased to see not only the progress that youhave made in the physical plant but also yourability to take Keppel Batangas to a differentlevel in productivity and in safety.

“We look forward not only to the strike steelof ENSCO 8503 but hopefully for more rigs tocome in the future. Again, ENSCO takes its hatsoff to you for a job well done.”

Upon completion, ENSCO 8503 will be capableof dynamic positioning and drilling in waterdepths of up to 8,500 ft, and can readily beupgraded to 10,000 ft water-depth capability.

Cut above the restEnhancements include a two million pound quadderrick, offline pipe handling capability, increaseddrilling capacity, greater variable deck load, andimproved automatic station keeping ability, makingthe semi well-suited for challenging deepwaters.

“We would like to thank ENSCO for their trustand confidence in Keppel. We are fully committedto deliver the project on time withoutcompromising safety and quality,” said Tan SongYang, Keppel FELS’ Construction Manager.

Keppel Batangas is simultaneously working on theoffshore blocks for ENSCO, Maersk Contractors,QGOG and Floatel. The yard is adding two moreblock assembly areas to take advantage of thebuoyant business in the offshore industry.

I t could have been a driller’s nightmare when West Prosperosuffered a major punch-through off the coast of Terengganu,West Malaysia on 2 February 2008.

Thanks to its sturdy legs, this KFELS B Class jackup rig cameout of the incident unscathed. The rig was delivered ahead oftime in June 2007 to Seadrill, parent company of IntegratedPetroleum Services.

After two Offshore Technology Development (OTD) engineersran some tests on the rig, West Prospero was back in operationon 8 February 2008, the second day of the Lunar New Year.

LETTER OF COMMENDATlON: SUCCESSFUL DEPLOYMENT OF SEADRILL 4 WEST PROSPERO DESPITERAPID PENETRATION AMIDST CHALLENGING ENVIRONMENT

West Prospero is a KFELS B-Class jack up drilling rig designed by Keppel O&M subsidiary Offshore Technology DevelopmentPte Ltd (OTD), and built by KeppelFELS in Singapore in 2007.

On 2nd February 2008, West Prospero moved to offshore Terengganu, West Malaysia for deployment in 183 feet water. Thesoil study had determined that this location had high punch through/rapid penetration potential. While preloading the rigfollowing a preload plan, the Port leg experienced rapid penetration from 50ft to 70ft. When the rapid penetration stopped,the hull had an inclination of 3.5 degrees and counter the penetrations by lowering the hull at the same time on the high sideinto the water. The rising weather predictions during the period posed even greater challenges in recovering the rig. Preliminaryinspection revealed that though the 20 feet rapid penetration was considered severe, the legs, guides and jacking systemsustained no damage. This ensured that normal operation to recover the rig was possible.

Your two member team consisting of Mr Satish Menon and Mr Vinodh Jayaraman, both electrical engineers, arrived onboard the West Prospero shortly after the incident. The combined good effort and team work between the SeaDrill crew andOTD team ensured that the rig was able to complete the full preload operation successfully, and jacked up to operating airgap on 8th February 2008.

This letter serves to commend Offshore Technology Development Pte Ltd for the invaluable support and services renderedto us throughout the incident.

Saipem 7000’s entry into KeppelVerolme was taut with tension andexcitement.

With only one and half metres in latitudeseparating the width of the world’s secondlargest crane vessel and either sides of thedry dock, it was with great care that the87 metre wide semisubmersible (semi)entered the 90 metre wide drydock.

There was a further challenge as, due tothe critical draught, the crane andpipelaying semi could only enter thedrydock at high tide.

These conditions made the entry one ofthe most challenging dry-dockingoperations carried out by the NauticalDepartment of Keppel Verolme.

The Herculean task was carried offsmoothly due to the combined efforts of

the Keppel Verolme staff, the crew onboard the semi, the operation teams withthe Port of Rotterdam tugs, as well astraffic control. The clear Decemberweather also aided the endeavour.

Just over three months later, on 14 March2008, the semi was undocked in a reverseoperation. The experience gained fromthe previous operation, however, madethis a more straight forward affair.

Nevertheless, it was only after the unit wassafely moored at a Keppel Verolme quayfor final outfitting that all parties involvedcould congratulate each other forcompleting this special dry-dockingoperation successfully.

Senior Vice President Assets MarcoToninelli of Saipem complimented theKeppel Verolme Project team andworkforce, saying, “We are very satisfied

with the safe and timely performance ofthe job and we thank all involved for theeffort and dedication.”

At 80,000 tonnes, Saipem 7000 has alifting capability of up to 14,000 tonnes.

While in the drydock, Keppel Verolmecarried out major maintenance works onall the vessel’s underwater systems andthruster units. Some of these units wereremoved for overhaul in the machineworkshop. The semi’s hull received eightlayers of high quality marine paint. Majorparts of the semi’s piping system wererenewed and several steel damages to thesteel columns and floaters were repaired.

The vessel left Keppel Verolme on27 March 2008 for final trials in thedeepwater area of the Port of Rotterdambefore leaving for her next assignment inthe North Sea.

A s the last tow ropes from thetugboats were fastened to Al-Zubarah, members of the Keppel

FELS and Gulf Drilling International(GDI) project teams bade the rig farewellas it began its journey to Doha, Qatar,where it will carry out its maiden drillingassignment.

Named after one of Qatar’s mostimportant economic centres, Al-Zubarahwas delivered on 18 February and is thesecond KFELS B Class jackup rig KeppelFELS has completed for GDI on time andwithin budget.

T o support group companies inlearning more about safetypractices, Keppel Corporation’s

Board Safety Secretariat invited Silas Sng,Deputy Director, Occupational Safety andHealth Inspectorate, Ministry ofManpower, to talk with the seniormanagement of the business units on 26March 2008.

Silas accepted the offer with alacrity. Hesaid “Safety is the responsibility ofeveryone. I am pleased to see such interestin safety from the Keppel Group and

Safety sharingthrough this talk, I hope to share withyou, Keppel how decisions made at everylevel, from the management to thesupervisor can affect safety.”

He highlighted that the focus of his talkwas not to provide solutions to technicalproblems but to provoke thinking andgreater awareness towards factors that cancontribute towards accidents and to learnfrom there.

Organisations, once theyget a better understanding of where theholes in defence occur, can do their bestto eradicate them at every level.

The presentation also included a questionand answer session. Lively and robust, thesession ended with many learning pointson how the Keppel boards and seniormanagement could help to improve safety.

E mployees and customers ofKeppel Kazakhstan gathered atthe yard with a sense of

anticipation on 20 March 2008.

Lashin 3, a transportation barge the sizeof <??> football fields, was getting readyto be launched. Thanks to good weatherand a wealth of experience, the 7,000tonne-barge slid gracefully into the water.

A.B. Lim, Assistant Director of KeppelKazakhstan, said,” We are all pleased withthe successful launch of Lashin 3, anothermilestone of this project being achieved.”

Launching Lashin 3Lashin 3 is the fifth transportation bargebeing constructed for Agip-KCO. Sisterbarges Lashin 1 and Lashin 2 and AKKU 1and AKKU 2 were delivered in June 2007.

Addressing the people after the launch,A.B Lim emphasised on importance ofworking together as a team. “With ourCan Do! attitude, we are looking forward

to the launching of the next two barges,Lashin 4 and Lashin 5, in the months ofApril and May 2008 respectively.”

Currently being constructed in KeppelKazakhstan, Lashin 4 and Lashin 5 are thesixth and seventh barge belonging to thesame owner.

T he freshly framed ISO9001 certificate bestowed onKeppel Offshore & Marine’s (Keppel O&M) joint venturewith Mitsui & Co., Regency Steel Japan (Regency Steel),

is the outcome of a fight hard won.

President of Regency Steel, Dr Yip Hee Yan, also SeniorProgramme Manager of Keppel O&M Technology Centre(KOMtech) since November 2007, sat on the managementcommittee that oversaw the specialist steel maker’s accreditationprogramme.

Keppel O&M played host to a 23-strong delegationfrom the Nantong Municipal People’sGovernment.

Led by Vice Mayor Shen Zhen Xin, the delegation was inSingapore to promote Nantong as an attractive destinationfor investment. They organised a seminar on thedevelopments of Nantong’s shipbuilding and marinesupporting industries, as well as the benefits of investingin the municipality.

The seminar conducted on 26 March was part of the AsiaPacific Maritime 2008 exhibition held at the SingaporeExpo.

As part of its collaborative efforts to boost Nantong’smarine industry, Keppel supported the NantongMunicipal Government’s efforts by co-organising theSeminar with International Enterprise (IE) Singapore andCOSCO International.

The delegation also visited Keppel O&M and the Marinaat Keppel Bay to learn more about Keppel’s businesses.In addition, the delegation and Keppel O&M’s seniormanagement discussed plans to further enhance thegovernment’s partnerships with Keppel.

In a warm meeting with Keppel’s senior management ledby CH Tong, MD/COO of Keppel O&M, Mayor Shen said,“The establishment of Keppel Nantong has raised thebenchmarks of our marine industry, and made Nantongfamous for its maritime developments. We are convincedthat Nantong can be transformed into a world-classshipbuilding valley. The Government will continue toprovide a conducive environment for Keppel’sdevelopments in its expansion.”

He also added that he is confident that with an even greaterpresence in the area, Keppel can develop and pioneer themarine industry of Nantong. Mayor Shen expressed hopethat Keppel would, in the future, expand its investmentsin Nantong, vis-à-vis its Property and Infrastructurebusinesses.

CH Tong responded, “We have a good relationship withthe government and we are very happy with the supportthat we have received for our projects in Nantong. Welook forward to their continuous support for our futureendeavours in the region.”

A look at China’s secondShanghaiKeppel Nantong Shipyard is located in an area commonly known as “the secondShanghai in the Yangtze Delta region”. OffshoreMarine takes a look at this thrivingmetropolis which is home to Keppel O&M’s first shipyard in China.

T he Municipal of Nantong is one ofChina’s 14 coastal cities that haverapidly developed in the last decade.

Also known as the “Pioneer City of ModernChina” and the “first window on the ChangjiangRiver”, Nantong is a port, industrial, trade andtourist city in the lower reaches of theChangjiang River.

The versatile city is located in the east of China,and faces Shanghai, across the Changjiang River.It also has an unobstructed coastline along theChangjiang River and Yellow Sea.

With a Gross Domestic Product (GDP) ofRMB 211 billion in 2007, Nantong is ranked26th amongst the large and medium-sized citiesof China. Its investment and developmentpotential, as well as its lure as an exceptionalplace to live, have increased over the years.

Adding to its value are its wide expressway andrailway network and infrastructure, as wellas the completion of the world’s first cable-stayed (suspended) bridge, the Sutong Bridge,and the three, Shanghai-Chongming-JiangsuPassages.

Nantong is ideally situated to become a hub for China’s maritimeindustry. It has the second largest harbour along ChangjiangRiver and by sheer size, it ranks as the tenth largest harbour inthe country.

With such natural attributes, it is no surprise that the marineindustry plays a very important part towards Nantong’sdevelopment. Nantong has over 200 shipbuilding and marinesupporting enterprises. These enterprises account for two-thirdsof the total shipbuilding tonnage of Jiangsu province, and almost15% that of the entire country.

Nantong is continuing to focus on marine developments suchas shipbuilding and offshore structure fabrication, large-scalehigh technology equipment, electronic and service industries. Ithas set a target of increasing its shipbuilding tonnage to 10 milliondwt and its sales revenue to RMB 100 billion by 2012.

The city has also created a special industrial zone known as theNantong Marine Supporting Industrial Concentration Zone tosupport its burgeoning marine industry. Covering more than 17sq km, the Concentration Zone houses marine equipmentmanufacturing, steel structure fabrication, shiprepair andmaintenance and other marine supporting enterprises.

Keppel Nantong Shipyard, Nantong Cosco KHI Shipyard andCosco Shipyard, Yahua Shipyard, Hantong Shipyard and MingdeShipyard are some of the established enterprises that are operatingin and around the Concentration Zone.

Thesenior managers also had a workshop onEmotion Quotient (EQ) as well asindividual executive coaching to helpthem in their personal and inter-personalmastery.

The Global Advanced ManagementProgramme (GAMP) was launched on25 February 2008. It is the first globalmanagement programme under KeppelO&M College.

Reaching the APEX

The APEX for Cindy Lim, Senior GroupTalent Manager of Keppel O&M GroupHuman Resources is: Achieving PeopleExcellence.

She and her bevy of ladies organisedthe Group’s first talent managementsymposium held in Singapore from 24 to28 March 2008.

A total of 28 Human Resources leadersand professionals from 19 of the Group’slocal and overseas business unitscongregated for the sole mission ofdiscussing ways in which Keppel O&Mcould best achieve people excellence.

Over a five-day period, the participantsdiscussed ways that the Keppel O&M’sGroup Talent Management andSuccession Management Frameworkcould be cascaded to all the businessunits; how they could better leverage eachof the business units’ strengths; how totap on each Human Resourcespractitioner’s expertise in solvingprevailing business units’ challenges; andto brainstorm and craft out a set of bestin-class HR practices toward achievingpeople excellence.

Gilbert Elizondo, VP (Human Resources),Keppel AmFElS, found the symposiumvery useful. He shared, “This has been apositive experience for me to shareconcepts, ideas and best practices with mycolleagues across the Group.

“Our company is getting bigger while theworld is getting smaller. Although we area huge company, we must operate like a

small one in terms of HR practices andwe must get our work done efficiently.”

Jules J King Yap Villarta, Chief HumanResources Officer, Keppel Cebu,enthused, “The programmes were bothhelpful and inspiring. Despite the tightschedule, learning was not compromised.I learnt that one has to think on a macrolevel but act on a micro level. I wasespecially motivated by the coaching skillssession where I learnt that it is not howmany steps of a ladder that you climb thatcounts but how many people you helpalong the way.”

At the end of a rewarding week, the grouppresented their findings to CB Choo,

Who says research and development areheld in laboratories and behind glassdoors? In fact the most innovative ideas

can come from a relaxed atmosphere by the sea.

This was what researchers from KOMtech (KeppelOffshore & Marine Technology Centre) were doingduring their third KOMtech gathering on29 February 2008 at the “discovery pub” in RafflesMarina. They interacted with colleagues from otherbusiness units and discussed ideas with fellowresearchers.

Amidst the sea breeze, food and drinks, Lee ChayHoon, GM (Organisation Development) of KeppelO&M shared her insights on promoting innovationwithin the company. “Innovation is key to acompany’s long term success and KOMtech with allits talents and resources, is on track to spearheadinnovation in Keppel O&M.”

Developing research through social interaction is partand parcel of KOMtech’s philosophy for learning.Held on a quarterly basis, the objective of thegathering is to encourage KOMtech researchers toshare their thoughts and knowledge.

In the spirit of intellectual exchange, Tan Cheng Hui,GM (Engineering) of Keppel Singmarine gave apresentation on the successful January launch of theice breakers by Keppel Singmarine.

Charles Foo, Centre Director of KOMtech said,“Research and development goes beyond the officeswe work in. These regular gatherings allow theresearchers to update each other on their respectiveprojects. Furthermore, from these social networkingsessions, new ideas may even develop as well ascollaborations between the different Business Units.

K eppel Singmarine has deliveredits third Anchor Handling Tug/Supply (AHTS) vessels ordered

by its repeat customer, GulfMarkOffshore, Inc. (GulfMark).

Like the previous two projects, KeppelSingmarine was presented a US$10,000bonus for its excellent performance andsafety record.

Built to the in-house engineering designof the Marine Technology Development(MTD), Sea Kiowa, is the third in a seriesof six offshore support vessels (OSVs)ordered by GulfMark in November 2005.

The vessel was named by Lady Sponsor,Glenna Ellen Roberts, partner of MarshallAndrew Crowe, Director of GulfMark, ata naming ceremony held on 5 April 2008.

At the convivial naming ceremony,Gene Leech, Executive VP of GulfMark,said, “I am impressed by the quality ofthis vessel that Keppel Singmarine hasbuilt for us. The Keppel team has proventheir expertise and capabilities in design,engineering and construction of offshoresupport vessels. The previous two AHTSvessels were also delivered on time to ourfull satisfaction.

“Timely deliveries are critical for usespecially with the growing demand forOSVs as a result of the increasing globalactivities in exploration anddevelopment.”

Hoe Eng Hock, ED of Keppel Singmarine,elaborated on the excellent sea trial of SeaKiowa. “This third vessel, like the twoprevious ones, has exceeded its designand contractual bollard pull and speedduring its sea trial performance. We arealso proud to announce that our projectsand construction have been on time andwith zero lost-time incidents.”

K eppel Shipyard has set anothersafety milestone with more than11 million man-hours worked

without lost-time incidents (LTI) on twoFloating Production Storage andOffloading (FPSO) facilities.

The FPSOs have been converted forclients Single Buoy Moorings Inc (SBM)and Esso Exploration Angola (Block 15)Limited (ExxonMobil) for the KizombaC project in Angola.

FPSO Saxi Batuque, which was named on9 March 2008, achieved six million man-hours without LTI, while FPSO Mondowhich was delivered in September lastyear, attained five million such man-hours.

The successful completion of these FPSOsis the culmination of seven years of safetypartnership involving Keppel Shipyard,SBM and ExxonMobil.

ExxonMobil’s contribution to Keppel’ssafety efforts goes far beyond the projectsthey work on. The oil major has beenactively involved in the promotion ofsafety programmes at Keppel Shipyardthroughout the seven-year period.ExxonMobil and SBM also play an

membrane, usually made from goat orantelope skin. This membrane is placedat the opening of the resonance box, madefrom wood and resin.

The Saxi are made by drilling a few smallholes in dried gourds and placing driedseeds or glass beads inside. Suchpercussion instruments can be foundthroughout Angola.

A group of dedicated offshore andmarine stalwarts came togetherfor a workshop on Keppel

Shipyard’s safety practices.

This mini-conference was held on 2 and3 April at the Fullerton Hotel.

Passion for the subject was the drivingforce behind this group consisting of themanagement from Keppel Shipyard, andsenior representatives of ExxonMobilDevelopment Company (ExxonMobil),Shell, Apache, BW Offshore, FrontierDrilling, Maersk Contractors, Murphy Oil,Prosafe Production, Single Buoy Mooring(SBM) and Woodsides, all clients ofKeppel Shipyard. Many had travelledfrom countries like the United States andMonaco just to attend this workshoporganised by Keppel Shipyard.

The commitment shown by all partiesillustrated the conviction that safetyentails the involvement and partnershipof all stakeholders. Indeed, customers likeExxonMobil, Shell and SBM play an activepart in Keppel Shipyard’s safety policy asmembers of its Safety Steering Committee.

Yarami Peña, Construction Advisor ofExxonMobil, praised Keppel Shipyard’srelentless focus on safety.

He highlighted, “There has beentremendous improvement in KeppelShipyard’s safety programmes over theyears which have led to significantimprovements in Keppel’s safetyperformance.

Taking off with Falcon

Keppel Shipyard’s management realisedearly that greater leaps in safety could onlybe achieved by having buy-in from clientsand contractors.

They started engaging customers back to2001 when the yard was carrying out theconversion of FPSO Falcon, its firstfloating production storage and offloading(FPSO) for ExxonMobil through SBM.The partners made safety the first prioritynot only for the project but for the entireyard.

By 2002, they formed a yard-wide SafetySteering Committee with ExxonMobiland SBM coming on board to lend fullsupport in building a culture of safety atthe shipyard. Their efforts saw the launchof the Safety Plus Programme in the year.

At the onset, Safety Plus Programmesought to raise general awareness of safetyin the yard and to correct the unsafe workbehaviours among its 14,000-strongmultinational workforce which includessubcontractors’ workers.

The Safety Plus Programme was furtherboosted with other initiatives such asthe Safety Leadership Programme totrain supervisors in observation andintervention skills, so as to groom safetyleaders who would bridge the critical linkbetween the management and all workers.More than 3,000 supervisors, foremenand managers were trained in 2007.

The empowerment of supervisory staff,both direct employees and those fromsubcontractors, allows potential risks tobe identified and prevented at source. Theyard’s accident frequency rate (AFR) wasreduced from 3.48 in 2002 to 0.24 in2007. Key to this was the collaborationwith ExxonMobil on several safety

initiatives under the Safety PlusProgramme.

Shaping a new Initiative

Though Safety Plus Programmeaccomplished laudable achievements, theyard’s safety champions led by ED NelsonYeo and Senior GM (Operations) AbuBakar, were determined to raise safetystandards even further to meet the goalof an “Incident Free Workplace”.

Sensing the authenticity of KeppelShipyard’s resolve, Senior Project ManagerKen Larson of ExxonMobil, an enduringadvocate of Keppel Shipyard’s safetycause, decided to champion thisambitious new goal. In line with itsinterest to help lift the industrybenchmark for workplace safety,ExxonMobil strengthened its support ofthe good cause.

In October 2007, with help fromExxonMobil, Keppel Shipyard formed aSafety Taskforce to explore new schemesto sustain its safety achievements. Theyrecognised that this can only be attainedwhen safety becomes second nature toeveryone in the yard.

The efforts of the taskforce culminated inthe Fullerton Workshop where newdirections for workplace safety at KeppelShipyard were discussed.

Eleven recommendations to furtherenhance the safety performance and safetyculture at Keppel Shipyard weredeveloped by the task force and presentedto the workshop participants.

Ideas to better heartware and hardwarewere discussed. Building a morecomprehensive training centre andempowering every worker to become asafety custodian were among thesuggestions.

All hands on deck

Wrapping up the workshop, Nelsonchallenged his team to halve 2007’sAccident Frequency Rate (AFR) recordfor the yard.

ExxonMobil’s contribution was not lostto Nelson who has been working tirelesslyon this area.

Acknowledging the contributions of allits customers, Nelson said, “We appreciate

K eppel Shipyard’s conversion ofthe world’s largest gas FPSO,Cidade De São Mateus, for Prosafe

Production (Prosafe) has attained a safetymilestone of one million man-hoursworked without LTI.

At the same time, Keppel Shipyard andProsafe celebrated the achievement of twomillion safe man-hours of another project,the Floating Drilling Production Storageand Offloading (FDPSO) facility, Azurite.

Despite the current heavy workload, theyard continues on its goal to send everyworker home safely. This achievementdemonstrates the safety consciousnessand close collaboration between Keppeland Prosafe.

Their project teams, workers, andsubcontractors’ collective efforts on theCidade De Sao Mateus have beenrecognised at a ceremony commemoratingthe safety milestone on 23 February 2008.

Lauding the team players, Roy Hallas,President of Prosafe said, “CongratulationsKeppel, Prosafe project teams and Union

Representatives. You have done it again.It is extremely valuable that we havereceived four million man-hours on threevessels. What is impressive about KeppelShipyard is its consistency in safety.”

Roy added that attention to safety is highlyregarded within the industry, saying,“When we bid for new projects, thesesafety results raise the profile of eachproject for the company and theindividual. Protecting health and savingpeople’s lives raises the company’s profile.”

Beyond a good brand name, the safe workenvironment has also kept KeppelShipyard on track in converting the276,000 dwt VLCC tanker into a GasFPSO unit.

Abu Bakar, Senior GM (Operations) ofKeppel Shipyard said, “Apart fromprotecting lives, there is a whole spectrumof rewards to maintaining a safe workingenvironment. We are committed to deliverour projects safely and successfully.”

However, keeping an eye on safety is notwithout challenges.

Stuart Brown, Prosafe’s ConstructionManager said, “The main challenge is thatbecause many activities are happening atthe same time, coordination between thedifferent trades and different departmentsis crucial.

“This is the fifth FPSO conversion I’vedone. With each one, I see the excellentintegration and the coordination gettingbetter and better. I think the main reasonhas to do with our daily vessel safetycoordination committee meetings wherekey points are brought up and resolved.”

Some see the dedication and discipline ittakes to have a safety mindset.

Best Supervisor award winner TanHeng Woon said, “Safety is important andso we do checks frequently. Take 5 is doneevery morning as it encourages theworkers to look out for safety. We ensurethat we check the materials, the tags, etc,every morning.”

Hans Kristiansen, Prosafe’s Senior VP ofProjects agrees, saying, “I think the keyto this is the workers’ positive attitude,which I can see in the good housekeepingand a respect for the safety signs.”

Raising the bar, he added, “I’ve been inProsafe since October last year and this isthe third safety achievement I’ve seen. Wewill follow up on what we have achievedtoday and aim for the next million andthe next million.”

Keeping bird flu all cooped upscreening committees on properprocedures, as well as to familiarise andeducate workers on the necessary stepsto take in case a flu pandemic breaks out.

Workers entering Keppel Nantong’s maingate on the morning of 1 February 2008had their temperatures taken. Thosefound or suspected with fever weretransferred to quarantine bays formonitoring. The temperature screeninginvolving staff, workers, andsubcontractors took over an hour.

Over in the Philippines, Keppel Cebuconducted a simulation drill for Avian fluon 23 November 2007. On their way towork at six in the morning, employees’temperatures were taken and suspectedfever cases were brought to a designated

isolation area known as the “hot zone.”Once there, they filled out a healthdeclaration form before heading to theKeppel Cebu clinic for further medicalcheck-ups.

Fok Swee Yin, President of Keppel Cebusaid, “The bird flu exercise is part ofKeppel’s risk management strategy. Wewant to be prepared so that in the eventof an outbreak, our workers can be safeand our yard operations can continue.”

Such containment exercises were firstheld in Keppel’s Singapore yards and thenreplicated in its yards worldwide. Forexample, Caspian Shipyard Companyconducted its Avian flu exercise involvingmore than 50 workers in December lastyear.

A key industry veteran has beenhired by FloaTec LLC to headup its engineering group and

further strengthen its deepwater floatingproduction (FPS), hull and mooringsystems.

Edward Huang is well known in FPScircles, having played a key role in thedevelopment of the proprietary ExtendedTLP (ETLP®) design while at ABB. Thedesign was subsequently acquired by J.Ray McDermott and Keppel FELS and hasbecome one of the core solutions offeredby FloaTEC LLC.

Heralding this growth is the collaborationbetween Ngee Ann Polytechnic,Singapore Polytechnic and Newcastle.The two polytechnics have tied up withNewcastle to offer degree programmes inNaval Architecture with specialisations inMarine Engineering and OffshoreEngineering.

With the buoyancy of the current offshoreand marine industry, there is a need formore specialised manpower in Singapore.This degree programme providessignificant increases in the technicalexpertise of the industry and Singaporewill thus be fortified to boost its positionin the global arena.

Refering to this collaboration, CB Chooadded, “It gives me great satisfaction to notethat in the coming years, our numbers willcontinue to swell. Newcastle, as you know,has an unparalleled reputation in both NavalArchitecture and industry-based research.”

He signalled Keppel O&M’s ardentsupport of the programmes bymentioning that Keppel O&M willcontinue to send its employees onscholarships to study in the programmes.

Oil majors in Keppel Shipyard

Keppel Shipyard was a flurry of activitiesin the month of March as the yard hostedvisits from ExxonMobil, Petrobras andStatoil Hydro.

Mark Albers, the Senior Vice President(VP) of ExxonMobil Corporation, ChongSeng Kwa, Regional Director ofExxonMobil Asia Pacific and SteveGreenlee, Asia Pacific VP of ExxonMobilExploration Company, called on NelsonYeo, ED of Keppel Shipyard on 25 Marchand took a tour onboard the FPSO SaxiBatuque at the Anchorage prior to hersailaway.

FPSO Saxi Batuque completed herconversion at Keppel Shipyard and isbeing leased to ExxonMobil by SingleBuoy Mooring (SBM). The FPSO alsocelebrated her naming ceremony on9 March.

ExxonMobil has been very active in theirsupport of the safety initiatives put inplace by Keppel Shipyard and this visit

served as an opportunity to view firsthand the results of our safety journeysince the start of ExxonMobil’sinvolvement from 2001.

Barely a week later, on 1 April 2008, seniorofficials of Petrobras visited KeppelShipyard to learn more about the yard’sactivities and to tour projects which theyard is converting for its oil fields in Brazil.CB Choo, Chairman/CEO of KeppelO&M, welcomed the delegation.

The vessels which include FPSO Cidadede Sao Mateus being converted for Prosafeand FPSO Espirito Santo being convertedfor SBM and Shell are bound for offshoreBrazil.

Chris Howell, Shell’s FPSO Lead(TAMBABV Site office), gave apresentation on the capabilities of theFPSO Espírito Santo while RobertMountjoy, Prosafe’s Project Manager forFPSO Cidade De Sao Mateus, gave atechnical report on his project. The teamfrom Petrobras was then led around theyard and had a better look at the vesselsup close.

Besides untapped oil resources, the WestAfrican Republic is also known foragricultural produces like coffee andcocoa.

The envoy exchanged ideas with seniormanagement before touring the KeppelFELS Pioneer Yard, Keppel O&M’sassociate company. Singapore PetroleumCompany, was also present to lendinsights to its business.

The next day, a delegation from StatoilHydro (Statoil) called at Keppel Shipyard.Apart from visiting the yard, Statoilwanted to see first hand the progress ofthe FPSO Maersk Ngujima-Yin.

Maersk Contractor, the owner of Ngujima-Yin, has recently won a contract fromStatoil to provide a converted FPSO forthe Peregrino field in Brazil. Thisconversion will be carried out by KeppelShipyard in the fourth quarter of 2008.

Maersk Ngujima-Yin was named on2 February 2008 and is due to leave forthe Woodside Vincent field in offshoreAustralia shortly. She is capable ofhandling 120,000 barrels of oil per dayand has a storage capacity of 1.2 millionbarrels of crude.

Norwegians southbound

Technology leadership matters and so dopeople. Keppel O&M holds these valuesdear as it establishes itself as a leader inits field. The company shared itsphilosophy and industry knowledge withvisitors from the Norwegian University ofScience and Technology (NTNU).

Over two days from 11 March 2008, 173marine technology and mechanicalengineering students and professors learntabout the rigbuilder’s background,products, and research and development

efforts. They also toured Keppel’s yards,gaining valuable insights to theiroperations.

The Norwegian university organises suchtrips for its third and fourth year students,who are on a five-year programme, to helpthem gain exposure to industries relatedto their field of study.

Facilities at Acacia Lodge improvedfor the benefit of residents

With the new laundromat, residents do not have to dependon the weather to get clean clothes

R esidents of Keppel Housing’sAcacia Lodge can now lookforward to new amenities when

they return home after a hard day’s work.

Acacia Lodge has recently upgraded itsfacilities, which included a laundromat,a spanking new internet centre, a newgymnasium and new pool tables.

Mohammed Bazlurrahman fromBangladesh who has been a resident withAcacia Lodge since its opening, welcomedthe upgrade. “It has helped to ease ourchores after a long day at work. With thenew washing machines and dryers we cansend our clothes for washing and dryingwhich is much faster than doing itourselves and waiting for it to dry,” hebeamed.

The machine shop supervisor fromKeppel Shipyard (Tuas) added, “Thevariety of meal options in the canteen hasalso increased. So while waiting for ourclothes, we would eat our dinner at thecanteen instead of cooking.”

The canteen has also been spruced up,now boasting new food vendors andplasma televisions. Residents can catchtheir favourite programmes, such as the

ESPN Sports Channel whilst hanging outwith their friends at the canteen.

Back in their rooms, residents have newfurnishings such as lockers, dining tablesand chairs, shelves and improved bedsupport.

Alangaram Jesu Savier, a hull shoptechnician from Keppel Shipyard (Gul)commented on the room upgrades, “Thenew lockers, shelves, table and chairs havemade our home more comfortable. Also,the mini-mart is bigger now and we canbuy a good variety of foodstuff fromthere.”

Another useful service of the lodge is theEnglish language classes that newresidents have to attend. These lessons areconducted in the study and trainingrooms in the lodge. Qu Yuan Liang, anewcomer at Acacia Lodge said of thecourse, “These lessons are very helpful.My English is now better and I can talkbetter to my other colleagues in English.”

In addition to the improved amenities,the lodge frequently hosts roadshowsfrom telco companies to providecomprehensive services to its residents.For instance, M1 recently held its secondroadshow at the lodge, attracting residents

with free gifts when they signed up witha mobile phone plan. The Salvation Armyalso runs a monthly bazaar at the lodgefor the residents.

These activities are complemented byevents held by the Ministry of Manpowerand the Police. Recently, the team fromthe Acacia Foreign Resident on Patrol(AFR-OP) project, which has residentspatrolling the neighbourhood with thepolice and Residents’ Committeemembers, was awarded the SILVERaward for the South West CDCCommunity Safety and SecurityProgramme for 2008. The AFR-OP seeksto maintain order in the communityensuring that all residents adhere to therules of Acacia Lodge.

Steven Lee, General Manager of AcaciaLodge said, “With these upgrades, wehope to improve the quality of life of ourresidents and enable Acacia Lodge to bemore self-contained.

The little red dot has produced theworld leader in the offshore andmarine industry. This was

brought home to bear in the documentary“More than Mettle: The Keppel O&MStory” that aired over both MediacorpChannel 5 and Channel NewsAsia-International in March 2008.

Fast-paced, taut and succinct, thedocumentary traced the phenomenalgrowth of Keppel O&M since it wascreated in 2002 through the integrationof Keppel’s offshore and marinebusinesses. By focusing on technologyand human capital development, KeppelO&M was able to ride on the rapid surgein the offshore and marine industry inrecent years. From less than 10 projectsover five years ago, the Group is todaycarrying out 43 major newbuildings andconversions.

As Hoe Eng Hock, ED of KeppelSingmarine observed, “The documentaryshows very clearly the solid teamwork thatwe have in Keppel, and with classificationsocieties, surveyors and customers. Ourstrong focus towards a common goal has

allowed us to build the impressive rigs andvessels seen in the show.”

Janna Low, Personal Assistant, KeppelO&M, agreed. “The documentary wasvery impressive. Seeing the breadth andscale of our operations from Singapore toBrazil is amazing. I am sure many peoplewill be encouraged to join Keppel O&M.”

As Ang Lai Lee, Senior Executive, GroupCorporate Communications, noted, “Ilearnt a lot about Keppel’s initiatives intechnology. To see the tests on a 3-Dmodel of the spudcan – the footing of ajackup rig - and to visually connect thesetests with research that will go towardsnew jackup rig designs for Arctic oilexploration was extremely educational.”

The documentary went through thehistory of the three main companies thatmake up the Group: Keppel FELS, KeppelShipyard and Keppel Singmarine.Together, they have a combined heritageof more than 200 years. It showed theresilience and survival instincts ofKeppelites who persevered amidenormous challenges to grow its

businesses through both good andchallenging times.

An amplification of such a spirit can beseen in the expansion of yard capacitiesin the course of its history. In 1982,Keppel Shipyard commissioned its330,000 dwt Raffles Dock whenshiprepair was facing a downturn. At theopening ceremony of Raffles Dock, thelate Minister for Finance, Hon Sui Sen,captured the resilient spirit with thesewords, “Keppel’s new dock investment isan act of faith in her ability to win businessin the fiercest competition at prices whichwill give an adequate return.”

Keppel FELS and Singmarine were torepeat this “act of faith”. In 1986, KeppelFELS acquired the former Mitsubishi yardwhile the offshore industry was in thedoldrums. In 1989, Keppel Singmarinebought the former Marathon Letourneauyard.

This “faith” was strategy. Keppel’sdisciplined approach to capitalinvestments, even in challenging times,has positioned the Group to profitablymeet future demand growth.

Senior Contracting Officer Yenley Beh,who has been working for two years inKeppel Shipyard, said, “I watched thedocumentary with my parents. To see thechallenges that Keppel has overcome toachieve its current standing, has made meproud to be a member of this company.”

All in all, the documentary has effectivelyportrayed the grit and gumptiondisplayed by Keppelites. It hopes tocommunicate that spirit to futureKeppelites.

The TV documentary is loosely based onthe book by the same title published byEditions Didier Millet and Keppel O&Min December 2007. The book is availableon sale at major bookstores.

(IBA) Corporate Counsel ForumScholarship 2008.

The clinch follows her paper submissionto IBA on a corporate counsel’s role in

Min Hui said, “I am very honoured toreceive this scholarship. As the first of itskind, the award reflects IBA’s recognitionof corporate counsels as important assetsto organisations and a need for theirprofessional development.

“This is in line with Attorney-GeneralChao Hick Tin’s speech in March that theneed for in-house lawyers would grow asthe Government pushes towards makingSingapore a choice location formultinationals.”

The inaugural scholarship is aimed atfostering the professional development oflawyers working in-house. Previously, IBA

Established in 1947, the IBA is the world’sleading organisation of international legalpractitioners, bar associations and lawsocieties. The association influences thedevelopment of international law reformand shapes the future of the legalprofession throughout the world.

When the Centre for OffshoreResearch and Engineering(CORE) informed Keppel

O&M that it was organising a symposium,the latter readily agreed to be a mainsponsor for the event.

Entitled “Marine Operations SpecialtySymposium” or MOSS for short, the eventwas held at the National University ofSingapore (NUS) from 5 to 7 March 2008.

Jointly organised with ASME OceanOffshore and Arctic Engineering (OOAE),the symposium covered offshoreoperation and installation related issues.

Participants found the symposium to behelpful and enlightening. Tan Cheng Hui,GM (Engineering) of Keppel Singmarinesaid “I think symposiums are a useful toolfor interaction between industry andacademia partners. These days, jobs aregetting a lot more complex and no oneorganisation has all the resources orcompetency to carry out the job from startto end. This has resulted in manyspecialist companies doing differentaspects of the job.”

Cheng Hui elaborated, “For example, theSpar hull and topside could be fabricatedon land by Keppel FELS whilst thetransportation of the Spar components tothe offshore field could be carried out bya company focusing on specialised heavy-lift transport vessels.

“The lifting operation of the topside to thefloater is a very precise job normallycarried out by companies such as Technipand J. Ray McDermott. Finally theinstallation of the risers could be done byyet another company such as Acergy.Thus, it is good for industry players tocome together and discuss the variousdevelopments in the industry regularly.”

The residents of Barangay Looc have a lot to smile aboutthese days thanks to a publicly funded diversion roadthat was opened to the public in January 2008. The

new one kilometre road that cuts through the community wasbuilt by the Lapu-Lapu City government with the support ofthe local business community and individual land owners.

Private land owners, including Keppel Cebu Shipyard Land, Inc.,owner of the property where Keppel Cebu Shipyard, Inc. (KeppelCebu) operates, supported this worthy endeavour byparticipating in the government’s expropriation proceedings onthe affected land. Part of the diversion road was built on 110square metres of unused shipyard property.

Fok Swee Yin, President of Keppel Cebu said, “Aside fromproviding employment to the Cebuanos, we are also committedto the improvement of community life by way of supportinggovernment-led projects such as this.”

Dolores P. Tampus, Keppel Cebu’s Finance Manager and a longtime resident of Lapu-Lapu City, added, “The road has also

provided easy and safe access into the community especially byambulances and fire trucks that need to respond to emergenciesin the area.”

“The new road is very convenient to the residents, especiallythose who go to work by public transport, since it greatly easestraffic and cuts the travel time from the house to the place ofwork,” mused Manuel Adolfo, Keppel Cebu crane operator.

Prior to the opening of this new access road, commuters had tocircumnavigate the barangay by using the traffic-choked mainroads around the district.

Keppel Seghers Belgium N.V. hassecured a US$54.2 million contract fromAmotfors Energi of Sweden. The turnkeyproject is for the design and building of aCombined Heat and Power (CHP) waste-to-energy plant. When completed in2010, the plant will process nearly 70,000tonnes of waste per year to generate steamand electricity. With the exception of civilworks, the CHP waste-to-energy plant willbe entirely designed and built by KeppelSeghers. It will also ensure emissionssurpass stringent EU requirements.

Keppel Logistics also won a contract fromNTUC FairPrice to provide warehousingand distribution services for someproducts. Serving as an overflow facility,it has been NTUC Fairprice’s logisticspartner since 2001.

O n 16 March, Keppel FELS Brasil,achieved yet another milestone. Forthe first time in Brazil, the flare tower

was installed on the deckbox of a rig beforethe marine mating took place.

The operation, which took place on the P-51, aFloating Production Unit, took three hours andcan be considered as a turning point in platformconstruction as the flare tower is usuallyinstalled after the mating.

According to José Pedro, P-51 Project Director,to install the flare before the marine matingoccurs, is unprecedented: “Until today thisoperation has never been done in Brazil. Inorder for the procedure to take placesuccessfully, Technip’s engineering team did adetailed study.

Another first for Brazil with P-51

“During the course of this study, it wasobserved, through effort calculus, and structuralreinforcement, that it would be possible toinstall the flare at this stage of the job. Theprocedure was done successfully. We havealready decided that the same operation willbe done for P-56.”

With the successful completion of this project,85% of the P-51 has been completed. 66% ofnational content was used to build the P-51.

Unlike its sister vessel P-52, whose lower hullwas built in Singapore and the upper hull inBrazil, the construction of P-51 is completelyundertaken in Brazil, except for the four 1,000-tonne column nodes, which were completedby Keppel FELS in Singapore in December2005.
