The CONVOCATION of ITI passed outcandidates of 2013-15 Session at Govt. ITI(Girls), Nizamabad was held on 20-01-2016.

Sri Anil Reddy Vennam, President , FTAPCCI wasthe Chief Guest and in his address stated that all tradesof ITI are having employment opportunities as wellas self employment. He advised the Students to havegrip on the trades and need to improve by takingskill development programmes in their respectivefields. He has lauded the progress made by the ITINizamabad in revenue generation activities and runningthe Institute in full-fledged way by providing theinfrastructure and faculty of the Institute. He saidthough there is good employment opportunitiesavailable for the qualified and trained persons , theindustry unable to get required candidates from theITI s . He said ITI s only could fill these gaps byproviding the well qualified and trained candidatesto the industry.

Seminar on “MSME Finance Schemes and otherFunding Facilities” Was held on 23rd January2016 at 10.00am at Hotel Nagarjuna Grand,

Guntur. In his Inaugural address, Dr.SreedharCherukuri, I.A.S. Joint Collector & Addl. DistrictMagistrate, Guntur has appreciated the initiative ofFTAPCCI for organizing seminar on very importantaspect of MSME finance. He said MSME is majorlycontributing India’s GDP and needs lot of attention.For the sake and sustain of the industry Governmentof India has introduced numerous schemes throughNSIC, Banks and other institutions. grabs theopportunity. Lack of awareness on many issuesrelating to MSME leading to difficult situations for theirsubstance. Dr. Sreedhar Cherukuri advised to organize similar seminar in all the districts of the State infrequent intervals for the benefit of MSME i.

Earlier, Sri anil Reddy Vennam, president, FTAPCCIin his welcome address stated that The youth of Indiahas been given a playground to come and unleash theirentrepreneurial skills. Moreover, it is the MSMEsector which can help realize the target of proposedNational Manufacturing Policy of raising the share ofmanufacturing sector in GDP from 16% at present to25% by the end of 2022. The growth andsustainability of the MSME sector is dependent onthe availability of finance, marketing and technology

and skilled persons. In all among , finance is playingvital importance the growth of this sector. He saidthat there is also a need to spread awareness aboutformal financing opportunities within the MSME sectorto grow their credit exposure, limit risks and seekbetter spreads by developing and implementing sector-specific policies. To keep the information flowing tothe MSME sector of the both the States, and also toprovide handholding support services, FTAPCCI proposing to have a MSME Facilitation servicecenters at important districts of state of AndhraPradesh which cater to the needs of this sector.

Sri C. Anirudh Rao, Co-Chair Person, FTAPCCIConsultative Committee, Andhra Pradesh in hisintroductory remarks pointed out that the recent Central government initiatives such as MUDRA Bank,An Action plan for Start Ups and Digital Indiainitiatives are focusing towards the direction of easyaccessibility of finances and incentives to support thedevelopment of MSME sector and Further, banks has to consider to extend the credit facilities to moreunits. It is also time to focus on the creation offacilitating platforms for market linkages, technological up gradation and enhancing the advisorysupport services and growth of venture funds targetingthe MSME sector.

Inaugurating the workshopMs. R. Shakuntala, IRS., ChiefCommissioner of Customs,

Central Excise & Service Taxinformed that the Government of Indiahave acceded to the “CustomsConvention on ATA Carnet forTemporary Importation of Goods”.The Convention provides fortemporary admission of goods free ofimport duty and free of importprohibitions or restrictions. Presentlythe facility is restricted to goodsimported for display or use at approved exhibitions/fairs and similar events. The ATA Carnet will be thesole document for temporary importation (includingre-importation) and temporary exportation (includingre-exportation) of goods under the Convention.Therefore, instead of the normal Bill of Entry/ShippingBill only the ATA Carnet need to be filed. Theworkshop is a great initiative in educating people onthe use of Carnet and appreciating the value it bringsto the export community, however it needs to be doneon a continuous process, to promote and encouragefor extensive usage of ATA Carnet.

Ms. S. Vijayalakshmi, Deputy Director, FICCI gavedetailed presentation on operational aspects of usingATA Carnets and its benefits. ATA Carnet is aninternationally accepted Customs document used byexporters while travelling outside the country withcommercial samples for participating in exhibitions ortrade fairs or on business promotion tour. An ATACarnet service thus aims to facilitate movement ofgoods across borders on temporary basis withoutpaying Customs duty. The ATA Carnet service isavailable to business and sales executives, diamondjewellery and precious stone exporters, exhibitors at

trade fairs, demonstration samples, film and TV crew,architects, artists and theatre troupes. The ATA Carnethas four counterfoils and vouchers viz. ExportationCounterfoil and Voucher, Re-importation Counterfoiland Vouchers, Importation Counterfoil and Voucherand Re-exportation Counterfoil and Voucher. In India,FICCI is the national guaranteeing association to issueCarnets and now authorized FTAPCCI to facilitateissue of ATA Carnet in the States of Telangana andAP.

Addressing the participants Mr. C.R. Vaidya,Executive Director, JB Boda Group, Mumbaiinformed that they have submitted a detailed proposalto FICCI on the need of insurance of the goods andequipment listed on a carnet. On approval of FICCIand Govt. of India, the insurance details will beannounced soon.

Earlier Mr. Anil Reddy Vennam, President, FTAPCCIwelcoming the members stated that the workshop isaimed to create awareness about ‘ATA Carnet’ amongexporters. The workshop will be a platform for theindustry to bring the issues involved with respect totemporary imports / exports of goods. FTAPCCI inclose coordination with FICCI will be facilitating issues

of ATA Carnet at Hyderabad to the members and requested the members to take advantage of it.

Mr. Shiv Kumar Rungta, Advisor, International Trade Committee, FTAPCCI said that ATA Carnet System is aperfect illustration of how close co-operation between business and customs can facilitate and stimulate internationaltrade. For business people, the ATA Carnet provides a simple and speedy way to travel abroad with businessmaterials. It saves both time and money and this is a very important factor in international competition.

Mr. Akhilesh Mahurkar, Head, FICCI-Telangana and Andhra Pradesh State Council proposed a vote of thanks.

“National Conference on Contemporary Tax Issues”was held here on 6th February, 2016. Jointly organizedby The Federation of Telangana and Andhra PradeshChambers of Commerce andIndustry (FTAPCCI), TheTelangana and AP Tax BarAssociation and Abids-HimayatNagar CPE Study Circle atFTAPCCI.

CA Gopala Krishna Raju from Chennai has presentedpaper on Income Computation and DisclosureStandards. He opined that it is different set ofprovision for computing incomes from Business /profession and other sources. CA Bimal Jain from Delhi has delivered talk on “GST– Need & requisite to Revamp existing indirect Taxes” and explained salient features of the Bill. Heemphasized that various tax laws would merge andthree level tax impositions would be applicable. GSTwould give relief to industry and trade through a morecomprehensive and wider coverage of several Centraland State taxes in the GST. It is a reform in taxation

which would entail benefit to the consumers and wouldultimately boost trade and commerce.

CA Bhupender Shah from Mumbai in his live demoon Income Tax Raid (Search) has cautioned taxpayerson how to respond in such situations.

The speakers have unequivocally supported the fasterimplementation of GST along with simplifiedprocedures of compliance. They have rethorted thatit is a must for double digit growth.

Earlier, in his Address, Sri Gowra Srinivas dealt withthe significant changes in the field of direct and indirecttaxation and trade and industry needs to acquaint withthe changes. Sri M.M. Palod delivered Key Noteaddress and Sri Arun Luharuka informed about thetopics for deliberation at the conference.

The Central Government has established a Central Registration Centre (CRC) having territorialjurisdiction all over India, for discharging or carrying out the function of processing and disposal of applicationsfor reservation of names under the provisions of the said Act.

The CRC shall function under the administrative control of Registrar of Companies, Delhi (ROC Delhi),who shall act as the Registrar of the CRC until a separate Registrar is appointed to the CRC. The CRCshall process applications for reservation of name i.e., e-Form No. INC-1 filed along with the prescribedfee as provided in the Companies (Registration of Offices and Fees) Rules, 2014.

The processing and approval of name or names proposed in e-Form No.lNC-29 shall continue tobe done by the respective Registrar of Companies having jurisdiction over incorporation of companiesunder the Companies Act, 2013 as per the provisions of the Act and the rules made thereunder.
