Proceedings of First BoG Meeting held on 23.03.2019

1.1 THE MEMBERS

Principal welcomed the members of the Board of Governors of TEQIP Phase-III, a World Bank assisted project under Government of India. He informed that the six BoG Subcommittee meetings were held as on date and the proceedings have been prepared. Under TEQIP III for all the activities done and for procurement plan approval has been taken in the following six BoG subcommittee meetings

First BoG Subcommittee meeting was held on 12.02.2018 Second BoG Subcommittee meeting was held on 02.05.2018 Third BoG Subcommittee meeting was held on 16.05.2018 Fourth BoG Subcommittee meeting was held on 20.08.2018 Fifth BoG Subcommittee meeting was held on 26.12.2018 Sixth BoG Subcommittee meeting was held on 13.02.2019

Members wanted to know the reason for not conducting BoG meeting and only BoG subcommittee meetings were held. Principal gave justification that for all the activities conducted under TEQIP III approvals were taken in the BoG subcommittee meetings held on the above mentioned dates. The members suggested that three BoG meetings and three BoG subcommittee meetings needs to be conducted for this year on predefined scheduled dates.

1.2 BACKGROUND

Sri Jayachamarajendra College of Engineering has been awarded World Bank funded TEQIP grant in Phase III. TEQIP III is fully integrated with the Twelfth five year plan objectives for technical education as a key component for improving the quality of engineering education in existing institutions. SJCE has been identified as mentor institute under subcomponent 1.3 of TEQIP-III, with twinning arrangements to build capacity and improve performance of both mentor (SJCE) and mentee (other Twinned) institute. SJCE will be mentoring MLV Textile and Engineering College located at Bhilwara, Rajasthan. As per the guidelines of Project Implementation Plan (PIP) of MHRD, Government of India, TEQIP-III project at the institutional level should be managed by an institutional TEQIP unit under the guidance of Board of Governors (BoG) of the institute and the head of the institute.

TEQIP Phase-1 was awarded to SJCE in the year 2005 and ended in the year 2009. The main objective of TEQIP Phase-I programme was to improve the infrastructure facilities required for good teaching and learning environment and project was focused mainly for undergraduate studies. SJCE was recognized as a lead institution and was granted a total of Rs. 18.7 crores. The project was successfully completed with a performance audit score of 9.6 out of 10 which is one of the highest in the country.

In view of successful implementation of TEQIP Phase-I, SJCE was eligible for TEQIP Phase-II under Component 1.2. TEQIP Phase II mainly focused on Postgraduate Research Development and Innovation. The World Bank advised the applicants to prepare the proposal based on SWOT analysis of their institute. Accordingly SWOT analysis and Institute Development Proposal (IDP) was prepared and submitted to World Bank through State Project Facilitation Unit (SPFU). Institute Development Proposal of SJCE, stood highest all over India including NITs scoring 82 marks out of 100 which is considered a great honour. TEQIP-II began in 2011 and SJCE was sanctioned Rs. 1250 lakhs for utilization under different heads with focus on research, innovation and post graduate education. SJCE was considered among the best performing institutions based on performance in Key Performance Indicators (KPIs) during every half yearly Joint Review Meetings held at MHRD level. Based on the overall performance, SJCE was granted additional grant of Rs. 500 lakhs.

For TEQIP Phase III funding, institutions already participated in TEQIP-I and TEQIP-II were selected on competitive basis through challenge method. Selection was done in three stages. At the first stage, eligibility criteria was used to shortlist the institutes followed by ranking on the basis of their performance assessment. Top rankers from stage 1 were invited to submit institution development proposals (IDP) in stage 2. The institutes then proceed to stage 3 for final selection. National Project Implementation Unit (NPIU) of TEQIP-III invited SJCE for becoming mentor institute under subcomponent 1.3 of TEQIP-III (NPIU E- mail dated: 13.09.2017). SJCE prepared Institution Development Proposal (IDP), and submitted the same to NPIU

A meeting for selection of mentor institutions under subcomponent 1.3 through challenge method was scheduled on 18th September 2017 at NPIU office Noida. Dr. T.N Nagabhushan, Principal and Dr. B. Manoj Kumar attended the meeting. Principal made presentation on IDP and performance of SJCE in TEQIP-I and TEQIP-II. SJCE was selected under Subcomponent 1.3 as a mentor institute and MLV Textile and Engineering College, Bhilwara, Rajasthan was allotted as mentee institute. On 18th

September 2017 an agreement was done between SJCE and MLV Textile and Engineering College in the presence of Prof (Dr) P M Khodke, Central Project Advisor, National Project Implementation Unit (NPIU)

As per NPIU information Memorandum of Understanding (MoU) between State of Karnataka and SJCE, Mysore under TEQIP Phase-III was submitted to SPFU office and a copy was sent to office of the Principal Secretary, Higher Education, Government of Karnataka, Bengaluru on 29.11.2017. A Memorandum of Understanding was made between the Principal Secretary, Higher Education Department, Department of Technical/ Higher Education, Government of Karnataka and Dr. C. G. Betsurmath, Chairman, Board of Governors, TEQIP III, SJCE. MoU exchange was done in the presence of Sri G. T. Devegowda, Minister of Higher Education, Government of Karnataka on 24th August 2018 at the office of Higher Education Council, Bangalore. The purpose of MoU is to improve quality and equity in engineering education institutes and improve the efficiency of the engineering education system. The department will support and maintain a State Project Implementation Unit (SPIU) in the form of State Project Team, to carry out overall supervision and facilitate project implementation in the state.

1.3 ABOUT MENTEE INSTITUTION

Manikya Lal Verma Textile & Engineering College (MLVT&EC) located in Bhilwara, Rajasthan is the mentee institute for SJCE. With the aim to cater the need of skilled manpower in the textile industries of Bhilwara, Manikya Lal Verma Textile Institute was established in 1984 as a polytechnic college under the control of Technical Education Department, Govt. of Rajasthan. In the year 1988; it was upgraded to a degree level engineering college and rechristened Manikya Lal Verma Textile Institute. The institute started with the Textile Technology branch with an intake of 30 students per year and later on the intake in the branch was increased to 120 students per batch and this B.Tech Course is affiliated to the Rajasthan Technical University, Kota and is approved by AICTE. The institute has about 1358 students, 33 regular faculty, 21 faculty members appointed through NPIU, and about 100 supporting staff.  At present, the institute offers following B.Tech degree and M.Tech courses:

Two way faculty, staff and student exchange programs for training and academic activities; Joint R & D; arranging seminars, academic meetings and conferences for students and faculty; organizing Industry partnerships for joint R&D, internship and placement activities; learning forums for improving governance practices, institutional management and reforms; Joint Advisory or consultancy services; any other activities as deemed mutually appropriate.

Members sought the details of amount to be spent for mentee institution under different heads and activities. It was informed that 5% of the PLA should be spent for mentee institution for the above mentioned activities. The invitee member from mentee institute mentioned that so far the activities conducted under twinning arrangements are satisfactory.

For each quarter, SJCE has to submit an action plan under the components of Procurement of Goods, Academic Processes and operating cost. Based on the action plan NPIU will allocate funds under various heads. SJCE prepares action plan based on the requirements and activities proposed by different departments of SJCE. SJCE also has to submit joint (mentee and mentor institute) action plan for NPIU office. For quarter - 3 (Oct-Dec 2017) proposal NPIU did not allocate amount due to delay in digital signature processing in PFMS. Because of this, the activities of TEQIP III at SJCE started in the month of January 2018.

The TEQIP-III accounts will be operated under PFMS (Public Finance Management System) and all procurement will be done through PMSS (Procurement Management System Software).

Members wanted to know the plans prepared under the head - Graduates employability and in particular for startup cell. It was informed that the Startup cell will provide the action plan and will be placed in the next BoG meeting.

It is proposed to spend the allocated amount for procurement in the year 2018-19. In addition to strengthening existing labs, it is also proposed to establish new labs, which caters multidisciplinary research. All the head of the departments has been informed to provide the requirement of equipments and learning resources as per OBE requirement. Similarly it is been informed to plan for academic activities such as FDPs, Workshops, Seminars, Invited talks, Conferences, Pedagogy training, finishing schools etc. for each quarter. The faculty members will be encouraged to participate in the GIAN courses and Management Capacity Building programs conducted at IIMs, NITs, IITs and other premier institutes. It is also proposed to conduct pedagogy training for all newly recruited faculty members. Seed money is also provided for faculty members who are pursuing their research in-house.

1.5.8 Equity Action PlanOne of the objectives of TEQIP III is to improve the quality and equity which is focused to ensure that all the students and faculties in the project institution have equal opportunity to avail the benefits of the project with substantial improvement in the performance of students with special attention to the needy that includes SC, ST, OBC and women students. As part of project implementation plan (PIP), SJCE needs to prepare an Equity Action Plan (EAP) and accordingly EAP was prepared and presented for SPIU and further it was submitted to NPIU. NPIU has approved and accepted the EAP prepared for SJCE. The EAP coordinators identified are Dr. M H Sidram, Associate Professor and Ms. Sowmyashree N, Assistant Professor in the Department of Electrical & Electronics Engineering.

1.6 AUDITORS 1.6.1 Mentor and Performance Auditor

Mentors of TEQIP III provide professional support and advice on a regular basis, or as needed by the institution, on progress or difficulties in meeting the goals and targets set out in the Institutional Development Proposals (IDP) and any institution strategic plan. For SJCE NPIU has appointed Dr. T. Mruthyunjaya, Emeritus Professor, IISc Bangalore. Mentor visited SJCE on 23rd and 24th November 2018 and interacted with students, staff and faculty of SJCE.

Performance Auditor provide stakeholders with periodic evaluations of institutional performance against the goals and targets set out in the IDP and any institution strategic plans in the context of the TEQIP project’s key performance indicators, as defined in the TEQIP-III PIP. NPIU has appointed Dr. Madhav B. Kumthekar, Principal, Government College of Engineering, Nagpur did performance auditing of SJCE between 2nd August to 4th August 2018 and submitted the report to SJCE.

1.6.2 Internal and Statutory Auditor

In TEQIP-III, the following audit arrangements are approved by MHRD:    (A) Audit (Internal Audit):

1. The TEQIP-III institutes of the non-focus states may appoint Internal Auditor themselves to conduct the internal audit.

2. The appointment of the Internal Auditor should be as per the World Bank guidelines as per Financial Management Manual of TEQIP-III.

3. The Internal Audit is to be conducted on bi-annual basis in every financial year.(B) Audit (Statutory Audit):

1.  The TEQIP-III institutes of the non-focus states may appoint Statutory Auditor themselves to conduct the Statutory Audit of every financial year.

4. The appointment of the Statutory Auditor should be as per the World Bank guidelines as per Financial Management manual for TEQIP-III.

5. Such reports may be further consolidated by NPIU at National level.

In the 1st BoG Sub committee meeting held on 12th Feb 2018 approval was given to appoint Internal Auditor and Statutory Auditor as per NPIU guidelines. The following firms have been identified:

Statutory audit of TEQIP accounts was made once for the FY 2017-18 and the report was submitted to NPIU on 9th October 2018. Management audit was also conducted for the expenditures made under different activities of TEQIP III from 24.11.2017 to 30.092018

4. GATE 2019 - coaching for Final Year Students

Progress made on online GATE 2019 coaching for the final year BE students of SJCE, Mysuru under TEQIP III

1. GATE coaching is Mandatory under TEQIP –III Project Implementation Plan.2. GATE coaching is offered only to the final year students of all the branches of SJCE.3. In TEQIP III, there is a provision for paying to provide GATE coaching and registration

fees.4. As per the guideline of PMSS, Technical Evaluation Committee (TEC) was formed to

decide about the modality of conducting GATE coaching at SJCE. 5. Based on the recommendations of TEC, Terms of Reference (ToR) was finalised.

6. As per the recommendations of TEC, it was decided to provide the GATE Training only to the students who have registered for the GATE Examination 2019. It was decided to adopt Quality Cost Based Selection (QCBS) service method for selection of vendors.

7. As per the decision of TEC, it was decided to have only online GATE training for the registered final year students of SJCE.

8. Total number of final year students registered for GATE 2019 Examination is 262.9. As per NPIU communication, Empanelled Vendors are to be invited for quotation for

providing GATE coaching through PMSS.10. To process in PMSS under services head and to invite quotations, a permission letter was

sent to Registrar Office, JSS S&T University on 02.11.2018 and registrar office sought further details in this regard (oral communication).

11. On 14.11.2018 the details were provided to the registrar office, JSS Science and Technology University.

12. Permission was provided by registrar office to invite quotations from the empanelled agencies. It was informed to prepare comparative statement and recommendation of service provider for the GATE 2019 coaching (Letter No. TED/JCE/TEQIP/TRG/42/2018-19/2089, Dated: 23.11.2018).

13. The budget estimate considered for online GATE training for 262 registered students is Rs. 40,00,000.00 (Entered in PMSS)

14. As per the guidelines of PMSS, request for proposal (RFP) which includes Technical and Financial proposal were invited from the 4 NPIU empanelled vendors.

15. On 23.11.2018, a pre-proposal meeting was held in the principal’s office and vendors were contacted over phone for any clarifications.

16. Quotations were invited from empanelled vendors through PMSS.17. From the 4 empanelled vendors the quotations were received.18. Technical Evaluation Committee was called on 01.12.2018 to evaluate the technical details

provided by the empanelled vendors.19. A comparative statement was prepared and placed before the TEQIP III purchase

committee on 07.12.2018.20. Purchase committee recommended M/s Think Cell Learning Solutions Pvt. Ltd. (GATE

Forum), Secunderabad, after assessing the Quality and Cost quoted by the vendors.21. For clarity to students registering for GATE online program, a guideline is prepared which

will be provided to them.

Undertaking by students who are appearing for GATE 2019 under TEQIP-III

75% attendance for video live lectures is a must for each student. All types of tests should be taken by the students without fail. The proof of the test taken should be submitted to the TEQIP office as and when the test is

scheduled. Minimum marks to be taken in each test as prescribed by Trainer. If the student fails to achieve in the above, will not be eligible for reimbursement of GATE

2019 Examination registration fee. If the student fails to appear for the GATE 2019 examination, without valid reason, the

Following were discussed in the six BoG subcommittee meetings: First BoG Subcommittee meeting:

A team from SJCE comprising Dr. T.N. Nagabhushan, Principal, Dr. B. Manoj Kumar, TEQIP coordinator and Dr. Srinath S., Nodal officer (Procurement) visited NPIU and Mentee institute on 23 rd

to 25th Jan 2018 to discuss on twinning system and to prepare an action plan for two quarters commencing from Jan to June 2018. The approved budget estimate for the visit is Rs. 1,00,000.00 and the actual expenditure is Rs. 127067.00

As per twinning arrangement, faculty from SJCE should visit mentee institute for taking part in various activities including syllabus coverage as per their requirement as well for assisting in OBE and preparation of SAR of NBA.

Second BoG Subcommittee meeting:Approval was given for a team comprising of Dr. T.N Nagabhushan, Principal, Dr. B Manoj Kumar, TEQIP coordinator and Dr. Srinath, Nodal officer (Procurement) to visit NPIU and Mentee institute on 23rd to 25th Jan 2018 to discuss on twinning system and to prepare an action plan for two quarters commencing from Jan to June 2018. The approved budget estimate for the visit is Rs. 1, 00,000.00. The actual expenses incurred was Rs. 1,27,067.00.

Approval was given to Dr. B Manoj Kumar, for visiting NPIU office to attend a meeting on 12 th Jan 2018 to discuss on progress made on Twinning arrangements between Mentor and Mentee Institute. The approved budget amount is Rs. 20,000/-. The actual expenses incurred was Rs 26,307.00

Dr.T.N. Nagabhushan, Principal, SJCE attended workshop on Outcome Based Education and National Board Accreditation held on 8th & 9th Feb 2018 at AICTE Auditorium, New Delhi. The approved budget amount is Rs. 40,000.00 and the actual expenses incurred is Rs 58,215.00/-.

Members from Mentee Institute visited SJCE on 27.03.2018 and 28.03.2018. The hospitality expenditure incurred is Rs.4778.00.

An amount of Rs.4,00,000.00 is reserved for the first quarter of 2018-19 period in connection with forthcoming SJCE officials visit to mentee institute for interaction, guidance and to organize training program for mentee institute faculty and students.

1.7.3.11 Operating Costs & others

The following are discussed in the 1st BoG Sub Committee held on 12.02.2018:

Operating Costs

TEQIP office regularly requires consumables such as print paper, cartridges, stationeries Telephone bill, antivirus software, Tally software upgradation etc, the expenditure incurred is Rs. 20000.00.

Approval is sought for reimbursement up to 80% of the telephone bills of the core committee members. In the absence of phone bills self declaration by the members for reimbursement of phone call expenses may be considered.

Project Related Meetings

Principal and TEQIP core Committee Members will be visiting NPIU and Mentee institute for project related meetings as and when required. Expenses will be met out of IOC

Salary for TEQIP office staff

TEQIP office requires office staff such as:

1. Office Manager, 2. Typist,3. Accountant 4. Attendant

Approval is required for providing the above mentioned staff for TEQIP office. The salary for the office staff is considered under IOC head.

Mr. M. V Nagaraju has been appointed as Accounts Manager by the management with monthly salary of Rs. 15000/- (Consolidated). Approval is sought for the salary paid for Mr. M.V Nagaraju from October 2017 onwards.

The IRG earned in TEQIP-II, amounts to Rs. 10,93,819.00, out of which an amount of 2,10,057.00 has been spent for TEQIP III activities. The balance amount of Rs.8, 83,762.00 is transferred to college state recurring account. The IRG generated from TEQIP-II is proposed to be deposited into FOUR Funds as per NPIU Notification.

For TEQIP-III expenses amounting Rs. 210057.00 funds from TEQIP-II have been utilized. The expenditure is to be booked under TEQIP-III. Kind approval is sought to book the expenditure under TEQIP-III and to transfer the same to college account (State Recurring Account).

For faculty Travel, TA/DA to attend workshops, Seminars, Conferences etc. and for conducting FDPs Workshops, Seminars, Invited Talks, Finishing School, etc all relevant guidelines of NPIU proposed for TEQIP III will be followed. Where ever certain guidelines of NPIU are not available all relevant guidelines will be formulated. To facilitate miscellaneous expenses of TEQIP office, it is necessary to maintain a sum of Rs.10000/- as imprest amount.

As per the requirement of NPIU, documents related to TEQIP III such as institution development plan, List of BOG and BOG-Sub-committee members, Proceeding of BOG, BOG Sub-Committee meetings, Action plans, Good Governance initiatives, Newsletters in the college website. The following are discussed in the 2nd BoG Sub Committee held on 02.05.2018:

Consumables & Office expenses

Approval is sought for replacing TEQIP office printer toner. The cost of toner is Rs. 3,245.00. TEQIP office requires Office files for filing the documents. Approval is sought for printing and purchasing the office files. Approximate cost for 300 files will be Rs. 30,000.00

Purchase of Stationary item for TEQIP office for next 3 months is approximately Rs. 20,000.00(Cartridge, External Hard disk, Pen drives and other consumables).

Salary for TEQIP office staff

Smt. Asha S, Stenographer is working at TEQIP Office from Oct 2017 onwards. The salary from October 2017 to February 2018 is paid from college totaling to an amount of Rs. 98155.00 (College Letter No. JCE/ACS/2017-18 dt.02.03.2018). Permission is sought to reimburse the salary of the above official from TEQIP account to college account. Further, permission may be given to pay the salary from March 2018 onwards for TEQIP-III period from TEQIP account under salary Head.

TEQIP III performance review meeting was held on 23rd Sept 2018 at MCE Hassan. All TEQIP colleges from Karnataka participated in the meeting. Dr. T. N. Nagabhushan, Principal and Dr. B. Cancellation of flight tickets

TEQIP III is required to accommodate the ticket cancellation charges of faculty members and resource persons who have cancelled the air tickets for reasons beyond control. It is requested to permit to pay the cancellation charges.

Approval ProcessIt is requested that approval be given from management after processing the relevant documents for all future activities except procurement as and when requests are made and the same be ratified by the next BoG subcommittee/ BoG committee.BoG Meeting As per the NPIU PIP (5.1.3.1 (ii) in page 57) of NPIU at least four BoG meetings are required to be held per anum. Hence it is requested that the first BoG meeting be scheduled at the earliest. In this meeting the formulation of subcommittee be approved.Four fundsAs per the requirements of NPIU PIP (clause 4.1 of pages 38 & 91) an amount equivalent to 8 % of revenue of the financial year should be deposited in the four sustainability funds (2 % each in each of the four funds) as detailed below:

a. Corpus Fundb. Faculty Development Fundc. Equipment Replacement Fund and d. Maintenance Fund

GuidelinesAs per the requirements of NPIU, to maintain transparency and to provide easy awareness to all the stake holders the guidelines for conducting/ undertaking different activities under TEQIP III, it is proposed to upload the guidelines and their formats on the college website.

After discussion the committee informed that the subjects mentioned under this head (BoG meeting and four funds) will be informed in due course. The committee however approved to take approval from management for the activities done under the head academic processes. The committee also approved the guidelines and formats prepared by TEQIP-III office for different activities under academic processes.

For different activities under soft component of TEQIP III the concerned department will prepare a budget based on their expertise and experience. It is likely that there may be a deviation in the actual expenditure incurred. It is therefore requested that a norm (such as maximum deviation not exceeding 25 %) be suggested. In such situations adhering to actual expenditure equal to budgeted expenditure + or – 25 %, further approval need not be specified.

The following are discussed in the 6th BoG Sub Committee held on 26.12.2018:Meetings (only project related meetings)

TEQIP-III office received a communication from SPIU, Rajasthan (Email dated:16.01.2019) requesting the Principal and TEQIP-III coordinator to attend a meeting of TEQIP-III institutions to be held at MNIT, Jaipur on 23.01.2019. This meeting was called to review the targets of twinning and mentoring arrangements. In this meeting joint review of Mentor and Mentee institution was done under the chairmanship of CPA, NPIU Dr. T.N Nagabhushan, Principal and Dr. B Manoj Kumar, TEQIP–III coordinator attended this meeting. The budget estimate for attending this meeting is Rs.50000.00

Joint Review Meeting of TEQIP-III institutions was organized by NPIU and SPIU at BEC Bagalkot of TEQIP-III on 27th & 28th Jan 2019. Prof. P M Khodke, Central Project Advisor, NPIU and Sri H U Talawar, Director of Technical Education reviewed the project activities of both Mentor and Mentee institutions. Dr. T N Nagabhushan, Principal, Dr. B Manoj Kumar TEQIP-III coordinator, Dr. Srinath S, Nodal officer (Procurement), Dr. Mallikarjunaswamy, Nodal officer (Finance), Dr. Rudraswamy S B, Nodal officer (Academic) and Mr. Nagaraju N, Office Manager attended the meeting. NPIU has invited TEQIP-III coordinator for Mid Term Review Meeting at AICTE, New Delhi on18th Feb 2019 to showcase the success stories and addressing challenges impending twinning arrangements. Dr. Manoj Kumar, TEQIP-III coordinator will make presentation and attend the meeting organized by NPIU at AICTE, New Delhi. The budget estimate for the visit is Rs. 60000.00

The members suggested the following:

To conduct impact analysis of the activities and equipment usage of TEQIP-I and TEQIP-II.

For the activities done till date under TEQIP-III the impact analysis needs to be done.

The impact analysis should be done internally or through external consultant.

There is need to prepare an action plan for procurement to improve the procurement progress in TEQIP-III. A revised action plan is to be prepared and this action plan is to be presented in the next BoG/BoG Sub Committee meeting.

To increase the spending for this year under various heads, members expressed that a plan for expenditure is to be prepared, for this a meeting of all faculty members is to be arranged and addressed by BoG members.

The monthly action plan should be prepared in such a way that there should be proportionate expenditure of academic processes and procurement.

MooCs and Digital learning should be made compulsory for all the faculty members.

Research Assistantship of Rs. 10000.00 per month needs to be provided for full time Ph.D students excluding QIP candidates and those who are getting any other financial assistantship. The Assistantship can be provided from Jan -2018 onwards.

The faculty members should visit industries to identify the gaps between industry and curriculum. Inter department faculty group should be made and the Training and Placement officer should identify the industries for industry visit.

Non Teaching and support staff should be deputed for training in industries/organisations.

UG and PG projects funding should be encouraged a committee headed by Dr. K Prakash, formulated the norms for spending under Research and Development head. However, the committee suggested that on case by case basis the project funds can be sponsored through TEQIP-III.

SJCE has received list of empanelled service provider for GATE training from NPIU for hiring the services of firms. As per performance index 100 % students should be provided with GATE training. The GATE training firm will be selected by calling quotations through PMSS among the empanelled service provider. For GATE 2019, approval was taken in the BoG subcommittee for conducting GATE online coaching and was successfully completed. For GATE 2020 coaching, permission is sought for calling quotations through PMSS from empanelled service providers.
