36. Continue to share information on the existing qualifications referencing frameworks to further explore mutually beneficial qualifications referencing arrangements for APEC economies to support increased labor mobility within the region.
30. Adopt the conduct of identifying, assessing and certifying the skills and competencies in demand for the local labour markets and regional skills shortages as a key strategic approach to mitigate job-skills mismatch.

“Naging stepping stone po sya dahil napansin lang naman po ako ngmakita nila marunong ako sa graphic design…dahill po alam ko kung anona ichecheck sa design at anu ano mga software na ginagamit” ( The TESDA Certificate was my stepping stone because they noticed that I can do graphic design…because I am able to check the designs and the software to be used)

With the acceptance that training and certification is an enabler in labour mobility, Quality Assurance of Recognition and Certification Systems is key
