Proposal for Decision: Continue work on development of installer and installation certification by the WG for next 6 monthsIntroductionThe general idea is to strengthen the Solar KEYMARK by extending the certification system with additional certifications of installers and installations. The installer certification can be designed as a certification of individuals or businesses. Report from WG for Action Plan AP4: Effort to boost the Certification of new Products in Scheme Rules. Members Gerard Van Amerongen, Katharina Meyer (Chair)Other WG members: Jaime Fernandez, Ulrich Fritzsche, Stephan Fischer, Korbinian Kramer

Introduction to decision proposals 1 & 2As decided at the last SKN meeting the WG “New products” (AP4) has analyzed the current market situation and identified possibilities to add new products to the Solar KEYMARK Scheme.- Regarding the EN 12977 series that are in the scope of the Keymark Rules but barely any certified products, no

actions were proposed.- Regarding specific products that are not in the scope of EN 12975-1, but are in the scope of EN ISO 9806 like air

collectors and PVT collectors, the WG considers the need to dedicate a special effort to continue improving the Scheme Rules to make certification easier and more harmonized.

Therefore, the following two decisions are proposed:

Proposal for Decision 1:‘’Reactivate the PVT working group and invite additional testing institutes that have tested PVT collectors and also CBs that have granted Keymark certificates for PVT collectors. The objective is to revise Annex J and analyze the level of harmonization by its members when it is applied. The data sheet should also be studied. The output shall be any improvements to assure the best harmonization in the working procedures and to improve the certification and testing procedures by means of a resolution of a new Annex J or simply a better understanding by its members’’

Proposal for Decision 2:‘’Create a working group including institutes that have tested air collectors and CBs that have granted Keymark certificates to air collectors. The objective is to share working methods and experience and analyze the need for a specific Annex or any actions that may improve and make the certification easier. The output may be a new annex, a proposal for a change in the data sheet or simply a better understanding and harmonization of procedures’’

1. proposal for decision: Broadening the scope of the Solar KeymarkThe working group will continue its work and prepare an SCF Project ‘’A feasibility study aimed at scale of the scope of the Solar Keymark’’. The project should focus on two paths to attack the ‘pyramid’: using the components data and broadening the scope upwards in the ‘pyramid’. The goal of the project is to increase and ensure the value of the Solar Keymark now and in the near future. It should give clear directions to move to, how to come there, timetables, types of customers and expected commercial values. In particular, it should make a feasibility study on a new certification scheme for systems with solar contribution. (this includes decision 3 of AP4-New Prod)The project should be executed by proven experts in the broad field of certification, heating markets, regulations, government policies and people with a good commercial mind.

2. proposal for decision: Broadening the scope of qualityThe working group will continue its work and prepare a SCF Project : ‘’Broadening the scope of quality for collectors and systems’’. The purpose is to of the project is prepare and implement a plan to actively support developments aimed at standards or comparable references that could bring quality issues as drinking water quality, construction issues, emission issues, energy costs issues and life cycle issues to the level of a Solar Keymark certification scheme.

3. proposal for decision : Added value of certificatesThe working group will continue its work and prepare an SCF Project ‘’Improve the added value of certificates by facilitating certified data to the most important databases, design and development tools”. In relation with the work done in other SCF Projects, this project will assure that the SKN database facilitates links to most important databases, with a special importance to all ErP tools and also to design and development tools.

Proposal for Resolution: Add the following paragraph as section 4.1.1 of Annex G4.1.1 Information on correlation between original test reports and OBL certificates and data sheetsAll certification bodies are responsible for having available the information regarding their issued OEM and OBL certificates.If the collector models(s) listed on the Solar Keymark data sheet cannot be correlated unambiguously with the collectors mentioned in the test reports, the correlation must be known and documented by the certification body that issued the certificates and made available under reasonable circumstances to the members of the SKN.

Introduction/backgroundOn the OEM/OBL Solar Keymark datasheet the original test reports are listed. But the model name of the OEM/OBL cannot be found in the test reports. In this case it is not possible to track down the certified product to the test report, especially if there are several different products listed in one test report having the same dimensions.

Proposal for resolution / JEN / Patrik OllasNew “dot” in Annex G section 3.1 Rules and requirements to inserted just before the present last dot:- Updating of OEM/OBL data sheets: Whenever an OEM product is re-tested / re-calculated with new data sheet

values, data sheets for all related OBL products shall be updated within one month.

Background:We’ve had an enquire via Intertek, Guangzhou about an OBL/OEM certificate based on SP SC0055-14. This certificate is based on the “old” version of ScenoCalc (v4.06) where all performance parameters are based on aperture area. As this is a family of collector the performance is based on the smallest model, i.e. SHC8. Collector power output @ 1000 W/m2 is then scaled based on the ratio of aperture areas, i.e. the performance of the largest model (SHC24) is Aa_SHC_24/Aa_SHC_8*(Power_SHC8).In the specific Solar Keymark Scheme Rules sub section 13.7 it’s stated that the CAO shall be made using the latest version of ScenoCalc – in this case it’s v5.01. So, when scaling the performance parameters from aperture to gross area in this case, the conversion is done using the areas (Aa and AG) for the smallest model (SHC8). So far so good. However, when scaling the power output for the new OBL/OEM certificate the area ratios are different (Aa_SHC8/Aa_SHC24 vs. AG_SHC8/AG_SHC24) and thus causes different collector power outputs compared to the original certificate (SP SC0055-14). Please find result comparison attached.What is the way forward here? On one hand the specific scheme rules says that the latest version of ScenoCalc shall be used and on the other hand an OBL/OEM certificate should reflect (mirror?) the results from the original certificate.The client is eager to have the same values as the original certificate since subsidies are based on these results in the Netherlands and have shown other valid OBL/OEM certificates from the same original certificate that are based on the old version of ScenoCalc (v4.06).Have you experience any similar cases?Best Regards/ Med vänliga hälsningar, Patrik Ollas

Related to this item, and last minute proposal since the issue came up at AENOR Working Group meeting on Friday 30. When renewing a certificate tested by EN 12975-2, or granting an OBL certificate whose original is based on EN 12975-2. Calculations according to EN ISO 9806 are done and in comment area there is declaration that original test is done according to EN 12975-2. This leaves a data sheet that is not very clear, since the top left hand of data reads ‘’Summary of EN ISO 9806:2013 Test results’’ , and the client needs explanation on this.Therefore, a proposal for resolution is to make a small change on the data sheet, including a new option to indicate whether the original test has been done according to EN ISO 9806 or to EN 12975-2. Besides this change, on the top left hand of first page ‘’Summary of EN ISO 9806:2013 Test results’’ could be changed to ‘’Summary of test results based on EN ISO 9806:2013’’

Proposal to reduce SKN CO2 Footprint / Andreas BohrenProposal for a resolution:To reduce the CO2 footprint and the financial impact induced by the different actions required for the Solar Keymark, the SKN decides to include the following in the Solar Keymark schem rules and working rules:1. To be included in section xx in the scheme rules: Every second factory inspection / Physical inspection can be done

as a “remote inspection”, i.e. in the frame of a Video webconference. In this webconference all the documents as required for the factory inspection and physical inspection must be made available to the inspector and must be checked by the inspector. The video session has to be recorded and stored by the inspector. Furthermore a video web tour through the production site is required covering the main production steps. The initial inspection must be a real inspection. The inspection reports have to be filled as usual.

2. To be included in section xx in the working rules: Every second Solar Keymark Network meeting is organised as Web Meeting only - without physical meeting location. The meeting is organised by the Solar Keymark secretariat. All required participants are obliged to attend the meetings using appropriate technical equipment in a silent environment. The meeting is organised by the Solar Keymark Secretariat and chaired by the Chairman, as usual.

Update on Global Solar Certification Network / JEN (related to SCF6-9)& Proposal for decision for SKN/SCF support to GSCN / JF- Status for Global Solar Certification Network- Proposal for SCF funding to support SKN members to join GSCN

The GSCN may become a new tool to help the Solar Keymark license holders to increase their exports outside Europe. Through the personal contacts made thanks to the Global Networking, it will be possible to start the necessary technical discussions with the key actors outside of Europe in order to avoid the repetition of tests and inspections. The SKN has already supported through various SCF Projects the development of the GSCSN. Since it is at its last stage, the SKN may give a final support to the startup of the GSCN, as long as there is also a direct effort to reduce the cost of exports, therefore, the following is proposed:

Proposal for decision: To prepare and support an SCF Project with this objective ‘’For a two year period of 2017 and 2018, the Certification Bodies, Testing Laboratories and Inspection Bodies of the SKN will have support for joining the GSCN (re-imbursement of the GSCN fee). With this funding the GCSN should get started and prove that it is of service to the industry.In order to prove the use of the GSCN to the Solar Keymark license holders, during this two year period, The Keymark Manager, the Keymark Chairman and the GSCN Chairman will take care personally of any cases presented by license holders in which other institutes, bodies or entities around the world do not accept previously done test reports or inspection reports. There will be an effort to follow up each case, make the necessary contacts and try to engage in a technical discussion with the objective of getting test reports and inspection reports recognized. The Keymark Manager will make a detailed report of the cases in which the Keymark License holders have saved money by avoiding retesting in other parts of the world through these actions. The GSCN is also expected to develop a legal structure in this two year period and grow in members from outside Europe. In the year 2018, this decision will be reviewed and a new decision regarding the involvement of the Keymark in the GSCN will be taken’’

17. Updating Solar Keymark databaseThe certification bodies shall inform the Solar Keymark manager about Solar Keymark certificates issued and withdrawn within two weeks from issuing / withdrawing. In case of new certificate, certificate / data sheet shall at the same time be provided to the Solar Keymark manager. The Solar Keymark database shall be updated within two weeks from notification from certification body.

Proposal(s) for decision conc. incomplete data sheets / Korbinian Kramer:Incomplete data sheets shall be deleted from the database and certificates withdrawn if the data sheets have not been complete for more than half a year already. New certificates are only valid with complete data sheets.Background: There is still quite a lot of incomplete datasets online, were companies claim they have a Keymark.

Proposals concerning solar collectors: “No Solar Keymark requirements for solar collectors exceeding the scope of the solar collector standards EN12975-1 & EN/ISO9806” / Andreas Bohren (& JEN)

Proposal for resolution:The SKN decides to remove all additional acceptance requirements concerning collectors from the Solar Keymark Scheme rules which are not covered by the EN12975 & EN/ISO9806.Clause 13.6 of the Solar Keymark Scheme rules is deleted and not applicable anymore, except for the “Special requirement for performance determination of PVT collectors”.

Proposal for decision:SKN_N0213R0 is declared void.

Proposal for resolution:Include in the Solar Keymark Scheme Rules (section xx): “In all Solar Keymark collector certificates a disclaimer shall be included, stating that the certificate covers the requirements of the EN12975 & EN/ISO9806 only and that additional requirements emerging from other standards and/or regulations/directives are NOT covered by the Solar Keymark”.

Proposal for decision:JEN will for the next meeting prepare proposal for similar resolution for the other Solar Keymark products (system, tanks, controllers).

Introduction and explanationThe „Solar Keymark“ certification for collectors shall be limited to solar thermal aspects and shall cover only points listed in the EN12975/ISO9806. Additional requirements emerging from other standards are excluded and shall not be taken into account for the Solar Keymark certification.One of the main concerns are PVT collectors. Every PVT collector falls under the (national) PV regulations as any PV module and therefore has to fulfil the applicable national requirements anyway. This is independent of whether an IEC certified PV module is modified for PVT OR whether a non-certified PV system is provided with some solar thermal properties. The device is a PV and falls under the PV regulations. It is basically not the duty and not within the scope of accreditation of a the Solar Keymark test labs and certifiers to assess the PV certificates. It is however the duty of the distributor/installer of the PVT to take care that his product fulfils the applicable national PV regulations which is usually the applicable IEC standard certification and/or IEC Retesting Guidelines.For this reason PVT collectors shall be tested and certified as any other collector without additional requirements emerging from PV relevant regulations. If such regulations apply, it is not the duty and not in the scope of the Solar Keymark test labs and certification bodies to check these regulations.In the same way the Solar Keymark does assess or certify for example pressure equipment directive relevant results, Solar Keymark does not (and cannot) care about other safety issues such as electrical safety, man safety, toxic materials, glass in buildings, etc. etc. No such requirement shall be included in the Solar Keymark Scheme Rules.

Proposal for a resolution amending 6.1 of the Solar Keymark Scheme Rules / Andreas Bohren6.1 Complete re-testing (amended)A complete re-testing of solar thermal products is required if

a) the initial date of Solar Keymark certification orb) the last complete re-testing orc) the first measured/tested result for the certified product is dated more than 10 years ago.

Intro/backgroundBy transferring results from one to another collector the 10 years retesting regulation can be bypassed easily.Example for illustration. A collector X was tested and certified in 2005. In 2013 another collector Y was tested and certified. For any reason, the test lab transferred most of the results from collector X and included these results in the test report / Keymark. For collector Y the test date is then 2013, meaning that in 2023 when the next test is due, most of the results were already measured 18 years ago, which was most probably not the intention of the 10 years regulation.

Proposal for Resolution how to deal with discontinous performance curve behavior within Scenocalc / Carsten LampeIn the document SKN_N0106R28 (Specific CEN Keymark Scheme Rules for Solar Thermal Products) the chapter“13.7 Calculation of “Collector Annual Output” (CAO)” will be complemented by the following chapter: For solar thermal collectors operating not continuously differentiable performance curve with an efficiency depending on the absolute temperature (e.g. integrated high temperature cut off), Scenocalc shall be calculated with adequate splitted curves. A clear switching point between the different curves shall be given in the test report and on the data sheet. The parameters of the shifted curve will be named differently to eta_0, a1, a2: New names are s0, s1, s2. It has to be taken into account, that the switching point is usually depending on the absolute temperature and not on the relative temperature difference.

(To avoid misunderstanding for the end user, we suggest the different name for the second set of parameters)As example I have prepared a scenocalc evaluation (pdf) based on this splitted curve (high temperature values have been implemented by copy and paste).

Proposal(s) for decision / Korbinian Kramer: Scenocalc, Power output from steady state measurements: According to Scenocalc v5.01 the power output per collector unit of a steady state performance test does not consider the fraction of the diffuse irradiance, but it is calculated based on η0,hem for a global hemispherical irradiance of 1000 W/m². -> Solution 1: Add Kd, as Input also for steady state method and calculate the correct power output (also the transformation from steady state to eta0b etc.) -> Solution 2: Automatically calculate Kd from IAM values according to Peter Kovacs Tool then calculate eta0b etc, and determine the correct power output and Kd autmatically out of IAM data.
