EXPLORATION BASIN-ANNUAL REPORT, FINANCIAL YEAR: 2016-2017
1.0 PREAMBLE Consequent upon restructuring of the Company w.e.f 1st April 2016, erstwhile North
East Frontier Project (NEF-Project) department became EXPLORATION BASIN
bringing in TEAM (Total Exploration and Asset Management) Centre within its
purview which was earlier an integral part of Geology and Reservoir Department.
The functioning of this department started on April’2004 with an aim to give
focussed attention for accelerated exploration efforts in geologically complex &
logistically difficult North Eastern frontier areas which were earlier carried
departmentally by the respective departments. Presently, Exploration Basin is
looking after 20 PML areas, 3 nominated PEL areas, 3 NELP areas in the states of
Assam, Arunachal Pradesh and Mizoram. Additionally Exploration Basin also looks
after six (06) nominated shale gas PEL/PML blocks & one (01) CBM exploration
block. The second exploratory drilling in Mizoram (Block:AA-ONN-2004/1) area was
completed in August 2016. Advance seismic data processing 400 GLKM data of
nominated PEL/ML areas are completed including Reverse Time Migration (RTM).
The processing and interpretation of seismic data acquired for 130.26 sq.km in
Sadiya area (NELP-IX, AA-ONN-2010/3) was completed as per MWP and one
location has been proposed for exploration drilling. 3D seismic data acquisition for
the NELP-IX block, AA-ONN-20010/2 is in progress. The cable less technology has
been implemented first time in Oil India Limited and executed by Exploration Basin
in the nominated ML/PEL areas. The entire area of the operation under Exploration
Basin including shale gas and CBM exploration block is around 9972 Sq. km. The
details of shale gas and CBM are provided in SL. 21.0 separately. The overall
activities and salient features pertaining to Exploration Basin are highlighted in this
report.

6.0 STATUS OF NELP BLOCKS IN DETAILS The work carried out for each of the NELP Blocks mentioned above during the year under review are summarized below:
1.1 MIZORAM BLOCK (MZ-ONN-2004/1)
The onshore Mizoram Block MZ-ONN-2004/1 was awarded jointly to the
consortium of M/s Oil India Limited (OIL), M/s Shiv-Vani Oil & Gas
Exploration Limited (SOGEL) and M/s Suntera Resources Limited (SRL) in
NELP-VI round of exploration bidding in 2007 with participating Interest (PI)
of 75%, 15% and 10% respectively. Subsequently, after withdrawal of M/s
SRL from the Consortium, OIL took over the PI of M/s SRL and accordingly
present PI configuration of the block is - OIL-85% and M/s Shiv-Vani-15%.
OIL is the Operator for the Block. The PSC of the Block was signed on
02.03.2007 and PEL was granted w.e.f. 22.05.2007.
After detail G&G study Five (05) exploratory locations were released by the
Competent Authority. Out of five (05) exploratory locations drilling of two
locations has been completed.
Well: Aibawk-1 (Loc. MZ-3): One exploratory drilling spudded on 06.07.2014.
Well drilled up to 4153m. Well permanently abandoned due to discouraging
testing results of five (05) zones.
Well: Keifang-1(Loc.MZ-1): Well spudded on 12.12.2015. The Well reached to
the final depth of 3802m. Combined evidences of drill cutting samples, log
analysis & side wall core analysis indicated no zones that merit testing. MDT
survey was also not possible due to large-hole condition in the sand ranges.
View above, it was decided to abandon the well without running in final stage
of casing. The Competent authority has approved the abandonment of the
well.
OIL appeal to DGH for 3 years special dispensation to complete the remaining
work programme of Phase-I. It is under consideration of MoP&NG.
1.2 KARBI-ANGLONG (AA-ONN-2010/2)
The NELP block AA-ONN-2010/2 was awarded to the Consortium of OIL (PI:
40% & Operator), ONGC (PI: 30%), GAIL (PI: 20%) and M/s East West
Petroleum, Canada (PI: 10%) during IXth round of bidding. The PSC of the

block was signed on 28.03.2012 and the PEL of the block was signed with
Government of Assam on 29.12.2014. Accordingly, the Phase-I of the block is
valid up to 28.12.2019 with Minimum Work Commitment (MWP) of
acquisition of 396 sq. km. of 3D and drilling of two (02) wells of 5000 mtrs
each within Phase-I period.
Subsequently, after signing the PEL, M/s East West Petroleum Canada,
expressed their willingness to exit from the block AA-ONN-2010/2 and
approached all consortium partners (OIL, ONGCL and GAIL) for acquiring
10% Participating Interest. DGH by vide letter no. DGH/PSC/AA-ONN-
2010/2/1013/PI transfer dated 27.01.2017 approved 10% PI transfer from
M/s. EWPC to Oil India Limited. Amendment of PSC is in progress.
The Contract has been awarded to M/s Advent Oilfield Services Pvt. Ltd.,
Gurgaon for carrying out 396 sq.km 3D seismic survey. Forest permission
obtained on 22.12.2016. Mobilization completed & production shooting
started on 23.12.2016. Cumulative progress is 74.3 Sq km.
1.3 SADIYA (AA-ONN-2010/3)
The NELP block AA-ONN-2010/3 was awarded to the Consortium of OIL (PI:
40% & Operator), ONGC (PI: 40%), and Bharat Petro Resources Ltd. (BRRL)
(PI: 20%) during IXth round of bidding.
As per MWP 101sqkm 3D API has been completed by OIL’s In-house team.
One Location has been identified for exploratory drilling and it is under
review by the consortium.

8.0 GEOSCIENTIFIC STUDIES IN MPA:
Exploration Geological Note-958 (South Baghjan):
Subsequent to the discovery in well South Baghjan-1, the South Baghjan area
has been reviewed for appraisal/extension drilling. Based on the present review,
one (1) appraisal location has been proposed in this note to know the extent of
Paleocene-Lower Eocene reservoirs encountered in the well South Baghjan-1.
The Loc. is released by the competent authority and currently being drilled as
well South Baghjan-2.
Exploration Geological Note-968 (Review of Eocene Structures in
Parbatipur, Jagungaon and Mahakali Areas from M/s Beicip Franlab
consultancy study):
Subsequent to the Eocene hydrocarbon prospects in the areas of Parbatipur,
Jagungaon, Mahakali and Zaloni identified by consultant M/s BEICIP Frenlab,
an in-house review was made of the Eocene prospects of the areas and based on
the review, three (3) locations were proposed to delineate the Paleocene-Lower
Eocene reservoirs. Five (5) locations are released from the competent authority
from the study.
Exploration Geological Note-969 (Review of Barail Prospects in
parbatipur, Balimara, Rupai, tara and Borguri Areas from M/s Beicip
Franlab consultancy study):
Subsequent to the identification of Barail hydrocarbon prospects in the areas of
Parbatipur, Jagungaon, Mahakali and Zaloni by consultant M/s BEICIP
Frenlab, an in-house review was made of the Barail prospects of the areas and
based on the review, three (3) locations were proposed.
Exploration Geological Note-971 (Review of Barail and Eocene Prospects
in and around Sarojini, Rajgarh and Dipling Areas from M/s Beicip
Franlab consultancy study):
Subsequent to the identification of Barail and Eocene hydrocarbon prospects in
and around the areas of Sarojini, Rajgarh and Dipling by consultant M/s
BEICIP Frenlab, an in-house review was made of the prospects of the areas and
based on the review, two (2) locations were proposed. Both the locations are
released by the competent authority.

Exploration Geological Note-983 (Review of Sonari-Safrai Areas for
Prospect Generation):
Based on critical review of the existing seismic data and newly acquired high
sampling 2D data, a geoscientific study was made integrating recent and earlier
seismic data of the Sonari and Safrai Area. Based on the study, two (2) locations
are proposed in the Safrai Area. Two (2) locations are released from the study by
the competent authority.
Exploration Geological Note-986 (Review of NELP-IX Block AA-ONN-
2010/3 ,Sadiya Area):
Based on recently acquired 3D seismic data during 2013-15 within the phase-I
of the NELP block of the Sadiya area, a geoscientific study was carried out of
the area for proposal of exploratory drilling and one (1) location was proposed.
The location is under review by the competent authority.
Exploration Geological Note-987 (Review of Hukanguri Structure):
Based on the review of the Hukanguri structure which was identified based on
drilling results of well Hukanguri-1, the area was reviewed and proposal for two
(2) locations (One each replacement and appraisal) was given to the competent
authority. One (1) loc. was released from the study.
Exploration Geological Note-936 (Review of adjoining areas of Kharsang):
Based on the 3D seismic data acquired and processed by M/S GeoEnpro for the
review of the JVC block of Kharsang where OIL is a non-operator, a geoscientific
study was carried in the adjoining areas of Kharsang which falls inside Ningru
PML boundary of OIL. From the study, three (3) locations are proposed for
exploratory drilling. Outh of the three (3), two (2) locations are released by the
competent authority.
Development Geological Note-1364 (Review of Balimara Area):
An integral geoscientific study was carried out along with Development Section
of G&R Deptt and Western Asset for the review of Balimara area based on
success of three (3) wells drilled in th area and based on the study, a total of
nine (9) locations [five (5) development and four (4) appraisal/extension] are
proposed. The locations are presently under review by competent authority.

9.0 ADDITIONAL STUDIES
o Exploration Geological Note-963 (Proposed Open Acreage of OIL in
Assam & Arunachal):
A regional study was carried out where prospective open acreages were
identified in Assam and Arunachal Pradesh for nomination under Open Acreage
License Policy and "Hydrocarbon Vision 2030 for North East India" where OIL
does not have any E&P activities. Broad areas identified are: pasighat, Thrust
Belt Area, West of Mechaki, Namsai and Majuli.
o Exploration Geological Note-964 (Review of OIL’s Contract Areas under
Discovered Small Field Bid Round-2016):
A study was carried out for individual blocks of OIL which are under contract
areas of Discovered Small Fields Bid Round 2016; Govt of India. Areas are,
Dipling cluster (Dipling, Sapekhati, Sarojin)i, Duarmara, Jeraipathar and
Kherem. In the study hydrocarbon resource potential and production
forecasting of the blocks are analysed based on oil/gas bearing sand ranges in
the already drilled wells of the area. The study has offered insight of the
prospectivity of individual contract areas in terms of total recoverable
hydrocarbon present.
o Exploration Geological Note-977 (Technical Evaluation of five contract
areas offered under Discovered Small Field Bid Round-2016)
Detailed techno-economic evaluation based on information and data dockets
made available from DGH was carried out in this study for Mumbai Offshore
Blocks (D-18, D-31 cluster, B-37 cluster, B-9 cluster, B-80) and Assam Arakan
Blocks (Laxmijan-Bihubar and Borsilla).
o Exploration Geological Note-975 (Review of Nigeria Block OML-142)
A joint geoscientific study was carried out of Block OML-142 along with IOCL
representatives where both OIL and IOCL have 17.5% PI each (of 70% Suntera
Resourse Limited). The operator of the block is M/s Summit Oil International
Limited (30% PI). In the study, one appraisal well location, three drillable
prospects and one lead have been identified based available seismic and well
data. The well data mainly comproses of discovery well Otien-1 and appraisal
well Otien-2.

10.0 ACHIEVEMENTS FROM EXPLORATORY AND OTHER APPRAISAL
DRILLING:
During the FY 2016-17 a total of twelve (12) nos. of
exploratory/appraisal/extension wells were drilled which were initially proposed
from TEAM Centre through different Geoscientific studies. Viz. NHK-633,
Makalbari-1, Dulipara-1, Hapjan-67, NHK-639, Umatara-2, Lakwagaon-1,
Borbhubil-1, Balimara-3, Kharjan-1, Barekuri-20 and Mechaki-5. Out of these
wells Hapjan-67, Borbhuibil-1 and Kharjan-1 wells are discovery wells and
Balimara-3, Barekuri-20, Mechaki-5 and NHK-639 are the wells which
produced hydrocarbon. Lakwagaon-1 and Umatara-1 wells showed evidences of
hydrocarbon from drill cuttings and log interpretation, however production
testing was not completed at the end of FY 2016-17. Wells South Baghjan-2 and
South Chandmari-5 were currently in drilling till the end of FY 2016-17.
1.1 Discovery Wells:
o Kharjan-1: tested 4047-m Lakadong + Therria sand on 12.11.16. Observed
immediate pressure build-up of 300 psi. On opening the well it displaced 30
bbls of heavy oil. Sample analysis showed oil: 100%
( API: 23.1°, PP: 39°C). Well is presently kept shut in.
o Hapjan-67: tested 2775-m Barail sand on 29.12.16. After displacing 38 bbls
of well-fluids, the well produced mainly gas. The well kept Shut-in with SITP:
2600 psi. Further detail testing will be carried after laying of flow line
o Borbhuibil-1: tested 3322-m Barail sand on 05.03.17. The well produced oil
@ 28 klpd through FB to the well-head set-up by applying N2 shots. (API:
20.3°; PP<9°C).
1. 2 Other Successful Wells:
Balimara-3: tested 4083-m Barail 4th Sand. The well produced @ 24 klpd
through 7 mm bean with FTHP: 400 psi. Sample analysis showed Oil: 97.2
% (API: 33.8°, PP: 33°C); Water: 2.8 %.
Barekuri-20: tested 4274-m Lk+Th Sand. The well produced @ 84 klpd oil
through 4.5 mm bean with FTHP: 2200 psi. Sample analysis showed Oil:
99.2 % (API: 27.5°, PP: 33°C).
Mechaki-5: tested 5575-m Langpar Sand. The well produced @ 70 klpd oil
through 5 mm bean with FTHP: 1500 psi. Sample analysis showed Oil: 99 %
(API: 19.2°, PP: 42°C).

NHK-639: tested 2830-m Upper Tipam Sand. The well produced gas with
FTHP: 500 psi. Further detail testing will be carried out after laying of flow
line.
11.0 MISCELLANEOUS TEAM CENTRE JOBS:
Apart from above, TEAM Centre also performs several miscellaneous activities
which are listed below:
Liaising with Geophysics Department while preparing grids for seismic
acquisition of a particular area.
QC check of the processed seismic output data of HPCC, Geophysics Deptt
Provide support to HPCC for carrying out special studies viz. Seismic
Inversion Study, AVO study etc.
Provide necessary support to Central G&R and the three (3) designated
assets of MPA as and when required

15.0 ENERGY CONSERVATION MEASURES
Exploration Basin remains committed and has exercised stringent energy conservation measures especially in the field of natural gas, power consumption for
various electrical gadgets and judicious utilization of sanctioned kilometreage of vehicles while taking care not to hamper office works in general and field works in
particular.

17.0 OVERTIME
Due to work exigency, the overtime incurred during FY 2016-17 in Exploration
Basin inclusive of both Company employees and WCL staff accounted for 2954
hours. However, efforts are for judicious utilization of human resource and
minimise overtime hours without hampering Company’s performance.
18.0 CAPITAL AND REVENUE BUDGET EXPENDITURE
The Capital and Revenue Expenditure for FY 2016-17 are Rs. 2,37,680/- and
Rs.18,03,23,569/- respectively. The figures are derived prior to running of Cost
Cycle for Q4 in FY 2016-17.
19.0 KNOWLEDGE SHARING:
Like the quote states, Exploration Basin also
believes in sharing of knowledge gained with the
ones which can benefit the society. What could
be more apt utilization of knowledge than
sharing it with the fertile minds of students, the

20.0 STATUS OF SHALE GAS/OIL EXPLORATION PROJECT OF OIL
I. Summary:
Under Shale Gas Policy, Govt. of India has awarded three blocks from
Upper Assam Basin, two in Arunachal Pradesh and one in Jaisalmer Basin of
Rajasthan for Shale Gas exploration to Oil India Limited. Accordingly, OIL has
identified target shales to be explored for shale gas/oil in above six blocks as
per table below:

With respect to the Shale Gas/Oil Exploration, DGH has provided the
guidelines for Assessment Phase-I within a time frame of 3 years. During the
assessment period the Operator has to carry out the following activities:
EIA studies, G&G analysis, Drilling of Pilot/Testing wells, Coring, Hydro-
fracturing, Geo-chemical studies, Geo-mechanical/ Geo-Hazard/ Geo-technical
studies and Resource Assessment for Shale Gas and Oil.

II. Dibrugarh PML, Chabua PML, Dumduma & Jaisalmer PML Blocks:
A. G&G studies were carried out based on the available wireline logs, existing
seismic data, and previous study reports.
B. Geochemical analysis (Rock Eval pyrolysis & Vitrinite Reflectance) of drill-
cutting shale samples were carried out to understand the organic richness
and the maturity of target shales.
C. For each block, separate technical reports (one for Dibrugarh, one for
Chabua, two for Dumduma and one for Jaisalmer) were submitted to
corporate management for peer review. Based on the reports and findings,
one brainstorming session was held at Duliajan with Corporate
Management to formulate the strategic plan for Shale Gas/Oil exploration
to be carried out by OIL. In the brainstorming session, it was decided to find
out the suitable locations for Dibrugarh, Dumduma and Jaisalmer PMLs.
D. Accordingly, one compiled report for the above blocks were submitted to
Corporate Management with proposal of three core-hole locations (one in
Dibrugarh, one in Dumduma and one in Jaisalmer PML) for acquiring
conventional core in the identified target zone. In this regards, Corporate
Management has approved the following locations :
Loc. DIBK (Dibrugarh PML, Assam): The proposed core hole is an
existing lined up location which is located adjacent to the block
boundary. This dual prospect for both conventional Eocene primary
target and unconventional shale play within Kopili Formation will be
drilled in the month of April-May 2017.
Loc. DHS (Dumduma PML, Assam): The proposed core hole is an
existing lined up location for dual prospect for both conventional lower
Tipam primary target and unconventional shale play within Barail-Coal
shale sequence will be drilled in the month of April-May 2017.
Loc. RJBF (Jaisalmer PML, Rajasthan): The proposed core hole was
released for conventional coring in Baisakhi-Bedeshir. Extensive amount
of conventional core (about 45 m) has been acquired in Baisakhi-
Bedeshir Formation and presently, the core-evaluation by M/s
Weatherford is in progress. The final output with interpretation will be
submitted to corporate Management during August 2017.
Chabua PML (Assam): The Rock-Eval Pyrolysis and the VRo of drill-
cutting samples of this block shows poor prospectivity compared to other
blocks. Recent studies on Petroleum System Model Of The Upper Assam
Basin by IGI Ltd., Petroleum System Modeling of Upper Assam Basin by
M/s Schlumberger etc. also reflects that the block is of poor prospectivity
due to less organic richness and immature which entered only into early oil
generation window. In this connection, the minimum work program for this

block is not carried out; however it has been decided to wait for the
forthcoming results of the conventional cores to be acquired in Dibrugarh
PML.
E. Jairampur Extension PEL and Deomali PEL Blocks: Two technical
reports based on the limited G&G data and surface geological field survey
were submitted to Corporate Management with proposal of three core-hole
locations to be drilled freshly upto a depth of 2000 m for shale gas/Oil
exploration of Disang shales in Thrust Belt areas.
(B) Coal Bed Methane Exploration Activities:
The Assam CBM Block (AS-CBM-2008/IV) was awarded to the consortium
of OIL and M/s Dart Energy under the IVth (Fourth) round of CBM bidding.
OIL became the major partner of CBM exploration with 90% PI and M/s
Dart Energy with 10% PI holding operatorship of the block. Till end of this
FY, acquisition of 80 (eighty) GLKM of high resolution of seismic data,
drilling of 15 (fifteen) no. of core-holes and 02 (two) no. of test wells have
been completed as indicated in MWP commitment. Dewatering and IF test
in these test wells were also completed. Due to poor prospectively of the
Block the Consortium applied for relinquishment of the Block.
