The region consists of two LGAs: Ipswich (represents 63 per cent of the Ipswich SA4) and Logan (represents 53 per cent of the Logan-Beaudesert SA4).

Labour market conditions in the region are weakening, and results from the March 2014 survey suggest further softening in the labour market.

Several indicators have worsened: Unemployment rate, number unemployed for more than 12 months, employment in manufacturing, overall recruitment activity and recruitment outlook.

Average duration of unemployment and the number of income support recipient have remained similar.

The participation rate for the Logan LGA is based on that of the Logan-Beaudesert SA4.The participation rate for the Ipswich LGA is based on that of the Ipswich SA4.

The adult population grew substantially (by 20 per cent) in the Ipswich LGA over the five years to 2012. Growth in the Logan LGA (12 per cent) was on par with that of Queensland (12 per cent) and higher than Australia (10 per cent).

The median age for both Ipswich and Logan (32) was lower than Queensland and Australia (36 and 37 respectively).

In the five years to the 2011 Census, 74,500 people (25 per cent of the population) moved to the Ipswich-Logan region. Over the same period, 56,100 people moved from the region to elsewhere in Australia.

Unemployment in the Logan-Beaudesert SA4 (6.6 per cent as of May 2014) has remained consistently higher than the rate for Queensland. Unemployment in the Ipswich SA4 (9.0 per cent as of May 2014) has risen significantly in the 12 months to May 2014.

By contrast, in May 2012, the unemployment rate was 7.4 per cent in Logan-Beaudesert and 5.3 per cent in Ipswich.

The rise in the unemployment rate in the Ipswich SA4 is due to negative employment growth over the year to May 2014 (despite employment rising from 5 years previously) coupled with a large rise in the total number of unemployed.

While the total number of employed persons in Ipswich increased by 4,060 (3 per cent) over the two years to May 2014, total unemployed persons increased by 6,360 (80 per cent).

A number of characteristics predispose the Ipswich region to ongoing labour market disadvantage. These include:- Industry structure: a heavy reliance on Manufacturing, and low reliance on professional jobs;

As of December 2013, the unemployment rate in the Kingston SLA and Woodridge SLA were 18.7 and 18.8 per cent respectively, much higher than the state unemployment rate (6.2 per cent).

Ipswich - Central includes the suburb of Leichardt.

Ipswich - East includes the suburb of Goodna.

The Marsden, Kingston and Woodridge SLAs are all located within the Logan LGA.

Total employment in the Ipswich SA4 has increased by 3 per cent over the two years to May 2014, although all of this growth occurred in part-time employment. Full-time employment decreased by 1 per cent over the same period.

The proportion of unemployed people who were long-term unemployed in the Logan-Beaudesert SA4 (28 per cent) was higher compared with the Queensland (20 per cent) and national averages (21 per cent). The average duration of unemployment in the Ipswich SA4 (31 weeks) was lower than the Queensland (36 weeks) and national averages (39 weeks).

Due to their lack of skills and experience, teenagers in the labour market can be particularly vulnerable during a labour market downturn.

Youth unemployment in both the Ipswich region (19.3 per cent) and Logan-Beaudesert (16.5 per cent) are higher than the state (13.6 per cent) level.

Youth participation rates in both the Ipswich region (66.3 per cent) and Logan-Beaudesert region (67.3 per cent) were both lower than the rate for Queensland (70.0 per cent).

Of the 18 to 24 year old cohort in the Ipswich-Logan region, 26 per cent are studying, this is much lower that the figure for Queensland (35 per cent) and nationally (44 per cent).

Of the 18 to 24 year old cohort, 74 per cent were not studying. Of all (34,320) 18-24 year olds:

21 per cent were not employed at the time of census compared to 15 per cent for Queensland

10 per cent had completed Year 12 or equivalent, this figure is 8 per cent for Queensland

11 per cent had not completed Year 12 study, compared to a figure of 7 per cent for Queensland

53 per cent were employed at the time of the census, compared to 50 per cent for Queensland

Lower educational attainmentSource: ABS, Census of Population of Housing, 2011 The level of educational attainment is strongly linked with labour market performance and the ability of a region (or its population) to respond flexibly to an economic shock. Accordingly, regions with relatively low levels of educational attainment tend, on average, to be less flexible in the face of economic slowdowns and face greater labour market difficulties. For example, upon retrenchment, those with lower educational attainment will find it significantly more difficult to find subsequent employment than their higher skilled counterparts.

Educational attainment in the Ipswich-Logan region is generally low, with a lower proportion of those aged 25 to 34 years (68 per cent) having completed year 12 compared with Queensland (74 per cent) and Australia (75 per cent). While the proportion with an advanced diploma, diploma or certificate III/IV is higher (33 per cent), the proportion with a bachelor degree or higher (18 per cent) was low.

Educational attainment is particularly low in the Kingston and Woodridge SLAs, where the proportion who completed year 12 was 58 per cent and 60 per cent respectively.

The proportion of the working age population who identify as Indigenous in the Ipswich-Logan region (3 per cent) is similar to Queensland, however this is higher in some areas, particularly the Kingston SLA (5 per cent).

Labour market outcomes for those from an Other Than Mainly English Speaking Countries (OTMESC) are generally weaker than those from Mainly English Speaking Countries (MESC).

The proportion of the working age population from an OTMESC background in the Logan LGA (17 per cent) is high compared with Queensland (12 per cent), and is particularly high in the Kingston (22 per cent) and Woodridge (32 per cent) SLAs.

Those from an OTMESC background in the Logan LGA have higher rates of unemployment (9.7 per cent) compared with MESC (7.2 per cent) and lower rates of participation (66.7 per cent compared with 77.0 per cent for MESC).

A large proportion of people travel out of the region for work. This slide shows the breakdown of the people coming in to the region for work and leaving the region for work by occupation.

Higher skilled occupations make up 40 per cent of the 39,300 people who travel to the region for work. This is followed by 36 per cent for medium skilled occupations.

Medium skilled occupations make up 45 per cent of the 84,900 people who travel out of the region for work. This is followed by 29 per cent for lower skilled occupations.

416 employers were surveyed in the Ipswich-Logan region in March 2014. The proportion of employers who had recruited (64 per cent) was slightly higher compared to all regions surveyed (60 per cent). The rate of unfilled vacancies (2.2 per cent) was lower than in February 2013 and compared to all regions surveyed (both 3.7 per cent).

Competition for vacancies was high with 18 applicants per vacancy

The proportion of employers who reported recruitment difficulty (25 per cent) was also lower compared with all regions (35 per cent).

57 per cent of vacancies in the Ipswich-Logan region were recruited for through formal methods of recruitment (such as the Internet or Newspapers), receiving an average of 28.7 applicants per vacancy.
