1.0 Introduction
This Report has been prepared by Paragon Consulting Engineers Pty Ltd on behalf of The Long Family Trust to
accompany the Material Change of Use Application for the proposed Quadraplex Unit Development (QUD) at
Lot 13 Maranark Avenue, Glenella QLD.
The subject land is a proposed allotment within a subdivision currently under construction, known as River’s
Edge Estate, which forms part of Lot 70 on SP248089. The plan area of the subject lot is approximately
1125m2. It is proposed that the QUD be developed as indicated on the preliminary Drawing No. 0347/07/002 -
refer Appendix A.
The location of the subdivision site can be seen in Appendix B. An overall layout plan of River’s Edge Estate
has been included in Appendix C.
The detail design of the proposed earthworks, access and services will be undertaken in accordance with the
requirements as set out in the Mackay City Council Planning Scheme Policy 15 – Engineering Design
Guidelines and the Procedures Manual.

2.0 Earthworks & Access
2.1 Allotment Levels
The overall existing site has an approximate grade of 1:200 from the rear of the site to the front of the site.
Existing levels within the site range from RL 8.17m AHD, at the north-east corner, to RL 8.39m AHD, in the
south-west corner. All levels (existing and proposed) are above the minimum development level of RL 8.30m
AHD as detailed in Council’s Planning Scheme, making allowance for possible flooding.
A small amount of regrading may be required around the proposed buildings after construction of the dwellings
and the driveway to facilitate drainage. Proposed levels on the site generally match the existing intent of the lot,
and will result in grades between 1:40 and 1:200 within the driveway.
2.2 Access
A single 3.0m wide invert crossing to the site is proposed as part of the subdivision works, as shown on plan
0347/07/001. For this QUD, it is proposed that a 4.0m wide invert crossing be constructed instead, as shown on
plan 0347/07/002, in accordance with Council’s standard drawing A3-773. This access will be exclusively for the
proposed QUD.
2.3 Car parking
The car parking layout is proposed to be in accordance with the site layout provided by Smartarch Pty Ltd, which
is generally shown on plan 0347/07/002 in Appendix A. A total of four external car parks are proposed to be
provided.
2.4 Manoeuvrability
An Autotrack manoeuvrability check has been undertaken within the site. Manoeuvrability of a B99 vehicle is
shown on Plan 0347/07/002 in Appendix A. The resulting movements are in accordance with the allowances of
Table 1.1 in AS2890.1 for class 1A parking.

3.0 Stormwater Management
3.1 General
The proposed development lies within the Pioneer River catchment, which is one of the 16 identified urban
catchments according to MRC SWQMP. The immediate receiving water body of the stormwater running off the
proposed development site is the underground system in Maranark Avenue, via the bro pit within the southern
side of the Maranark Avenue road reserve. As part of the subdivision works, a 225mm dia. stub will be
provided from the bro pit to the site to allow for connection of the QUD to the underground system. It is
proposed that the legal and practical point of discharge for the site be this stormwater stub for minor stormwater
events, and the road reserve for major stormwater events.
The drainage system for the proposed development is a combination of surface and underground drainage.
The site is approximately 1,125m2 in area, of which 257m2 is proposed as newly uncovered hardstand used for
car parking and vehicle manoeuvring. The site is therefore classified as ‘Low Risk’ under Mackay Regional
Council’s stormwater quality guidelines.
3.2 Overland Flow Paths
The proposed finished surface levels of the new hardstand area on the site will ensure stormwater flowing over
the site will flow towards the road reserve. It is proposed that the trafficable area be constructed generally with a
one-way crossfall, and be directed towards an underground pit and pipe system. The resulting overland flow path
is shown on plans 0347/07/003 and 004 in Appendix A.
The overland flow path from the adjacent property to the west will flow towards the road reserve upon completion
of the subdivision works. The overland flow path from the adjacent property to the east will also flow towards the
road reserve and therefore levels along the boundaries can remain unchanged. All other adjacent overland flow
paths are not affected by the proposed development.

3.3 Underground Drainage
It is proposed to collect the minor Q5 stormwater flows from the site via an underground stormwater system
located primarily along the internal driveway of the proposed QUD. This will comprise of grated inlet pits and
underground pipes. This underground system will direct water to the bro pit stub in the Maranark Avenue road
reserve. Please refer to plan 0347/07/004 in Appendix A.

3.4 Roof Drainage
The roofwater will be able to be connected to either of the allotment pits in the hardstand area, or alternatively
can connect directly into the proposed internal underground system. The specific hydraulic design of the roof and
guttering system will ultimately determine this, and will be undertaken as part of the building design. Connection
stubs have been allowed for in the allotment pits as shown on Plan 0347/07/004 in Appendix A.

4.0 Sewer and Water infrastructure
4.1 Sewer connection
A 150mm diameter sewer main will run within the northern boundary of the site upon completion of the
subdivision works. A sewer manhole will be constructed adjacent to the north-east corner of the site, and another
sewer manhole approximately 28m to the west of the northern boundary.
There will be an existing sewer HCB in the north-west corner of the site. The depth of the HCB will be sufficient to
allow connection to the units in the proposed QUD. No other connection to the existing sewer system is
proposed.
4.2 Water connection
There will be an existing 100mm diameter water main in the Maranark Avenue road reserve upon completion of
the subdivision works. A 63mm dia. water service connection from this main will service the Lot. It is proposed to
utilise this service connection for the proposed QUD. The internal water service will be designed by a suitably
qualified person. Metering within the site will conform with relevant plumbing requirements.

5.0 Environmental Considerations
5.1 Soil Erosion, Sedimentation and Stormwater Quality Control
It is proposed that the following seven principles behind effective on-site control of soil erosion and sedimentation,
as discussed in the Soil Erosion and Sediment Control Engineering Guidelines for Queensland Construction
Sites, be adopted during and after the development of the site:
1. The minimisation of disturbance
2. The control of stormwater drainage
3. The control of erosion
4. The control of sediment
5. Revegetation
6. Field implementation
7. Other Design considerations
A detailed soil and water quality management plan is to be developed for the site during the detail design of the
Operational Works.
