16Environmental Rules For Implementation14.2.4Responsibilities for the environmental pollution The concerned agencies and persons shall be fully responsible as part of their activities and projects for incidents of environmental pollution with toxic, hazardous or radioactive wastes and materials during the stages of production, transportation, storage or recycling and they have to report such incidents to the public, concerned and licensing agencies immediately.

Incidents which can cause environmental pollution with toxic, hazardous or radioactive wastes and materials during the stages of production are submitted to concerned authority.

Scope and Applicability

The operator of a facility shall take all reasonable steps to minimize releases to the environment and shall carry out such measures as are reasonable to prevent adverse impacts to public health and the environment. The operators of all facilities are obligated to be knowledgeable of the Environmental Regulations applicable to their facilities.The operator of a facility shall utilize Best Available Techniques (BAT) for environmental control.The operator of a facility shall have established procedures that outline the management practices within the facility as they relate directly to environmental control and environmental compliance.

All reasonable steps to minimize releases to the environment are taken and measures are carried out to prevent adverse impacts to public health and the environment .

Environmental Regulations applicable to the facilities are designated and evaluated.Best Available Techniques (BAT) are utilized for environmental control. Procedures are established to outline the management practices within the facility as they relate directly to environmental control and compliance.

-Pollution which is harmful to public, property, infrastructure or environment

Royal Commission Environmental Regulations2.3.1General Air QualityThe operator of a facility shall not emit at any time air contaminants in such concentration and of such duration as to be injurious to, adversely affect, or cause nuisance to public health or welfare, animal life, vegetation, or property.The operator shall use BAT, to control emissions to atmosphere.

Notes:

1) Reference conditions are 25 C and 760 mm Hg.

2) Not to be exceeded more than twice per month.

3) Not to be exceeded more than once per year.

4) Inhalable particulates: < 10 microns equivalent aerodynamic diameter.

5) The exceedance of the 24-hour or annual inhalable particulate standard as a result of abnormal natural background concentrations shall not be considered a violation of the standard.

6) Inhalable particulates: < 2.5 microns equivalent aerodynamic diameter.

7) There is no adopted standard for NMHC; this level is a goal to aid in the control of ambient ozone concentrations. Sampling period 0600 - 0900 hours.

3.3.2General Water Quality/Water DisposalThe operator of a facility shall not discharge any water or effluents which contain contaminants in such concentration and of such volume as to adversely affect, or cause nuisance to public health or welfare, animal or aquatic life, vegetation or propertyThe operator of a facility shall use Best Available Technology (BAT) to control all water discharges.

Discharge of any water or effluents which contain contaminants in such concentration and of such volume as to adversely affect or cause nuisance to public, heath or welfare, animal or aquatic life, vegetation or property are prohibited. All necessary precautions are taken for disposal of waste waters.

8Royal Commission Environmental Regulations3.9.1Marine Related DischargeDischarge of hazardous materials, oil, untreated shipboard effluent, wastes and refuse to coastal waters from ships is prohibited. So much materials shall be retained aboard ship and disposed of at appropriate onshore facilities. Shipboard ballast sludge shall not be discharged to the Red Sea, Arabian Gulf or Harbor.

Ballast water, which does not meet the standards, which specified in Table 3 E shall not be discharged to coastal waters.Discharge of hazardous materials, oil, untreated shipboard effluent, wastes, ballast sludge from ships is prohibited.

Containers, storage tanks, storage areas constructed and maintained to contain or store hazardous materials. Access to hazardous material storage area is prohibited to unauthorized personnel or vehicles.

11Royal Commission Environmental Regulations5.1 5.4.1Waste Classification

Waste generated in the Industrial City shall be classified into one of the following categories;

- Hazardous Waste - Non Hazardous Industrial Waste - Municipal Waste - Inert Waste All industrial and hazardous wastes generated within the Industrial City and not intended for recycle or reuse shall be treated and / or disposed of at the Royal Commission approved waste treatment/ disposal facilities located inside the Industrial City within one hundred and eighty (180) days of the waste being generated, unless otherwise approved by the Royal Commission.

All wastes are classified regarding to their categories. Generated hazardous and non-hazardous waste is disposed of within 180 days from the date of its generation.

All hazardous/non-hazardous wastes, municipal and inert wastes generated within the project site are disposed of the appropriate facility approved by the Saudi Aramco.

12Royal Commission Environmental Regulations7.2.17.2.2 Noise Level StandardsNo person, facility, agency or contractor shall operate equipment that creates, noise levels at their boundary fence in excess of the environmental noise standards in Table 7A.

7.2.1 7.2.2Noise Level StandardsThe operator of a facility with equipment operating at noise levels in excess of 85 dBA shall conduct a perimeter noise survey at their facility at a frequency of at least once per year. The results of the noise survey shall be reported to the Royal Commission within thirty (30) days of completion of the monitoring.

When an employees noise exposure exceeds an 8 hour TWA sound level of 85 dBA, hearing protection is provided.

7.3Noise CriteriaNotes:1) Roadside criteria based on freely or peak flowing traffic

2) L10 (18 hrs) represents the noise level which is exceeded 10% of the time over 18 hrs.

SAUDI ARABIAN OIL COMPANY GENERAL INSTRUCTION MANUAL REQUIREMENTS

(GOSRD), as it may deem necessary.All leaks and spills must be reported in order to:

minimizing the accidental leak and/or spillage of liquid hydrocarbon substance.All precautions are taken to prevent and/or minimize the accidental leak and/or spillage. Contractor

professional manner to the point that a report shall be developed indicating the reason for the leak or spill and the actions taken to mitigate any damages as a consequence of the leak or spill. It is of paramount importance that the investigative report documents any and all failures of procedures, materials and/or omissions of actions of individuals in order to prevent

reoccurrence.Offshore Oil Spill Reporting program is established including the specified items. Contractor

help safeguard the Company's local and international image, with the public, with

Response activities will be initiated to protect facilities and the environment and shall continue until it is determined that the threat is eliminated. an oil spill response operation. At any time during a spill incident, the initial overriding

concern shall be the safety of the public and all personnel who are affected, or may

potentially be affected, by the oil release.Protecting vital Saudi Arab government and Saudi Aramco facilities, such as major

desalinization or power plants, is the second priority. These facilities affect the health,

operated in compliance with the corporate Environmental Protection Policy and that they

All contracts for waste disposal shall be prepared by the waste generator, in conjunction with the Contracting Department, reviewed by EPD and procured by the Contracting Department (for long form contracts) or waste generator according to established Saudi Aramco Contracting Manual Policies and Procedures.Waste generators shall contact EPD to obtain a list of all approved company and private

contractors disposal facilities, (e.g. incinerators, landfarms, weathering areas, etc.).

facility management and employees throughout Saudi Aramco. This objective is achieved through the

interconnected use of employee training or Chemical Hazard Awareness Training, along with Chemical Hazard Bulletins, MSDSs and Responsibilities and establishes, measures are assigned for safe handling practices and procedures for hazardous materials at all company facilities.

HAZCOM labelling to provide

employees with the information needed on how to work with hazardous materials in a

safe manner. The hazardous materials are identified through the Chemical Risk Assessment process and detailed in the site Written HAZCOM Program.Chemical Hazard Bulletins shall be provided for all Saudi Aramco Hazardous Materials, and include Hazard Ratings for the areas of Health, Flammability, and Reactivity. MSDSs not older than 5 years shall be available for any materials that do not have a Chemical Hazard Bulletin. The CRA shall include a complete chemical inventory, identification of chemical products, inspection of storage and usage conditions, methods of transfer & handling, risk characterization, and control measures necessary to minimize risks and potential adverse effects on employees and property.Employees are trained with Toolbox Meetings according to the information how to work with hazardous materials in a safe manner.MSDS files and labels are provided for Hazardous Materials including process, chemicals, products, test substances and other hazardous materials leaving the proponent facility.Exempt from the labelling requirement are laboratory reagents, medicinal packages and small containers such as aerosols that are adequately labelled by the manufacturer.

quality of effluent to be discharged, depth of receiving waters, and distance from shoreline.These regulations apply to all installations discharging sanitary wastewater effluent into marine environments. Sanitary wastewater discharges shall be in accordance with the

requirements of Table 3 and SAES-A-103, Marine Wastewater Discharge Standard and the

most recent MEPA Environmental Protection Standards, and/or Standards of the Royal Commission.There is no discharge of sanitary wastewaters to sea.

9.1.1 9.1.2 Sanitary Wastewater and Sewerage SystemsContracts for treatment, transportation and disposal of sanitary and industrial

wastewater shall be separate from all other general service contracts. All contracts for wastewater disposal shall be prepared by the waste generator, in conjunction with the Contracting Department, reviewed by EPD and procured by the Contracting Department (for long form contracts) or waste generator according to established Saudi Aramco Contracting Manual Policies and Procedures.Waste generators shall contact EPD to obtain a list of all approved company and private contractors wastewater disposal facilities (e.g. wastewater treatment plants, evaporation ponds, incinerators, landfarms, weathering areas etc.)

All contracts for wastewater disposal are prepared according to the Saudi Aramco requirements.

Solid Waste Management Waste manifests specified by GI 430.001 must be retained at the waste disposal /treatment facility for inspection by EPD

An operating record stating the quantity of each waste delivery must be maintained by every incineration plant and waste treatment facility. Combustion conditions, waste analyses, monitoring and testing carried out must be logged daily.Records must be available for inspection by EPD. Waste management plan and procedures are prepared.

There is no incineration plant activity regarding to site facilities.

17.1Solid Waste ManagementControl of nuisances and health hazards:

Blowing debris shall be controlled such that the entire disposal site is free of litter.

Any condition that could promote the transmission of disease to man or animals shall be controlled. Protection and conservation of the air, water and land environment over, on, under and around disposal site shall be emphasized. This shall include prevention, control and treatment of discharges, emissions and other factors which could degrade the environment or create a public health hazard /nuisance.Blowing debris are controlled that the entire disposal site is free of litter. The transmission of disease to man or animals is controlled.

All precautions are taken to prevent any damages to the environment.

2Marine VesselsIt is the duty of the Marine Department to inform the Manager, Environmental Protection Department (EPD) of any newly hired, purchased or constructed vessel prior to its entering service with the Marine Department.EPD shall routinely inspect all vessels and provide a written report to the Marine Department Samples will be taken of water, ice, ingredients, beverages and food as necessary to monitor environmental health aspects aboard the vessel.

The Marine Department shall provide EPD written summaries of corrective actions taken for any deficiency noted on inspection reports.The Marine Department shall ensure that all food served aboard the vessel are from Saudi Aramco approved sources.

The master or his designate shall make daily inspections of the galley, washrooms and accommodation.

STFA Port Captain is the authorized personnel to inform the Environmental Protection Department of any newly hired, purchased or constructed vessel prior to its entering service with the Marine Department.All vessels are inspected routinely by client, written summaries of corrective actions taken for any deficiency noted on inspection reports are submitted to client officially.

All food served aboard the vessel are from Saudi Aramco approved sources.

Daily inspections of the galley, washrooms and accommodation are done by the master or his designate.

4Marine VesselsWaste Management: Pollution prevention and the management of both liquid and solid wastes aboard vessels shall comply with the requirements of IMO MARPOL 73/78

Discharge of sewage into the sea is prohibited except when:

-The ship is discharging comminuted and disinfected sewage using a system approved by the Administration pursuant to IMO regulations, at a distance of more than 4 nautical miles from the nearest land; or- The ship is discharging raw sewage at a distance of more than 12 nautical miles from the

nearest land; or- The ship has in operation an approved sewage treatment plant (STP) which has been

certified by the Administration pursuant to IMO regulations; and carries a valid International

Sewage Pollution Prevention Certificate (1973); and the sewage effluent does not produce visible floating solids in, nor cause discoloration of the surrounding water.Discharge of both liquid and solid wastes from ships to sea is prohibited.

All wastes generated by marine activities are disposed at the appropriate facility approved by the Saudi Aramco.
