But their backgrounds and problems vary greatly. “Homeless people are not a homogenous group,” said OPCC executive director John Maceri, whose organization provides hous- ing and other services to homeless people in the area. “Homeless peo- ple as diverse as all the rest of us.” The Daily Press spoke with Maceri about homelessness and efforts to address the issue locally. The 21 students who are enrolled in the program are trailblazers for the college as it attempts to align its educational offerings with opportu- nities in the ever-changing, technol- ogy-driven workforce. “They are moving through as a cohort, and I think they’ve already kind of bonded,” said Jennifer Merlic, the SMC dean of instruc- tional services. “They’re the first group to take junior-level courses. It’s exciting. The Santa Monica Community College District is requesting qualified persons, firms, part-

nerships, corporations, associations, or professional organizations to perform the program

and construction management services for the District’s Bond Construction Program. The

initial contract will be for three (3) years but is subject to renewal with satisfactory per-

formance. Over the last several years, Santa Monica College has been upgrading and

refurbishing facilities funded in large part with bonds authorized by Measures U, S and

AA. There is a new bond initiative, Measure V, for $345 million on the November 2016

ballot. Final award of this contract may be subject to passage of the Measure V.

In an effort to ensure that Santa Monica-area residents receive their flu vaccinationbefore flu season starts, MinuteClinic will hold Flu Shot Express Clinics at the SantaMonica Boulevard location in Santa Monica on Friday, Sept. 23 and Friday, Sept. 30.During the clinics, additional providers will be on hand to administer flu shots and toexpedite the patient vaccination process.

Flu vaccinations, including the standard season vaccine and the high-dose versionsfor seniors, are offered seven days a week, including evenings and weekends atMinuteClinic locations nationwide with no appointment needed. BEGINNING NEXT MONTH, CUSTOMERservice calls to Southern California Gas forhelp with lighting pilot lights and gettingtheir gas turned on in preparation for win-ter’s cold weather will begin to ramp up.Those of us dealing directly with those cus-tomers at call enters and community branchoffices know the feeling of quiet desperationthat customers in Southern California feelwhen they are told that it will take two weeksor more for gas turn-on, reconnections, highbill investigations, and there is no one toexplain or help. Prompt and effective cus-tomer service for residential users of naturalgas has not been a priority for SoCalGas andthe California PUC in recent years. Some ofthose chickens have come home to roost inthe Aliso Canyon customer service debacle,which has eroded public confidence in bothSoCalGas and the CPUC.

Unfortunately, the PUC has recentlydecided to give up on long-established poli-cy principles of customer service, aggravat-ing rather than improving SoCalGas’ cus-tomer service challenges. About a monthago, acting on a three-year old applicationfiled by SoCalGas, the CPUC approved clos-ing branch offices in Santa Monica, PalmSprings, Bellflower and Monrovia, denyingtens of thousands of vulnerable customersan opportunity for in-person interactionwith Gas Company service representatives.In permitting the closures, the CPUC reject-ed the principle that each customer shouldhave a reasonable opportunity to communi-cate with the utility using the mode that isbest suited to him or her, including in-per-son service. Justifying the closure with the deminimus savings (less than a penny per

month), the CPUC rejected the principlethat customers with different needs mayhave different costs to serve. TheCommission did not even determinewhether customers directly impacted by theclosures have public transportation optionsto go to other branch offices remainingopen, a distance of 21 miles in the case ofPalm Springs. The Commission ignored tes-timony about the deficiencies of the call cen-ters and on-line customer service modes forvulnerable customers and rejected appeals todevelop a comprehensive plan to provideeffective communication modes that do notminimize in-person interactions.

These principles were established overtwenty-five years ago in a landmark CPUCdecision by the Pete Wilson-era CPUC, fol-lowing a Utility Worker Union “Save OurServices” campaign led by a very youngFabian Nunez. The members of the UtilityWorkers Union have defended these princi-ples in numerous cases at the CPUC over theyears and have appealed this latest erosion ofcustomer service. As the CPUCCommissioners said many years ago, closingthese offices “whittles away” at the basicright of utility customers to receive an essen-tial service. CitywideSMC and SMMUSD governing boards to hold special joint meeting

The governing boards of the Santa Monica Community College District (SMCCD) andthe Santa Monica-Malibu Unified School District (SMMUSD) will hold a second annualspecial joint meeting at 6 p.m. on Tuesday, Sept. 20. The meeting will take place at theSMC Bundy Campus (Room 121), 3171 S. Bundy Drive, Los Angeles, CA, 90066. This meet-ing is open to the public.

“We are so pleased to continue and strengthen our work with SMMUSD to ensure ourlocal students are successful in college and career,” said Louise Jaffe, Chair of the SantaMonica College (SMC) Board of Trustees. “This wonderful, collaborative effort is also partof the Cradle to Career Initiative; we hope to make a great impact on helping studentsunderstand how to be ready for college, and to ensure that they have the opportunitiesand support they need to succeed.”

During this special meeting, the members of the two governing boards will discusstheir progress towards meeting mutual data-driven goals set at the meeting held onSept. 17 last year, to ensure that SMMUSD students have access to higher education atSMC and to increase their likelihood of success.

The SMMUSD Board of Education will also consider a memorandum of understandingbetween the two institutions that, under the College and Career Access Pathways Act,expands access to concurrent enrollment opportunities for high school students.Additionally, SMC will provide an update on the development of the new SMC Malibu cam-pus as well as a report on potential new joint use facility projects.

“We are thrilled to have a collaborative partnership with SMC, which benefits all stu-dents in our community,” said Laurie Lieberman, President of the SMMUSD Board ofEducation. “SMMUSD students are fortunate to have such a wonderful institution ofhigher learning close by to attend concurrently and after graduation.”

In 2007, the two districts signed a Memorandum of Understanding (MOU) and part-nered in executing the objectives. The Young Collegians program was born out of this col-laborative, allowing an increasing number of SMMUSD students to get a head start onSMC classes and accrue up to 14 college units. Nine years ago, the program started with15 students; in the last academic year, over 65 students participated.

In early 2015, the SMC Board of Trustees also waived enrollment fees for high schoolstudents, and those who qualify now take classes at SMC for free. SMC also offers mediaand computer science classes at Santa Monica High School and Malibu High School underthe LA HI-TECH grant to bring interested high school students into a higher educationpathway at SMC that will lead to tech jobs.

The SMC Board of Trustees includes Dr. Louise Jaffe (Chair); Dr. Andrew Walzer (ViceChair); Dr. Susan Aminoff; Dr. Nancy Greenstein; Dr. Margaret Quiñones-Perez; RobRader; Barry Snell; and a student trustee Laura Zwicker.

The SMMUSD Board of Education is comprised of Laurie Lieberman (President); RalphMechur (Vice President); Dr. Jose Escarce, Oscar de la Torre; Craig Foster; Maria Leon-Vazquez; and Dr. Richard Tahvildaran-Jesswein.

ON SEPTEMBER 7, 2016 AT ABOUT 3:40 P.M.Officers responded to a radio call for service at TJ Maxx – 1251 4th Street regarding apetty theft suspect in custody. An investigation revealed the store’s Loss Preventionobserved the suspect enter the store with several large shopping bags. The suspectselected merchandise from the sales floor and placed them in her bag. The suspect exit-ed the store without paying for any of the merchandise. The suspect exited the store andwas detained by a Loss Prevention Agent until police arrival. All items totaling approxi-mately $129.00 were recovered. The suspect was taken into custody without incident.Tonnie Jones, 47, from Los Angeles was arrested for shoplifting. Bail was set at $5,000.

Interaction design classes are currentlybeing housed at the SMC satellite campus atSanta Monica Airport while the formerAcademy of Entertainment and Technologyundergoes extensive renovations. The forth-coming Center for Media and Design isexpected to open by next summer.

“The new facility is going to be reallysharp,” Merlic said.

The creation of a bachelor’s degree atSMC followed approval from the CaliforniaCommunity Colleges Board of Governors aspart of a pilot program authorized by Gov.Jerry Brown. The local college was selectedfor its ability to offer a career-oriented path-

way that meets workforce needs and avoidsoverlap with options in the University ofCalifornia and California State Universitysystems.

The new SMC track includes courses ininteractive storytelling, Web development andcommunications, all of which aim to preparestudents for professional settings. Studentswill also take a cognitive psychology class.

The new upper-division classes comple-ment the existing coursework that compris-es the school’s associate’s degree in graphicdesign.

The IxD degree program will soon bereviewed by accreditors, who are planning tovisit the college Oct. 3. Representatives fromthe Accrediting Commission forCommunity and Junior Colleges werealready scheduled to visit the campus for ageneral assessment, which takes place everyseven years.

Merlic said commission officials will like-

ly visit upper-division courses and meet withstudents, faculty members and administra-tor as well as members of the curriculumcommittee and the IxD degree task force.

Meanwhile, representatives fromSilicon Beach companies who are part ofan SMC advisory board will meet this fallas they continue guiding the new programand ensure that it’s relevant to the needsof the region’s tech industry. They will beasked to help SMC connect students withinternship placements, industry-spon-sored projects and career networkingopportunities.

“It’s a little bit new because we don’t usu-ally have graduating seniors,” Merlic said.“We want to have the same services for agraduating student that a four-year schoolwould provide, and the advisory board willbe extremely helpful with that.”

Daily Press: What trends has OPCC seenin homelessness this year?

John Maceri: We always see a spike in thesummertime. When the weather’s warmer,people are moving around more, people arecoming to the beach, and we see more move-ment up and down the coast betweenMalibu and the Palisades and Santa Monicaand Venice. That’s fairly consistent. It’ll beinteresting, as the weather gets cooler, to seeif patterns are changing.

We all want to see the numbers going down.Santa Monica has done an extraordinary job inbeing able to maintain a level, whereas you seesignificant spikes [in other parts of the region].That’s thanks to the groundwork that’s beendone over the last many years with the policeand fire departments. There was concern[about a possible spike in homelessness] whenthe Expo Line project was finished, but we

haven’t seen that at our access center. I don’tthink that’s proven to be true.

DP: To what extent does OPCC collabo-rate with police and other first responders?

JM: We work a lot with the [policedepartment’s Homeless Liaison Program]team. The HLP officers are at our AccessCenter [on Olympic Boulevard] severaltimes a week, working with individualsthey’re encountering on the streets and help-ing to connect them with services. We alsowork with the HLP team if they encounterhomeless people who need services; ourteams will go out and convene. We’ve hadthat relationship for a long time.

We work with the Santa Monica FireDepartment as it pertains to homeless peoplewho are in interim housing programs. Ournurse and the fire nurse have developed pro-tocols for when we need to call paramedics formedical emergencies. There are times that’snot necessary, and we’ve done training for ournon-medical staff on what constitutes anactual emergency where 911 needs to becalled. We work with chronically homeless

folks, so we see a lot of heart disease, hyperten-sion and diabetes, and there are times whenwe need first-responder assistance.

We try to be very sensitive to the fact thatfirst responders are busy, and that’s anexpensive intervention that should only beused when necessary.

DP: How does OPCC get homeless peo-ple off the street and into housing?

JM: It usually starts with something assimple as access to restrooms and showers.The ultimate goal is to move people into per-manent housing. We have an on-site medicalclinic with primary healthcare, mental healthservices, domestic violence counseling, sub-stance abuse treatment and referrals. It’s arange of services. Sometimes it’s making peo-ple aware of what’s available to them. It’sbuilding a relationship with them and gettingthem to understand what’s available.

DP: What about the homeless peoplewho don’t want services or don’t trust theagencies providing them?

JM: Building trust takes a long time.

There are a lot of homeless people who arestruggling with mental illness or addiction,or they’ve been in and out of the system infoster care or jail, or they’ve been in and outof treatment. They may not have been onmedication for a long time, so it’s hard forpeople to make rational decisions. A lot ofour work is about building that trust andfinding people in a moment of clarity. Thereis a lot of mistrust. They’ve been disappoint-ed if they’ve been in and out of the system.It’s hard to get them to trust that some-thing’s going to be different.

You can’t physically force someone intotreatment. Our ability to serve people isbased on our ability to persuade them.“Yesterday you weren’t quite ready, but howabout today?” It usually happens whenhealth deteriorates, where you get tired ofbeing tired, or after a bad episode where theyfeel threatened. That’s when we can inter-vene. We don’t give up. We do whatever ittakes for as long as it takes, but that can be avery long time.
