Grading Rationale

Microfinance Capacity Assessment Grade

MSF obtains “M3” as its performance grade which signifies “above average capacity of the organization to carry out its activities in a sustainable manner”.

Code of Conduct Assessment Grade

MSF obtains “C3” as its Code of Conduct Assessment Grade which signifies average performance on COCA dimensions.

Comprehensive MFI Grading provides opinion of the Rating Agency on MFI’s capacity to carry out its microfinance operations in a sustainable manner and its adherence to Industry code of conduct. MFI Capacity Assessment Grading has been done on the dimensions of Capital Adequacy, Governance, Management Quality and Risk Management Systems. Assessment on Code of Conduct has been done on the indicators pertaining to Transparency, Client Protection, Governance, Recruitment, Client Education, Feedback & Grievance Redressal and Data Sharing. Some of these indicators have been categorized as Higher Order indicators consisting of indicators on Integrity and Ethical Behaviour and Sensitive Indicators.

Mahashakti Foundation (MSF) was established in 2004 as a trust (Registered in Odisha under India

Trust Act, 1882) in Kalahandi district of Odisha with support from FARR-CARE CASHE project of DFID

(Govt, of UK).It was set up with the objective of providing financial inclusive services in underserved

and unserved parts of Odisha. MSF has significantly expanded its reach and has presence in 12

Districts carrying out various social and economic projects.

During his tenure in SBI, he was deputed to Samanwita Gramya Unnayan Samiti, G,Udaygiri as its Project Director which is the only institution in India co-sponsored by SBI and State Govt. engaged in all round development of tribals of

Kondhamal District. After retirement He joined as Bank Linkage Officer in TRIPTI a World Bank aided project of Govt. of Odisha run by Panchayatiraj dept., and then worked as Project Executive Bank Linkage under the flagship programme of Govt. of India, N.R.L.M. (O.L.M.). He was instrumental for role out of Bank Mitra concept in Odisha and streamlining Bank Linkage strategy for the women SHGs. At present engaged as State Resource person O.L.M., RUDSET institution and many other organizations engaged in capacity building of rural poor.

SMERA Comments

As on 28th Feb, 2018, the company has asset under management of Rs.77.61 crore The

microfinance operations are spread over 28 branches in 12 districts with 53,109 active

borrowers. As on March, 31, 2017, the company had asset under management of Rs. 48.94

crore (including BC of Rs. 37.94 crore and owned portfolio of Rs. 11.00 crore).Owned portfolio

has declined from the previous year.

As on 28th Feb 2018, the company remains exposed to high geographical concentration risk

with the entire portfolio outstanding in the state of Odisha. The grading is constrained on

account of high geographical concentration risk. Mahashakti’s operation is confined and

restricted to 12 districts. Further, 100 per cent of the total portfolio is concentrated in the state

of Odisha.

The company needs to improve geographical diversification of operations to mitigate political

and other risks. It would also be key grading sensitivity factor for the company to replicate its

systems, processes and sound asset quality in the newer geographies while improving portfolio

diversity.

Operating Environment

SMERA estimates the MFI sector to grow at a CAGR of 20%-25% and is expected to touch

Rs.120000 crore by the end of FY2018.

MFIs have reported an increase of ~15% in average loan amount disbursed per account during

Q2 FY 17-18 compare to Q2 FY 16-17. SMERA believes seasoned customer profile over multiple

loan cycles have helped MFIs to increase its loan ticket size.

The fund flow to the sector has improved on account of increased confidence on MFI sector

coupled with reduction in interest rate (100-150 bps). Further large MFIs are exploring the

route of Non-convertible debentures (NCDs) and Pass through Certificates (PTCs); whereas

small –mid size MFIs have an increased access to funds from banks and financial institutions.

Support systems such as Self-Regulatory Organizations (SRO), Credit Information Bureaus

(CIB) among others have been established to ensure credit check and process adherence among

MFIs. This regulatory framework has brought more accountability and transparency within the

sector.

On the contrary, recent demonetization drive restrained MFIs disbursement and collection

process which has moderated microfinance sector growth in FY2016-17 as compared to the

previous year. Post demonetization Asset Quality has declined, however it has improve and

stood at 5.41% in Q2 FY 17-18.

Reasonable track record of microfinance operations and satisfactory industry experience of key promoters Mahashakti Foundation was established in 2004 as a trust (Registered in Odisha under

India Trust Act, 1882) in Kalahandi district of Odisha with support from FARR-CARE CASHE

Project of DFID (Govt, of UK).It was set up with the objective of providing financial inclusive

Services in underserved and unserved parts of Odisha. Mahashakti has significantly expanded

its reach and has presence in 12 Districts carrying out various social and economic projects.

Mahashakti Foundation associated with various social development projects like – Renewable

Energy - Project Janalok; - Renewable Energy Project covers around 80,000 households from M.

Rampur, Th. Rampur, Narla, and Lanjigarh Blocks of Kalahandi District in Odisha. With this

project Mahashakti aims to provide electric service in the remote areas that are currently un-

served and or having higher power cut. The project has already been completed Installing 42

Solar grids in 39 inaccessible tribal villages of Western Odisha covering 1297 HHs. Household

can avail 6-8 hours of solar lights in 2 separate rooms during evening. With the provision of

solar grids.

Targeting Ultra Poor Program mainly in Kalahandi and Rayagada district of Odisha, The main

focus of the Targeting Hard Core Poor (THP) is enabling the hardcore poor and disadvantaged

for qualitative changes in their lives through economic services.

Housing and sanitation project, with the esteemed support of Habitat for Humanity India,

Mahashakti provide both financial & technical support for house construction, repair, extension

of new houses and other related activities. House repairing loan to more than 1000 houses has

been released for the benefit of poor households in Kalahandi and Nuapada districts.

Community based health insurance programme, Mahashakti Foundation, in collaboration with

MIA and DFID has been successfully implementing the community based health insurance

programme in order to reduce the out of pocket payment of poor people towards the cost of

treatment of illness and provide better health to rural households. It has adopted a three

pronged approach to improve maternal health indicators, reduce the occurrence of malaria and

decrease household poverty due health related expenses in 3 tribal blocks of the Kalahandi

district of Odisha. A total of 5000 households have and 9600 beneficiaries have been insured till

date.

Social Security (Amm Admi Bima Yojana), Amm Admi Bima Yojana is a Social Security Scheme

for rural and landless household. The head of the family or one earning member in the family of

such a household is covered under the scheme. The premium of Rs.200/- per person per annum

is shared equally by the Central Government and the State Government. The member to be

covered should be aged between 18 and 59 years. Mahashakti foundation promotes such social

security programme in the remote location of Odisha to protect the poor people.

The above diversity of services also supplements and supports the Micro-Credit Products of

Mahashakti and also enhances the credentials and trustworthiness of relationship between

Mahashakti and Micro-Finance borrowers in a very matured way. The targeted communities

mostly includes Minority groups, Youth, Artisans, Women, Marginal farmers and many others

who are in a still very deprived and disadvantageous condition.

Mahashakti has seven-member on its board as on March 31, 2018 having extensive experience

in the microfinance and social development segment.

Mr. Jugal Kishore Pattnayak (Managing Director), one of the founding members of Mahashakti

Foundation. He has more than 20 years of experience in the field of Livelihood Development &

Microfinance. He served in a state level NGO since 1991 with different capacities. He worked as

the Project Officer of FARR CARE CASHE (Credit and Savings for House hold Enterprise) of

CARE (DFID Supported) for 6 years. (2000-2006).He has exposure to various MSF programs in

India and abroad. He is instrumental in setting up community based Microfinance

Organizations and Producer Organizations in remote tribal areas of KBK region of Odisha.

Mr. Santosh Kumar Mishra associated as a President with Mahashakti Foundation. He has more

than 40 years of experience in the field of rural development. Served as an ASO, Tahasildar, and

Block Development Officer in different blocks of rural Odisha. He has been associated with SHG

Bank linkage program for more than 15 years.

Ms. Rojaleen Bhuyan associated as a vice president, Development Practitioner for the last 10

years and has 5 years of experience in the field of operations in livelihood development and

micro finance.

Moderate Resource Profile As on March 31, 2017, Mahashakti had availed loans from 09 lenders. The company’s resource

profile continues to remain concentrated towards borrowings from NBFCs, and FI’s.

Mahashakti had availed term loan from 07 NBFC and FI’s i.e Kiva Microfunds, Milaap social

ventures Private Limited, Habitat for Humanity, Friends of Women's World Banking, Sampark

and Reliance Capital and Ketto Foundation. As on March 31, 2017, Out of the total debt

outstanding of Rs. 11.03 crore, the borrowings from NBFC’s and FI stood at Rs.9.17 crore which

is 83.14% of the total borrowings as on March 31, 2017.

Apart from above mentioned NBFCs and FI’s, the company is also dealing with, Small Industries

Development Bank of India (SIDBI), and Canara Bank. The borrowings from banks stood at

Rs.1.86 crore which is 16.86% of the total borrowings as on March 31, 2017.

The relationships with these banks, NBFCs and FI’s has helped Mahashakti in meeting its

funding requirements; however the company should increase its funding mix in order to meet

its desire growth in future. The debt availed from above mentioned NBFCs have been drawn at

an interest rate in the range between 15.00%-15.50%, whereas debt availed from banks have

been drawn at an interest rate in the range between 12.70%-13.00%.

The cost of funds (COF) stood at 16.40% as on Mar 31, 2017, as compared to 11.91% in the previous year, due to increase in the interest and fee expense on borrowings. , the loans availed from NBFCs like Friends of Women's World Banking , Sampark and Reliance Capital carry higher interest rate and hence the company has to explore its funding base to Banks.

Moderate capitalisation and comfortable liquidity profile

Mahashakti has a moderate capitalisation marked by moderate gearing of 2.58 times as on March 31, 2017 as compared to 2.96 times in the previous year. CRAR stood at 33.83% in FY2017, as compared to 30.57% in FY2016. The CRAR has declined due to increase in the risk weighted assets and the risk weighted asset has increased mainly on account of increase in the loan portfolio.

Mahashakti has a comfortable liquidity position due to well matched maturity of assets and liabilities. The tenure of loans is about 12-24 months, whereas the incremental bank funding is typically with tenure of about 24-36 months. However regular flow of funds is critical to maintain the projected growth and the same would have a key bearing on its liquidity profile.

Sound Asset Quality

Mahashakti has a sound asset quality marked by on-time repayment rate of 99.42% as on 28th Feb, 2018. The company’s on-time repayment has improved from 99.02% in FY2016-17 to 99.42% in 28th Feb 2018.

The PAR 0-30 days stood at 0.10% as on 28th Feb, 2018 as compared to 0.20% as on 31st March, 2017. The PAR >30 days stood at 0.48% as on 28th Feb, 2018 as compared to 0.78% as on 31st March, 2017. Mahashakti has maintained sound asset quality with 99.42% on time repayment over the years. The grading is constrained on account of high geographical concentration risk. Mahashakti’s

entire portfolio is concentrated in the state of Odisha. The company needs to improve geographical diversification of operations to mitigate political

and other risks. It would also be key grading sensitivity factor for the company to replicate its systems, processes and sound asset quality in the newer geographies while improving portfolio diversity.

Operational performance in FY2017

The company has reported net profit of Rs. 66.45 lakhs on operating income of Rs.9.23 crore (including BC commission of Rs. 4.09 crore) in FY2017, as compared to net profit of Rs. 59.03 lakhs on operating income of Rs.5.76 crore ((including BC commission of Rs. 2.76 crore) in the previous year. Operating income has increased mainly on account of increase in Interest and fee revenue from microfinance loans and BC commission income, compare to the previous year.

The operational self-sufficiency (OSS) of the company has declined over the past three years.

The OSS stood at 106.77% in FY2017 as compared to 109.77% in the previous year due to

increase the financial expenses and operating expenses compare to the total operating income.

As on Feb 28, 2017, the Mahashakti has an outstanding loan portfolio of Rs.77.61 crore spread

over 28 branches of 01 state with about 53,109 borrowers.

The Company’s operating expense (including BC) stood at 13.87% as on March 31, 2017, and it

has increased over the last year due to increase in the operating expenses compare to

microfinance loan portfolio.

Moderate MIS & IT infrastructure considering the current scale of operations

Mahashakti’s management information system (MIS) and Information Technology (IT)

infrastructure is moderate for its current scale of operations. It has dedicated MIS and IT team

at Head Office to ensure smooth flow of operational data between Head Office and branches.

The current MIS system deployed in Mahashakti is ‘E-fimo’ customized software which seems

to be moderate to handle the current and projected growth. The MIS has real time tracking of

micro finance activities; head office can easily extract information once branch submitted the

COCA Methodology

The Code of Conduct Assessment (COCA) tool was developed as a response to the need expressed

in a meeting of stakeholders in Indian microfinance by the Small Industries Development Bank of

India (SIDBI) and the World Bank in December 2009. The code of conduct dimensions were

identified by reviewing the various norms for ethical finance. These included RBI’s fair practices

guidelines for Non-Banking Financial Companies, industry code of conduct (Sadhan-MFIN) and

Smart Campaign’s Client Protection Principles (CPP).

In 2016, need was felt to harmonize COCA to the most recent industry code of conduct and to

standardize COCA tools of different rating/assessment agencies. This grading is based on the

harmonized COCA tool. In the harmonized COCA tool, the dimensions were classified in three

categories – highest order, higher order and building blocks. This grading is based on the

Methodology

The Code of Conduct exercise is spread over four to eight days. The first day is spent at the head

office. The assessment team visits the branches over the next three to eight days. Depending upon

the size and the operational area of the MFI, eight to fifteen branches and between 120 and 300

clients are sampled for primary survey (except in cases where number of branches in an MFI is less

than eight).

Sampling guidelines

The following is taken as the guideline to determine the sample size for a COCA exercise.

Code of Conduct Assessment exercise requires:

1. Discussions with key staff members and the senior management at the head office, particularly the senior operational management team as well as the human resources team. These discussions focus on key issues of the code of conduct identified above.

2. Review of policy documents and manuals at the head office. These are reviewed in order to assess the policy as well as documentation regarding important aspects of the code of conduct. The last audited financial statements will also be required.

3. Sampling of branches at the head office. The assessment team samples branches for review. The branches are chosen in across different states in case the MFI operates in more than one state. Care is exercised to include older branches as well as branches that are distant from the head office or the regional office. The sampling of the branches is performed at the head office of the MFI.

4. Discussions with the branch staff at the branch office. Discussions with branch managers and the field staff is carried out to assess their understanding of the key code of conduct principles.

5. Sampling of respondents in the selected branches. A judgmental sampling is performed on the MFI’s clients by the assessment team to draw respondents from the interest group, in order to maximize the likelihood that instances of non-adherence can be detected.

6. Interview with the clients. Information from the clients is collected ideally during the group meetings. If this is not possible, visits are made to the clients’ locations for collecting information.

7. Review of loan files at the branch office. This review focuses on loan appraisal performed before disbursing loans as well as the documents collected from the clients.
