Smoke Free Metro Manila Video Making Contest Mechanics CONCEPT: MMDA is conducting orientation on smoke free environment to high school students in schools in Metro Manila. Students are informed of the prevalence of smoking among Filipinos, adults and the youth, the effects of tobacco use and exposure to tobacco smoke. This is in support to the objective of the government to decrease the prevalence of smoking among the youth. The Global Youth Tobacco Survey conducted in 2015 shows that 16% of the youth aging 13-15 years old are using any form of tobacco product. There is a significant increase in smoking among the youth from the GYTS conducted in 2011 (13.7%). Awareness is believed a key strategy to help decrease the number of smokers. Once the students learn the ill effects tobacco use and exposure to tobacco smoke can bring to their lives, they may not start the habit and get addicted. Likewise, learnings they acquire may be transferred to their family, relatives and friends. The youth can be effective partners in the advocacy. GUIDELINES: 1. Smoke Free Metro Manila Video Making Contest Mechanics

CONCEPT:

MMDA is conducting orientation on smoke free environment to high school students in

2. Prizes

First: P10,000.00

Second: P5,000.00

Third: P2,000.00

o Viewers’ Choice: P1, 000.00. This prize will be given to the video with the most number of online engagement (likes, shares etc.). However, a participant can win only once. If the video with the most number of online votes is the same as the Contest Winner, the participant gets the bigger prize.

3. Mechanics

Contest is open to all youth aging from 15 to 35 years old within Metro Manila, Philippines. Professional video developers are disqualified to join the contest.

Contestants may be individuals or groups.

Video Requirements o The participants must create an informative video on smoke free environment.

The video may explore ideas to encourage learning such as (but not limited to):

Learning targeting the youth, from very young age to young professionals

How smoking cigarettes and other tobacco products can damage the health, economy and environment

How not smoking can help improve a person’s life How the youth can help in achieving a healthier, safer and smoke-free

Metro Manila o The video can be in any genre or style (documentary, short film, animated,

music video, etc.) and must not be more than twelve (12) minutes or shorter than ten (10) minutes in length.

o The video must be in AVI, WMV, FLV, 3GP, MP4, MPG or MOV format. o Any music or media used must have the permission of the artist or its producer. o Names and trademarks of commercial brands, establishments, institutions,

copyrighted media (newspapers, books, works of art, etc.) and individuals must not be displayed as an integral part of the video. However, inadvertent display in public locations or as part of the general background or setting may be allowed.

o Actors, staff or other personnel involved in the development of the video may not be official members of the participating team.

o Participant teams must have secured permission from the people appearing in their videos for their public release.

o The video entry must be an original work and must NOT contain obscene, defamatory, discriminatory, offensive, triggering, provocative, misleading or illegal themes or materials. It must not display nudity, violence, animal cruelty and other conducts or materials that promote racism, discrimination, physical harm, illegal activities and harassment, constitute information that is false or misleading, or violate privacy rights, publicity rights, copyrights, trademark rights and any other rights of any person or entity.

4. Submission of entries

Only one (1) video entry is allowed per individual or team.

Video entries can be submitted in a CD/DVD, sent personally or via post addressed to The Contest Secretariat, The Union Project, HPSEPO, 7th Floor, MMDA Building, Orense Street, Guadalupe Nuevo, Makati City.

Participants must fill up the Official Entry Form and submit the following requirements: a) Clear scanned copy of participant’s any valid ID. b) Video Release Form signed by the participant or team’s representative. The

form can be downloaded from: www.mmda.gov.ph

c) Parent’s or guardian’s consent if the participant is a minor (below 18 years old, included in the entry form).

Submission of entry forms and video entries is from October 8-19, 2018, 10:00 AM to 3:00PM.

5. Judging

Judging for elimination round is on October 22, 2018.

Qualified entries from the elimination round will be uploaded to MMDA Facebook page #RespectTheSign for public viewing.

Criteria for judging are: a) 50% of the score shall be based on online viewer votes b) 50% of the score shall be based on the judges votes using the following:

o 20% Creativity o 20% Originality o 10% Video/Audio Quality o 20% Impact o 30% Content

Online voting will run from October 22 to 31, 2018, close of office hours. Only one vote per Facebook account is allowed.

Judges’ deliberation will be done on November 5, 2018 at 10:00AM at the MMDA Office in Orense Street, Guadalupe Nuevo, Makati City.

6. Winner announcement and claiming of prizes

The Contest Winner and Viewer’s Choice winner will be announced on November 7, 2018 during the celebration of the MMDA’s 43rd Anniversary.

Winners will be notified via telephone call. A notification email will also be sent to the participant’s email address.

Winning participants will be invited to attend a prize giving ceremony, at their own cost and expense, to claim the prize.

Winning participants must present their original valid ID when claiming the prize.

In the event that the winning participant cannot attend the ceremony, prizes may be claimed at the MMDA.

Prizes not claimed within sixty (60) days from receipt of notification will be forfeited in favor of MMDA.

The judges’ decision in the determination of the winners, is final and binding.

7. Terms and Conditions

Video entries, whether winning or non-winning, will become the property of MMDA. MMDA will be entitled to edit or modify and use all submitted videos for reproduction, advertisements, promotions, exhibitions and/or whatsoever purposes, on all platforms and media, without any compensation to the participants.

MMDA reserve the right to disqualify any video entry that contains any illegal or prohibited content deemed inappropriate and/or offensive.

MMDA reserves the right to require written proof of identity, residency, age, school affiliation or other documents before the prize is dispatched to the contest winners.

MMDA shall not be liable or responsible for: a) Any problem, loss, damage or expense suffered by the participants or any

other party during the production or submission of entry, verification of contest winners or claiming of prize

b) Any error, loss, damage or corruption on the submitted video entry arising during creation or submission of the file as a result of viruses or bugs generated by the participants or any electronic device that they used in the creation or submission of the video file.
