    Foreword

    In comparing the "Resettlement Action Plan", the land acquisition

    relocation and resettlement of each sub-projects of Asian Development

    Bank loaned for Shandong Haihe River Basin pollution control projects

    has been completed. The "resettlement completion report" of each

    sub-project has been submitted to ADB in September 2009. According to

    ADB's medium-term inspection team of the project (2009.05.18-27)

    "Memorandum" requirements, two years external monitoring still be

    needed after the projects completed.Shandong Institute of Construction

    Development as the independent external monitoring and evaluation

    agency hired by each sub-project, will continue tracking and monitoring

    affected people by the project and typical household. And worked out the

    "Resettlement External Monitor and assessment Report on ADB Loan

    Project: Shandong Haihe Basin Pollution Control Project" for Asian

    Development Bank, Shandong Project Office and relevant project units.

    From Octorber 15th to December 15th, 2010, based on resettlement

    baseline census and Report No. 1-4, the Resettlement External Monitor

    Group of Shandong Institute of Construction Development (hereinafter

    referred to as Monitor Group) carried out project resettlement monitor for

    the above mentioned 7 sub-projects respectively, and, as requested by the

    ADB policy guidance and memorandum of supervision group(Oct., 25th

    to 29th), prepared the Completion and Assessment Report of Haihe Basin

    Pollution Project Financed by ADB loan.

    1. Monitoring and assessment Overview

    According to ADB policies, all resettlement of ADB loan projects

    should be regularly monitored by the resettlement external monitoring

    and assessment group during project implementation. And two years

    tracking and monitoring after the Resettlement Completion Report will

    be needed. The Shandong Institute of Construction Development

    Resettlement External Monitoring and Assessment Group constituted

    the implementation plan including monitoring and assessment purpose,

    method and contents, and implemented them in actual operation.

    1.1 Purpose of monitoring and assessment

    External monitoring and assessment are activities implemented by

    a third- party independent from project owners and immigration

    implementation agency. It is to provide objective and fair evaluation of

    the resettlement by carrying out field tracking investigation, periodic

    monitoring, and collecting related data and information, so as to locate

    existing or potential problems, put forward rational proposals, report

    the evaluation results and related proposals to ADB, PPMO, project

    owners and related authorities as an important basis of ADB loan

    project examination, in order to improve the implementation of

    resettlement.

    1.2 Contents and methods of monitoring and assessment

    Methods of sociological documentation, typical survey, direct visit,

    discussion and field survey were used in the work of resettlement

    investigation and monitoring/assessment.

    3) Fund provision and use;

    4) Immigrant production and living arrangement and livelihood

    restoration;

    5) Public participation;

    6) Resettlement organs operation and efficiency.

    7) Operation and efficientcy of resettlement organs

    1.3 Basic contents and important contents of monitoring and

    assessment

    This annual monitoring is based on that of 2010 (Monitoring Report

    No. 4). The "Resettlement Completion Report" of seven sub-projects has

    been submitted to the Asian Development Bank respectively by the end

    of September 2009, according to ADB's relevant requirements. This

    monitoring and assessment focused on livelihood restoration of affected

    households, besides resettlement and compensation. As the completion

    report, there are general assessments in it.

    1.3.1 Basic contents According to the requirements of ADB project starting group, all the

    sub-project units made revision on RAP in 2007.

    According to investigations, among the seven sub-projects involving

    permanent land requisition and temporary land occupation:

    (1)The permanent land requisition for Linqing Comprehensive

    Wastewater Treatment Plant Project involves scrapped workshop

    buildings of Linqing Yinhe Paper Mill. The workshop buildings were in

    leasing status before land requisition, and the leasing has been expired,

    with no impacts on the land requisition.

    The "Resettlement Completion Report" was submitted to the Asian

    Development Bank by project owner in September 2009.

    (2) Linqing Municipal Wastes Treatment Project involves a kiln that

    has been closed on expiration according to related state policies. Most

    labors of the kiln are seasonal workers from outside, and have left for

    other livelihoods after getting the compensations.The kiln owner is a

    contractor from Hebei Province and has been compensated according to

    the resettlement plan.

    The "Resettlement Completion Report" was submitted to the Asian

    Development Bank by project owner in September 2009.

    (3)Liny Municipal Wastes Treatment Project also involves a kiln that

    has been closed on expiration according to related state policies.

    Belonging to the county industrial company, the kiln had 13 regular

    employees and 33 seasonal labors. According to the resettlement plan,

    after closing the kiln, each seasonal labor is paid with additional two

    months wages for making other livelihood. All regular workers are

    re-arranged by the county industrial company. As we know in follow-up

    investigations, these workers have been re-arranged in three different

    ways: One, 8 regular workers close to the age of retirement were paid by

    the industrial company with endowment insurance fee and living

    allowance, including 96,000 yuan for endowment insurance fee and

    240,000 yuan for living allowance, totaling 336,000 yuan. Two, for the

    other 5 regular workers, the industrial company entered a resettlement

    agreement with No. 1 Brick Kiln, so that the company will bear the

    endowment insurance fee of 300,000 yuan and the resettlement

    compensation of 100,000 yuan, totaling 400,000 yuan. Three, 33 seasonal

    labors were paid with two months wages and left for other jobs. This

    payment sums 52,800 yuan. This follow-up monitor found no change in

    the above aspects.

    Development Bank by project owner in September 2009.

    (4)The land for Zouping Municipal Wastes Treatment Project is

    allocated as a whole from a state owned farm, involving 25 workers. The

    farm had stopped operation before the land requisition. According to

    resettlement plan, in the project construction period, a living subsidy of

    180 yuan per person per month will be paid by Zouping Municipal

    Administration Bureau (baseline census found that, the municipal

    administration bureau increased the living subsidy from 180 yuan to 240

    yuan after taking over the farm); As designed in the "Resettlement Plan",

    after completion of the municipal waste treatment plant, the 25 regular

    workers will be employed by the waste treatment plant after training. The

    follow-up monitoring in 2009 found that, the above mentioned persons

    were arranged for retirement, long term leave and work after training.

    Among the affected 25 persons: (1) 6 persons were retired; (2) 13 persons

    were on leave (retaining their position with salary suspended); (3) 6

    persons had jobs after training (for details refer to the attached table 1).

    The original five farmers who rent land signed an agreement on the

    land change in June 2007.

    The "Resettlement Completion Report" was submitted to the Asian

    Development Bank by project owner in September 2009.

    (5)Binzhou No. 2 Wastewater Treatment Plant and Effluent Re-use

    Project made a requisition of land of two villages, namely, Lixiaohai

    Village of Dudian Community and Shaotouhanqian Village of Shangji

    Town, Bincheng District, 65.6 mu in total. It involves 62.2 mu in

    Lixiaohai Village with 24 affected households and 3.4 mu in

    Shaotouhanqian Village with 3 affected households. We selected

    Lixiaohai Village as the typical village for resettlement monitoring and

    assessment.

    The "Resettlement Completion Report" was submitted to the Asian

    Development Bank by project owner in September 2009.

    (6)Shanghe County Urban Wastewater Treatment Plant took land of

    65 mu, including 41 mu of Tongjiadaokou Village of Shanghe Town with

    48 affected households and 24 mu of Zhanglaozhuang Village of

    Zhangfang Township with 7 affected households. We chose

    Tongjiadaokou Village as the typical village for resettlement monitoring

    and assessment.

    In addition, the project established two pumping stations with 2

    acres of land acquisition which is urban state-owned land. So the land and

    items on the ground acquisition are not involved.

    The "Resettlement Completion Report" was submitted to the Asian

    Development Bank by project owner in September 2009.

    (7)Gaotang County Urban Wastewater Treatment Plant Phase II

    Project and Reclaimed Water Utilization Project took the farm land of

    57.63 mu from teams 1, 2 and 3 of Xipu Village of Huixin Town as

    permanent land requisition, with 19 affected households. We chose the

    village as the typical village for resettlement monitoring and assessment.

    The "Resettlement Completion Report" was submitted to the Asian

    Development Bank by project owner in September 2009.

    1.3.2 Important contents We took Lixiaohai Village of Binzhou, Tongjiadaokou Village of

    Shanghe and Xipu Village of Gaotang as keypoints for monitoring,

    because the three villages are very typical:

    First, the affected population is relatively high in the three villages

    (79 persons affected by Binzhou Project, 222 by Shanghe Project and 79

    by Gaotang Project), representing the actual economic conditions of the

    project affecting area in different aspects.

    Secondly, most of the APs in the three villages are half farmers and

    half industrial employees, showing certain comparability.

    According to the general sampling principle in social survey and our

    experience, we selected Lixiaohai Village of Dudian Community of

    Binzhou, Tongjiadaokou Village of Shanghe Town of Shanghe County

    and Xipu Village of Gaotang County as typical villages for resettlement

    monitoring and assessment, and selected Li Yanzhen, Li Pinggui and Li

    Dongling of Lixiaohai Village, Bian Faxiang, Wang Kede, Wang Shizhu

    and Wang Shizhen of Tongjiadaokou Village of Shanghe, and Zhang

    Jixiang, Zhao Chuantao and Zhao Chuanshen of Xipu Village of Gaotang

    (names of household heads) as typical households for follow-up

    monitoring and assessment (10 households in total). Continuous

    follow-up has been carried out to the above mentioned 10 typical

    households.

    1.4 Organization and implementation of monitor and

    assessment

    Resettlement External Monitor Group of Shandong Construction

    Development Research Institute (hereinafter referred to as Monitor Group)

    carried out resettlement monitoring to the above mentioned subprojects

    and follow-up survey to the typical households from Oct. 1st to December

    15th, 2010.

    In the report, the personal information on APs are provided by the

    villagers themselves and the specific compensation amounts are

    confirmed against the compensation distribution sheets with respective

    personal signatures. Detailed data and information on land requisition

    progress, project progress, fund settlement and use, resettlement progress

    and immigration institution operation were obtained from project units

    and concerned authorities of district/town governments.

    2. Implementation progress of resettlement monitor and assessment

    2.1 Project progress and permanent land requisition

    2.1.1 Binzhou No. 2 Wastewater Treatment Plant and

    Effluent Re-use Project Binzhou Sub-project finished the permanent land requisition of 65.6

    mu (including 62.2 mu from Binzhou Economic Development Zone

    Dudian Community Lixiaohai Village and 3.4 mu from Bincheng District

    Shangji Town Shaogou hanqian Village), with all compensation settled.

    The civil work was commenced on June 25, 2007. The completion

    ceremony took place on October 18, 2008.

    2.1.2 Shanghe Wastewater Treatment Plant Project Shanghe Subproject finished the permanent land requisition of 65

    mu (including 41 mu from Shanghe Town Tongjiadaokou Village, 24 mu

    from Zhangfang Township Zhanglaozhuang Village and 2 mu of

    collective ditch land), with all compensation settled. Two pump stations

    took land of 2 mu which is the state-owned land. The civil work was

    commenced in November 2007 and completed in October 2008.

    2.1.3 Gaotang Wastewater Treatment Plant Phase 2 and

    Reclaimed Water Utilization Project Gaotang Sub-project finished the permanent land requisition of

    81.54 mu (Xipu Village) with all compensation settled. The civil work

    was commenced in August 2007, completed in September 2008 and

    passed through the acceptance check of provincial environmental

    protection department in August 2009. The recycled water construction

    parts and equipment tender has been completed by the monitoring day

    and is expected to be operational in June 2010. The water quality of

    Phase II project has reached the national level B emission standards.

    2.1.4 Linqing Municipal Wastes Treatment Plant Project The land for Linqing Municipal Wastes Treatment Plant Project is

    used to be a kiln of Xianfeng Community. The kiln was closed by policy.

    The land is state owned. Land certificate has been obtained. The project

    was commenced in September 2007 and completed with civil work by the

    end of 2008. The project started running in April, 2009.

    2.1.5 Linyi County Waste Treatment Plant Project The project covers an area of 306 acres, has completed land

    acquisition in June 2005 and start on March 21, 2008. According to the

    confirmation with the project, as of the date of this report has been

    completed, the total project amount of 98%, civil engineering,

    anti-seepage project has been completed. The project started test run in

    Jun., 2010.

    2.1.6 Zouping County Waste Treatment Plant Project The land for Zouping Wastes Treatment Plant is state owned with

    compensation. A land transfer fee of 5.477 million yuan was paid to

    Zouping County Financial Bureau on July 27, 2007, and land certificate

    obtained. The project was commenced in July 2007, completed with civil

    work in October 2008 and is operational now.

    2.1.7 Linqing City Sewage Treatment Project Linqing City Wastewater Treatment Project took the state-owned

    transfer land, and obtained the land use prmits on December 25, 2006.

    The bid opening of construction took place on August 20, 2009. The

    project started constrctuon in October 2009. The project was completed in

    in Oct., 2010.

    2.2 Temporary land use

    Temporary land use mainly involves the spaces for sewage pipe line,

    temporary construction facilities and materials storage. Three types of

    temporary covers area of sub-project: ① projects have started

    construction and completion; ②projects do not have temporary land; ③

    projects not yet started:

    2.2.1 Projects under construction and completed According to investigation, up to January 2010, the land-taking

    works of Binzhou Project, Gaotang Project and Shanghe Project have

    been completed mostly.

    2.2.2 Projects with no temporary land use Linqing Municipal Wastes Treatment Plant Project, Linyi County

    Wastes Treatment Plant and Zouping County Wastes Treatment Plant

    Project involve no temporary land use.

    2.3 Land requisition compensation rates

    Standard of compensation for carrying out project monitoring

    process, we paid special attention to the "Resettlement Action Plan" to do

    set standards of compensation and the actual compensation standard

    monitoring, by comparison, in the land requisition compensation process

    has improved the standard of compensation for individual sub-projects

    3. Monitor and assessment of Land Requisition and Compensation Progress

    All the sub-projects organized land requisition and house demolition

    and made compensation based on their own situation. Although there are

    defferences between the actual time and RAP, the work was done before

    the construction time. No sub-project was impacted by land requisition

    and resettlement.

    4. Monitoring and evaluation of the implementation and use of funds

    4.1Monitoring of the implementation and application of

    funds

    4.1.1 Monitor implement and use of funds of Binzhou City

    the second sewage treatment plant and water reuse project According to the survey, as of the date of this report (by the end of

    January 2010), the second sewage treatment plant of Binzhou City and

    water reuse project have spended resettlement costs a total of RMB

    3,953,020 yuan, including compensation for Binzhou Economic

    Development Zone Du store neighborhood offices Li Xiaohai Village

    land compensation and resettlement of population count 1,592,320 yuan,

    young crops compensation fee of 140,400 yuan, total 1,732,720 yuan;

    compensation Binzhou City Bincheng zone Shangji Town

    Shaotouhanqian village land compensation and population resettlement

    total 87,040 yuan and young crops compensation fee of 8,840 yuan,

    totaling 95,880 yuan.

    4.1.2 Monitor implement and use of funds of Gaotang

    Sewage Treatment Plant Phase II and water reuse project According to the survey, as of the date of this report (by the end of

    January 2010), the second sewage treatment plant of Gaotang and water

    reuse project have spended resettlement costs a total of RMB 2,186,962

    yuan, mainly permanent land requisition, seedlings fees, Population

    emplacement and ground attachments compensation and release in

    project-affected xipu village (Gao Tang Xi Pu limited liability company)

    Villagers hands.

    4.1.3 Monitor implement and use of funds of Shanghe

    Sewage Treatment Plant Project According to the survey, as of the date of this report (by the end of

    January 2010), Shang River Sewage Treatment Plant Project have total

    spended the resettlement cost of RMB 4,542,200 yuan, including land

    compensation fee 1,638,000 yuan, compensation for young crops: 9 acres

    of cotton total 5,400 yuan (the rest of the land has not continued farming,

    because of the stop down notice since 2007), a total compensation of

    1,643,400 yuan.

    According to investigation and verification, Shang River Sewage

    Treatment Plant project land compensation and young crops

    compensation standard was in accouding with the compensation standard

    in "Resettlement Action Plan".

    4.1.4 Monitor implement and use of funds of Linqing City

    garbage disposal plant project According to the survey, as of the date of this report (by the end of

    January 2010), Linqing municipal solid waste plant costs the resettlement

    cost of RMB 13,271,800 yuan, of which according to a certificate of

    Linqing State-owned assets, Linqing municipal government allocate280

    acres land to Linqing Environmental Management Division as an

    investment, valuation of 40,000 yuan per mu, land worth 11,200,000 yuan,

    resettlement compensation, relocation and temporary relocation costs

    173.3 thousand yuan.

    4.1.5 Monitor implement and use of funds of Linyi County

    Waste Treatment Plant Project According to the survey, as of the date of this report (by the end of

    January 2010), Linyi county solid waste plant costs the resettlement

    costs of RMB 22,481,200 yuan, including One project permanent covers

    land of 12.24 million yuan, relocation compensation for 840,000 yuan,

    222,000 yuan of ground compensation.

    4.1.6 Monitor implement and use of funds of Zouping

    County Waste Treatment Plant Project According to the survey, due to that state-owned land acquisition of

    the project, without compensation, therefore, a permanent land

    compensation funds does not require. The ground attachments 1800 trees

    belonged to state-owned assets on permanent land acquisition, therefore,

    without compensation. The owners of the 1835 cut trees have got 9175

    yuan of compensation. The project did not cover temporary land, so it did

    not happen the temporary area of compensation.

    4.1.7 Monitor implement and use of funds of Linqing City

    Sewage Treatment Project According to "Project Resettlement completion report", as of the

    date of this report (by the end of January 2010), Linqing municipal

    sewage treatment projects have been in accordance with the procedure to

    release land costs (39.92 mu×9 yuan / mu = 359.28 million yuan) and

    demolition compensation payments (2.629 million yuan) to the affected

    unit account.

    4.2 Assessment implement and use of funds

    From the implementation of the project plan and the availability of

    funds, we can see:

    First, the permanent land acquisition costs and related compensation

    costs have been fully in place before the commencement of the project,

    which meet the needs of the progress of the project construction.

    Second, compared with the resettlement plan, the compensation

    standards is not reduced, and promptly distributed to the villages, so as

    to ensure the interests of the affected villages be compensated.

    5. Monitoring and evaluation production and living conditions of typical villages

    5.1 Monitoring production and resettlement of affected

    villagers

    Affected villagers basically in a semi-agricultural and semi-industrial

    living conditions, so, after receiving compensation and resettlement does

    not require special production.

    5.2 The situation of vulnerable groups in affected villagers

    According to our survey, we found that in all sub-projects the

    affected villagers did not exist vulnerable groups (in Shang River Project

    "Resettlement Action Plan" referred to two vulnerable groups, concerned

    of women's labor force).

    5.3 Compensation payments

    In all sub-projects, the land compensation and ground attachments

    compensation payments, young crops compensation payments have been

    distributed to villagers.

    5.4 Assessment of the affected villagers’ living standards

    Because the project-affected villagers no one is entirely dependent

    on agriculture as the main source of income before land acquisition, and

    basically semi-agricultural and semi-industrial state, the main source of

    income rely on the income of part-time jobs. We understand that affected

    illagers living standard is not adversely affected. The details are listed in

    comparasion table.

    5.5 Monitor statistics of the typical of affected households

    As all project-affected villagers little practical impacted by the

    project (per capita reduction of land about 0.1 acres), in accordance with

    the general social survey sample principles and our practices experience,

    we have chosen Xiaohai Village Dian Department Binzhou Du Li,

    Tongjia Daokou village shanghe Shanghe Town Shanghe County and

    xipucun village Gaotang as resettlement monitoring and evaluation

    typical village and choice Li-Yanzhen, Li Pinggui, Li Dongling Li

    Xiaohai village Binzhou, Bian Fa-xiang, Wang Kede, Wang Shizhen

    Tongjia Daokou village Shanghe and Zhang Jin-xiang, Zhao Chuantao,

    Zhao Chuanshen Gaotang Xipu village(The above-headed name) as

    tracking monitoring and evaluation typical household (total 10).

    In order to ensure the accuracy of tracking and monitoring, we used

    the basement survey form used in the investigation, the affected

    households’ agricultural income and non-agricultural incomes were

    investigated, and then consolidated into income statistics, on the family

    spending has also done a detailed survey and analyzed for a specific

    revenue and expenditure changes.

    5.5.1 The basic situation of the typical immigrant household As previously reported, in the above-mentioned three typical

    households no one is entirely dependent on agriculture as the main

    economic resource and basically semi-agricultural and semi-industrial

    state, the main source of income for the family relies mainly on the

    income of part-time jobs.

    For example, Binzhou Li Xiaohai village affected villagers mainly

    relied on Economic the labor market, day-work income can be RMB

    40-50 yuan.

    Shang river Tong Daokou village affected villagers are based on the

    construction market, including long-term worker in construction team and

    temporary laborer.

    Gaotang Xipu villagers affected villagers mainly worked in Quan

    Lin Zhiye Company, and farm is essentially done by women.

    Compared with 2006, the income increased by 119% and 215% in

    2008 and 2010. The expenditure decreased by 12.2% in 2008 and

    increased by 85.5% in 2010.

    A typical household Wang Kezhen of the land survey in 2007, the

    basement before the 7.2 acres of land, of which the individual contracting

    of collective land 1.6 acres, has been in the second half of 2007 to adjust

    land to recover, so the land prior to the actual 5.6 acres of farmland, this

    survey to be corrected. The population changed (Birth and death) in some

    families.

    The main reason for changing in income and expenditure has been

    written in the former reports.

    From the big side, the increase in income is mainly because of the

    affected villagers have more the time to do business or labor with the

    arable land reduced. With the increasing in the number of migrant

    workers, the household monthly incomes rise, thereby household income

    increase.

    The villagers dependent on land as the main resource of life, way of

    life and the concept of survival fundamental changes and no longer rely

    on farming as the sole source of livelihood.

    The number of land acquisition is not much and the affected

    villagers would have little impact.

    Expenditure is more than CPI. it mainly dues to building newly

    Project Tong Daokou village the affected households Bian Pengshan’

    were because a patient at home for two consecutive years with two

    elderly people died. Wang Shizhu’ built newly house, Wang Shizhu’

    added a new appliances, Thus resulting in increased expenditure.

    spending.

    A typical household Wang Kede’ spending decrease due to

    government fees and education costs were reduced. These parts of the

    students become migrant workers, which become a factor of household

    income increase.

    5.5.3 Livelihood restoration In the development of "Resettlement Scheme", the subprojects

    would put the livelihood restoration as a focus program In addition to the

    relevant "re-adjustment of land", "cash compensation", "Education and

    skills training", the subprojects referred to "During the project

    construction period, the affected villagers can go to projects to participate

    in the work of some non-skilled, at the same time, for the construction

    team provide food, vegetables and other services, which can increase the

    income of the affected farmers. "We have also made tracking and

    monitoring. As follows:

    1. Labor resettlement measures of Binzhou sub-project:

    In the implementation process, the affected villagers were provided a

    temporary workforce of approximately 90 jobs, mainly engaged in

    unskilled work. After sewage plant completed, the affected people will be

    recruited two long-term workers, engaged in waste water treatment plants

    greening, cleaning and security work.

    2. Labor resettlement measures of Gaotang sub-project:

    To help affected families by the project to create a self-reliant and

    self-development environment as far as possible to restore or improve the

    living standards, county project office arranged for the affected people to

    participate in technical and skills training, specifically including the

    strengthening of training in agricultural technology, combined with

    agricultural structural adjustment implementation of the project, invited

    experts with experience farming and breeding industry training,

    organizing the agricultural sector with the relevant professional and

    technical personnel to the scene to guide the improvement of agricultural

    technology, greenhouse vegetable cultivation techniques and poultry,

    livestock breeding technologies.

    In addition to the promised training in the implementation process,

    sludge sinotrans will be contracted to the affected villages, thus

    increasing the income of the affected villages.

    3. Labor resettlement measures of Shanghe sub-project:

    According to the project unit's internal monitoring reports, we know

    that "Project Unit provided opportunities for villagers to participate in

    project construction and the villagers got the direct benefits from the

    project construction. Job opportunities the villagers afforing were goven

    to affected villagers, so that the affected villagers got the direct benefits

    of the project construction. Meanwhile, in the construction process, the

    part of the transportation, food service, etc. also goven to the villagers, so

    they raise the level of income. "

    Learned through the investigation, Shang River Project Office

    respectively in March 29, 2008 and May 9 at Xushang offices have

    organized with 58 (first 26, second 32) to participate in skills training,

    training content are transportation, construction and other

    non-agricultural re-employment basic skills and technical training and

    intensive vegetable production technology, agricultural processing and

    technical training.

    5.6 Assessment

    The land requisition and resettlement of ADB loan projct has been

    finished. The project owners made land requisition, seedling and

    above-gound attachments compensation according to RAP. The living

    standards of APs are not decreased due to land requisition. The project

    owners keep eyes on living restoration during land requisition. Besides

    normal compensation, they also hired temporary workers and other ways

    to increase APs’ income.

    6. Monitoring and evaluation on public

    participation

    6.1 Monitoring the situationg of public participation

    According to the survey, during the process of the sub-project

    implementation using of Asian Development Bank loans Shandong Haihe

    River Basin pollution control, the attention to immigration (the affected

    people) participation and consultation, on immigration and the affected

    villagers a wide range of public mobilization. Embodied in the following

    aspects:

    The first aspect: the affected villagers

    1 / Affected villagers investigated were basic understanding of the

    contents of the project.

    2 / Affected villagers investigated were basic understanding of the

    project's relevant policies, regulations, compensation standards,

    resettlement programs.

    when they are doubt and dissatisfaction in the relevant policies,

    and consultation issues existing in construction and reply, explain and

    resolve on the practical problems raised by the village cadres.

    6.2 Assessment on Public Participation

    Through visiting to a typical household, we found that all the

    villagers surveyed have a basic understanding of this project scope,

    compensation standards and relevant policies and regulations, etc., and

    were satisfactory with the compensation standard, compensation program

    and resettlement program.

    Up to the end of Dec., 2010, there are not appearing affected

    households/ persons dissatisfy or appeal for compensation standards,

    compensation package.

    This shows that sub-projects has done a great deal of fruitful work

    on public participation, meet the requirements and the basic desire of

    affected villagers, basically achieved its expected goals, which made

    migration, resettlement, the approach of compensation implementation,

    the implementation of scheme carring out normally.

    7. Monitoring and evaluation on IOM

    According to the survey, in accordance with ADB's relevant

    requirements and "Resettlement Action Plan" arrangement, under the

    guidance and supervision of PMO in Shandong Province, all of seven

    subprojects set up the resettlement agency, which was component by the

    relevant government departments , Planning Bureau, Construction Bureau,

    Land Bureau, Finance Bureau, the Home and Social Security Bureau, the

    project office, the project is located office / township government and the

    administrative villages affected by the project. Land requisition was

    implied by the Land and Resources Branch of the specific and the

    implementation and resettlement team monitored.

    Seeing from the resettlement agencies, we knew that the setting is

    reasonable and responsibilities are clear.

    Seeing from the staffing of placement agency, we knew that the

    personnel’s engaged in the work culture was high-quality, in addition to

    the village committee members, most of the staff have a college degree or

    above and have some work experience, who can be able to meet the the

    actual job requirements.

    Since the resettlement organizations to be set up, everything is

    running normally, higher efficiency, in the land acquisition, compensation,

    resettlement, personnel training, public participation, financial

    management, etc. played an important role.

    8. Conclusions and Recommendations

    8.1 Conclusions

    (1) Each project is clearly responsibilities, operate better-performing,

    can seriously fulfill their respective responsibilities and tasks.

    (2) Permanent land requisition imply the relevant policies

    of"Resettlement Action Plan", the procedures of land requisition

    compensation were legal, norms, methods correctly; embodiment of

    justice, fairness and openness; compensation funds in place was in time,

    to meet the capital requirements of land acquisition and resettlement.

    (3) As of January 2010, the permanent land requisition of all

    sub-projects has been fully completed, compensation has been paid;

    affected villagers in general satisfied, psychological relatively stable,

    family life has not been affected by land acquisition. Subproject units

    have submitted"Resettlement Completion Report." to the Asian

    Development Bank in September 2009.

    (4) The completion of sub-project temporary covers an area

    compensation and rehabilitation was although not the same, but through

    on-site survey, the temporary use of land pipeline network in sub-projects

    was compensaed and recoveried in accordance with the relevant design in

    "Resettlement Plan".

    (5) Affected villagers knew the channel of appeal when their rights

    have been violated, a channel for complaints and appeals were smooth,

    and project units set up a complaints hotline and released the numbers,

    designated personnel to answer the call of the relevant.

    (6) The end of this reporting period, all sub-projects have not

    occurred complaints because of land acquisition relocation and

    compensation.

    8.2 Assessment

    During implementation, the resettlement organ actively carried out

    public participation, consulting compensation standard, coordinating

    works and monitoring the payment of compensation fees. All the

    sub-project units finished their resettlement work, which apply with the

    requirements of ADB.
