1.1 IntroductionThis document defines the emergency response plan and preparedness requirementsthat the UK Head Office and the Toisa Fleet have in place to respond and prepare forany emergency.
This manual defines, in general terms, the planned response by Sealion when they arenotified of an emergency situation.
1.2 BackgroundSealion Shipping Ltd manage and operate the Toisa fleet for and on behalf of theowners.
The UK head office is based in Farnham, Surrey with 3 subsidiary global offices whichassist in the local operation of certain vessels. The locations of all offices are as follows:

1.4 StructureManual SN017 Emergency Response Manual is divided into 4 main Parts:
Part 1 General
This Part contains general information concerning the Sealion emergency response setup.
Part 2 Ship Emergency Response and Emergency Preparedness
This Part contains instructions and actions for the vessel to follow in the event of anemergency.
Part 3 Office Emergency Response and Emergency Preparedness
This Part defines the fundamental principles of emergency response within Sealion andgives guidance and instruction for Office Emergency Response.
Part 4 Office Contingency Plans
Contained within this section are the Office Contingency Plans which details guidancefor management to assist in a structured response to a number of scenarios.
Part 5 Emergency Response Pro Forma Documents
This Part contains descriptions and templates of the Emergency Response Pro FormaDocuments used by the Emergency Response Team to assist in carrying out aneffective response.
1.5 PrioritiesSealion take the following priorities in any emergency situation:
1. The safety of personnel.
2. Protection of the environment.
3. Protection of assets.
1.6 Shipboard Responsibili tyIt is the responsibility of every seafarer and 3 rd Party involved to be aware of the ship'semergency procedures. In particular, all applicable personnel should be familiar withtheir own and other persons muster station(s) and emergency duties.
1.7 Shipboard Emergency Response Capabil iti esThe Toisa fleet as required by applicable legislation and the Sealion SafetyManagement System are fully trained in emergency response procedures.

1.8 Company Responsibili tySealion will manage emergency situations and response in conjunction with theappropriate 3 rd parties. Sealion will respond to emergency situations 24 hours a day,365 days of the year. There are dedicated duty responsibilities and procedures whichare detailed within this manual to ensure a full and effective response to the emergency.
1.9 Company Emergency Response Capabil iti esSealion have proven facilities to respond to any emergency situation to which the Toisafleet could be exposed.
1.10 Emergency CommunicationsDuty Lists are published on a weekly basis and distributed to the appropriate persons ina controlled manner. If for any reason the Duty List is not received, appended to this
section is a list of Office Contact Details with an order of priority of contact column.
Contact details for the fleet are appended to this section and can be used whennecessary. However it is requested that communications are directed through the officeto ensure that the appropriate information can be given without unnecessarilyinconveniencing the applicable vessel.

1.11 Shipboard PlansGeneral vessel information leaflets are posted on the Sealion website and are available
for download.
All necessary plans are available onboard each of the vessels and within the Office.Plans can be emailed to third parties in Portable Document Format (.pdf) or Autocad(.dwg) format.

2.1 IntroductionThis document defines the plans that a ship should have in place to prepare for anyemergency.
It also defines the drills that should be undertaken to test contingency plans and totrain/reinforce understanding and preparedness to respond to the emergency.
The shipboard response to emergencies is linked to the Offices which is represented ina flow diagram and is located within this section.
2.2 ScopeMasters, Officers, Crew and Third Parties involved.
2.3 Awareness
The Master and crew should have an appropriate level of understanding for emergencymeasures contained within SMS manuals, checklists and other appropriatedocumentation. This awareness will be developed and reinforced through drills andtraining.
2.4 ResponsibilityIt is the responsibility of every seafarer and 3 rd Parties involved to be aware of the ship'semergency procedures. In particular, all applicable personnel should be familiar withtheirs and others muster station(s) and emergency duties.

2.5 Emergency Response
2.5.1 Priorities
Priorities in any response to an emergency are as follows:
1. The safety of the personnel.
2. Protection of the environment.
3. Protection of assets.
2.5.2 Initial ActionsThe Master or his delegate must consider the safety of the crew, the prevention ofpollution and the protection of company assets prior to calling for back up from the ERT.
At the first opportunity the ship should contact the applicable Sealion Office/DutyPerson. Details of out of hours contact numbers for appropriate Office Personnel aregiven in this Section.
The Weekly Duty List (which encompasses all duty personnel for that week) isdistributed to all vessels at an appropriate time in the working week.
If the Office/Duty Person is unobtainable then subsequent personnel on the duty listshould be contacted. If unable to contact either of these any other responsible personon this list should be contacted.
Once the Duty Person has been contacted he will contact other applicable personnel,who can then contact other relevant parties as part of a cascade response.

2.5.4 Communications All communications equipment must be suitably maintained and certified as appropriate.
Sealion has 4 Offices, the UK Head Office, SBN in Brazil, the Sealion Singapore Officeand an Office in Aberdeen. Each vessel has Technical and Marine Superintendents andPersonnel Assistants in one of the 3 Offices. Every vessel is aware of the location ofSuperintendents/Assistants this will define the Emergency Reporting procedure thateach vessel will follow.
All relevant personnel have sufficient information to enable them to respondimmediately to the event, alert third parties and mobilise resources for the ship. Theship's initial report should preferably be in a standard format as per SN002/1/ 7.5.2Reporting of Accidents & Incidents to Sealion.
When Sealion has been alerted to an emergency, the Sealion Emergency ResponseTeam (ERT) will – if required - assemble to support the ship. This depends on location,i.e. whether the vessel Superintendents operate from the UK, Singapore or BrazilOffices. Depending on the severity of the event, the Singapore or Brazil Office maycontact the UK Head Office for further support. Please note that this procedure is foremergency purposes only and not for routine communications.
Even if ship’s are operating in Brasil or South East Asia (Singapore) they may, ifnecessary, contact the UK Office directly for support.
2.5.5 Media ResponseThe media have the ability to extract information from many resources and withinformation gained are able to manipulate facts to what they perceive the situation to be.
It is important to control the information being passed to third parties, both during andafter an event. All statements, descriptions of events etc. must be passed to Sealionwho may forward all or part of the information to third parties.
Under no circumstances is anyone on board ship to discuss an event with the mediawithout first obtaining permission from Management.
Sealion will issue press releases to the media at appropriate times.
No information is to be given regarding casualties or personnel.
Communications on board must be controlled to prevent misinformation, interferenceand confusion over the actual occurrence.
2.5.6 Contacting next of kinFollowing an event the FMA will contact next of kin to inform and support thoseconcerned.

2.6 Emergency Preparedness
2.6.1 Contingency Plans
Contingency plans are available onboard ship and the Master is responsible forensuring that these plans are ship specific and any other contingency plans required arecompiled. Drills will form the basis of testing these plans, refining them, and ensuring allpersonnel on board are aware of these plans and their role within the plans.
The contingency plans will detail the ship response to an event, which will normallyinclude:
• A muster followed by action by the emergency team(s).
• Communications to include a Mayday, Pan Pan or security message asappropriate and communication to Sealion and with third parties includingEmergency Services, Charterers etc.
2.6.2 DrillsEvery ship shall carry out a series of drills and exercises to train crews so that they areprepared for emergencies.
Each ship must use the Record of Drills and Training matrix (SN100-035) to ensure thatall types of drills are covered on a routine basis. Different Flag States have varyingfrequencies on some types of drills. The Master should ensure that these are carried out
accordingly.
Drills should be as realistic as possible and varied, to keep them interesting and toeliminate repetition and complacency. Trained crew will respond better and faster in anemergency and any potential problems will have been identified and resolved at thetraining stage.
At each drill session, it should be possible to complete a topic from each of theheadings given below. Each ship should produce an additional drill matrix to cover therange of emergencies that might occur, depending on the ship type, area of operationand work being undertaken, if considered necessary.
If possible, or if deemed to be necessary, drills should be held more frequently.
When carrying out a drill the ship should refer to the Contingency Plans drawn uponboard and any other emergency plans available. For example, an oil pollution drillshould involve use of the SOPEP/SMPEP Manual.
Although dealing with the event has the highest priority, the sooner others are madeaware of the event, the sooner support services can be activated.

It is important that the ship should produce an emergency contact list, utilising theSealion Controlled Office Contacts list, and any additional ship or project specificcontacts as necessary.
The ship should assist any Charterer to produce a joint project emergency plan whenrequired, however this is sometimes covered in a Bridging Document. Vessel producedplans should be supplied to the Office.
The ship should have partially completed messages containing core details about theship ready to transmit.
When project personnel are on board, the Senior Project Representative should beincluded in the Emergency Management Team.
The ship should prepare and maintain Emergency Muster Lists/Station Bills to ensurethat everyone on board is aware of action to be taken following alarms being sounded.
2.6.3 Table Top ExercisesOccasionally, a ship may be involved in more complex drills involving Sealion and/orCharterers and their clients. Each event will be pre-planned and the ship involvementarranged with the Master.
Note that whenever a ship carries out "live" drills of this nature, involvingcommunications with Sealion or others, then each oral or written message must be
prefixed "This is a drill".2.6.4 Records
All drills should be recorded in the Deck Log/Official Log Books and on the Record ofDrills and Training matrix (SN100-035) which should be submitted to the Office on amonthly basis.
2.6.5 Available Information and Contingency PlansEach ship will have information necessary for dealing with emergency situations.Including the following documents:
• Copies of the fire/emergency plan (including a copy available to the fire services).
• The SOPEP/SMPEP Manual SN004.
• The Safety Training Manual SN005.
• Fire Training Manual SN005 (A).
• Contingency Plans Manual SN007 Part 7.
