For the upcoming year we were awarded $1,459,257, which is an overall in- crease from PY13's Allocation of $219,691(15%). The dislocated worker funding stream had the largest increase from last year, but Adult and Youth also had an increase. We still have workers at Brookport assisting the city workers with tornado clean up. We currently have six working and are still accepting applications. The feedback from the City officials continues to be positive. They have been impressed with the workers efforts and appreciate the added manpower. This grant goes until June 30 of next year. As of April 31, 2014, we have provided training and other supportive ser- vices to 31 of the 400+ Willow Lake miners that were laid off December 2012 at a cost of $316,209. $303,735, 96%, of those funds went back into our local economy in the form of direct training to local training providers as well as supportive services directly to the participant. Most of the re- maining participants enrolled in this grant began receiving needs related payments as their unemployment ended. We have expended $90,342 in needs related payments, providing monetary assistance so that the individu- als can successfully complete their training. The scope of the NEG grant has been widened to include all of the ap- proved in demand occupations, not just those in the transportation, health care and information technology. This grant focuses on those individuals who have been unemployed for more than 26 weeks and getting people back to work is the big emphasis of this grant. Because of this we are en- couraged, by DOL, to spend at least 25% of our funding on work experi- ence and OJTs to aid our participants in obtaining unsubsidized employ- ment. Our first participant has completed the CDL training and has begun an OJT with a local trucking company. We have 23 participant enrolled in a variety of programs and plan to offer either paid work experience or OJT to those individuals who have been identified to have barriers to employ- ment. We have been given permission to u to enroll participants as long as funding and time remains. This grant runs until June 30, 2015 and we an- ticipate expending all of the allotted funding. NOTES FROM THE OFFICE…

We have completed and submitted the application for

the PY14 allocated funding. For the upcoming year

we were awarded $1,459,257, which is an overall in-

crease from PY13's Allocation of $219,691(15%).

The dislocated worker funding stream had the largest

increase from last year, but Adult and Youth also had

an increase.

We still have workers at Brookport assisting the city

workers with tornado clean up. We currently have six

working and are still accepting applications. The

feedback from the City officials continues to be positive. They have been

NOTES FROM THE OFFICE…

On a positive note, you may recall that DCEO has a benchmark that holds each area to a minimum di-

rect training percentage of 40% - that is the area must spend at least 40% of its allocated funding in the

adult stream and dislocated worker stream on direct client training expenses, this includes supportive

services. As of the April 3, 2014 reports we are well within the benchmark at 52% direct training in

the adult funding stream and 58% in the dislocated worker funding stream.

Seven of our newer members joined us for our new member orientation meeting May 21 at the Work-

Net Center in Harrisburg. I presented a brief overview of our organization and was able to answer

questions.

We have still not heard any new information on the summer youth program. Each of the service pro-

viders are preparing so that once we have been given the approval we will be ready to quickly roll out

the program and put our youth to work.

As always thank you for your support this past fiscal year. I look forward to working with you for

many years to come.

PRIVATE MEMBERS NEEDED

The So. 14 Board currently needs members from the following counties to assure

the board remains certified by the State of Illinois and stays eligible to receive

Workforce Investment Act funds to help the residents of Area #26.

Alexander, Edwards and Gallatin need 2 representatives from each county

Pulaski, Saline, Wabash, Wayne and White each need 1 more representative

The board is required to have a business (private member) majority,

we currently need (2) private members to reach the business majority and be in compliance.

Board Member Travel/Per Diem

A $15 meal stipend and travel reimbursement at the mileage

rate established by the Federal Government (General Ser-

vices Administration) shall be paid to each board member

attending a Southern 14 board meeting if their agency does

not already pay.

Don’t forget travel to our office, committee meet-

ings, new member orientation, board meetings.

Southern Illinois Highlights

Unemployment fell across Southern Illinois when com-

pared with one year ago. The data is not seasonally ad-

justed.

Improved weather conditions increased activity in Con-

struction, Retail Trade, and Leisure-Hospitality. Over the

year employment gains were reported in Transportation,

Health Care Services and Business-Professional Services.

Payroll advances also occurred in Wholesale Trade and

Mining in Southern Illinois.

Job opportunities were available in Sales, Transportation

and Health Care in the spring of 2014. Employment open-

ings were reported in Food Service, Office and Adminis-

trative Support, Management, and Production occupa-

tions. Jobs also were offered in Construction, Business

and Finance, Social Services, Building and Grounds

Maintenance and Installation, Maintenance and Repair

Occupations.

The unemployment rate identifies those who are out of

work and seeking employment. A person who exhausts

benefits, or is ineligible, still will be reflected in the un-

employment rate if they actively seek work.

The IDES supports economic stability by administering

unemployment benefits, collecting business contributions

to fund those benefits, connecting employers with quali-

fied job seekers, and providing economic information to

assist career planning and economic development.

Historically, the Illinois unemployment rate is higher

than the national rate. Only six times since January 2000

has the state rate been lower than the national rate. The

data is seasonally adjusted and includes times of both eco-

nomic expansion and contraction.

Connecting Youth and Employers!

Youth in communities throughout Illinois will participate with the state’s 2014 Summer Youth Employment Program (SYEP).

Youth ages 16-24 qualify if they meet income requirements, receive a form of state assistance, or are graduates of the Lincoln ChalleNGe Academy.

Participating youth benefit from paid work experience, career educa-

tion, and learning job readiness skills. Employers participate by providing work experience.
