That the camp of P. E. Baker, at Campville, in Alachuacounty, Florida, was visited, the prisoners seen and in--spected, and found in a good, healthy condition; theywere working under the task system, and had by their -thrift and energy gained Saturday. Whenever they gained a day they -are permitted to remain in the stockade, andare sometimes taken out for a stroll under the protection-of guards. WVe found the stockade and sleeping apart- ment both clean and in good sanitary condition; thatthere were separate beds for each convict, and that thebeds were furnished with good and clean clothes. found twenty-one (21) prisoners in this camp. The foodsupply was wholesome and amply sufficient to meet hedemands of the prisoners.

We also visited Hall & Hall's camp, near Bellview, inMarion county, Florida. We found that the prisoners in r

1lhis camp were all able to work and in a good lhoallliy condition. We found the stockade and sleepring depart- inents in a good sanitary condition. We also founrd inthis camp separate beds well furnished with bed clotles,and in a clean condition, for each prisoner. There werefifty (50) prisoners in this camp. The food supply waswholesome and amply sufficient to meet the eating de- mands of the prisonlers. . As an evidence of the good treatment of the convicts in this camp, we found that there were four or five convicts whose terms of sentencewere expired, and that they were remaining with Llie .lessees, and working as free laborers.

Your committee visited the "Marijn Farms," or the los-pital, near Ocala, in Marion county, Florida, where thesick, decrepid and feeble-bodied prisoners of the State arenow incarcerated. These farms were established and arenow operated by the Florida Naval Stores and Commis-sion Company, the lessees of the Florida convicts, andwere ready for occupancy the first of the year 1903. Thereare now about thirty (30) prisoners on the farms, all ofwhich are sick, decrepid or feeble-bodied. The farms arein excellent condition, and the prisoners are exceedinglyhumanely treated. The building in which the prisonersare confined are in the shape of the letter "T." The rightwing is composed of the kitchen, dining room-and storeroom, and the other two wings are sleeping departments'and the hospital. Everything is in a clean and neat con-dition, each prisoner is furnished with separate beds andslumber robes, and before retiring for the night is re-quired to take a bath.

Dr. S. R. Blitch is the physician in charge, and everymedical attention is given the inmates of .the hospital,and under his treatment several have already been cured,and returned to the lessees. It is estimated that at least90 per cent. of those who shall' from time to time beplaced in the hospital, will be permanently cured andreturned to the lessees. Dr. Blitch prescribes the diet,labor (if any), and in all things directs the management

-diseases, an expenditure has been made of somethinglike twenty thousand ($20,000.00) dollars, and we are satihfied that this arrangement all shows a spirit ofhumaneness that has not been heretofore contemplated in this State. And your committee desires to recom-mend the Florida Naval Stores and Commission Com-pany, the State Board of Institutions, and CommissionerB. E. McLin, for the erection and maintenance of these"farms," or hospital, as we believe that it will conduceto the best interests of the sick, decrepid, and feeble-bodied convicts, and to the bets interests of the State.

-The-farm consists of--four hundred (400) acres upon-which are many excellent buildings. Mr. W. A. beans, onions, cabbage, etc. Of course this farm is workedby free labor, as the inmates are not physically able toperform any labor on the farm. Besides the above crops,Mr. Pelot has one hundred (100) acres planted to pecanr

TV'~ ~ trees, and 35,000 pecans in nursery. He also has one4n^~ ~ hundred grape vines of different varieties, 200 Japan

walnuts, 200 black walnuts, 1,200 trifoliata trees, whichhe will bud with choice varieties of grape fruit andoranges. There are also many fine varieties of peaches,and plums, also some choice stock consisting of cattle'and hogs.

At Holmes', near Cleveland, we found 31 convicts, 10'white and 21 colored. None were sick and all were welland able to work. Only one had escaped during the year.

Also at Merritt and Powell's camp, near Gardner, wefound 29 convicts, 25 colored, 4 white, there being onewoman in this camp. All were healthy except one manthat was sick while we were there. There have been noescapes from this camp this year.

Your committee also visited the camps of J. B. McNeil& Co., near Riverland, McNeill Bros. & Co., near Osteen,F. M. Woten near Turnbull, D. W. Monroe & Co. at Del-espine, and S. V. Hough at Center Park. We found allthe above mentioned camps in a good sanitary condition,the convicts healthy and cheerful, and apparently wellfed. The food was wholesome and well cooked and pre-pared.

We questioned many of the convicts aside from thelessees and guards, and we did not hear a single com-plaint with the treatment that they were receiving. Atthe camp of McNeill Bros. & Co. we found one man sick,and another sick at the camp of S. V. Hough. We wereinformed by both the lessees and the convicts that the-sick received prompt medical attention and were getting along as well as could be expected.

At the camp of S. V. Hough there seemed to be anepidemic of lagrippe, and a few days before our visitsix men were reported on the sick list in one day; batIthese had all recovered and were again at work. Wedo not think -that this sickness was brought on by anynegligence or carelessness on the part of the lessees,.but was the result of cJPiwtic ch.aggs.

We were informed by the lessees that the men at the

above named camps worked on the task plan, and that

the convicts usually made all or a part of Saturday, and

when they did, they were permitted to lie up and rest,

or to work the day for themselves, for which they were

paid. At one camp a white man who was a trusty had

bought a horse and after keeping the horse for a few

weeks, sold him at a profit. We visited the camp of D.

W. Monroe & Co., on Sunday, and found the convicts all

dressed in clean clothes, and quite a number smoking

cigars and cheroots.The cooking departments are furnished with brick,

ovens and good cooking stoves, and the food, such as

beans, bacon, corn bread, vegetables, and we were inform-

ed fresh meats twice or three times a week, and it wasall wholesome. Upon being questioned privately, the

prisoners informed us that punishments were seldom

ever administered, and the guards and lessees verified

this statement of the prisoners.We arrived at Newberry Monday, April 27th, at 2

o'clock p. m., and immediately proceeded to B. F. Dut-toh & Co.'s phosphate camps. W- drove out six miles to

the mines, where the convicts Bw'-' at work, mining phos-

phate, thence to the stockade, .1il a thorough examina-

tion of their eating, sleeping, '-:sisng and bathing and

washing departments. The E...-ping room contained

about 150 iron bedsteads, N;-i. l springs, mattresses,sheets, pillows, pillow-cases, t-gaeether with night gowns

hanging on or near the beds for each convict. The

room and contents were in first class condition. We

found the bath and dressing room supplied with an abun-

'dant supply of water, and ample conveniences for wash-

ing and bathing. The water closets are well supplied

with water, and there was a complete system of water

works running through the entire quarters. The dining

room was then examined and found to' be in good san-

itary condition. The food was well cooked wholesome,

and of good quality. Vegetables, fresh beef, bacon,

potatoes, bread, grits, were furnished in rotation, that

is, some one day and some another. The commissary

was well supplied with provisions, clothes, shoes, etc.,

for the convicts. We remained until the convicts camein from their work, and then made a close examination

of them and found them in good condition, and nosign of severe or inhuman punishment.

We heard no complaint from the convicts. The con-victs were then turned into the washing and bathingrooms, where they all took a good clean bath beforeentering the dining room. They were then taken into thedining room, where they were served with a good andsubstantial meal.

We then drove back to Newberry and boarded thefreight Irain at 8 o'clock a. m. on the morning of the,28th of April last for Dunnellon. We left Dunnellon at4:30 p. m. for Buttgenbach's mine, one and one-halfmiles from Dunnellon, and there found the convicts atwork mining phosphate, examined the stockade, had themen brought in and found them in good condition, withno signs of any recent or severe punishment. The cooking department was well and conveniently arranged ,andin good sanitary condition. The food was ample, whole-some and well prepared, with a good variety. The sleep-ing department was clean, well and amply furnishedwith bunks, mattresses, pillows, pillow cases, sheetsand night gowns for the convicts. No serious complaintsfrom men. We then drove one mile to the headquarters,or what is to be head quarters when completed.

These headquarters are situated on a high and healthylocation.

The convicts had been brought in from work, and were*examined and found to be in good condition. There wereno serious complaints from the convicts. We examinedthe various departments and found them clean and ingood sanitary condition. The food was well cooked andof good quality. The sleeping room was well furnishedwith bunks, mattresses, etc. We then drove to Hoderabout six miles, arriving there about 10 oQclock p. m.,and found the men sleeping; had them waked up andmade a close examination of them, and found them ingood spirits and cheerful, and in first class condition.There were no' signs of punishment. We examined thefood and found it well prepared and wholesome and insufficient quantity. The sleeping departments were cleanand sanitary and furnished with bunks, mattresses, pil-lows, pillow Cflses and sheets, etc. to make the convicts

comfortable. This camp has about 80 convicts. YourComnmittee then left Holder at 5:30 a. m. for Inverness,15 miles distant, and from there to Ward & Co.'s tur-

pentine farm, where we examined the stockade, cookingand eating and sleeping and washing departments, andfound them each in good order and condition. We thendrove four miles in the woods to where the men were atwork, and found them looking healthy, strong and cheet-

ful, and no signs of severe or inhuman punishment.

We then drove to Floral City, and boarded the trainat 5:30 p. m., and arrived in Dade City at 7 o'clock p. min.,and left at 8 o'clock p. in. and drove ten miles to Down.ing & Blount's camp, where we inspected the camp andthe men. We found the convicts at breakfast at 4:30 a.

min., which was plentiful. well cooked and wholesome.The sleeping and bath rooms were well furnished and in aclean condition. The facilities for washing and bathingwere excellent. We examined the men very closely, and

found no signs of severe punishment. The cooking de-partment was in a clean and neat condition, and the foodwell prepared and wholesome. There were no complaintsfrom the men. There are about 25 convicts in this camp.

We then boarded the train at 5:30 o'clock for Tampa,

and arrived there at 7:30, and then left for Gulf City,arriving at the landing at 12 o'clock, and walked out to

the camp, two miles distant, inspected the stockade and

found it only in fair condition. The sleeping room wasfurnished with bunks, mattresses, pillows, pillow cases,

sheets, etc. The cooking was only fairly well done. Wefound two women in this camp doing the washing and

cooking -for the other convicts, and upon a thorough in-

vestigation found that both of them had been unmerci-

fully whipped on several occasions.

We then drove in the woods about four miles where the

men were at work chipping turpentine'trees and dippinggunY.' We made an examination of the convicts and found

that several of the men had been most brutally whipped. Wle found scars on the sides and backs of the men as largeas ba'tte6r cakes,' and still sore from the whipping of sev-

eral months previous. However, the management and captain has been changed, and from the best information

that we could procure, we were convinced thlat the I relt-ment. of the convicts is now much better. There are 25convicts in this camp, and C. L. Williams is the sub-lessee.

We then drove 15 miles to Parrish, arriving there about11 o'clock p. m. and at 6 o'clock a. m. took team and drove out to McKinney's camp and found there 25 convicts. Weinspected the stockade, eating, sleeping and cooking de-partments, and found the bedding good and clean. The cooking was good and the food plentiful. We drove 6 miles in the woods and found the convicts at work, and 9

heard no complaints from them. We examined them care- fully and found no signs of being over-whipped or cruelly treated. There was no complaints about the food.

We then drove 8 miles to McClane & Co.'s camp, in- spected the stockade and found it in good order. We thenexamined the cooking, sleeping and eating departments.There were bunks, mattresses, pillows, sheets, pillowcases, etc., in the sleeping departments. The coking wasgood, the food wholesome, the dinllng room in faircondition. We then drove out or the woods 5 miles to ;where the men were at work di- g gum and chipping trees. Examined ILhe men caref- and found no traceor signs on-them indicating that had been over-whip-ped or cruely treated. We th- .amined the dinnerbuckets and found a sufficient A' ly of food for them, -and it was well prepared. We 'i-- drove back to Parrishand took the train for Ocala, an-I Ove out and examinedthe "Marion Farms," or the "HO.F- Ital," the report on thisprecedes, and will be found in th. first part of this report.

We arrived at O'Brien's Monday afternoon, May 4th,inst., and remained over night. Examined WilliamsBros. camp, that day and found the stockade in good san-itary conidton. There were plenty of bunks mattresses,pillows, pillow cases and gowns, etc., for the accom- modation of the men. There was a sufficiency of waterfor the bathing of the men. We then drove twelve.miles to the woods to where the men were at work, andinspected them, and found no signs of the convicts having been cruelly or illtreated. The food supply was abundant,and exceedingly well prepared. There were about 25 con-victs in this camp.

We then drove back to O'Brien, and then to Daniel's l'camp in Lafayette county, and arrived there about sun- down. The convicts came in and we made a very careful inspection (, them, and found that they had not been over punished with the strap. There was the best of ifeeling among the convicts and between them and theguards, lesses and managers. The stockade was clean, the sleeping room in good order and condition, and was jwell furnished with bunks, mattresses, pillows, sheets, etc.The dining room and cooking department was in a ceanecondition, and the food supply sufficient and well cooked. IIn the bath room there was a bath tub 12x4 by 3 feet sup- plied with water from the tank, in which the convicts were required to carefully bathe themselves before retiring ffor the night. The camp is in first class condition inevery respect. There were about 25 convicts in this camp.

On the afternoon of the 6th inst. we drove 5 miles toRenfroe's camp near Mayo. We found the convicts at 4breakfast, inspected them carefully and found thait. they had not been over whipped or inhumanely tree J. The food supply was abundant and well cooked. ~h the ' isleeping and cooking departments were in fa good 7

condition. There w&re no complaints from the victs of a seriousn ature. On the 7th ult. four or fi the-'convicts made a break for liberty, beat the nig nard, and one made his escape, but was captured and urned to camps. We then left there and came to TE. ossee.Your Committee visited the camps of Barrinau 10os. atMuscogee, situated 20 miles from Pensacola, on 'he 9th. inst. We found 17 convicts, one white and 16 negroes.We examined the eating, sleeping and cooking depart-ments and found them in a good sanitary condition. Thesleeping department was supplied with bunks, mattresses,pillows, sheets, etc., for the comfort of the men. Therewas a sufficient suppl yof wholesome food and well cook-ed. We found that the convicts had not been unreasona-bly punished. We would reecmmend that the ceiling onthe walls of the sleeping department be at least two feet higher in order that the ventilation may be improved upon whether they increase the number of the convicts.

We then visited Adams' convict camp near Caryville on the 10th inst., it being Sunday. We found the convicts i

in the stockade, .and on examinaticn we found the sleepingand cooking departments in fair condition. The men ·were .looking healthy and strong. .We heard no com-plaints from the convicts that they were being over work-ed, or over whipped, and they said that they were receiv-ing enough to eat. There were no marks on them to indi-cate that they had been inhumanely punished. This camphas 22 men, two women. One had escaped up to thisdate, and had not been re-captured.

Your committee also visited the camp of Dunu and Har-graves, situated in Pasco county. There were 37 convictsin this camp, 3 white, and one woman. The location ofthe camp is good and healthy. The white convicts eat andsleep in separate apartments from the colored. Therewas no sickness in this camp. The stockade was in fairlygood condition. The conivcts look well and healthy. Thebedding was all good and neat, and the food supply wasample and sufficient for the needs of the convicts. Therewere no complaints from the men, and no evidence ofcruel and inhumane treatment. The only complaint ofthis camp is that the bathing facilities are incomplete andinsufficient.

We also visited the camp of J. R. Powell & Co., situatedin Hernando county, and found the camp situated in a de-sirable and healthy location. There are 48 prisoners, allmen, and colored, in this camp. There was no sickness,at the time of our visit. This camp is a model one forcleanliness and neatness. The convicts sleep in cleanapartments and upon neat and clean double mattresses,and there are plenty of blankets, sheets, pillows, etc., inthis camp for the men. The sanitary condition of thiscamp is excellent. The convicts are supplied with anabundance of provisions, such as meat, flour, cornbread,vegetables, rice, etc., which articles of food are alterna-ted. There were no complaints from the men, and no evi-dence of any cruel or inhumane treatment of the priso-ners.

We also visited the camp of Deason and Henderson,now Hillman & Iveys, in Pasco county, and found 35 menin this. camp, one white, one .woman, and 34 black men.This camp is in fine condition, clean and in a. good sani-tary condition. :There was no sickness- among the con-victs in this camp. The convicts look well and healthy.

There is an abupdance of food well prepared for themhere at this camp. The sleeping department is clean, wellsupplied with beds, mattresses, sheets, pillows, etc.There is no evidence of any cruelty on the part of themanagement to the convicts, and we heard no complaints

We regret to say that the amount appropriated for thegymnasium and water plant system was not sufficient tocomplete the water plant or gymnasium buildings. Theincrease in price of all building materials and piping, wasthe reason this work was not completed within the appro-priation.

The buildings consist of:First: A one-story building, containing hall 30x70

feet, and four recitation rooms, two, 30x30, and two,20x25. Also, the library building with two rooms, whichare used for recitation rooms. The gymnasium buildingand the Model School building (new). The formerModel School building is now used as the principal'soffice.

Second: The dormitory for young women, two-storyand a half building, rooms finished in upper story sincelast session of the Legislature.

Third-The dormitory for young men, of twelve rooms,six furnished by State. This building is not at all adopt-ed for the purpose for which it is used.

Fourth: A small building formerly used as a dormitoryunsuitable for such purpose, is now rented for five dol-lars per month.

The school buildings are all in good repair. Fencesneed repairing or rebuilding.

We attended the class recitations, and found everythingmoving on smoothly; students and teachers entering upontheir work with interest, the students thorouglhy impress-ed with the importance of their chosen profession.
