Real Madrid and Atletico Madrid have been banned from registering new
players in the next two transfer windows, FIFA announced on Thursday. FIFA’s disciplinary committee said the two clubs “violated several provisions concerning the international transfer and first registration” of players under 18 years of age. Real and Atletico were each issued a transfer ban to last across two windows for breaking FIFA rules. Atletico were hit with a €823,000 ($893,000) fine, while Real Madrid were fined €329,000 ($360,000). Included in FIFA’s list of players in question were the four sons of Real Ma-drid coach Zinedine Zidane, a fact that Real general director Jose Angel Sanchez said points to the “absurdity” of the ban. Pending appeals, neither club will be al-lowed to register new players until the summer of 2017, as they will be locked out of the next two transfer windows this summer and winter. However, both clubs may register new players during the cur-rent transfer window until it closes on Feb. 1. When the ban is in place, both clubs will
still be able to buy players, as Barcelona did with Arda Turan and Aleix Vidal last summer while still under their transfer ban. However, such players would not be eligible to play for the club until after the ban has been lifted. Turan and Vidal were unable to make their debuts for Barcelona until this month. Both clubs said on Thursday that they would appeal. Atletico Madrid president Enrique Cerezo called the ban a “huge in-justice.” “We do not agree with the sanction-ing ruling from the international football body and are studying the documentation received to lodge an appeal,” Atletico said in a club statement. Real Madrid released a longer statement explaining why FIFA’s ban was not jus-tifiable. They said they never used for-eign underage players without register-ing them with the Spanish federation, as claimed by FIFA, nor signed them with-out complying with the required proce-dures. The club added that they have always in-formed the local federation about all the players on their youth academy, another alleged breach of regulations by the club, according to FIFA. - ESPN

At the invitation of the Government of Vanuatu, the Pacific Islands Forum
has deployed a team of electoral observ-ers to Port Vila, Vanuatu to observe the national elections which will be held on 22 January 2016. The Forum Observer Team comprises Mr Pita Vuki, Commissioner and Supervisor of Elections of the Kingdom of Tonga, and Ms Taggy Tangimetua, Chief Electoral Of-ficer of the Cook Islands. The team is sup-ported by the Forum Secretariat. The Forum Observer Team will be de-ployed in Efate from 14 to 25 January and will meet with a wide range of stakehold-
ers –including representatives of govern-ment, civil society, faith based organiza-tions, development partners, regional and international agencies and the diplomat-ic corps – ahead of polling day to gain an enhanced understanding of the electoral and political environment in Vanuatu. The Forum Team will observe all aspects of the elections, including the opening of polls, casting of votes, closing of polling, and the count. “The Pacific Island Forum has deployed observing missions to national elections in our Member countries for a number of years now, with the most recent being to
Solomon Islands in November 2014 and Bougainville in May 2015,” said Forum Secretary General Dame Meg Taylor. “On behalf of the Forum, I welcome the invi-tation from the caretaker Government of

Politics - 2016 General Election
Lionel Messi is rewriting football history. Before the emergence of the Argentine
attacker just over a decade ago, the game’s records were spread out among a select band of legends. But now there are hardly any left for anyone else. No player had ever won four Ballons d’Or prior to Messi, let alone five. But at the age of just 28, the Barcelona forward claimed the prestigious prize for the fifth time in Zu-rich on Monday and even if he fails to add to that tally in the next few years, it is un-likely to be beaten any time soon. Perhaps ever. And it’s a similar story with many of his other marks and milestones. The Argentine has long since surpassed Barca’s all-time scoring record and has now netted more than any other player in Spanish football history as well. In addition, he holds the re-cord for goals in a single season in La Liga (50) and in all competitions across Europe (73) and was the first to break Raul’s record of 71 strikes in the Champions League, al-though he currently trails Cristiano Ronal-do in the continental competition. In the meantime, he also has more goals in the Clasico than anyone else and is the only player to score two hat-tricks in the history of the famous fixture. But it’s not only goals. Messi passed Luis Figo’s mark for assists in La Liga last year and along with Andres Iniesta, he has won more trophies (26) for Barca than any oth-er player in the club’s history. His four Champions League crowns is an-other high, while the Blaugrana became the first team to win the treble twice as they matched their achievement in 2008-09 with another triple triumph in 2014-15. And just last week, Messi’s two goals against Espanyol saw him convert in six different competitions in a single season for the sec-ond time. His former team-mate Pedro had been the first to manage that feat in 2009, but Leo has now gone one better - as he usually does. The list goes on and on. And after winning six trophies in 2009, Barca ended last year with five titles to their name as they missed out on the Spanish Supercopa but claimed
the Club World Cup before Christmas with Messi in a starring role in the final against River Plate, a team that could have signed him as a teenager. Ahead of the Club World Cup, Luis En-rique said: “Messi is the best player in the world, and for me, the best player in his-tory.” And over the last 12 months, the Ar-gentine took his game to an even greater level, orchestrating much of Barca’s best football from a deeper position while scor-ing just as many goals and assisting his team-mates as well. However, 2015 did present one disap-pointment for Messi as he missed out on success with his national team once again, this time following defeat in the final of the Copa America to hosts Chile in July. That followed on from losing the final of the World Cup final to Germany a year ear-lier and remains a thorn in his side in an otherwise spectacularly successful playing career. Whether he is able to secure an elusive title at senior level with his national side remains to be seen. But even if he fails to win another trophy in his entire career, no player has dominated an era quite like Leo. Pele won three World Cups with Brazil (in 1958, 1962 and 1970), but never played his club football in Europe and you only have to look at how revered Neymar was in his homeland before struggling some-what in his first season at Barcelona to re-alise there is a significant difference in the respective leagues. Pele was not up against the world’s best players on a regular basis like Messi is now. Diego Maradona was in the 1980s and many Argentines argue that Messi cannot eclipse their other legendary number 10 until he has won a World Cup with the Al-biceleste. But while it is true that Diego dragged an average team through the com-petition in 1986 en route to the title, he also failed to score in the final. It was his pass that set up Jorge Luis Burruchaga for the winner against West Germany, but his team-mate still had to put the ball away. Had Gonzalo Higuain not missed two su-perb chances in 2014, it would probably
have been a similar story. Fine lines. In any case, Maradona’s best years came at Napoli and with Argentina between 1984 and 1990, but he claimed just five trophies in that period and only 10 club titles in his entire career, while his goal stats are no-where near Messi’s. Meanwhile, Johan Cruyff led Ajax to six Eredivisie titles and three European Cups in a glorious spell at the Amsterdam club before moving to Barcelona, while an-other Argentine, Alfredo Di Stefano, won even more at Real Madrid in the 1950s and 1960s: eight Liga titles and five European Cups. Di Stefano was undoubtedly the star in that Madrid side, but Messi is fast catch-ing his compatriot (who passed away in 2014) in terms of goals and the Barca for-ward is plying his trade in a much more competitive era. These days, players are fitter and superior technically, tactics are better, rivals are stronger and faster too, while any look at old footage also shows just how much goalkeepers have improved since the days of black and white broad-casts. The conditions now are more difficult, but still the five-time Ballon d’Or winner is posting the most impressive stats in the history of the game. And with Messi, the numbers only begin to tell the story of his incredible influence.
Back in the 1960s, 70s and 80s, the Bal-lon d’Or was an award reserved for Euro-pean players. Although Argentine, Di Ste-fano won it twice during his time at Real (in 1957 and 1959), but that was because he had started to represent Spain in 1957. However, neither Pele nor Maradona were eligible for the prize. And even if they had been, it seems unlike-ly that either would have matched Messi’s achievement of claiming the Golden Ball five times. Because even though Pele won three World Cups, Garrincha was very much the star in 1962 as the striker missed most of the competition through injury. Mara-dona, meanwhile, would have won several, but five seems unlikely in a decade in which three-time winners Marco van Basten and Michel Platini were at their peak. “Pele and Diego Maradona both made a huge difference,” Messi’s former Barca team-mate Xavi said recently. “But foot-ball has evolved. The players are better than they were, the game is better. And Messi stands out as the best at the best time in the history of football.”He is probably right. Despite the difficul-ty in comparing eras, football has indeed evolved and Messi is dominating an era which is supposed to be the hardest in the game’s history like no other player before him. And he’s doing it with what looks like effortless ease. He really is made of gold.

Football is the main recreational ac-tivity of countless numbers of chil-
dren around the world. It is an excep-tional tool for social integration and an excellent means of expression. The FIFA grassroots football program offers ev-eryone the chance to play football, with-out discrimination and without the need for major infrastructures. FIFA’s grassroots football program tar-gets boys and girls aged 6-12 years through school, community and club initiatives .The sport is to give them access to football in their own environment whatever their age, sex, physical condition, skin colour, religion or ethnic origin. The training and developing of future pro-fessional players is of course fully justified because it ensures that they are better pre-pared to face playing at the top level . It is however essential to remember that the game of football has a wider role to play and that it has to include basic educative values as part of its agenda. Grassroot a pathway that prepares to train and develop not only kids but also those youngstars who are passionate about the game and who form the base of the football pyramid that the game needs to ensure its continued progress.
VFF has been successful inimplement-ing this program especially in Tafea,Port-Vila,Malampa,Loganvilleand other prov-inces as well. Like an assistant coach to Erakor Gold-en Star FC have seen how well Grassroot Program have had positive impacts to the development of players.Since the last couple of years, being a grass-root development officer my target is to strengthened the base of the pyramid in the club and am glad that my goals have been achieved. Through the program the club itself have produced some of its own best players like Brian Kaltack,now playing for Solomon Warriors FC,Jason Thomas who have just return from Cambodia playing for Asian Youth Champions League,Jean Kaltack a Vanuatu National soccer player,Jacky Reuben, Remy Kalsrap,and the rest of the EGS boys. Am glad the chiefs,pastotor and other community leaders in Erakor have wit-nessed and happy about how soccer is go-ing along in their community.Our society compels negative and posi-tive life driven factors but I think nega-tive out weighs positive too. I am using grassrootfootball as another tool making awareness promoting healthy lifestyles messages and basics of crime prevention.
Am also observing the community and see-ing that young people have changed com-pared to some few years ago and this might be part of not just kicking a soccer ball but another reason to life changing. As it was preached some years ago by the president of Vanuatu Football Federation and the OFC through FIFA that each club must have its own elite program and that is where facilitation of good and skillful players are to be identified. This will make it much more easier that players selected under U17 coaches will be players who already have basic football skills. With experiences through the program I think it is time that all MAs must take some more extra steps to implement grassroot football. We will have professional leagues if we have professional players and to have pro-fessional players each club must address the logic of player development . “Don’t wait for the change , be the change the world is waiting for...” - Barack Obama.

FIFA says it has fired Secretary General Jerome Valcke, a move that comes amid alleged corruption in-volving World Cup ticket sales and a number of swirling scandals at football’s governing body. “The FIFA Emergency Committee decid-ed, on 9 January 2016, to dismiss Jerome Valcke from the position of FIFA Secre-tary General with immediate effect,” the Zurich-based organisation said in a state-ment. Valcke’s case has been overshadowed by the turmoil which has engulfed FIFA in the last year, with criminal investigations into the sport in both the United States and Switzerland. Altogether, 41 people and sports entities, including top FIFA officials, have been in-dicted by US prosecutors for offences in-cluding corruption, fraud and money laun-dering.

FIFA women’s football development programmes offer Member Associa-
tions multifaceted support ranging from expertise, teaching and promotional ma-terial to football equipment and finan-cial assistance. The programmes on offer for the next four years strive to encourage and create competition opportunities at all levels for women and girls. FIFA has set guidelines that provide all 209 member associations (MAs) with the necessary information to apply for and benefit from FIFA’s women’s football de-velopment programmes for 2015-2018. They have been developed based on feed-back from member associations and con-federations as well as players, coaches, referees and officials who participated in the 2011-2014 programmes. In total, there are nine different types of programmes for MAs to choose from, fo-
cusing on four main areas of football de-velopment – competitions, management, education and promotion. This includes the Live Your Goals campaign launched in 2011 to inspire more young girls and women to get involved in football. The new guidelines also outline FIFA’s ten key development principles for wom-en’s football, which were defined by the FIFA Task Force for Women’s Football and approved by the 64th FIFA Congress on 11 June 2014. MAs can submit applications on a year-ly basis by end of October latest. FIFA expects and helps its member asso-ciations and the confederations to sup-port and develop women’s football. A lot of progress has been made but there is much more work that can be done by the global football community to harness its true potential for growth. - FIFA
The FIFA Women’s Football Survey was conducted in 2014 with the aim
to gather information on six key areas related to women’s football. The areas range from governance and integration to perception needs and challenges within women’s football. • Overall development and leagues • Governance and integration • Female participation in football • Investment in women’s football • Awareness and media coverage • Perception, needs and challenges The survey was answered by 177 FIFA Member Associations (MAs), which amounts to a response rate of 85 per cent. This response rate has enabled FIFA to make conclusions and recommendations which can be applied across all confeder-ations. The main findings show that: • Only 23 per cent of MAs have dedicated staff for women’s football. • 80 per cent of MAs have a senior team
and only 50 per cent have youth teams • 78 per cent of MAs have a National Women’s Football League • 82 per cent of the top women’s football leagues are managed by MAs • Number of registered players: 4,801,360 • Girls at Grassroots programmes: 1,166,926 • Global participation: 30,145,700 Female representation was also cov-ered in the survey with the results show-ing that only 8 per cent of women serve as members on their country’s executive committees. Seven per cent of coaches and ten per cent of all referees around the world are women. This shows a great need to provide more opportunities for women in football at all levels. Nevertheless, OFC has a rich back-ground of relative success on the inter-national stage with Papua New Guinea making a stamp in the Oceania region.
