Three ways for SPIRAL

Second cycle of consultation and progress
1. The process began in Salaspils
2. From this experience and other interested towns, may be possible to have a group of pilot towns in Sweden as a basis for a bottom up approach at national level.
3. Council of Europe can give support to do so
