(director) Year of foundation: 2002 Staff: 9 researchers Organization: TIPA is a state institution established to fulfil the training needs of civil servants in the Republic of Albania, according to the government's program on Public Administration Reform Main fields: The Institute is in charge of the organization and delivery of training programs for Public Administration. The main goal of TIPA will be to provide training for civil servants, both at central and local levels, in order to support capacity building within public administration and the Civil Service in Albania. In May 2002 the Training Institute of Public Administration designed the Strategic Business Plan for 2002-2004 along with an accompanying program of sustaining activities. The Strategic Business Plan defines five main strategic objectives as following: • Identify, design and deliver high quality

training programs to upgrade the civil service;

• Promote good practice and innovation in training and development in the civil service;

• Raise the profile of the Institute and market its services;

• Develop the internal capacity of the Institute;

• Establish a library and portfolio of learning and resource materials for training in the Civil Service.

Prof. (head) Year of foundation: 2003 Staff: 5 researchers Main fields: The Educational Research Centre was founded to help direct the Faculty of Education towards educational research, concentrating on the area of general didactics and subject didactics. The Centre monitors the field of educational research methodology, participates in research projects, conducts its own research projects and takes part in research methodology teaching in undergra-duate and doctoral programmes. On theoretical bases the Centre deals with general methodological topics, especially the relation between general didactics and subject didactics, the area of comparative education, action research, teacher education, etc. Some of the topical issues in the focus of attention are the philosophical aspects of education, the relation between theoretical and practical pedagogy, the unity of theory and practice, interconnecting quantitative and qualitative approaches in research, etc. Research: The Centre participates in the investigation of the topical issue of "European Dimension in Education" participating in the projects COMENIUS 2.1 "IDENTITY" - from "Identities in Europe" to "European Identities" and ERASMUS IP "N-LARGE EUROPE: Open Doors To A Broader European Dimension", which are not organised as research projects, but which bring new possibilities and challenges for comparative educational research. Teaching: The Educational Research Centre actively participates in organising doctoral study programmes at the department of Education at the Faculty of Education.

Financing: EVI is an independent, non-profit, partly publicly supported foundation. Main fields: The mission of the Estonian Foreign Policy Institute, Eesti Välispoliitika Instituut (EVI), is to promote a deeper understanding of international affairs and of Estonia's role in a changing world by providing a forum for informed discussion, analysis and debate. To this end, the staff of EVI contributes commentary to the media, arrange public lectures, organize seminars and conferences, and participate in international research networks. The project is interdisciplinary study of research/policy linkages in the three Baltic countries - Estonia, Latvia and Lithuania. The project is carried simultaneously in three countries by local research teams but with a common methodology and with the final aim of producing a cross-country study. The expected output include: - comprehensive data bases of the research community and policy makers in the three countries; - in-depth studies of policy-making institutions focusing on the cause-effect relationships in the research/policy nexus; - an important part of the project is its communication strategy that aims to increase awareness of the potential of research-based policy in the three countries. • The Private Sector in Higher Education

in the Baltic States: Permanent Feature or Transition Phenomenon? Research team: Alf Vanags; Morten Hansen. January 2004 - January 2005. Financial support from CERGE-EI Foundation under a program of the Global Development Network.

The project is a comparative study of the private sector of higher education in the three Baltic states. The project will seek to: - identify for each country the gaps in public provision that have led to the emergence of a private sector; - to identify the similarities and differences; - to examine the sustainability of the private sector; - to make proposals for integrating the private sector into the educational strategies of the three countries. This project plans to use NORBALT datasets, collected in 1994 and 1999 in all three Baltic countries, along with more recent Labor Force Surveys, to test whether impact of parental education and income on children's education level have changed in the same way: - for ethnic minorities and majority population; - for urban and rural residents. The role of distance to main universities in shaping the demand for higher education, as well as effectiveness of recently introduction of student loan system in relaxing the financial constraints will be explored. • Corporate Governance, Ownership

Change and Firm Performance in the CEE countries. Research team: Anete Pajuste; Julia Alasheyeva. January 2004 - January 2005. Financial support from CERGE-EI Foundation under a program of the Global Development Network.

The study aims to collect data on corporate ownership, financial performance, and competition data, and to construct a corporate disclosure index for up to 300 companies listed in the official and second lists on stock exchanges in central and Eastern European countries. The dataset will be used to perform two types of analysis: - explore the link between better firm-level corporate governance, firm performance, ownership structure and the success in overcoming the crisis in the Central and eastern Europe (CEE) by testing the results of Mitton (2002); - examine the evolution of ownership in the listed companies in the CEE countries to identify efficiency considerations behind ownership changes as proposed by Demsetz and Lehn (1985).

Does Russia Need Political Parties?

According to 49% of respondents, political parties today play a small role in national life, while 25% say they have a noticeable role. Most people (59%) are convinced that Russia needs political parties in principle, while 14% hold the opposite opinion. A large number of

those surveyed - 27% - found it difficult to answer. Those who think political parties are unnecessary were asked to explain their opinion. About half of them (6% of all those surveyed) say parties are useless and influence nothing and the president and government doesn’t take them into account. Some respondents (3%) noted that big money is involved in financing any political party: "we had a good life without a multiparty system; these parties need financial support". Others think parties bring only disagreement. They think a "confusion of opinion" is not suitable for our state and "aggressive relations between various political parties" is counterproductive (2%). Those respondents who think political parties are necessary were asked what number of parties would be good for Russia. Most said three parties would be best (23%), while 17% said two parties, and 19% think one party is enough. Supporters of a one-party system say there would be fewer "disputes and split-ups", and "a single power should govern". They recalled that "when there was the Communist Party of the Soviet Union, life was much better, but today it is difficult to figure out which contemporary parties are trustworthy". Supporters of a two-party system noted that a multiparty system leads to conflicts, and it is difficult for voters to make their electoral choice, while a two-party system guarantees competition. Adherents of a multiparty system were more likely to argue that "opposition and debate are necessary to adopt constructive decisions", "each political party has own views", and "different points of view help find an optimal solution". A multiparty system is necessary to reflect the interests of all strata of society, they say. They also noted also that "there should be alternatives so you can make a choice" and “the larger the number of political parties, the better they will work". A Russia-wide poll of urban and rural residents was conducted in 100 households in 44 regions, territories, and republics, in all economic and geographic areas of Russia. Interviews are conducted at the homes of interviewees. Household interviews are drawn from a sample size of 1500 respondents. The margin of error does not exceed 3.6%. June 19, 2004.

This working paper presents the results of a study on the influence of Russia’s potential entry into the WTO on the labor market. It includes an analysis of the Russian labor market’s sensitivity to domestic and international trade reforms in the 1990s. In particular, the study considers the effect of a decrease in import tariffs on demand for labor and examines the mobility of the work force across sectors, as well as the key factors that governed it. Also studied were factors that determined wage increases in a given sector and differences between wages paid to qualified and unqualified workers. Czech-Slovak Sociology Days in Prague Czech-Slovak Sociology Days was a three-day conference held in Prague on May 10-12 at the Villa Lanna and at the Library of Sociology of the Institute of Sociology AS CR. The organisers were the Institute of Sociology of the Academy of Sciences of the Czech Republic, the Institute of Sociology of the Slovak Academy of Sciences, and the Masaryk Czech Sociological Association. The aim of the conference was to contribute to strengthening the Czech-Slovak co-operation in the social sciences and provide participants with a broad overview on social research in both countries. The conference also opened a possibility for organising business meetings of sociological associations and representatives from social science journals published in the Czech Republic, Slovakia and also Hungary and Poland. The event provided ample space also for closer discussions between institutions from the two countries. The programme was structured as outlined below: Thematic Blocks: Social Structure; Infrastructure of Research; Regions and Local Politics; Family and Gender; Public Policy; Citizenship; Which Methodology in Contemporary Sociology? Public Opinion Research; Programme for the Future Other Items on the Programme Agenda: A meeting of sociological associations; A meeting of doctoral students; A meeting of representatives of social science departments from universities; A meeting of editorial

personnel from the journals; The conference was met with considerable interest. The number of 116 registered participants exceeded original expectations of the event organisers. The participants represented most of major social research and teaching institutions from both countries and board members of the two academies of science. There were also a large number of doctoral students at the conference. The individual thematic blocks were allotted a relatively short period of time, which made it impossible to focus on any particular study in great depth. But the conference achieved its aim to overcome the barriers of communication between researchers. Czech and Slovak sociologists often know one another personally. On the other side their knowledge of one another’s research projects and results rarely goes beyond the narrowly defined area of research interests of an individual. Although there exists a long tradition of joint research between the two countries, a similar institutional organisational structure and a similarity of languages, after the division of Czechoslovakia the forms of co-operation seriously waned, along with any interest in such co-operation. While colleagues from Czech and Slovak research institutes began then to meet one another in international projects, purely bilateral co-operation fell by the wayside. The continuing transformation of the scientific sphere in both countries and the shared issues of integration into the European Research Area have now evoked a new wave of demand for Czech-Slovak co-operation. On both sides of the border similar problems are being addressed in the area of the institutional and financial infrastructure of research. Last but not least, the unique relationship shared by the two countries and their societies and its transformation over time represents a rich source of important research subjects for comparative study. In all aspects indicated the conference produced a good deal of outcome. Among the results, for example, are intentions to organise future joint conferences in several research areas. Agreements were also reached on exchange of information on research projects, publications, on establishing co-operation in organising study programmes, and on exchanges of students and teachers between the countries. There were discussions and the sharing of experience related to specific international projects within EU programmes which involve Czech and Slovak participation and to international comparative research projects, e.g. the ISSP and the European Social Survey. The meeting of doctoral students from various universities and research institutions offered an interesting view both of the conditions

surrounding doctoral study and the participation of doctoral students in teaching and research. Various possibilities for study abroad and for financing research projects were discussed. The presentations were intended for a broader audience and offered comprehensive information on the breadth and depth of the concepts of research in the individual fields in both countries, and on research projects, publications and available data files. A publication of the collection of papers of the conference is in preparation.
