Project Objectives
Enhance S&T co-operation between Europe and China within the Asia-Europe Meeting (ASEM) framework.
Exchange experiences in the S&T field.
Build bridges between the European Union and China’s agro-food processing sectors.
This will be accomplished through developing a cross-border agro-food platform strategy. The strategy is aimed at promoting
new S&T partnerships and identifying means of implementingand supporting a successful cross-border agro-food S&T
co-operation in the domain of fruit and vegetable processing.

Developing new partnerships and a structure that will encourage international cooperation.
Providing Chinese companies a clear path to improving productquality to meet the import requirements of the European Union.

chains in China. The results of the action will highlight ways to improve policies and implement the appropriate technologies.

Codex Alimentarius
The Codex Alimentarius is a collection of food standards, codes of practice and other recommendations
presented in a uniform way.
Includes standards for individual foods or groups of foods, whetherprocessed, semi-processed or raw, for distribution to the consumer.
Its influence extends to every continent, and its contribution to theprotection of public health and fair practices in the food trade isimmeasurable.
Has become a global reference point for consumers, food producers and processors, national food control agencies and the internationalfood trade.

Codex Alimentarius
Main Purposes of the Codex Alimentarius Programme:
Promote co-ordination of all food standards work undertaken by international governmental and non-governmental organisations.
Protect consumers’ health and ensure fair practices in the food trade.
Certain Codex are relevant for all food processing companieswhere other Codex can be specific for a certain type
of product or process.

Codex and International Food Trade
The publication of the Codex Alimentarius is intended to guide and promote the elaboration and establishment of definitions and requirements for foods to assist in their harmonization
and in doing so to facilitate international trade.
A principal concern of national governments is that food imported fromother countries should be safe and not jeopardize the health of consumersor pose a threat to the health and safety of their animal and plant populations.
Governments of importing countries have introduced mandatory laws and regulations to eliminate or minimize such threats. In the area of food, animal and plant control, these measures could be conducive to the creation of barriers to inter-country food trade.

Sanitary and Phytosanitary Measures (SPS) Agreement
Relates to the protection of human, animal and plant health and life.
Encourages use of international standards where they exist andidentifies the Codex Alimentarius Commission food standards, guidelines and other recommendations as consistent with the provisions of SPS.
Covers all relevant laws, decrees, regulations; testing, inspection, certification and approval procedures; packaging and labelling requirements directly related to food safety.
The WTO SPS agreement is the leading multilateral agreement affecting the international food trade.

SPS Agreement and International Food Trade
SPS requirements influence the ability to export agricultural and food products to the European Union.
Sanitary and Phytosanitary Measures (SPS) Agreement
The SPS Agreement sets standards for China so that their products will meet the standards of the EU.
The SPS Agreement clearly affirms a WTO member’s rights and authorityto adopt and implement regulations to establish the level of sanitary or phytosanitary protection deemed by the member to be appropriate.
SPS measures can play an important role in the restriction of free trade. For instance, fruit and vegetables are typically subject to strict controls related to pest and plant diseases.

The EU integrated approach to food safety aims to assure a high level of food safety, animal health, animal welfare and planthealth within the European Union through coherent farm-to-table measures and adequate monitoring, while ensuring the effective
functioning of the internal market.
