Although we have been silent for a spell, our activities have been anything other than dormant. We held once again our annual picnic at the Sandy Bottom Nature Park which was attended by both members and member invited guests. Highlights of the picnic can be found further within this newsletter. The chapter also focused much of it’s time on the Chesapeake Bay Region Conference sponsored by our chapter, and held at the Hampton Convention Center in early November. As anyone who has arranged a conference knows, or for those who haven’t could imagine, this was a major undertaking by our chapter and approximately a dozen members and couple of friends of the chapter assisted in achieving a very successful conference. Our conference chair Michael Diggs, provides a brief about the conference within this newsletter. You’ll be able to read more about the conference activities which will be published in the next SAWE Inc. Journal. Our Treasurer, Calvin, reports on the handsome profit the chapter made from the conference as well which will allow us more margin and flexibility in our future plans. We also bid a farewell and our thanks to Al Giedraitis at a chapter luncheon in January held at a local restaurant. Al served as Vice President from 2005 until January 2007. I and over 20 members celebrated Al’s service to our chapter and the society, as well as wished him the best as he retires from Northrop Grumman and relocates to Idaho Falls. I also introduced my appointed Vice President, Alan Titcomb, who will serve in Al Giedraitis’ position until the elections and appointment of a new board in spring. The board met in January to map out the remainder of the chapter year, so you will find within this newsletter, a calendar of planned and to-be- determined events. The next event forthcoming is support of the Peninsula Engineer’s Council Career Day at NASA Langley, and the customary PEC Award Banquet, both in February. Our Director, George Cebra, will address these event particulars and the need for volunteers. him the best of health and happiness in his new life in Idaho.

Al will be tough act to follow. That’s where I come into the picture as his appointed replacement. It really hit home to me when Al, on his last day, left me on my desk a stack of notebooks of his SAWE activities that I can barely see over. As his replacement, I promise to 1.) Try to find time to delve through this impressive stack of paper on my desk; 2.) Do my best to fill this important Chapter role; and 3.) Try to ignore all the Dick Cheney jokes volleyed in my direction since Al left (No, I’m NOT a hunter so you are all safe!) While I have the opportunity, I’d like to bring you up-to-date on the development of the SAWE Marine Vehicle Weight Engineering textbook on which both the Hampton Roads and Capitol Area Chapters have been busy working. The entire 400-page book is essentially complete and Dom Cimino, Leader for the textbook’s development, has forwarded it to the SAWE Board of Directors for review and comment by March 1. David Tellet of NAVSEA has done a great job of editing and getting the many chapters into the best form for

publishing. The final product will look as professional as any other book of its type. We expect to receive final official approval from SAWE at the May Annual Conference in Madrid and it will go on sale soon after. To all those involved in the project, Great Job! Again, congratulations and best wishes to Al Giedraitis on his retirement. I’m honored to be appointed as his replacement and I’ll do my best to fill his shoes as Chapter Vice President. Alan Treasurer aanndd MMeemmbbeerrsshhiipp--Calvin Peterson This has been another great year for our chapter. What stands out is a very successful Chesapeake Bay Regional Conference. It took a lot of work. The success of it once again made manifest that we have talented people willing to take the challenge to promote to a higher level the mass properties discipline. By showcasing our chapter with such a successful conference and well thought out lunch and dinner meetings and other activities others have been attracted to this chapter. As a chapter we want to highly welcome two new members, Johnny Stacks and Ken Woerheide. Also, we've had the joy of John Hughes renewing his membership. Their coming on board pushes our membership close to the fifty membership mark we enjoyed in the 2005-2006 year. Continue to tell others about SAWE. Invite them to our meetings and other activities. We continue to remain financially stable. We received quite a boost from the Chesapeake Bay Regional Conference. Not only was the conference successful in accomplishing its main purpose, it also yielded $2090.89 for our chapter!! Calvin

Director’s Report – George Cebra Hello fellow members of the SAWE Hampton Roads Chapter; it has been a little while since our last newsletter, but this chapter was very busy with the planning of the regional conference right here in Hampton Roads at the Hampton Roads Convention Center/Embassy Suites during the first week of November. Things were hectic right down to the wire. The volunteers were greatly appreciated. Michael Diggs did a good job as the chairman and Andy Schuster as cochairman. There was so much planning involved and a lot of coordination with the conference center. Gerry Tschabold helped out tremendously by getting nine sponsorships, one unfortunately, however, having to decline the day prior to the event. We also owe a lot to Elaine Holt of Northrop Grumman Corporation for such sponsorship support. Andy Schuster did a very good job in coordinating the training classes. There was a great turn out for Bill Fox’s inclining class. The class enjoyed the time aboard Miss Hampton and fortunately it was a beautiful afternoon. Bill Boze gave a good class for the first time for Introduction to Mass Properties. We even had people from England who enjoyed the class as they embark on their new carrier program. The sponsorships and training classes are what help pay for a major portion of the conference. Alan Titcomb did a wonderful job getting all the technical speakers lined up. That was quite an undertaking. Alan went down many avenues trying to get that program together. The technical session turned out very well and it was very nice to have the opportunity to listen to some of the presentations. I also want to give Bob Chitwood recognition for all the help with the flyer, the brochure, the award plaque, and being part of the award committee. Rae Balson and Cheryl Park did a wonderful job with the registration. I could go on and on with all the people who helped make this event a success; all are appreciated.

Plans are in the making for the 2007 Engineer of the Year Award Banquet and Career Days in February. Volunteers will be greatly appreciated. I think SAWE had the best manned both at the event last year. I ask you to please try to help out with this event. Look for upcoming Newsletters and Flyers for the different events. Your participation in this Society is what makes the Hampton Roads Chapter such a great Chapter. Regards, George Secretary’’ss RReeppoorrtt – Andy Schuster I have not much to report, because Bill Boze & Bobby Chitwood are handing many of my duties to compile minutes and publish the newsletter. I have been given certain action items by the Executive Committee most of which I have completed or I’m still working on. With that said, it’s about time for me to step down this May, to let someone else to join the Executive Committee. This is a great opportunity for some one to get active in our chapter because the other officers will probably run for reelection. Whoever takes over as our chapter Secretary will be joining a great team, and will have much help. At the request of the Executive Committee, I am preparing an invitation for SAWE Inc. to hold the 69th SAWE Annual Conference in 2010 in Hampton Roads. Our invitation will list several hotel sites in the cities of Virginia Beach, Norfolk, Hampton and Williamsburg. Each location is attractive for various reasons, so the site selection subcommittee of the Hampton Roads Conference Planning Committee will have to do a trade off next fall between the four areas. The invitation also assumes that by 2010 SAWE Inc. will have successfully implemented its program to relieve

the host chapter of many of the administrative tasks such as registration, training coordination, vendor room setup, and creating badges. This assumption means that Hampton Roads chapter members can focus their time on preparing presentations and even papers leading up the conference, rather sweating the planning details. I expect that our planning efforts for the 69th SAWE Annual Conference will be 1/3 of our efforts for the 2006 CBRC, which was so successful. I believe that the Hampton Roads chapter will have the highest representation at the 66th Annual conference in Madrid Spain. I believe that at least five and as many as seven Hampton Roads chapter members will attend the 66th SAWE Annual Conference in Madrid, this coming May. Two of us will pay our own way and make a family vacation around the conference. The others will make a blitz trip of it, with just a few hours to overcome jet lag each way, many hours of writing memorandums justifying the attendances, and they will be at work on Memorial Day. Overall, our chapter the chapter will play an important role in making this conference successful since our members are leading the effort to develop new standards, the training program, exhibitions of new technology, co-chair the Marine G/I sessions and most momentously have contributed a major

portions of the Marine Vehicle MPE textbook. So, most of us will be very busy in Madrid. Andy

Hampton Road SAWE Annual Picnic Once again, there was a strong turn out for our annual picnic held at the Sandy Bottom Nature Park in Hampton. Co-Chairs Al Giedraitis and John Capin did a stellar job ensuring the site was reserved, grill was ready, food plentiful, and entertainment to boot. The grub consisted of barbecue, Boze’s Special BBQ Chicken, Mitchell’s famous Corn chowder, hamburgers, hot dogs, beans, drinks, and dessert. No-one left hungry or unamused. The competition this year was provided by Al Giedraitis, who challenged us with prioritizing supplies if we were stranded on the moon. Most members don’t know how or why this member had so many correct answers, but Bill Fox won the competition with a very impressive score. The chapter members also bid-farewell to Ian and Sissy MacConochie, whom both left the Williamsburg area to return to a land they once resided in their earlier days, Charlottesville, Virginia. Both Mac and Sissy are doing fine, and enjoying spending time with their three grandchildren; one 14 years of age, one 9, and the latest addition just 10 mos. old.

Chesapeake Bay Regional Conference ’06 Overview The 3rd SAWE Chesapeake Bay Regional Conference was a huge success! There were 108 attendees representing ten states and also Washington, D.C., three countries including Norway and United Kingdom and 25 corporations or government entities. The three-day colorful line-up of events included two training courses – (1) Inclining Experiment with an actual test on the Miss Hampton II (a 64-foot

harbor tour boat) and (2) Introduction to Mass Properties, reviews of Functional Recommended Practices and the first ever Marine Weight Engineering textbook, an exhibition hall, technical presentations, the first ShipWeight North American User’s Group meeting, a tour of NASA Langley Research Center, and a glimpse into yesteryear with a captivating oration on the Battle of the Ironclads given by luncheon speaker Dr. John Quarstein. The Conference was held on November 1st, 2nd, and 3rd in Hampton, Virginia at the Hampton Roads Convention Center adjoining the

Embassy Suites. The site is located in the heart of Hampton Roads next to the Hampton Coliseum and the impressive facilities served our purposes well. The Technical Session attendance was 56. The general, marine and aerospace sessions consisted of 13 technical presentations plus the keynote address given by Dr. Vince Rausch of NASA on the challenging ARES I and V space programs. The Inclining Experiment class was taught by Bill Fox with 22 students and the Introduction to Mass Properties class was taught by Bill Boze with 35 students. There were eight exhibition booths including Altair Engineering, BAS Engineering, General Electrodynamics Corporation, HyperSizer, Intercomp, Northrop Grumman Newport News, Space Electronics, and YLA Inc. Coffee and snack breaks were sponsored by General Electrodynamics Corporation, Intercomp, and Northrop Grumman Newport News. As evidenced by the strong participation from the community, the conference committee deems this regional conference a strong win for the society. The committee saw an opportunity to provide services to the society’s members. We set out to provide a forum to exchange new weight engineering methods, provide quality foundational training classes, hold textbook and recommended practice reviews, and generally promote recognition of Weight Engineering. The overwhelming response validated that we accurately perceived the need. We indeed provided a service to the members and met the goals of the society. Al Giedraitis Farewell

Chapter members converged at Johnny Carino’s Restaurant in Hampton on January 22nd to show our appreciation for Al Giedraitis’ service to the chapter and the society, and to bid him farewell as he retires from Northrop Grumman Newport News and retires out in Idaho Falls. Over twenty members were present including our distant member, Gerry Tschabold, who was attending a conference in the local area. Bill Boze representing the membership at large, presented Al with a plague thanking Al for his contributions, some of which included chairing for two years our annual picnic, assisting in launching and managing the completion of member authored chapters for the Marine Mass Properties Handbook, attendance at two International Conferences (one at this own cost) and our regional conference, substituting for the chapter president when absent from Chapter meetings, Board meetings, or other unplanned absences, assisting with the PEC Career Day at NASA Langley, assisting in nominations for Honorary Members and PEC Engineer of the Year , and being the Awards Chair at the recent Annual Conference. Obviously, the board will certainly miss Al’s support, and miss him as a friend as well. We wish you the best Al!

The members also welcomed Alan Titcomb, as the President appointed Vice President to serve the remainder of Al Giedraitis’ term. Alan Titcomb has always been a great supporter of the chapter and society, participating in many of the same activities as Al (Giedraitis), and we were all pleased to have him graciously accepted this appointment. SAWE/Frank Fong Memorial Scholarship In May 2006, the SAWE Board of Directors approved a continuation of the Scholarship Program for Children and Grandchildren of SAWE Members. One $1,000 scholarship was approved for the 2007-2008 school year. In addition, one scholarship will be awarded from The SAWE / Frank Fong Memorial Scholarship, established in 2005 by the SAWE and Fong family in honor of SAWE past-President and Honorary Fellow, Frank Fong. The award amount for that scholarship is also $1,000, making a total of two $1,000 scholarships to be awarded in 2007. Eligibility requirements are the same for both scholarships, except to be eligible for the SAWE/Frank Fong Memorial Scholarship, applicants must be enrolled, or plan to enroll, in a technical course of study (e.g., engineering, physics, mathematics, computer sciences, etc.). There is no course of study requirements for the general SAWE scholarship. Both scholarships use the same application form and administrative procedures which are posted on this website. Scholarship America will administer the program again this year. As was the case in past years, in no instance does any member of the SAWE or the Frank Fong family play a part in the selection of the winners. Applications will be accepted starting February 1, 2007, and must be postmarked no later than April 1, 2007. Additional information and application forms are posted on the SAWE website (www.sawe.org). Applications may be downloaded from the website.

National Engineers Week The last week of February is Engineer’s week and the PEC will be holding its annual Career Days event for high school students February 21st and 22nd from 10 AM till noon with the annual Engineer of the Year Award Banquet dinner to be held on Saturday February 24th. Volunteers are desperately needed to assist Career Days at Langley/ NASA Research Center, Reid Conference Center, to help assist in set up of the SAWE Booth, staff it and help dismantle the booth. Please help out and contact either me (380-7473) or Bill Boze (688-9884) or by e-mail. We need to submit the names for staff by February 15th. This year, the Engineer of the Year Award Banquet dinner will be held at the Point Plaza Conference Hotel on J. Clyde Morris Blvd, Newport News, Saturday, February 24th. The banquet starts at 6 PM with a social hour with cash bar, dinner at 7 PM and presentations starting at 8 PM. A jazz trio will be playing from 5:30 till 8 PM. The tickets are $35 a piece and can be purchased through me. Please consider attending. There will be a very delightful dinner menu consisting of your choice of:

• Seasoned Petite Filet Mignon & House Made Jumbo Lump Crabcake w/o Mushroom and Lemon Glaze

• Breast of Chicken Oscar w Asparagus, Crabmeat and Hollandaise Sauce

C-17 on LHA Air Force Adds new capability to C-17

The USAF and USN announced today that the first ever C-17 carrier landing has been a total success. In other news, both services are reviewing methods to fly the aircraft off the carrier.

Chesapeake Sailing Craft, Recollections of Robert H. Burgess The book “Chesapeake Sailing Craft, Recollections of Robert H. Burgess” written by Robert H. Burgess and edited by William A. Fox which has been used as a speakers gift at SAWE meetings is available to anyone who is interested. From the time Robert Burgess was a child, he began photographing ships and steamers with his Brownie camera. The first edition of “Chesapeake Sailing Craft” contained 236 shots of the day’s commercial sailing craft. The new expanded edition “Chesapeake Sailing Craft, Recollections of Robert H. Burgess” includes 150 additional images and captions. The Virginian-Pilot & The Ledger Star Dubbed Burgess “Mr. Chesapeake Bay” in 1983. The National Society of Professional Engineers founded National Engineers Week in 1951. It’s always celebrated at the

time of George Washington’s birthday. Our nation’s first president was a military engineer and a land surveyor. The mission then, and now, is to increase public awareness and appreciation of the engineering profession.

Peninsula Engineers Council Annual Banquet With Presentation of the 2007 Engineer of the Year and Doug Ensor Awards

Engineer of the Year Dr. Douglas O. Stanley is the recipient of the 2007 Peninsula Engineer of the Year Award. He was nominated for this recognition by the American Institute of Aeronautics and Astronautics (AIAA). Dr. Stanley is currently serving as a Visiting Professor from the Aerospace Engineering Department of Georgia Tech in residence at the National Institute of Aerospace in Hampton, VA.

He is an internationally recognized expert with over 20 years of experience leading the systems engineering and analysis of advanced space transportation systems in government, industry, and academia. In his current position, he teaches and leads student research in aerospace engineering and performs engineering consulting for NASA in the development of systems for human space exploration. Dr. Stanley lead a NASA Team to define the systems, schedule, programs, budgets, and technologies required to return humans to the Moon, service the International Space Station after Space Shuttle retirement, and to eventually transport humans to Mars. As a result of Dr. Stanley’s extraordinary engineering achievement, the NASA Administrator recently awarded him the NASA Distinguished Public Service Medal, which is NASA’s highest award. Prior to joining Orbital Sciences, Dr. Stanley had a 12 year career at NASA Headquarters and NASA Langley Research Center. At NASA Headquarters, he served as the technical lead for NASA efforts under the Reusable Launch Vehicle Program. Prior to his service at NASA Headquarters, Dr. Stanley served as Lead Engineer for NASA Langley’s Advanced Manned Launch System Study, Single Stage Vehicle Study, Access-to Space Study, and other studies related to NASA’s Reusable Launch Vehicle Program.

Doug Ensor Award Mr. Patrick Ryan was named the 2007 Doug Ensor Award recipient for Young Engineer of the Year by the PEC. The Engineers’ Club of the Virginia Peninsula (ECVP) nominated Mr. Ryan, who works as a Senior Engineer in the Structures and Hydrodynamics Department at Northrop Grumman Newport News.

Mr. Ryan is a 1998 graduate of Virginia Tech with a B.S. in Aerospace and Ocean Engineering. Since joining Newport News in 1998, Patrick has had work assignments in the areas of submarine design, submarine research, analysis of submersibles for special operations, and aircraft carrier nuclear reactor design.In 2003, he received an award under the shipyard’s Timely Award Program for his work in revising the NAVSEA Temporary Alterations Manual for submarines under a limited budget and an aggressive schedule, and again in 2004 for helping develop and test the company’s radio controlled model of a concept submarine called Newport News Experimental Model while also serving as deputy team lead on another concept submarine program funded by the Defense Advanced Research Projects Agency and the Navy. In 2005 Patrick received an award for developing a detailed technical plan and proposal to support the investigation and mitigation of hydrodynamic issues with the Navy’s Advanced SEAL Delivery System, the latest generation of mini-subs used in SEAL operations. Patrick is a local and national leader in the Society of Naval Architects and Marine Engineers (SNAME), and is an active member of the American Society of Naval Engineers, Naval Submarine League, and Engineers Club of the Virginia Peninsula. Patrick was named the 2005 Young Engineer of the Year by the Hampton Roads section of SNAME.

The topic will be: "How important is Engineering, anyway?" Mr. Edenzon will talk about the role of engineering in keeping American companies competitive.
