FEDERAL - EPA Microbead-Free Waters Act of 2015 - December 28 - The President signed the microbead ban, which requires manufacturers to stop using microbeads in their products by July 1, 2017. Waters of the U.S. (WOTUS) - January 19 - The President vetoed SJ Res 22, which would have overturned EPA’s WOTUS rule. The EPA is currently prohibited from enforcing the rule due to the October U.S. Court of Appeals order. STATE - MARYLAND (MDE) January 12 - A meeting organized by the Northeast Authority was held with MDE representatives, including Secretary Grumbles. Various topics were discussed, including the Maryland Zero Waste Plan, guidelines on recycling, extended producer responsibility, and anaerobic digestion. MDE will convene work groups to discuss some of the topics and counties are currently reviewing the Zero Waste Plan to determine their priorities. STATE - MARYLAND (Legislative) The Legislative Session began on January 13th and will run until April 11th. Anaerobic Digestion - HB 61 - Would provide MDE with the authority to (1) create regulations to govern the permitting and operation of anaerobic digesters and (2) create regulations to govern the permitting and operation of material recovery facilities. Community Cleanup and Greening Act of 2016 - HB 31/SB 57 - Similar to the bag bill that was introduced last year (HB 0551-2015 and SB0621-2015), except that instead of a ban on plastic bags the proposed legislation would prohibit the free distribution of plastic bags. It does not indicate how much should be charged for plastic bags but does require a 10 cent charge for paper bags. Northeast Maryland Waste Disposal Authority - SB105 - Would change the name of the Authority to be the Maryland Regional Resource Management Authority and would give it authorization to construct, operate, etc. a resource recovery park. Paint Stewardship Program - SB201 - Would require paint producers or a representative organization to create and submit a plan for a Paint Stewardship Program to MDE by April 2017. The program should provide for the reuse and recycling of paint. Would require retailers and distributors to be involved in the Stewardship Program in order to sell paint. Montgomery County Styrofoam drink and food container ban - passed in 2015, effective January 1, 2016. Food service businesses serving or selling food may not use polystyrene food service products. SWANA’s Manager of Landfill Operations (MOLO) 3-Day Certification Course

March 15-17, 2016 The SWANA Mid-Atlantic Chapter is offering SWANA’s Manager of Landfill Operations (MOLO) 3-Day Certification Course, March 15-17, 2016, with the certification exam on March 18, 2016, at the Higher Education and Technology (H.E.A.T.) Center in Aberdeen, Maryland. This 3-day course consists of presentations by SWANA certified landfill instructors, classroom exercises, case studies, a half-day tour and field exercise at a local landfill. Upon completion of this course, participants will: Understand the issues to be considered when planning, operating and closing a landfill, including landfill economics. Learn the basics of landfill site restrictions, how to comply with design requirements, bioreactor landfills, leachate

and landfill gas management. Know about compliance inspections, basic regulatory standards and the importance of safety and contingency plan. Prepare for SWANA’s MOLO certification exam. DISTRICT OF COLUMBIA Styrofoam drink and food container ban – passed in 2014, effective January 1, 2016. Businesses or organizations serving or selling food may not use polystyrene food service products. They must instead use compostable or recyclable food service ware. http://doee.dc.gov/foam NEWS UPDATES Philadelphia requires in-sink garbage disposals to help divert food waste. Bill No. 150651 went into effect on January 1st. A demonstration pilot showed that homes with garbage disposals reduced 35% of their food waste. The SWANA Mid Atlantic Regional Road-E-O is scheduled to be held on May 20, 2016 at the Northern Tier Solid Waste Authorities Landfill No. 1, 540 Old Bloss Road, Blossburg, PA 16912. The Northern Tier Solid Waste Authority is looking forward to hosting the Road-E-O with the assistance of Wayne Township Landfill of Clinton County, PA. If you are interested in competing in the Regional Road-E-O, please complete an application and return it to the address on the form no later than May 1, 2016. Contestants must be a SWANA member in good standing or someone else in their agency must be a SWANA

member in good standing. The number of participants may be limited for each event, so please register early. First and second place winners will be eligible to compete in the SWANA International Road-E-O Competition, which will be held on September 3, 2016, in Dublin, Georgia. The SWANA International ROAD-E-O is an annual competition that gives 1st and 2nd place State Road-E-O winners from across the United States and North America the opportunity to compete for cash prizes, awards, trophies, and, for the best of the best, the title of “Top Gun.” Additional information regarding the International Road-E-O can be found at the following link: https://swana.org/Events/ChapterEvents/InternationalRoad-E-O.aspx.

The SWANA Mid-Atlantic Chapter is a believer in supporting the higher education goals of today's youth. The Chapter offers college scholarships to eligible students working toward undergraduate or graduate college degrees. In addition, the Chapter will submit the application of the most-qualified, eligible candidate for the Grant H. Flint Scholarship Awards Program administered by SWANA International.

The Chapter is currently looking for an organization to sponsor the highest scoring candidate. The sponsor could be any organization and can suggest a name to be given to the award. The Chapter will accept an annual sponsorship of either $500, $1,000, $1,500 or $2,000.
