The Solano Parking Demand Study will analyze the current supply and future needs for parking at or near Transit Facilities of Regional Significance in Solano County. As a component of this Study, STA has hired a consultant who will:

• Analyze Transit Parking Demand near the new SolanoExpress stops and potential new Park-and-Ride Lot on Fairgrounds Drive

• Survey potential sites for a potential park-and-ride lot near the new SolanoExpress stops on Fairgrounds Drive/SR 37, with consideration to Solano County’s Solano 360 proposed development and Six Flags expansion plans.

• Estimate the annual cost for the Operation and Maintenance (O&M) of the new or improved parking facilities annually, and over a 10-year period.

4. OPPORTUNITY FOR PUBLIC COMMENTCynthia Tanksley expressed concern regarding the replacement services for the recently

discontinued Benicia Dial-a-Ride. She stated that the equivalent accessible transportation option

only runs Monday through Friday while Benicia Lyft runs seven days a week, thus impacting

riders who are unable to take Lyft.

John Sanderson stated that he would investigate this issue and get back to Cynthia.

Dear Mayor _______________ and Members of the City Council:

Since its original formation on November 30, 2010 and the official consolidation of transit operations under its own name, Solano County Transit (SolTrans) has successfully worked towards the goals established by the founding Guiding Principles to enhance service coverage, frequency, affordability and mobility options, subject to available funding. While the transition to a consolidated system has been very successful, projections for long-term funding are not good with estimates that project stagnant or declining revenue streams. SolTrans Staff began exploring options for new revenue streams, which included sponsoring legislation to convert the current JPA into a Transit District. Such conversion would make SolTrans more competitive for Transportation Development Act (TDA) funding or possibly, Cap and Trade funding, while giving SolTrans the authority to place a sales tax measure on the ballot or issue bonds, all of which would potentially generate sufficient new revenues to sustain the current levels of service, if not incremental increases.

Once established, the newly formed SolTrans Transit District would assume all rights and responsibilities, including its employees, properties, and assets from the existing JPA. Furthermore, in recognition of Solano County’s heavily transit-dependent population, the new District would be able to annex additional cities or an unincorporated area of Solano County, consolidating services and funding with projected savings as were achieved with the original consolidation of the transit

We propose a seven (7) member Board initially comprised of the Mayors of both Benicia and Vallejo, along with a Councilmember from each jurisdiction appointed by the respective council, plus two voting members from the STA, and the seventh member to be a resident of the District appointed by the other six members until such time as new areas are added. We envision that at that point, the composition of the Board could be expanded to include additional jurisdictions.
