SOMERTON – Then and Now

Somerton is a growing market town with, currently, some 5000

inhabitants but with plans to grow that number to 6000 in the next few

years.

Somerton, the old county town of Somerset, is still very much at the

heart of the county. Nearby are the ancient sites of the Romano-British

people who, like the present day population, found it a delightful place in

which to settle, raise their families and ply their trade. It was used to

seeing judges on circuit arrive at the county court; it heard the tramp of

the warring factions in the English Civil War and the 1685 Monmouth

rebellion. Moving on it became a centre of travel in the heyday of the

stagecoach and throughout it all has been surrounded by cider orchards,

woodland and green pasture.

Somerton in the 1850’s boasted a large selection of trades including

carpenters, chemists, grocers, solicitors, tailors, wheelwrights and saddle

makers. In addition Somerton was chosen as the first built up

conservation area for the county.

Somerton has retained its character with many buildings of interest

including the Buttercross, St Michaels Church, the Town Hall, the

Almshouses and many other beautiful houses all built in the local stone.

In addition there are some remarkable shops, cafes and restaurants,

small by city standards but carrying an outstanding range of local,

national and international quality products, providing a personal service

that makes shopping and eating in the town a pleasure.

Somerton has a vibrant and active community which is growing. It is a

great place to live, to visit and to use as a base to explore the beautiful

Somerset countryside from the Mendips to the Quantocks to Exmoor to

the North Somerset coast.

Introduction

The draft Somerton Community Plan has been put together by members

of the community working as a Steering Group, based on the extensive

feedback and suggestions/ideas gathered from a number of public

meetings and consultation exercises. The aim is to give local people the

opportunity to have input into the way Somerton will grow and change in

the coming years.

The plan will include a number of subjects including housing, business

opportunities, community facilities, transport, heritage and the natural

environment together with thoughts about maintaining and improving the

quality of life for our residents. It will also include ideas for projects and

improvements that the community can take forward in the coming years

with the support of external funding where possible.

The plan will run until 2022 and will, hopefully, provide the basis for a

longer term plan, which is why planning for the younger generation is as

important as the lifetime needs of the community as a whole.

The plan is presented as in draft form and is distributed on-line to the

appropriate organisations and statutory bodies. It will also be available to

read on the following websites:-

Green Spaces • Reduce density of future developments and

ensure that green spaces are included andmaintained.

• Ensure that landscaping within newdevelopments enhances the environment andencourages wildlife and preserves green spaceswhere possible.

• Appropriate species of trees and landscapingshould be chosen to mitigate the loss of treeswithin developments.

• 11 comments in all about trees! More treeplanting to be encouraged perhaps alongpavements where feasible.

• Create a green area/park/public garden forquiet/pleasure/relaxation in the centre oftown to encourage walking and provide peacefulspace (3 comments)

• Safer footpaths along busy roads with hedges,and better sign-posting of paths requested.

• Recreation Ground currently a wind trap andlacking in trees for shelter and shadedareas, both for sport and young families (4comments)

• The current Recreation Ground area shouldremain intact and be protected andenhanced.(4 comments)

• Better light control within the area

• Children’s Royal Oak treeProject completed for theQueen’s 90th birthday yearin 2016.

• A Community tree plantingproject including the schoolsis planned for the Autumnon the Recreation Groundwith SSDC Tree Officer

• The development of DavidWilson Homes beside theRecreation Ground isscheduled to include awildlife/amenity area in thesouthern section of the plot,which on the plans, includesa few Oak trees

• Landscaping plans are availableprior to or during the formalapplication on the SSDC web-siteand can be commented on byindividuals via e-mail or letterto the Planning Dept at SSDCand are publicised within theplanning application, before afinal decision is made. This is ifthey are submitted before thedeadline!

• Lighting can be commented on andsuggestions forwarded toHighways Dept at SCC

• Ensuring that the Community TreePlanting Project is well supported by thecommunity

• Encourage the planting of trees withinand around the town to enhance thebeauty of the town

• Ensure that the feedback from thecommunity with regard to green spaces isaccurately represented in the VisionDesign Statement so thatplanners/developers consider the wishesof the Community and are able toincorporate them within reason.

• Ensure that ‘Green Corridors’ toprotect/facilitate movement of wildlifeare maintained according to the LocalPlan published last year

• Public Consultation will take place whenSCC have submitted their draft plansfor a One Way System.

The following suggestions can be put forward to Highways SCC/ STC A & H:

• speed bumps on every entrance totown

• Zebra Crossing opposite Cemeteryalong Behind Berry

• Many of these issues may be resolvedthrough the Public Consultation aboutthe One-way system.

• SCC Highways have plans in place tomoderate the traffic flow along BehindBerry.

• Hop-on, Hop-off transport needsresearch.

• Accessibility and facilities forwheelchair users are also beingconsidered within Theme A -Community Facilities.

• There were 3 requests forwider pavements which aredifficult to alter in the Centreof Town, which was built anddesigned pre motorvehicle/buses (SCC Highways)

• Request for more seating in the MarketSquare – A & H Committee?

• Request to SBTA (Somerton Businessand Trades Association) to ‘borrow’ andmodify the map of Somerton tohighlight the public footpaths?

• Research is required for the feasibilityof creating/mapping Cycle Routes forthe future.

• With Hinkley Point within 40 mindrive = Govt push for more housing!

• Infrastructural needs assessed byLocal Authority (SSDC and SCC)

• Sizes and proportion of affordablehousing/bungalows within adevelopment determined betweenSSDC and developers with inputfrom STC

• The housing allocations/direction ofgrowth for Somerton have beenfulfilled as part of the currentLocal Plan

• The current housing targets havenow been met by Somerton, howeverthe Town is still under pressure toaccommodate further housingdevelopment within Govt directives

• Ensure the Community has a betterunderstanding of how the planningprocess works and encourage moreinvolvement ?STC

• A Vision Design Statement is part ofthis Plan and will require adoption bySTC and SSDC to ensure developersare fully aware of the needs andaspirations of the Community

• Encourage Community feedback to thisPlan and the VDS

• Once adopted, the Plan and VDS willneed to be monitored and updated bythe Steering Group as necessary toensure progress is made and ideasexplored.

Somerton Vision Design Statement 2017

The purpose of the Statement is to set down principles based on the distinctive local character of Somerton, to ensure that any new development is compatible with this

character. It has been prepared by and for the community of Somerton following an extensive

period of public meetings and consultation. The document is intended to manage change and influence future developments in a

positive and enhancing way.

Town Context and Character

Somerton is a picturesque market town listed in the Domesday Book of 1086. Its medieval street pattern survives with the 2 original main streets – Broad Street and

West Street – meeting in the historic Market Square centred around the Buttercross and the Old Town Hall.

The majority of the buildings within the Town are of local Blue Lias stone which is quarried nearby, many of which date back centuries: a large proportion of this area

is designated a Conservation Area with many listed buildings throughout.

New buildings which have been ‘in-filled’ have, in the most part blended in well. However the new major housing estates in progress to the western edge of town

mirror ‘new builds’ everywhere else countrywide, with little reflection of local distinctiveness.

Somerton has been populated for some 2000 years, being well sited on a ridge overlooking the river Cary valley to the North and the narrower cutting of the Mill

Stream to the South, into which flows the storm water drainage for the entire Town.

IN SUMMARY THIS STATEMENT IS INTENDED TO ESTABLISH SOMERTON AS A PROGRESSIVE PLACE WHICH, WHILST REMAINING FIRMLY ROOTED IN ITS RICH HISTORICAL PAST, IS DYNAMIC AND GREEN IN ITS OUTLOOK TO

THE FUTURE

GUIDELINES FOR NEW DEVELOPMENT

WHEN CONSIDERING FUTURE DEVELOPMENT, THE FOLLOWING PRINCIPLES SHOULD BE ADDRESSED

Aim: New housing developments should reflect the needs of the local population both for existing and future residents whilst remaining sympathetic to the environment and in keeping with existing properties

Recommendations: • Within new developments there must be an acceptable proportion of

affordable housing for younger people and families to maintain a healthypopulation balance

• Ensure that all new developments are environmentally friendly• Height and/or mass of new buildings should be sympathetic and not affect or

conceal historical views in and out of the Conservation Area.• Any new developments should not restrict important distant and roofscape

views or to be dominant over existing properties.• New developments on the approaches to the town should achieve an attractive

entrance to the town through a combination of well designed buildings andhigh quality landscaping.

• New housing development should provide a mix of densities, dwelling types anddesign to provide visual contrast and to create a mixed and balancedcommunity – i.e. An acceptable proportion of affordable housing for youngerpeople and families, and a reasonable proportion of bungalows and 1 to 2 bedhomes for the less able members of the community who wish to downsize.

• Developers should incorporate local design characteristics.• The height and scale of all new developments should be well-related to its

location in respect of existing built form, landscape features and physicalsetting.

• Care must be taken in selecting all building materials used in new developmentto ensure they are compatible with the surroundings. Materials such as BlueLias stone and red clay tiles are typical of the historic core.

• New developments shall recognise the importance of pedestrian and cyclemovements and should provide public footpaths/cycle paths wherever possibleand to line these with trees and grass where feasible.

• New developments shall ensure that there is adequate access for refusecollectors and emergency services.

• The majority of the properties in the town are 2 storeys and this patternshould be followed as this suits the population demographic.

• The possibility of creating Community Land Trusts should be explored toenable a healthy population balance.

Aim: To ensure the existing infrastructures are able to support each new development or be improved upon to enable them to do so.

Recommendations: • Developers should ensure that the existing infrastructures and services such

as health services, schools and local transport can support the number of newhouses planned

• If existing infrastructures are deemed inadequate, provision must be made toexpand these to support the increased population and maintain a healthy andthriving town.

• Pedestrian access both into new developments and from there to the town andits services must be properly assessed and provided for.

• Vehicular access to any new development should be adequate andconsider the pre-existing layout of the neighbourhood

• There must be adequate and safe parking allowed for, which does not impederoad safety.

Drainage: • Drainage impact must be sufficiently researched to ensure that the current

capacity can accommodate the increase in flow• If pumping systems are installed, developers must ensure that the on-going

maintenance is the responsibility of a recognised organisation who will remainaccountable.

• Drainage issues and concerns must be taken into account by developers whowill need to consider holistically the effects of the increased surface andstorm water drainage on the whole town. In particular this includes thecapacity of the Mill Stream, which is the only depository for the town’s ‘greywater’, to disperse the extra flow under all climatic conditions.

• Recent history shows that drainage issues and concerns must be taken intoconsideration fully in any additional development planned.

Aim: To protect the existing attributes of the town and maintain a healthy balance between positive progress and an environment which promotes good health and well-being

Recommendations: • Continue to support the vitality and viability of existing local businesses and

encourage new businesses both in the town and on the local business estates• Promote Somerton as a good place to do business• Preserve all the existing areas of free parking• Implement a one-way system for West Street to make the area safe for

pedestrians and improve traffic flow which, in turn, may attract more peopleto the town

• Maintain the existing footprint of the Recreation Ground to ensure access forall abilities and thereby prevent any housing development on the site

• Ensure that there are suitable recreational facilities for all the communityand enhance that which is currently available

• Ensure that any new development incorporates suitable green areas andlandscaping, utilising appropriate species which will thrive in the localconditions

• New developments should increase local tree cover by judicious planting ofnative species where appropriate and to provide shade and shelter alongsidepublic footpaths and recreational areas.

• Where deemed necessary within the local environmental policy as part of theLocal Plan, green corridors shall be incorporated between developments. Alsothe provision of bat boxes and swift boxes etc shall be incorporated within allnew developments according to the environmental policy

• The need for a park area/ community garden/quiet green space has beenraised by the public within the central/eastern edges of the town and must beincorporated in any future development plans.

• Thus, where development is a future possibility on existing green spaces inthis or other areas of the town, for example on the old cricket pitch which ischerished by members of the public, a small Community Garden area should beincorporated and existing tree cover maintained where possible. This wouldacknowledge the community concerns expressed in the Plan, and provide anopportunity for the generations to work together to create a much neededsmall garden space for all to enjoy.

VILLAGE DESIGN STATEMENTS CAN BE ADOPTED AS A SUPPLEMENTARY PLANNING DOCUMENT WHICH ENABLES IT TO BE A MATERIAL

CONSIDERATION IN DEALING WITH PLANNING APPLICATIONS AND PROVIDING ADDITIONAL GUIDANCE TO BUILDERS, DEVELOPERS,

ARCHITECTS, STATUTORY AUTHORITIES AND THE LOCAL COMMUNITY.
