1. INTRODUCTION
Environmental Consulting & Technology, Inc. (ECT) has prepared this soil removal
report for the former Florida Highway Patrol property located at 7651 US Highway 19,
Pinellas County, Florida. Prior phase II environmental site assessment activities
conducted in connection with the transfer of the property to Pinellas County had detected
an area of soil impact associated with elevated concentrations of polynuclear aromatic
hydrocarbons (PAHs). The concentrations exceeded the soil cleanup target level (SCTL)
pursuant to Chapter 62-777 of the Florida Administrative Code (F.A.C.). A site vicinity
map is provided as Figure 1. The sample with the elevated concentrations detected
during the phase II ESA activities is depicted in Figure 2.
ECT conducted additional site assessment activities at the site. The assessments
indicated that the concentrations of tested parameters in four additional samples collected
five feet from the impacted sample were below all applicable SCTLs. An area
approximately 10 feet by 10 feet by 2 feet was delineated. Source removal activities
were recommended. As detailed in this report, that work was accomplished.
Pinellas County retained ECT to perform soil removal activities. ECT retained the
services of EnviroTek Environmental & Construction Services, Inc. (EnviroTek) to
conduct the excavation, loading, disposal, and backfilling operations. ECT personnel
staked out the area to be excavated using Global Positioning System (GPS) points
recorded during the soil sample collection activities. ECT also performed oversight and
preparation of this soil removal report. The soil removal activities were conducted on
April 6, 2015. A total of 8.3 tons of impacted soil was removed and disposed at the
Republic Industries Cedar Trail Class I Landfill facility located in Bartow, Florida. ECT
has prepared this report documenting the soil removal activities in general accordance
with Chapter 62-780, F.A.C.

2. WASTE PROFILE
ECT and EnviroTek prepared a waste profile required by Republic Industries for disposal
of the non-hazardous soil. After review of the initial laboratory analytical results,
additional analyses were requested.
ECT personnel mobilized to the subject site on March 20, 2015 and collected a shallow
soil sample (upper 2 feet) within the area of impact as close to the sample that had
exhibited the elevated concentrations of PAHs. The location was based on GPS data.
The soil sample was collected into laboratory-supplied containers, stored on wet ice and
delivered to Pace Analytical Laboratories, Inc. for laboratory analysis of volatile organic
compounds and semi-volatile organic compounds. While at the site, it was noted that the
monitoring well previously installed onsite had been destroyed. The limits of the
excavation were flagged using GPS data during the site visit.
The laboratory analytical results indicated that the concentrations of the tested parameters
were below the laboratory’s method detection limits and the cleanup target levels. The
laboratory analytical results are provided in Appendix A. The additional analytical
results were forwarded with a revised waste profile to Republic Industries for review.
The revised waste profile is provided in Appendix B.

3. SOIL REMOVAL ACTIVITIES
The objective of the project was to remove the soils within the limits of the site
assessment findings that had concentrations above the SCTL for certain PAHs. The
limits of the excavation were field delineated by ECT.
EnviroTek and ECT mobilized to the subject site on April 6, 2015. Soils were excavated
from an area approximately 8 feet (east to west) by 10 feet (north to south). The eastern
extent of the excavation was shortened in order to avoid excavating or damaging a
subsurface drainage pipe. The depth of the excavation was 2 feet resulting in the
excavation of about 6 cubic yards or 8.3 tons. The soil was direct loaded into a truck and
transported to the Cedar Trail Class I Landfill facility. The excavation was backfilled
with clean soil and compacted using excavation equipment. Two photographs and a copy
of the weigh ticket and landfill manifest are provided in Appendix C. Given the one-
truckload minimum of 20 tons, the weigh ticket indicates the load at 20 tons.

4. CONCLUSION
In keeping with the scope of work, soil was excavated from the delineated area of impact.
A total of 8.3 tons of soil was excavated and loaded and disposed at the Republic
Industries Cedar Trail facility in Bartow, Florida. Clean backfill was brought onsite the
same day and compacted with the available onsite equipment.
