FRIDAY, HTn Dr;CDMUER, 1951

Sins Of South Africa

THE Durban Chamber of11 Commerce is an influential

body and a statement emanatingfrom tbe president of tbat bodymust naturJlly carry weight. Weare pleased to note that Mr.Butch;r, the ptesident, bas notfollowed the lir.e adopted by someof the extremists, tbough ofcourse we do nOl enlirely agreewith bim in the tribute he haspaid to lhe Mayor, Mr. PercyOsborn. Mr. Osborn, we areafraid, is playing in the hands oftbe present Nationalist Goverr.·ment and is proving a disgr:lcebOlh to Ihe moderate mindedNationalists as well as to t he verylarge number of the Englishspeaking people who have slillretained their tradition of Britishbirpby and'justice, " note whichresol1nds in the last two paragraphsof Mr. Bulcher's statement.

We can well understand :Indappreciate Mr. BUlcher's desireto ret::tin the European characterof the City of Durban, which heclaimS', the forebears of the Europeans had crrated. But will Mr.Butcher be so ungenerous as toforget tb"t the forebears of theIndians have made no small contribution in developing the Cityand that this Province owes itsprosperity to the sweat and bloodof the Indians? Do the Indiansnot merit at least some return? And what do they ask? Theyask for nothing more lhan to betreated as self respecting humanbeings. The acid test for theEuropean is 10 place himself inthe position he seeks to place theIndian in and ask himself if hewould feel salisfied. If he wouldnOI, :md we have not the leastdoubt that he would not, thenwhal justification has he to expectlhe Indian to be satisfied? Weare ill agreement a hundred percenl with Mr. Butcher's fol~owing

ob,erv31iom: "Tbere could beno justification for proceedingWilh lhe plan unless all racialsroups were equally, fairly andjuslly treated and unless provis.ionwas made in advance for otherareas suitable for residential development and equally providedwilh essemi::l services. Tbest:lndard of European civilisationwill be on trail. It remains to bejudged whether we C3n be trusted10 deal f:lirly with the unfranchised' races who :Ire dependentupoa us."

Ol1~ past experience, however, gives us no reaSOD to hope tb:!tuDfranchised races will be trutedas Mr. BUlcher would like them tobe treated. If there wa~ anhonest and rca I desire to so treatthem that c:ln be done withoutthe obnoxious and bumili:ltingml:3SUre such as the Group AreasACl, Scrap the Act' to·day andsee if the Indi.1ns do not heaulyco-operate Wilh the authoritiesin working in the true spiritevinced by Mr, Butcher.

We heartily agree with andcommend to Mr. Butcher theviews expressed by Mr. Fanninthat. God has ordained that weal!-Europe:lns, Indians, Africans

Th~ timehas come when they shouldshed all pride and prejudicesfrom their heart and thinkhumbly of God, and bethankful for all that He hasgiven South Africa, whichis much more ~han an}'other country is able toenjoy or can expect to enjoy.White South Africa ha5unfortunately fallen in thegrip of pride, greed anupr<"judice-a disease thatwill bring about flotflnly their destruction butthc ruination of the wholecountry. \Ve can only praythat they may w<tke upbefore it is too late.

There is evidenceof that ill tbe present agita·tion against the GroupAreas Act by Europeans, who are going to be Ihele<tst affected and shall befull)' compensated for thecomparati\'elr meagre lossesthey m<ty ha"e to suffer.Their losses will be moresentimental than materialwher~as Ihe non-European!>and more particularly theIndians will just be wipedout lock, stock and barrelfor the only sin of wearinga dark skin. So much isbeing heme <tbOlit the evil;l::xisting in Cato l\Ianor butthe authorities are movingat a snail's pace to removethose evils. Instead of im·proving the' living condi·tions of those who arc therewhat we hear is tbat thearea is to be made a European area with all the requirements provided forthem. How vigorously theauthorities have been working to make a sub-way atthe racecourse all for the

"pleasure and convenienceof race goers. \Ve healnow that the sum of£ 1,000,000 is proposed tobe spent on Durban'sbeach, while here in CatoManor children under theage of two are dying intheir numbers every monthof dysentery as a result ofthe criminal ;legligence ofthe authorities. I f this is

under the age oftwo died in the shack· areaof Cato Manor as a resultofdysentery:" I n the previousmonth there were 49 de<tths, and in September, :19. Commenting on this, the chairman of the Public HealthCommittee, Co u n c ill 0 rFrank Cheek, is reportedby the 'N atal l\lercury' tohave said: "The problem ofsupplying some completeform of sewerage in theCato !\lanor :rrea appearsto be insoluble. build communal lavatories."It may be possible in placesto introduce removal services. In some parts wecan dig pits, but in otherswe c:rnnoi."

This is a typical exampleof how non-Europeans areallowed t~ live. One neverhears of Europeans h<lvingto live in ~uch conditions. The reason is quite clear. We have a White Government who is' concerlH:uabout the interests of theWhite people on1)1. ANNUAL COUNCIL MEETING OF S.A.INSTITUTE OF RACE RELATIONS

14th December. ,9SI

The S.A. Institute of Itlce Relations has issued the followingPress statement:THE Deputy Mayor of Cape

Town, Councillor A. A. Bal·sillie, will open the Annual Coun·cil Meeting of the Soulh AfricanInstitute of Race Relations at St.George's Cathedral Hall at 9.30a.m. on Tuesday, 15th, 1952. Inhonour of the Institute the CityCouncil of Cape Town is giving acivic reception :It 4 15 p.m. onWednesday January 161h, 1952.

The 1952 Annual CouncilMeeting of the Institute of RaceRelations promises to be of particular interest for its agendaincludes sucb topical items as theGroup Areas Act, and the con·tentiou.. Liquor Law AmendmentBill, as well as Housing and LOc:J1Government in Urban Areas.

With its threat of dispossession, the Group Areas Act hano;:s lIkea dark shadow over the livesof numerous South Africans.Mr. Kenneth Kirkwood - whob:u recently completed olD'exhaustive examination (published by'tbe Institute) of tbc Act, willlead discussions on its implementation.

The Bill which the Govern-

ment propose to introduce duringthe next Session of Parliamenton tbe powers of local :lIdvisorybO:lrds is not yet available, butthe Institute is anticipating thisBill in its discussion of thepowers :lDd duties of suchboards.

Mr. A. J. Cutten :iDd a member of the Housing Commissionwill speak on Housing, aod theInstitute is preparing an informative memoromdum on newschemes and housing ideas beingcarried out by municipalities. Itis cxpected that this memor:lndum will be of particular use toboth large and small municipalities for it will contain much thatis new - financially, technicallyand in planning - it will containmuch that is new in tbe variousproblems of providing bousing.

The alarming increase in theamount of drunkenness amongAfricans makes the Liquor LawAmendment BiIl a matter of thegravest importance to SouthAfrica. The decision as towhether drunkeness :lmong Afri·cans c:JO be combatted best bytightening existing regulations, orwhetber an entirely Dew approach'8 oeeded to the problem of sup·

plying Africans with materialQpable of being employed in themanufacture ofintoxiQting liquor, are extremely serious responsibilities ror any Government. TheInstitulc has dooe considerablework in investigating the presentposition in the Union, and itsfindings will be of the ulmostimportance.
