BASIC FEES FOR CIVIL AND STRUCTURAL ENGINEERING WORKS

(Subsections 1.1 and 3.2.1 (1) of Annexure 1 of the Agreement)

As per Government Gazette 34875 of 20 December 2011

The basic fee for normal services in the disciplines of civil and structural engineering, pertaining to engineering projects, is determined from the table below. The fee for the cost of the works within each bracket is the sum of the primary fee and the percentage applied to the difference between the cost of the works and the amount in the first column of the table for the relevant bracket.

Standard Specifications for Road and Bridge Works (COLTO) shall be included in the cost for application of this table.

iii The costs of all the structures on the same project shall be cumulative for the

determination of the cost of the reinforced concrete and structural steel portion of the works for application of the sliding scale.

iv The additional fees for the reinforced concrete part of the Works as per the above table

is payable in full (100 %) when the detailed design and all the required working drawings such as steel bending schedules etc. are completed and approved by SANRAL.

NOTES:

The ancillary equipment in 2 above (Accessories) is in accordance with SANRAL’s standard equipment lists for each type of laboratory as indicated in Appendix I of this Annexure.

Payment for equipment and laboratories of a particular type shall only be made for

those periods for which it is required for use on the construction site.

Payment shall be made monthly by multiplying the approved monthly reimbursable

value with a "quantity factor", approved by SANRAL, and also where necessary

with a "time factor" for pro-rata parts of calendar months (both calculated to four

decimal figures).

The quantity factor will be mutually agreed upon between SANRAL and the

Consulting Firm prior to the commencement of the Works and shall, where

necessary, be based on SANRAL’s standard equipment list(s) reflected in

Appendix 1 of this Annexure.

SANAS External Audit, if required, will be paid as a disbursement. Cost to be

agreed with SANRAL.

Travelling cost to and from site is payable in accordance with Table 8 of this

Annexure.

Item 3.1 is payable to accredited laboratories only, covering internal auditing cost

as required by ISO 17025 accreditation. Internal audits to be done quarterly or as

agreed.

Duplicate testing must be agreed with SANRAL and will be paid for in accordance

with the rates in Appendix 3 of this Annexure.

This monthly allowance is applicable only in cases where normal accommodation, without being relocated is occupied by site staff in lieu of other rented accommodation whilst performing supervisory duties approved by SANRAL.

The distance travelled to own home by supervisory staff shall be to the approval of SANRAL.

2. CLASS AND CAPACITY OF VEHICLES ALLOWED

In normal circumstances, also for site staff, the tariff for private vehicles

(Classes A and B) up to 1800 cc will be considered by SANRAL.

In case of material investigations and land surveying, Class B vehicles up to

2000 cc are permissible with prior approval of SANRAL.

In the case of Categories A and B staff in terms of Clause 1.2 of Annexure 2,

tariffs for Classes A and B vehicles up to 2500 cc will be considered by

SANRAL.

Any Classes C and D vehicles for site staff to be approved by SANRAL.

3. APPLICABILITY OF SCHEDULE

The tariffs in this table are fixed for one year only (April – March of each year)

after which the revised tariffs will be applicable regardless of the Stage of the

Project.
