CONTEXT: THE SA REALITY• SA is a middle income country.• Aid only 1% of our budget• Own unique challenges:
• Very high gini – coefficient (0.66)• 129 on the Human Development Index
• Quality of aid more important than the quantity of the aid.
• ODA ideally to be used for:– Innovation,– Piloting or new models,– Risk taking and– Capacity building.

DEVELOPMENT PARTNERSHIP MANAGEMENT IN SA
• SA has in total 30 active development partners• Managed by the International Development Cooperation
(IDC): donor coordinating office within the National Treasury under the Minister of Finance.
• IDC’s Role:– Point of entry/lead agency– Macro management
• Development of ODA Policy Guidelines and management system
• Enhanced ODA co-ordination and capacity-building– Support in ODA delivery/implementation
• Problem-solving• SA stakeholder empowerment – co-ordination units

CORE PRINCIPLES• Aid must support the development plan of
government.• Must be “On Plan” which implies that it must be part
of the planning of a government department, province or local government, if it is not it is unlikely that it will be owned by government.
• Conceptualisation and design must be done by government.
• Modality of aid delivery should be decided by government and be based on the intervention needed.
• Technical assistance is important in the SA context but need to be very selective in what we need.
• SA systems should be used.• Implementation must be managed by government.

SA IN THE GLOBAL ODA DEBATE• SA also engage the development partners on global
debates such as Aid Effectiveness.• SA played an active role in the measuring and
implementation of the PD since 2005.
– SA launched a baseline study on aid effectiveness in 2005 measuring the SAG and its DPs against the agreed 12 indicators on aid effectiveness of the PD;
– SA hosted the Sub-Saharan workshop on Aid Effectiveness in September 2006;
– In 2006, participated in the Monitoring of the PD;
– In March 2007 SA hosted the African policy Seminar on Aid effectiveness;
– Participated in the Evaluation of the Implementation of the PD in 2008;
– Active partner in Accra in 2008;and– Key player during negotiations and final AAA.
• SA also engage the development partners on global debates such as Aid Effectiveness.

• Why do we value this cooperation:

– Less donors driven and more in tune with cultural sensitivities.
– Same level when they negotiate which means more ownership from the “recipient” country and less conditionalities
– Less transaction cost as they do not require as much bureaucratic work
– Use more partner country systems.

future plans and Aid Effectiveness issues. – PSC meeting to discuss progress on projects
