1.0 Introduction The Economic Competitive Analysis Project (ECAP) was initiated to assist the communities within the counties of Bruce, Grey, Dufferin, Simcoe, Wellington, and the Region of Waterloo, as served by the Community Futures Development Corporation (CFDC), to achieve their full potential for attracting local and incoming investment. The initiative was designed to enhance the economic information available to communities and stakeholders in the SCCDC region to enable them to identify regional and sub-regional opportunities. The program was administered in partnership with the Ministry of Economic Development and Trade (MEDT), the Ministry of Agriculture, Food and Rural Affairs (OMAFRA), and the South Central Community Futures Development Corporation (SCCDC) through a seven member Steering Committee. This report presents an assessment of the key industry sectors that possess competitive advantage in the Saugeen EDC sub-region. This report is one of seven sub-regional reports prepared as part of the ECAP initiative. Figure 1 shows the location of the Saugeen EDC sub-region within the SCCDC region.

A combination of factors were examined in identifying the key industry sectors including:

• The level of industrial sector specialization using the Location Quotient (LQ); • The level of industrial sector growth/decline using Shift Share Analysis (SSA); • The level of sector employment in terms of absolute (total) employment; • The export potential of the industrial sector; and • Emerging sectors and general sector trends.

Unless noted otherwise, the data presented in this report was obtained from the 2001 and 2006 Population Census (Statistics Canada) as provided by the Ontario Ministry of Agriculture, Food and Rural Affairs.1

Figure 2 shows the individual municipalities (census subdivisions) that are included in the Saugeen EDC service area.

2.0 Population Profile The population in the Saugeen EDC sub-region increased by 2% from 82,721 in 2001 to 84,335 in 2006. During the same period the population for the province as a whole increased by almost 7% while the population for the SCCDC region increased by 6%. Within the Saugeen EDC sub-region the highest rate of population growth was experienced in Minto (4.2%) and Hanover (4%). Three municipalities in the Saugeen EDC sub-region experienced a decrease in population between 2001 and 2006: South Bruce (-2%), Wellington North (-1%), and Brockton (-0.2%). Source: Statistics Canada, 2001, 2006. Population pyramids (age structure diagrams) are helpful in examining the distribution of males and females by different age categories for the population. The following population pyramids were created by dividing the total population by the total population in each age category. For example, the population pyramid for Ontario in Figure 3 shows that females in the 85 years and over age category represent 1.1% of the total provincial population while males represent 0.5% of the total provincial population (males and females combined). The population pyramid for Ontario shows the "leading edge" of the baby boomers is in the 55 to 59 age group and the bulge is in the 40 to 44 age group.

Compared to the province of Ontario, the population pyramid for the Saugeen EDC sub-region shows a smaller proportion of individuals who are 20 to 24, 25 to 29, 30 to 34, and 35 to 39 years of age. This is linked to individuals in these age groups leaving rural areas to attend post-secondary schools and/or pursue employment opportunities elsewhere. The Saugeen EDC sub-region also has a higher proportion of individuals who are 60 years of age or higher relative to the provincial profile. 3.0 Employment Profile Between 2001 and 2006 the total number of jobs in the Saugeen EDC sub-region increased from 30,565 to 31,450 or 3% which represents a lower employment growth rate compared to the South Central Community Development Corporation region (11%) and the province as a whole (6%). The largest sector in the Saugeen EDC sub-region in terms of total jobs is the manufacturing sector which reported 6,125 jobs in 2006 or 19% of all jobs in the sub-region. Agriculture was the next leading sector in terms of total employment (16%) followed by retail trade (11%), health care and social assistance (10%), educational services (6%), and accommodation and food services (6%). All of these sectors with the exception of agriculture experienced employment growth between 2001 and 2006. Additional details are provided in Table 2. Employment Change at the Municipal Level Within the Saugeen EDC sub-region the majority of municipalities (census sub divisions) experienced employment growth between 2001 and 2006 but three municipalities experienced a reduction in employment. The largest growth occurred in the Town of Minto (19%) while Wellington North, Chatsworth, and the Town of Hanover all experienced 6-10% employment growth (Figure 4). Employment growth in both Brockton and Arran Elderslie was just under 5% during this period while West Grey (-1%), Grey Highlands (-2%), Southgate (-11%), and South Bruce (-19%) all experienced reductions in employment.

Commuting Patterns at the Municipal Level According to Statistics Canada (2006), 45% of the employed labour force in the Saugeen EDC sub-region commute outside their municipality (census subdivision) to their place of work. The Town of Hanover (30%), Wellington North (34%), and Brockton (39%) have the lowest commute rates while Southgate (63%) has the highest commute rate. Additional details are provided in Figure 5. Specific details on the communities where residents are commuting for work are presented in Appendix A.

Location Quotient Analysis Location quotients (LQ) were used to assess industrial sector specialization. For this assignment the LQ measures the regional share of employment in a particular industrial sector relative to the province as a whole. The term ‘specialized’ in this application refers to the degree of concentration locally compared to the province for a given local sector.. The LQ is essentially a ratio of ratios or an index of specialization. Using the Agriculture sector as an example, the LQ formula appears as follows: LQ = # of agriculture jobs in Saugeen EDC sub-region ÷ # of agriculture jobs in Ontario total # of jobs in Saugeen EDC sub-region total # of jobs in Ontario LQ = 4,910 ÷ 99,825 = 8.7 31,450 5,570,870 The LQ has a base value of 1. An LQ of 1 indicates that the region has the same percentage of jobs in a specific sector as the province. An LQ of 2.0 indicates that the region has twice the percentage of jobs in a specific sector as the province while an LQ of 0.5 indicates that the region has half the percentage of jobs in a specific sector as the province. High LQs in the service economy (> 1.25) suggest that these sectors are selling their service beyond the local population. Low LQs (<.75) suggest service sectors are importing services or the local area does not need them as much as other areas. Elsewhere, LQs simply indicate the degree to which the local area is specialized. At the highest industry sector classification level the economy is divided into 20 sectors – 2 digit NAICS categories.2

The LQ analysis for the 20-2 digit NAICS data reveals that the Saugeen EDC sub-region is specialized in agriculture (8.7), manufacturing (1.3), and construction (1.3). Government service sectors including education (1.0) and health care and social assistance (0.9) have medium LQ values and are self sufficient.

Several other service related sectors including arts/entertainment/recreation (1.0), accommodation and food services (0.9), retail trade (0.9) and wholesale trade (0.9) have medium LQ values and can be considered self sufficient. Additional details are provided in Figure 6 and Table 3.3

Source: Statistics Canada, 2006. Figure 7 shows the sectors that have high LQs (>1.25 at the 2 digit NAICS level) in each of the municipalities in the Saugeen EDC sub-region. Goods producing sectors are generally associated with export related activity and some economists believe that export related activities act as the engine of the local economy and are the “prime cause of local economic growth.”4

4 It is generally assumed that the local economy is strongest when it develops those economic sectors that are not closely tied to the local economy. By promoting/establishing businesses that depend primarily on external markets, the local economy can be better protected/insulated from economic downturns because, it is anticipated/expected, these external markets will remain strong even if the local economy experiences problems. In contrast, a local economy that is highly dependent on local factors will have great difficulty responding to economic downturns. (Klosterman, 1990).

Industries involved in the production of agricultural products, manufactured goods, electrical power, etc. in the local economy are almost entirely dependent on sales to non-local firms. These industries do not rely on selling their products to local families or households and depend on exporting their products to other markets. The revenue generated from selling goods and services outside the local economy can be considered as new money that contributes to the existing wealth circulating in the economy.

Agriculture is a specialized sector in all of the municipalities in the Saugeen EDC sub-region. High LQs for the agriculture sector range from 2.9 in the Town of Hanover to 19.3 in South Bruce. High LQs for the manufacturing sector were found in Grey Highlands (1.7), West Grey (1.8), and Wellington North (1.9) while high LQs for the construction sector were found in half of the municipalities ranging from 1.4 in Brockton to 1.7 in Arran Elderslie. A high LQ for the utilities sector was found in Brockton (2.4) while a high LQ for the mining/quarrying sector was found in South Bruce (1.7). The service sector is made up of industries that provide goods and services to primarily local customers. These industries are largely dependent on local business conditions. For example, retail stores, restaurants, personal and business services, rely on local clients (this is also the case for government services). Service sector industries act to redistribute and circulate wealth within the local economy.5

The Town of Hanover is specialized in the retail sector (1.7) while South Bruce is specialized in the wholesale sector (1.4). The Town of Hanover is also specialized in the arts/entertainment/recreation sector (1.7) along with West Grey (1.3), Grey Highland (1.7), and Chatsworth (1.6). The Town of Hanover is also specialized in the accommodation and food sector (1.3). The analysis indicates that Southgate is specialized in the transportation and warehousing sector (1.6) and is also specialised in the ‘other’ services sector (2.0) along with Chatsworth (2.4) and Brockton (1.6). With respect to government services, the analysis indicates that Brockton is specialized in the health care/social assistance sector (1.5) while Chatsworth is specialized in the public administration sector (1.3) and Arran Elderslie (1.7), Grey Highlands (1.3) and South Bruce (1.2) are specialised in the education sector.

5 In reality the distinction between export and service sectors is not so straightforward. For example, service sector industries such as retail stores can derive a portion of their customers from outside the local community in which case a portion of their business activity becomes export oriented. The tourism sector can also be viewed as export oriented to some extent as a portion of the client base resides outside the region and brings new money into the local economy through service selling industries.

Shift Share Analysis Shift Share Analysis as defined by OMAFRA compares local employment growth/decline of a sector with provincial employment growth/decline in that sector, as well as provincial employment growth overall. It separates the growth occurring locally in a sector that could be explained by the influence of provincial growth for all sectors combined (Provincial Effect), the influence of growth in the sector at the provincial level (Industrial Effect) and the influence of local factors (Regional Effect). The results obtained from Regional Effect contribute to the identification of those sectors and industries that possess a local “competitive advantage”.6

This technique is defined identically by other authors in the field (e.g. Avrom Bendavid-Val. 1991, Regional and Local Economic Analysis for Practitioners. Fourth Edition). The three effects are calculated as follows: Provincial Effect: Local employment 2001 x Provincial employment growth rate %

between 2001 and 2006 for all industrial sectors combined Industrial Effect: Local employment 2001 x (Provincial industrial sector employment

growth rate (%) between 2001 and 2006 – Provincial employment growth rate % overall)

Regional Effect: Local employment 2001 x (Local industrial sector employment

growth % – Provincial industrial sector employment growth rate %) The regional share effect can also be explained as the growth that remains unexplained by provincial growth and industry sector effects. The regional effect is the most relevant aspect for the Saugeen EDC sub-region. As shown in Figure 8, between 2001 and 2006 the local economy was responsible for generating an additional 677 jobs in the manufacturing sector, 156 jobs in the arts / entertainment / recreation sector, and 102 jobs in the utilities sector. The local economy was also responsible for generating a smaller number of jobs in a number of sectors including the real estate/rental/leasing sector, the administrative service sector, the accommodation and food sector, and the information and cultural industries sector. The local economy was generally doing worse than expected in the transportation sector, the mining/quarrying sector, and the construction sector given the level of employment growth that these sectors experienced at the provincial level during the same period.

The analysis indicates that employment growth in the sub-region between 2001 and 2006 in sectors such as retail and wholesale trade, other services, educational services, and health care and social assistance is largely the result of provincial growth patterns and/or growth within the industry sector in general rather than local economic influences.

Industry Classification Leading and lagging industry sector analysis compares employment growth at the regional and provincial level for each industry sector. The analysis is helpful in identifying industry sectors that are driving the economy, sectors that are vulnerable, sectors that are evolving, and sectors that are yielding or promising. Figure 9 provides a graphic depiction of the leading/lagging industry sectors for the Saugeen EDC sub-region for the period 2001-2006. At the 2 digit NAICS level, the analysis reveals that the regional economy has a number of sectors that are driving the economy (i.e. sectors that experienced growth at both the regional and provincial level) including utilities, arts/entertainment/recreation, accommodation and food services, real estate/rental/leasing, wholesale trade, and transportation. Although the LQ analysis revealed that the local economy is not specialized in any of these sectors at the 2 digit NAICS level the shift share analysis indicates that the substantial job growth that occurred in the arts / entertainment / recreation sector between 2001 and 2006 was largely the result of local factors. Manufacturing was the only sector identified as evolving. Although this sector experienced job losses at the provincial level between 2001 and 2006, it grew by almost 900 jobs at the regional level and most of this growth was the result of local factors. It also represents one of the three specialized sectors in the Saugeen EDC economy. The other two specialized sectors are agriculture and construction however both of these sectors experienced job losses at the regional level during the same period. The outlook for agriculture is particularly challenging and the sector experienced job losses at both the regional and provincial level. The construction sector continues to support a substantial number of jobs in the Saugeen EDC economy and although the sector experienced job losses at the regional level, it experienced job growth at the provincial level and can be classified as a possible retention target. It is important to view and interpret the leading/lagging analysis in conjunction with other economic indicators. Although the leading/lagging analysis is helpful in identifying driving/emerging/struggling sectors of the economy, the regional effect derived from the shift share analysis serves to highlight the sectors where job gains/losses are specifically the result of local factors/conditions. In the Saugeen EDC sub-region the manufacturing sector and tourism related sectors were found to have significant job gains between 2001 and 2006 that are linked to local factors.

4.0 Key Sector Identification Key industry sectors that possess competitive advantage and/or appear to be emerging strengths in the Saugeen EDC sub-region were identified at the 4 digit NAICS level using the different measures outlined above. Wood Product Manufacturing, Tourism, and Food and Beverage Manufacturing were identified as key sectors and additional details on each sector are provided below in section 4.1, 4.2 and 4.3. With respect to the other sectors that were reviewed, transportation was identified as a driving sector at the 2 digit NAICS level and further analysis at the 4 digit level revealed that the jobs in this sector are largely linked to general freight trucking (275 jobs), special freight trucking (205 jobs), school bus transportation (170 jobs) and postal service (125 jobs). Both of the trucking subsectors experienced a small amount of job growth between 2001 and 2006 but the growth was largely the result of provincial factors rather than regional factors. Utilities was also identified as a driving sector at the 2 digit NAICS level but the analysis of the 4 digit NAICS data and the Ontario Business Points data suggests that the jobs in this sector are largely linked to two electrical power distribution companies. Wholesale trade employs a significant number of residents in the sub-region and although the sector experienced a small increase in jobs between 2001 and 2006, the growth was largely the result of provincial factors rather than regional factors. The three government sectors also employ a significant number of residents in the sub-region and can be considered as a priority for retention but they are not specialized sectors and the job growth that occurred in these sectors was largely linked to provincial and/or industry sector factors rather than regional factors. 4.1 Wood Product Manufacturing Ontario’s wood product and value added wood manufacturing sector is an important contributor to the provincial economy – 60% of Ontario’s $18 billion forest products industry is value-added (Ministry of Northern Development and Mines. 2005). A recent study revealed that the sector continues to have a substantial economic impact in both northern and southern Ontario with good prospects for averaging 7% sales increase per year (Woodbridge Associates Inc. 2004). The Great Lakes Region is an extensive consumer of wood windows and doors, moulding and other millwork and the Ontario wood window and doors industry is increasing its market share in selected markets (p.11). There are also growing opportunities in the prefabricated wood product sector. However, the slow down in the Canadian and US economy will pose a challenge for the Ontario wood product manufacturing sector particularly in light of the decline in new housing construction.

Several specialized sectors have been identified as part of a wood product manufacturing sector in the Saugeen EDC sub-region. At the 4 digit NAICS level this includes sectors such as Household and Institutional Furniture and Kitchen Cabinet Manufacturing, Other Wood Product Manufacturing, and Sawmills and Wood Preservation. The number of jobs in the Other Wood Product Manufacturing sector increased from 165 to 250 (52%) between 2001 and 2006. This sector has a high LQ (3.0) which indicates that it is a specialized sector in the sub-region. Additionally, the shift share analysis reveals that the growth that occurred in the sector was entirely the result of local factors. The sector represents a current and evolving strength for the sub-region. The number of jobs in the Sawmill and Wood Preservation sector increased from 105 to 135 (29%) between 2001 and 2006. This sector has a high LQ (3.3) which indicates that it is a specialized sector in the sub-region. Additionally, the shift share analysis reveals that the growth that occurred in the sector was entirely the result of local factors. The sector represents an evolving strength for the sub-region. Although the number of jobs in the Household and Institutional Furniture and Kitchen Cabinet Manufacturing sector declined from 1,270 to 960 (-24%) between 2001 and 2006, the sector has a very high LQ (7.7) which indicates that it is a specialized sector in the sub-region. The shift share analysis indicates that the job losses in this sector were largely the result of local factors. However, the sector experienced growth at the provincial level (4%) between 2001 and 2006 and the sector represents a priority retention target for the sub-region given the large number of jobs that remain employed in the sector at the local level. The Ontario Business Points data indicates that the Saugeen EDC sub-region has a total of: 11 businesses in the Other Wood Product Manufacturing sector including 3 Wood

Window and Door Manufacturing businesses, 4 Prefabricated Wood Building Manufacturing businesses, 2 Cut Stock, Resawing Lumber and Planing businesses, and 2 other wood product manufacturing businesses.

4.2 Tourism Tourism is a significant industry in Ontario. In 2007, travellers spent $22.8 billion in Ontario (Ontario Ministry of Tourism. Spring 2008). With respect to the Saugeen EDC sub-region, travellers spent $200 million in Grey County, $207 million in Bruce County, and $204 million in Wellington County in 2006 (Ontario Ministry of Tourism. 2006) Survey data from 2004 indicates that the majority of Ontario’s tourism receipts come from Ontario travellers (62%) while 21% comes from US travellers, 11% from overseas travellers, and 7% from travellers from other provinces in Canada (Statistics Canada. 2004). Between July 2007 and July 2008, the number of visitors from the US declined by 9.9% while the number of overseas visitors increased by 2.4%. Challenges impacting travellers and the Ontario tourism sector in 2008 included rising fuel prices, increasing delays at border crossings, the higher value of the Canadian dollar, and the downturn in the US economy. Although the value of the Canadian dollar has recently come down and there has been some recent relief in fuel prices, the slowdown in the US and Canadian economy is likely to remain a challenging factor for 2009 and perhaps for some time beyond. Several complementary key sectors have been identified as part of a larger tourism related sector in the Saugeen EDC sub-region. At the 4 digit NAICS level this includes sectors such as Traveller Accommodation, Recreational Vehicle Parks and Recreational Camps, Heritage Institutions, and Other Amusement and Recreation Industries. The number of jobs in the Traveller Accommodation sector increased from 135 to 195 (44%) between 2001 and 2006. This sector has a low LQ (0.7) which indicates that it is not a specialized sector in the sub-region at this time. However, the shift share analysis reveals that the growth that occurred in the sector was largely the result of local factors (49 of the 60 new jobs). The sector represents an emerging strength for the sub-region. The number of jobs in the Recreational Vehicle Parks and Recreational Camps sector increased from 55 to 90 (64%) between 2001 and 2006. This sector has a high LQ (3.0) which indicates that it is a specialized sector in the sub-region. Additionally, the shift share analysis reveals that the growth that occurred in the sector was largely the result of local factors (32 of the 35 new jobs). The sector represents a current and evolving strength for the sub-region. The number of jobs in the Heritage Institutions sector increased from 10 to 20 (100%) between 2001 and 2006. This sector has a low LQ (0.4) which indicates that it is not a specialized sector in the sub-region at this time. However, the shift share analysis reveals that the growth that occurred in the sector was largely the result of local factors (8 of the 10 new jobs). The sector represents an emerging strength for the sub-region. The number of jobs in the Other Amusement and Recreation Industries sector increased from 145 to 265 (83%) between 2001 and 2006. This sector has a medium LQ (0.9) which indicates that this sector is almost self sufficient. Additionally, the shift share

analysis reveals that the growth that occurred in the sector was largely the result of local factors (89 of the 120 new jobs). The sector represents a current and growing strength for the sub-region. All of the above tourism related sectors experienced growth at the provincial level between 2001 and 2006. The rate of growth of these sectors in the Saugeen EDC sub-region was higher than the provincial rates. The Ontario Business Points data indicates that the Saugeen EDC sub-region has a total of: 45 businesses in the Traveller Accommodation sector including 20 hotels/motels,

16 bed and breakfast inns, 3 cottages/cabins, and 6 resorts. 27 businesses in the Recreational Vehicle Parks and Recreational Camps sector

including 22 recreational vehicle parks and 5 recreational camps. 4 businesses/organizations in the Heritage Institutions sector including 3

museums and 1 nature park. 8 tourism related businesses in the Other Amusement and Recreation Industries

sector including 6 public golf courses and 2 marinas. The names of the actual businesses are provided in Appendix C.8

Although the number of jobs in the Meat Product Manufacturing sector declined from 515 to 475 (-8%) between 2001 and 2006, the sector has a very high LQ (4.3) which indicates that it is a specialized sector in the sub-region. The shift share analysis indicates that the job losses in this sector were largely the result of local factors.

4.3 Food and Beverage Manufacturing Several specialized sectors have been identified as part of a larger food and beverage manufacturing sector in the Saugeen EDC sub-region. At the 4 digit NAICS level this includes sectors such as Meat Product Manufacturing, Dairy Product Manufacturing, and Beverage Manufacturing. The number of jobs in the Beverage Manufacturing sector increased from 70 to 245 (250%) between 2001 and 2006. This sector has a high LQ (4.0) which indicates that it is a specialized sector in the sub-region. Additionally, the shift share analysis reveals that the growth that occurred in the sector was entirely the result of local factors. The sector represents an evolving strength for the sub-region. The number of jobs in the Dairy Manufacturing sector increased from 330 to 425 (29%) between 2001 and 2006. This sector has a very high LQ (10.7) which indicates that it is a specialized sector in the sub-region. Additionally, the shift share analysis reveals that the growth that occurred in the sector was entirely the result of local factors. The sector represents an evolving strength for the sub-region.

However, the sector experienced growth at the provincial level (10%) between 2001 and 2006 and the sector represents a priority retention target for the sub-region given the large number of jobs that remain employed in the sector at the local level. The Ontario Business Points data indicates that the Saugeen EDC sub-region has a total of: 21 businesses in the Meat Product Manufacturing sector including 12

animal/poultry slaughtering businesses and 9 meat and meat by-product processing businesses.

4 businesses in the Beverage Manufacturing sector which are breweries. 1 business in the Dairy Product Manufacturing sector which produces ice cream

5.0 Industry Sector Consultation Key informant interviews were conducted with a small group of business owners / representatives from each of the key sectors identified in Section 4.0. The interviews were designed to collect first hand information on business sector issues, strengths and potentials in the region. More specifically, businesses were asked to identify the key issues in the Saugeen EDC sub-region for their business sector (e.g. sales and sales trends, cost and quality of inputs – suppliers / labour, transportation/communication services infrastructure, municipal services, government support – assistance / incentives / legislation, buildings and land availability / cost, quality of life). Businesses were also asked to comment on the key competitive strengths of the local community/region with respect to the future development of their business sector as well as the major competitive constraints that are challenging their business sector. Business owners/representatives were also asked for their suggestions for local provincial and federal agencies, to assist their business sector. Summary findings from the consultation process for each key sector are presented below. These results were compared with the findings from the key sector analysis conducted for the other SCCDC sub-regions to identify major themes, emerging sectors and cross regional sector patterns/opportunities. The results from this further analysis are presented in a separate SCCDC general report. 5.1 Wood Product Manufacturing Two wood furniture manufacturing businesses participated in the study. The Saugeen EDC region was once home to many more wood furniture manufacturers than are there today. When the area was first settled, wood manufacturers processed lumber into furniture products as the land was being cleared for farming. While the wood is now shipped in from other areas within Canada, the labour force in the Saugeen area still has a high proportion of skilled wood workers. Many of these, now employed by the remaining wood furniture producers in the area, come from families that have specialized in wood working for three or four generations. With less wood product manufacturing being done in the area now, there is no shortage of skilled labour for the remaining employers. Labour costs are reasonable, although increases in the minimum wage have shrunk profit margins, as a weaker economy has meant that prices have remained constant or decreased. The influx of lower-priced furniture imports is blamed for plant closures in this sector, not only in the Saugeen area, but across Canada. Remaining operations have had to target higher-end markets that are more concerned about the quality of Canadian-made products that use Canadian materials. The manufacturers that have done this are hopeful about the future of the industry, and are eager to begin expanding sales further into the United States as well.

Wood furniture manufacturers in the region feel that rural locations in South Central Ontario should be recognized by the government for their competitive advantage in manufacturing. It is perceived that too many resources are allocated towards expanding manufacturing in large urban centres, when advantages such as lower labour costs in rural areas are often overlooked. Some auto parts manufacturers in Ontario have recognized this and have placed large facilities in rural settings with great success. Greater power in the hands of municipalities to help make their areas more attractive for industry would be seen as a positive move as well. Mid-sized wood furniture manufacturers in the area find it difficult to grow beyond their current capacity, partly due to minimal government support programs. It is perceived that there is more help available for smaller or larger businesses. As bank credit has become more difficult to obtain, government funding has become a sought-after source of financing for these manufacturers. 5.2 Tourism A total of 5 business owners/representatives from the tourism sector participated in the study: Accommodation (bed and breakfast) – 1 representative Niche retail / tourism – 1 representative Other leisure/recreation activities – 2 representatives Tourism Association – 1 representative

The natural appeal of the Saugeen EDC region continues to attract tourists from nearby urban centres. The key advantage of the area in this regard is its ability to offer urban tourists a near-North natural environment relatively close to home. With higher fuel costs, and lower disposable income due to tougher economic conditions, this factor has become even more relevant. In particular, camping is expected to attract a considerable increase in tourists in the future. Tourist-related business are optimistic, for the most part, however respondents provided a number of suggestions for assisting growth in the sector. There has been much effort recently on the part of the Province regarding tourism research and development. New directions aim at marketing broader geographical regions, as this will pool the resources of a larger number of small players. While toursist-related businesses in the Saugeen EDC region agree with this strategy, they are hopeful that the uniqueness of individual communities will not be lost. The Saugeen region has some strong tourist areas, however it lacks the appeal of water resources in neighbouring regions to the West and the North. It is felt that these areas have received better exposure to tourism promotion in the past, while the potential for tourism in the Saugeen region has been only minimally explored. It is hoped that increased funding will be made available by the Province and municipalities to promote the region, particularly as people may now be considering vacationing closer to home. Better signage, too, is seen as important, as many of the tourist areas are not directly visible from the main highways.

As tourism increases, balancing more visitors to the area with the need to protect its natural environment is seen as crucial. This is true too for people who move to the area from larger urban centres. Tourists, as well as those new to the area, need to be educated on the local natural habitat as well as issues of limited resources. While it is understood that local business needs to be supported, the balance between economic ventures that make use of natural resources, and protecting the future of those resources should be stressed for the future economic and environment health of the region. Finding skilled labour has been difficult for the Saugeen EDC tourism sector. Much of the work is seasonal, and students who have left the area to attend college or university tend to stay in the cities for summer employment, as wages are often higher there. A solution for this does not seem readily available, although it is felt that more can be done to create incentives for the expansion of industry in the region, providing a more stable local economic base. Currently, a significant portion of the population commutes to key energy sector employers further North-West. 5.3 Food and Beverage Manufacturing Two meat processing facilities and two dairy processing facilities participated in the study. One of the key strengths of the food and beverage manufacturing industry in the Saugeen EDC region is the availability of local produce. The presence of a strong agricultural sector keeps food fresh and transportation costs low. This is particularly important for customers who prefer to buy local, and as the ‘100 Mile Diet’ continues to be encouraged, local food manufacturers will gain an even greater competitive advantage. As economic times keep more people eating at home, the demand for local food may increase as well. While for some manufacturers, markets include grocery outlets throughout the province, a number of them offer their own retail outlets on site. These outlets service not only the local population, but a considerable number of tourists as well. Locally produced specialty products such as goat milk, cheese and yogurt also attract high end customers from across the GTA and further away. While areas further East have attracted Toronto vacationers more successfully, the Saugeen region has benefited from a steady stream of American tourists, as well as bus tours from some of the closer urban centres. For these manufacturing/retail facilities, tourism is a strong component of overall sales, and they feel the region could be better promoted to attract more visitors. Meat manufacturers suggest that the area could also be promoted to hunters, which would increase business for them as well other tourist-related businesses. Increasing regulation has significantly taxed the human resources of food and beverage manufacturers. It is perceived that many of the recent changes in regulation have been reactionary and have thus tended to over-regulate the industry. This has made it particularly difficult for smaller to medium scale facilities that in some cases have resorted to hiring a consultant in order to meet the requirements. Changes in regulation

have also made it necessary to update labels in order to reflect the most recent food standards. This cost has been difficult to absorb, as profit margins are generally low in the food manufacturing industry. This also translates into lower wages than those offered by some of the larger employers in other industries. In the past it has been difficult to find sufficient workers for this reason, however the recent economic downturn has offset the problem for now. Small to medium scale manufacturers seem to be struggling more than ever, and are hopeful that governments will recognize the need to upgrade facilities for the purpose of improving efficiency. Currently, there seems to be very little funding available to smaller food manufacturers, although OMAFRA’s efforts to align manufacturers, processors, and other facilities that may use their products as an input has helped. More assistance of this type would be welcomed. Manufacturers acknowledged the helpfulness of small business training programs offered by the government but would like more resources/information to help access/grow their markets. Foodland Ontario was recognized for its assistance in marketing fruits and vegetables and processors would like the same level of attention given to Ontario meat and dairy products. 5.4 General Summary The Saugeen EDC region seems to have considerable potential for increased growth in manufacturing. Manufacturers in the area agree that rural communities are often overlooked by governments as attractive havens for industry. A stronger industrial presence in the area would help to improve infrastructure and strengthen the local economy by increasing the local labour force, and by keeping more local residents working in the area as opposed to commuting. As well, small to mid sized manufacturers seek better access to funding for growth and assistance in meeting increasing regulatory demands, particularly in the food manufacturing industry. Tourist activity is also seen as one of the key areas of potential growth for the region. Tourist-related businesses welcome industry, as a stronger economic base would be positive for all sectors. Also, better marketing needs to be done to inform potential visitors from nearby urban centres of the area’s attractions. The region feels more promotion has been given to waterfront areas, while the Saugeen EDC region offers much in the way of natural appeal to tourists as well. They caution, however, that a balance be maintained between increasing tourism and industry and continued protection of the natural assets the community considers to be one of its primary comparative advantages.

Appendix A: Commuting Flow for Residents in the Saugeen EDC Sub-region by Census Subdivisions, 2006 The following tables show commuting flows between census subdivisions for employed persons (15 years of age and over) having a usual place of work. The geography dimension first identifies the place of residence, followed by the place of work. For example, 'Arran-Elderslie (MU) / Owen Sound (CY)', shows the number of residents of Arran-Elderslie who work in Owen Sound (Total = 310; Male = 85; Female = 225).
