Annual Officers’ Sports and Cultural Meet to be held on 22nd
, 23rd

24th
January, 2016. List of sports and cultural events, rules and regulations, logistic and
infrastructure support committees etc., are enclosed for your kind information and necessary
action please.
1. Groups:
a) Each division will participate as a single group. RYPS shall be attached with BZA
Division and TPYS with GTL Division. Construction units, RE & PSUs etc. which are
located outside Secunderabad area will form part of the division under which these units
exist.
b) HQ area will be divided into 2 groups viz., HQ-I and HQ-II.
HQ-I: All open line Officers in Rail Nilayam, Lekha Bhavan, PRS (CCM/C/PS office)
and CCM/System’s ,CSTE/Project, CSTE/Works Office will form HQ-I group. SDGM
will be the Group leader of HQ-I Group.
HQ-II: Construction Officers of all departments under Construction organization
including the officers in Rail Nilayam (eg., CEE/Con, CSTE/C), IRISET, LGD Hospital,
all workshops in twin cities area, Printing Press, ZRTI, STC, C-TARA, Railway PSUs,
RE, Railtel, CRS office etc., will form HQ-II group. CAO/Con/SC will be the Group
leader of HQ-II Group.
2. Nomination of Co-coordinators: Each Group may nominate one officer as Cultural Coordinator and another Officer as Sports
Coordinator. The names and contact numbers of these Coordinating Officers may be sent by
SMS/email to Ch.S.Reddy, Dy.CEE/Loco/HQ & General Secretary/SCROA, (Mobile

4. Cultural events:
The Names of the participants (individual/doubles/team), event wise, may please be sent to

8. T-shirts:
It is advised that all divisions groups may please make their own arrangements with
regard to T-Shirt that they need to wear while participating in the events on 22nd
, 23rd
, & 24th
January, 2016. To have uniformity of each division, it is proposed that each division T-Shirt
color is given below with SCROA, LOGO which the division name should appear. All
members who are participating in the event may wear this T-Shirt of uniform color and Logo.
The color of T-shirt for each group is indicated as below:

General Rules and Guidelines for 11th
Officers' Sports & Cultural Meet to be held on
22nd
, 23rd
& 24th
January, 2016
1. All the teams/participants for both Sports and Cultural events shall comprise of only
Officers, their spouses and children. All the events will be conducted at Railway
Officers’ Club, Secunderabad.
2. The age limit for participants will be calculated as on 01.01.2016.
3. During the performance of cultural and sports events, it is advised that only the
offices, spouses and wards should be present at the venue. All people other than the
above will not be allowed. Further acts like whistling, shouting etc. should be
avoided. This code of conduct should be strictly adhered to.
4. All events except shown as “Open Event” will have only one entry from each
division/ group unless and until specified otherwise.
5. For Sports events, one participant can take part in two events either (individual/
team or individual & team events) only, except for HYB, GNT & NED Divisions.
For HYB, GNT & NED Divisions, one participant can take part in four events
(either individual/team or individual & team events).
6. For the doubles/team events, only one team can participate per Division/HQ group
per event.
7. Extra time will not be permitted for any event.
8. Competition in a particular category is liable to be cancelled unless there are a
minimum of 4 entries.
9. All participants should report at Railway Officer’s Club Reception Desk for the
competitions, on the dates notified.
10. Sports and Cultural Events for ‘Ladies’ is restricted to the wife or lady Officer
whereas for ‘Gents’ will be restricted to Officer or Husband as per pass rules.
11. In the Cultural Events of ‘Duet song’, ‘Skit’, ‘Group Song’ and ‘Group Dance –
Male/female’ son/daughter of the officer can participate. However at least one of the
participants should be an officer or spouse of the officer.
12. Accompanists can be other than the Railway Officers, but it will be the responsibility
of the Officers concerned to make necessary arrangement for their journey and stay.
13. Participants should bring their own sports equipments/musical instruments/costumes
etc. as per their requirement.
14. POINTS (for both Individual and Team events): The points for the Individual and
team events will be as under:
First Position - 3
Second Position - 2
Third Position – 1
15. For open events no points will be awarded.
16. There will be 3 prizes for each category and Shields for overall best performance.
17. There will be separate shields for Sports and Cultural events. The winner and runners
up shields will be awarded to the top two Divisions/HQ groups based on the aggregate
points.
18. The judges are free to use their discretion taking into account all aspects of the
presentation while awarding the marks and their decision would be final.

(1.3) General Instructions for songs,dance & Skit
1. It was observed during the earlier year’s events that the protocol and dignity
attached to National Flag/National Anthem could not be maintained. As such, use
of National Flag/National Anthem is prohibited.
2. The sound system provided by the organizers only should be used by all the
participants and no other sound system will be permitted.
3. Accompanist can be other than the Railways officers, but it will be responsibility of
the Team Manager concern to make necessary arrangements for their journey and
stay.
4. The decision of the judges shall be final.
5. The officers while sending entries should make sure that complete details are
furnished.
6. Extra time will not be permitted.
7. Competition in a particular category is liable to be cancelled unless there are a
minimum of three entries.
8. The assistance of Shri Vinod Babu and others have been made available to all the
participants on 20.01.16 and 21.01.2016 at ROC/LGD for rehearsals and
accompaniment from 11.00 AM onwards.
9. There will be three prizes in each category and cultural shields for overall best
performance.
10. All the participants may be requested to report at Railway Officers’ Club
reception desk for the competitions well in time.
11. 1st prize Winners of all cultural events will give a performance on 23.01.2016
(Saturday) from 17.00 Hrs onwards in the open Air Auditorium/ROC/Lallaguda.
II Guidelines for Rangoli, Flower arrangement& Henna are given below.
(a)Common Rules
The number of entries per team will be restricted to 2 only.
Participants should bring their own raw materials (Henna & flowers.
Colors, Cutting Tools, Paints, Paper etc) as per their requirements.
Extra Time will not be permitted.
The judges are free to use their discretion taking into account all aspects of
the presentation and their decision would be final.
Guidelines being given to the judges for these events are as follows:
(a) Specific Rules for Flower arrangement
Time:- 1 hour 15 minutes.
Time given includes for all preparations.
Use of artificial flowers and leaves is prohibited.
Accessories are permitted, but emphasis should be on creative use of natural
materials.
No fruits and vegetables allowed.
Each contestant shall bring her own material.
Arrangement shall be judged based on design, visual balance and proportion,
originality, colour harmony .
A small caption (printed or hand written) for the arrangement is also allowed.
Decision of the judges shall be final.
Theme will be announced later.
(b) Specific Rules for Rangoli
Time:2 hours
For Rangoli –readymade instruments are not permitted.
5’x 5’ Space will be provided for Rangoli.
Rangoli can be made with use of floured powder, rice powder, pulses, grains,
flowers, flower petals leaves and spices only.
Use of candles, lamps, earthen ware, artificial things or any items other than
listed above are strictly prohibited.
However, use of SIEVE is permitted for spreading.
Theme will be announced later
(c)Specific Rules for Henna application
Time: 15 Minutes
For Henna, stickers are not permitted.
Additional items like glitters, paints, colors for application or decoration of henna
are strictly prohibited.
The participant has to bring the partner on whose hand henna to be
applied. The organizers will not provide any partner for henna application.
Henna to be applied on one hand only at the venue.
Note: Assessment details for Henna,Rangoli & Flower arrangement will be advised later

(b) On the spot painting (Between 8-15 yrs):
Participants should bring their own drawing material such as colors, writing pad, pencil
erasers,etc.
A3 size drawing paper will be provided to each participant.
All the participants are free to choose any Theme/Concept/Idea.
Drawing size to be A3, inclusive of border not more than 2”.
Use of template, cut-outs and stencils are not allowed.
No name to be written on drawing. The code will be allotted by organizer of the event.
(c) Fancy dress (upto 8 yrs)
All the participants should bring all the material required for their dressing.
All the participants are free to dress up at their home before the event.
Each participant will be given 2 min .time for the event. Extra time will not be allowed.
Assistance of parents or any other person will not be allowed during presentation by the
participants.
IV. Guidelines for Talent show: (Open Event) 1. Maximum time 6 minutes.
2. Individual event.
3. Event open for only Officers/Spouse/Wards above 18 years
4. To Showcase any of their hidden talent. No restrictions.
V . Guidelines for Fashion Show: for veterans (50 Years & above)(open Event) 1. Event open for only Officers & spouse.
2. Participants should be preferably Officers & spouse together.
3. All team heads are requested to participate.
4. All PHODs are requested to participate.
VI. Guide lines for Hindi /Telugu Antakshari: 1. Each Division /Hqrs Unit will depute a team of maximum 4 members.
2. Songs from only Hindi(Bollywood) Films are permitted. Songs from Hindi /private also etc., are
not permitted.

1. Each division/Hqrs unit will depute a team of Max-4 members.
2. Songs from only telugu (tollywood) are permited. Songs from telugu private albums are not
permitted

Annexure III (a)
Yoga Asana Event : (open Event)
This event will be conducted in three age groups:
8-25 years,25-50 years, Above 50 years
Participants shall perform at least 10 Asanas . Standing -2 sitting-2, lying
down(PRONE/SUPINE) -2 ,Balancing( special postures-2 and Participant’s choice-2 .
Evaluation:
Each asana carries 10 marks.
Assesment:1. Going in to the posture, timing/ease, final stay in posture(for account of atleast 10),
coming back to normal state.
2.Participants will be judged on the basis of flexibility, Ease and level of difficulty
of asana.

STANDING: Katichakrasna, Padahastasan, Arthachndrasan, trikonasana with any variant, Garudasan,
Veerabhadrasan.
SITTING:
Yoga Mudrasan, Ustrasan, Suptha vajrasan, Vakrasan, Paschimottanasan, Gomukhasan, Baddha

IMPORTANT NOTE:
1) The options given against each type are indicative in nature and not exhaustive and hence
not limited to those mentioned above. Participitants are free to perform standard postures
taught by various reputed schools of yoga.
2) Persons suffering from Hernia, Hypertension, Heart problems, spondilitis, spinal chord
problems, chronic constipation etc., should not perform certain asanas. Officers are
therefore requested to select Asanas carefully.
