Black Hills State University, Northern State University, South Dakota State University and the University of South Dakota are asking that the following degree programs be moved to inactive status and/or terminated. Black Hills State University
• Industrial Technology (A.S.) – Inactivate / Terminate This program has been replaced with the Engineering Technology (A.S.) program
• All Industrial Tech/Engineering Tech Programs (listed below) – Inactivate Due to low enrollments and the need to achieve budget efficiencies

• Training and Development in E-Learning (M.S.) – Inactivate
This program is consistently low-enrolled. The M.S.Ed. in Instrutional Design in E-Learning and the M.S.Ed. in Educational Studies will be viable alternatives.
South Dakota State University
• Biotechnology Minor – Terminate The Biotechnology minor has been rarely used throughout the past five years with ten graduates and only eleven students currently enrolled in the minor.
• Geographic Information Science Minor – Terminate Insufficient student interest to justify program continuation.
University of South Dakota
• Dental Hygiene (A.S.) – Terminate Workforce changes along with career options combine to incline students toward the baccalaureate rather than the associate-level degree.
• Masters of Natural Science – Terminate Enrollment in the summer-based program has declined as high school teachers are pursuing more online opportunities. The financial rewards for pursing this degree have become negligible for SD high school teachers.

A. Justification:
Dental Hygiene as a professional organization has consistently promoted baccalaureate
attainment, but recently began a strong push toward making the BS the entry-level degree.
As university-based dental hygiene programs typically offer the BS degree, while two-year
colleges commonly award the AS degree – and – workforce changes along with career
options combine to incline students toward the baccalaureate rather than the associate, the
time has come for the University of South Dakota to terminate the offering of an associate-
level degree.
B. Academic year and term program termination is effective: 2015-2016
C. Potential cost savings and uses of savings: There will be no cost savings associated
with this change since the professional curriculum is active at the baccalaureate level.
D. Resulting employee terminations and other possible implications including impact on
other programs: No employee terminations

complete the degree over the next fifteen months.
