    them to be men of great integrity. They are a greatteam which has been shown already many times intheir tenure as our top management. Both are dedi-cated to the principals of doing all things right, inaccordance with our regulations, and safely. We areindeed fortunate that our leadership communicateand work so well together. We are also fortunate tohave our former National Commander, Maj GenRick Bowling as our new member of the Board of Governors. Col Bob Bess has been our representa-tive on the BOG since it came into being and hasdone a great job for Civil Air Patrol in that position.

    September was the month of our Southwest RegionConference. We were very fortunate to have ourNational Commander M/Gen Wheless, our NationalVice Commander B/Gen Tony Pineda, USAF M/ Gen George Harrison, our featured speaker, USAFNational Headquarters Senior Air Force Advisor ColGeorge Vogt, at our conference. We also were privi-leged to have Col Lynda Robinson, Rocky MountainRegion Commander, Col Rex Glasgow, North Cen-tral Region Commander, and Col Merle Starr, Pa-cific Region Commander present. Ltc RebeccaMcGinley was our project Officer and she and herstaff performed in an outstanding manner. It was agreat conference because of their unselfish dedica-tion of time and commitment to its success.

    October brought on the Southwest Region Air CrewCompetition in Amarillo, Texas. We had great par-ticipation and we had Col Russell Hodgkins, USAFVice Commander from National Headquarters. Itwas a great competition. Col Frank Buethe, LtcMike Du Bois, Ltc Joe Macklin, Ltc Blake Fentress,Ltc Andre Davis, Ltc Rick Simmerson and manyothers worked hard to put together a very successfulcompetition. I anticipate that next year will be justas great or even better. From the Air Crew Competi-tion, we went to the New Mexico Wing Conference.Col Buethe and his folks had a wonderful conferencewith the National Commander, Gen Wheless as theGuest Speaker. Just to show how flexible our people

    are, the week before the conference, the Hotel wassold and the restaurant in front of the hotel burned tothe ground. Even with these distractions, the Con-ference was wonderful the people attending receiveda great welcome by the New Mexico Wing peopleand the staff of the hotel. Connie and I had the op-portunity to visit with many long time friends.

    November was pretty calm. We had the NEC meet-ing in Atlanta Ga. and Falcon Virgo in El Paso. LocLou Thomas and Loc Joe Mack did an outstanding

    job putting the planning and execution together. We

    2004 is just about over and I want to thank all of you in Southwest Region for a great year. Youhave accomplished many things in your wings. Asthe year ends, all of our wings are operating andtraining in an efficient manner. The latest accom-plishment is the Louisiana Wing getting an Excel-lent on their SAR/EVAL.

    July was very significant for the Region when we

    had teams at the National Cadet Competition fromArizona and Texas. Both teams were outstandingand brought home several trophies. I sure hope allWings in the Region will have teams in the compe-tition in 2005. On the following week we had theSouthwest Region Staff College at Kirtland AFB,New Mexico. The College was a great success.Connie and I were totally impressed with both ac-tivities. While we were on this trip we stopped atBowling Green Kentucky to see the Corvette mu-seum. Connie's Corvette looks as good as any of the ones on display so we might loan it to the mu-seum for display.

    I encourage all of you Wing Commanders to startnow getting your senior members who are eligibleto make plans to attend the College in 2005. It is agreat experience and the lessons learned at the Col-lege are easily applied to their work and personallives. It is a very rewarding time.

    August brought about the National Board meetingin Tampa Florida and the election of a new Na-tional Commander and Vice Commander. We arevery blessed to have M/Gen Dwight Wheless as ournew National Commander and B/Gen Tony Pinedaas our National Vice Commander. I have knownboth of these gentlemen for several years and know

    We just went through an extremely conten-tious election. It was resolved by the ballot

    and not the bullet which happens in somany countries that do not like the way theresults turn out. God has truly BlessedAmerica.

    This month is the Christmas Party and wewill introduce several new staff members.Two things that are really bothering me are(1) our former Region Commander andNational Chief of Staff Col George Way isvery ill and we need to pray for him and hisfamily and (2) we are loosing Ltc JoeMacklin to retirement. We will also need topray for Joe and his family that they will behappy and prosperous in all that they do inthe future. Joe has been an outstandingsupporter of Civil Air Patrol and a wonder-ful teacher for all of us. We will truly misshim.

    To our Air Force Partners, Ltc Blake Fen-tress, Ltc Joe Macklin, Major Vic DelMoral, Ken Skelton, MSGT Rod Watson,Mary J Conner, words cannot express myappreciation for all of you. You all are,without a doubt, the best Region LR Staff inthe USA. You are all such a very importantpart of our team and it would be impossibleto do our job without your help, coopera-tion, and correction when it is needed.

    2004 has been a great year for SouthwestRegion. 2005 will be better because wehave more experience working as a team,serving our wonderful Nation. There will besome pit falls but we will overcome all of them and be better for the experience.

    I must also give special thanks to my twoVice Commanders Don Jakusz and Hal

    Parker, my Chief of Staff Randy Loveless,my Director of Administration Joan Jakusz,and my Finance Director Ron Forey. Youall have spent many hours this year takingcare of the mail and other knit picking de-tails that are so very vital to any successfulorganization. Bo and Penney Caldwell gotthe computers out of the office before Ithrew them out of the third floor window.

    With a positive direction

    Once we set our creative minds inthe right direction, there are no ob-sta cles tha t can t be overcome. Thisis simply setting our goals, focusingon them, affirming them, making aplan, and taking the first steps toatt aining them.

    That is the secret of success in anutshell: Have a clear goal in mindand persist. J ames Allen put it thisway, in his inspirational book AsYou Think, You will become asgreat as your dominant aspiration.If you cherish a vision, a lofty idealin your hea rt , you will rea lize it.

    New Year New Goals!

    The turn of the new year is the time when westart thinking about what we want to accom-plish in the year to come. In the process newgoals are set along with objectives for meetingthese goals. Short term goals, less than one

    year in duration, are stepping stones to longerterm goals, five years or more, for exampleworking two more hours a day and depositingthe proceeds in the bank for retirement or col-lege for the children.

    Five major areas of concern to us are our spir i-tual, family, business, personal, and socialgoals. We need to have goals in all of theseareas in order to have a balanced life.

    In goal setting keep in mind that goalsshould be specific, measurable, lofty but at-tainable, and completed in a specific timeframe.

    These goals should be written and postedwhere they can be easily seen regularly. Undereach goal should be written the action plan, orlist of smaller objectives which will lead to theaccomplishment of the main goals.

    Review the progress regularly. Is the road youare taking going to get you there, or will youneed to make a detour? Sometimes you needto adjust your route or compass heading tomake up for prevailing winds. Take it in stride,adjust, adapt, overcome, and persist. All of this equals SUCCESS! Happy New Year!

    As much as Texas Wing and its out-standing Cadet Program has grown overthe past few years, many of you may notknow or remember me. I was a 7-yearcadet (95-02) as a member of the LacklandCadet Squadron and later, Texas WingStaff, and have recently left Texas.

    For those of you who know me, I am writ-ing you, after a two year break from CAPto graduate and commission, to update youon my whereabouts and contact informa-tion. Briefly, I graduated in May from UT- San Antonio with a BS in MechanicalEngineering and received my commissionas a 2d Lt through AFROTC, assigned as aMechanical Engineer. I went active dutyin July, attended the Air & Space BasicCourse at Maxwell AFB AL, then PCS-edto Wright -Pat te rson AFB OHin August where I am now a student at theAir Force Institute of Technology where Iwill graduate with my masters in Aeronau-tical Engineering in March 06.

    If you would like to get in touch with me,my personal contact information is belowand I will be keeping the same informationas I move around with the AF. If you arein the AF, just find me on global. As anopen invitation to any cadet looking formore information about the AF, AFROTC,UTSA, or engineering, please feel free tocontact me and I will provide any guidanceI can.

    Overall, things are going well and havegone very well for the past coupleyears. Where I am now and all the oppor-tunities and experiences I have had are adirect result of my experiences as a cadetin Texas Wing, especially in interactingwith all of its great members. Thank youfor the great memories and please, keep intouch.

    By the way, congratulations to all the newSpaatzen (C/Colonels Broussard, Leano,and Lamonte). And, lastly, good luck toeveryone in their future endeavors; main-tain the standard that the Texas Wing Ca-det Program has become for the rest of then a t i o n .

    Counter DrugActivitiesSouthwest Region Wings have been veryactive during June and July conducting avariety of missions under the CD caveat.

    Louisiana, Texas and New Mexico werebusy performing reconnaissance missionswhile Oklahoma and Arkansas was busyproviding High Bird communications plat-forms for law enforcement officials. Otheractivities include ICE Intercept TrainingMissions.

    While all of the Wings in Southwest Re-gion are involved in CD activities, I wouldlike to single out Louisiana Wing's CDO,Major Don Rodriguez, for special recogni-tion. For the past year, Louisiana Winghas had a very high CD ops tempo. MajorRodriguez has been and outstanding man-ager and has developed an excellent rela-tionship with local Federal and State LawEnforcement officials and has workeddiligently with the NOC. He has consis-tently been on top of problems and issuesand has worked through and successfullysolved each.

    Homeland SecuritySouthwest Region Wings have participatedin several HLS mission during the sum-mer.

    Texas supported a SEADS operation off thecoast of Texas utilizing a member owned multi-engine aircraft from Louisiana and aircrews inCAP corporate aircraft from Texas and Missis-sippi. Texas also supported the U. S. Air Forceby conducting Low Level Route Survey nearSheppard AFB.

    Arizona Wing provided support to ICE withreconnaissance on the Mexican Border. Therequirement was to report any unusual activity,

    ership Officer received a Moral LeadershipOfficer Mentoring notebook with a CDcontaining the power point presentation.Each wing chaplain received a copy of both mentoring programs.

    Chaplain (Major) William J. Bryan gave apresentation on Working Together as aTeam. This presentation included eachparticipant in the college taking the Myers-Briggs Inventory. Chaplain Bryan scoredeach of the completed inventories and gaveeach participant their temperament analy-sis. Chaplain Bryan then led the partici-pants in an exercise in which they had towork together with different temperamentsin solving a problem.

    The College began each day and con-cluded the day with a devotional time ledby Chaplain (Lt Col) Robert Hicks andassisted by Chaplain (Lt Col) Kenneth VanLoon National Deputy Chief of Chaplainsand Chaplain Sharp with music.

    The graduation banquet was held onThursday evening at Southwestern BaptistSeminary with Chaplain (Lt Col) RobertHicks as the guest speaker. There were 6participants who completed two yearsattendance at a Region Chaplain ServiceCollege as per the requirement outlined in

    the Chaplain training regulations. Allparticipants were presented a Certificateof Attendance.

    From Thanks To GivingThe time between Thanksgiving and Christmas is

    an exciting time of the year. The aftermath of giving thanks (Thanksgiving) leads us to a sea-son of giving to others (Christmas). It is the timewhen many who have give to those who havenot. Many who have little still give generously.

    "Out of... extreme poverty welled up richgenerosity... They gave as much as they wereable, and even beyond their ability." 2 Corin-thians 8:2-3. Civil Air Patrol members are giversand servants. Each volunteer gives both time andmoney to serving the public as well as other CAPmembers.

    The Southwest Region Chaplain Service Staff College was held at NAS JRB Fort Worth, Texason 19-22 April 2004. There were 37 in atten-dance. Training included 17 hours of instruction

    by Captain David Simonson, NM WG Emer-gency Services Director on Red Cross First Aidand CPR.

    Chaplain and Cadet Programs by Major BrooksCima, TX WG Cadet Programs Director gave apresentation on Chaplains and Cadet Programs.A presentation was made on Wing ComplianceInspections led by Chaplain (Lt Col) Charles E.Sharp, SWR HC, and instruction on SubordinateUnit Inspections was conducted by Lt Col Tho-mas Mundt TX WG Inspector General.

    In order to prepare Civil Air Patrol Chaplains toassist with and conduct military funerals, Chap-

    lain Sharp gave a presentation on the properprotocol of conducting military funerals. Chap-lain (Lt Col) Robert Hicks, Deputy Director of Chaplains Services and CAPO NHQ gave an update on chaplain services.

    Chaplain Sharp developed a Chaplain MentoringProgram and a Moral Leadership Officer mentor-ing program. These programs included a note-book for each course and a power point presenta-tion. Each Chaplain present received a ChaplainMentoring notebook with a Compact Disk of thepower point presentation and each Mortal Lead-

    Microsoft has announced some critical up-dates to their Windows operating system. If you have not been receiving the routineupdates from Microsoft, you can go to theirwebsite and download these Windows up-dates.

    Use your web browser to go directly to theWindows update website found atURL "http://indowsupdate.microsoft.com."Use the Microsoft tool found at that weblocation to search your Windows installa-tion and find the updates you need. Thistool should update most versions of Win-dows (98, 2000, ME, and XP).

    It is suggested to install all the critical up-dates, all the Windows updates, and all thedriver updates. Follow the instructions atthat website to download and install thoseWindows updates. You may have toreboot your computer several times to getthem all installed. After rebooting, return tothat website and use the tool to search formore updates. Sometimes another updatewill show up after you have installed anupdate. This process may take some time,especially if you are using a low speed dialup service.If some of these updates do not install, runthe Clean Manager Windows utility to free

    up some disk space. In Windows 2000 thisutility is found at "C:\WINNT\system32

    \CleanMgr.exe". Next run the Disk DefragWindows utility to rearrange files on your hard

    disk. In Windows 2000 this utility is found atC:\WINNT\System32\Defrag.exe". You canuse the Windows search utility to find thesefiles. The search utility can be started in Win-dows 2000 by clicking on "Start" thenSearch" then "For Files and Folders..." nowenter a name to search for.

    After installing all the Windows updates, rerunthe Clean Manager and Disk Defrag utilities toget your computer to work better after all of the updates have been installed.

    These Windows updates are designed to closesome holes that have been found in the Win-dows Operating System that could allow hack-ers access to your computer. Hackers thencould then steal information from or corruptyour computer.

    I hope this will help you improve your com-puter operations and betterprotect your programs and files.

    South west Region senior members of the Civil Air Patrol attended a SWRegion Sta ff College 17-24 Ju ly. Thecollege was held at the Kirtland AFBNCO Academ y.     WASHINGTON - The Department of Home-land Security's Federal Emergency Manage-ment Agency has announced the creation of acentralized Web portalto serve as a resourcefor emergency managers and first respondersRelated to the National Incident ManagementSystem (NIMS).

    The NIMS Web page, www.fema.gov/nims, isdesigned to offer emergency managers on anon-going basis a complete listing of NIMSrequirements, tools and resources, and general

    information on Homeland Security's new inci-dent management and maintenance tool.

    President Bush directed the creation of NIMSas a means to develop a standardized incidentmanagement approach to emergency incidentsand streamline coordination at the federal,state and local levels. "This Web page reflectsour emphasison developing tools and sharing informationthat will help incident managers and respond-ers at all levels integrate NIMS into their op-erations," said Michael D. Brown, Under Sec-retary of Homeland Security for EmergencyPreparedness and Response. "Our ability to

    provide a central location that collects the most current resources available tosupport NIMS integration allows us to directlysupport states' andcommunities' preparedness and response ac-tivities related to NIMS.

    The assessment process, compliance criteria,NIMS-related training, and implementationtimelines are some of the issues that will beaddressed via the Web page. As NIMS imple-mentation moves forward, relevant informa-tion will be posted on the page, which also can

    be accessed by a direct link from FEMA'shome page, www.fema.gov . In addition,prospective NIMS users to share questionsand concerns by submitting email [email protected]

    The recently announced NIMS IntegrationCenter, called the NIC, will develop andfacilitate national standards for NIMS educa-tion and training and refine the system overtime.

    The NIC organization and Web page reflect afocus on key areas and functions, includingStandards and Resources; Training and Exer-cises; System Compliance and Evaluation;Technology, Research and Development; andPublications Management.

    NIC Standards and Resources will focus onthe development of a national system of guidelines, protocols and standards for NIMSimplementation.

    The Training and Exercises Branch will de-velop a national program for NIMS educationand awareness and facilitate the definition of general trainingrequirements and national-level training stan-dards as well as course curricula associatedwith the NIMS.

    The System Compliance andEvaluation part of the NIC will manage thedevelopment of assessment criteria for thevarious components of theNIMS, as well as compliance requirementsand compliance timelines for federal, state,local and tribal entities regarding NIMS stan-dards and guidelines.

    The Technology, Research and DevelopmentBranch and the Publications ManagementBranch will be established at a later date.

    The NIMS Integration Center was establishedby the Secretary of Homeland Security toprovide strategic direction for and oversight

    Todays topic is one never dear to any-ones h eart , since it ha s t o do withdoing our jobs and getting paid for it.For instance, I have recently proc-essed with great success a request tohave my pay doubled, since I was boldenough to ask . COL Todd, under-standing how important such an in-creas e was t o me (Im just a MAJ , youknow), appr oved it ret roactively to thedat e I t ook t he office!

    When it comes to travel expenses forth e SWR sta ff, its a bit differen t, how-ever. The current policy was designedto assist you who are volunteers andmust therefore foot the bills for yourcontributions, but only in certain

    situa tions. The key word here isassist, because SWR will not fullysubsidize staff travel, meals and lodg-ing unless the Commander considersit essential under the circumstances.Travel expenses are reimbursed onthe basis of $0.12 per m ile, regardlessof the mode of transportation; perdiem is $25 per day maximu m. Notethat this is less than the gummintallows, so an ythin g you aren t reim -bursed for can be itemized deductionson your 1040 Schedule A (if you arequalified to itemize). The sad part

    from t he st affers view is t hat ther e isno cash flowing at the time to paythose bills in large am ounts.

    Further, just because a staff membertr avels somewhere for a CAP event, itis not necessarily a given that theywill receive any reimbur sement : thetravel must be in support of a direc-tive from the commander, and mustbe approved in advance. No advanceapproval, no authority for me to pay.Since the commander always knowswhy he tells someone to go some-where, there is never any problemwith advance approval, because heskind enough to tell me when it hap-pens.

    This policy is not meant to be bureau-cratic: it is meant to safeguar d theassets (in this case cash assets) withwhich we as an organization havebeen entr ust ed. We are checked on aperiodic basis by National to insurethat we follow their regulations andprocedures. Its called an a udit, and it

    is a very serious issue. J ust so you un-derstand the importance of it, there areformer members of CAP who are living ingovernment-supplied accommodations(that is, prison) for violating t hose regula-tions. Others h ave simply lost th eir jobsand reput at ions. Some of th ose are for-mer finance officers, some are formercomm ander s. Your region comm anderand his finance officer have no intentionto experience tha t on a per sonal level.

    So, when you have questions about whatyou can be reimbursed for from the Re-gion, pleas e ask me. If I cant give you asolid answer, Ill take it to a level where asolid an swer can be gained. But if youma ke ass umpt ions, you ma y find yours elf

    from an individual ident ifyinghimself as an AT&T Service technician whowas conducting a test on telephone lines.He stated that to complete the test I shouldtouch nine (9), zero (0), the pound sign (#),a n d t h e n h a n g u p .

    Luckily, I was suspicious and refused.Upon contacting the telephone company, Iwas informed that by pushing90#, you give the requesting individual fullaccess to your telephone line, which enablesthem to place long distance calls billed toy o u r h o m ep h o n e n u m b e r .

    I was further informed that this scam hasbeen originating from many local jails/ prisons. I have also verified this informationwith UCB Telecom, Pacific Bell, MCI, BellAtlantic and GTE. After checking with Ver-izon they said it was true, so do not dial (9),zero (0), the pound sign # and hang up fora n y o n e . P l e a s e b e w a r e .
