The ninety-fourth meeting of the Southwestern Pennsylvania Commission was called to order by Chairman Charles Camp. Commissioner Camp welcomed the following guests: Two past chairs of the SPC - Dave Coder and Jim Kennedy; Albert D’Alessandro, Regional Director, Department of Community and Economic Development; and Richard Fitzgerald, Chief Executive Elect, Allegheny County. 1. Action on Minutes of the October 24th Meeting A motion was made to approve the minutes of the October 24, 2011 meeting of the Southwestern Pennsylvania Commission by Commissioner Pinkerton which was seconded by Mr. Miller. The affirmative vote to approve the minutes was unanimous. 2. Public Comment – None 3. Staff Profile – Chuck Imbrogno/Kristen Baum

Chuck Imbrogno introduced staff member, Kristen Baum, who serves SPC in the role of Data Analyst.

Kristen Baum received her bachelor’s degree in Sociology from the University of Pittsburgh at Johnstown in 2000 along with a minor in Geography. She received her master’s degree in Geography from Kent State University in 2002. While at Kent State, Kristen held a graduate assistantship where she was the primary researcher for a multi-year joint traffic congestion study between the City of Kent and the University. She led all congestion modeling and analysis efforts as part of that study. Kristen continued to work for the University for a few months following graduation, at which time she got her job at SPC, where she’s been for 9 years. She has been involved in a wide variety of projects. She was heavily involved in the various travel surveys conducted by SPC in the mid-2000s. She led the development of the regional park-n-ride facility inventory and continues to manage the regular maintenance and update of that inventory. She assisted with CMAQ program development. She is involved in the acquisition of various datasets to support the maintenance of SPC’s regional travel demand model, as well as the REMI and MERLAM forecast models. Kristen is currently project manager for two of SPC’s core UPWP jobs (Maintain Data & Graphic Files and Land Use Models and Regional Forecasts). Proprietary dataset developed and updated annually by IHS Global Insight. Detailed, nationwide county-to-county freight flows by origin, destination, commodity,

and transport mode. Base year and forecast data available.

TRANSEARCH® for the SPC region

Custom Dataset Acquired in Summer 2010 Over 500 Commodity Types Modes – Truck, Air, Water, Other Freight Volume (Tons) and Value by Commodity Flows To / From / Through 37 Counties Nearly 2,000 Origin / Destination Points Base Year – 2007 Forecast Years – Through 2035

The presentation included slides depicting the 37-County Freight Data Area both with and without traffic analysis zones. The following charts were also included: Flow (Tons) To / From / Through Region (2007); Flow (Value) To / From / Through Region (2007); Flow from SPC Region – By County; and Flow to SPC Region – By County. Graphs of the Top 10 Commodities (tons and value), both Originating and Destined to the 10-County, SPC Region, 2007 were included, as well as a chart showing the Top 10 STCC Commodity Codes for Truck Tons both Originating and Destined to Greene County, 2007.

The Custom TRANSEARCH® dataset provides a comprehensive depiction of goods movement to / from / through the SPC region and neighboring counties.

In-depth knowledge of goods movement is key to facilitating better-informed decisions regarding regional plans and investments.

4. Presentation of 2010-2011 Annual Audit Report by Maher Duessel Karen McCarthy began by saying the audit of the Southwestern Pennsylvania Commission is as of and for the year ended June 30, 2011. She explained that they met with the Audit Committee in detail in November. Ms. McCarthy reported that no new accounting policies were adopted and the application of existing policies was not changed during 2011. All significant transactions have been recognized in the financial statements in the proper period. We noted no sensitive accounting estimates affecting the financial statements. The most sensitive disclosures affecting the financial statements were: related to the disposition of The Regional Enterprise Tower in the disclosure of a corporate restructuring in Note 1; loans receivable in Note 6; debt, including the calculation of the extraordinary gain on its discharge, in Note 9; and contingencies in Note 11 to the financial statements. Maher Duessel encountered no difficulties in dealing with management in performing and completing the audit, and is pleased to report that no disagreements with management arose during the course of the audit. 5. Action on Resolutions 13-11 through 26-11 Honoring the Services of SPC’s Chairman,

Charles A. Camp; Tom Balya, Bracken Burns, A. J. Boni, Rick DeBlasio, Karl Eisaman, Kevin Gray, Jim Kennedy, Patty Kirkpatrick, Jim Lokhaiser, Dan Onorato, Jim Scahill, Vince Vicites and Gealy Wallwork

Commissioner Camp said this is his final meeting as Chairman. It’s been an honor to be nominated and to serve. It’s been a lot of fun with SPC. In my 12 years on the SPC’s board, I’ve turned into a process geek. I’ve very much enjoyed how we’ve delivered these very much needed public transportation programs on highways, bridges and the economic development efforts involved that we’ve all taken on. It’s been enlightening for myself and for others. It’s been very satisfying. And the friendships here with staff, Commissioners, and the guests we would have from the public theatre have given us a lot of nice memories. These years have been a benefit to me and to my county and to the region. And I really respect this group because we have had such a great regional partnership. We all come here. We made arrangements for each other, accommodations. We work with people like Dan Cessna. We made sure we spent all the money available to us for the region. We’ve honored each other with agreements that we’ve always been able to fulfill. I just want to tell you all that it’s been a privilege to serve here as Chairman. Thank you kindly.

Mr. Hassinger said with that in mind, he would like to convey the sentiments of the Commission and presented Commissioner Camp with a certificate recognizing his service and his association with the SPC and he expressed his appreciation. Outgoing members expressed their gratitude for the recognitions, and thanked their fellow Commissioners and SPC staff, urging the members and staff to continue the important work of regional planning and progress in all areas of our common regional interests. The Armstrong County Commissioners also paid tribute to Gealy Wallwork. Commissioner Kirkpatrick said if you look at the resolution, you will notice that Gealy was a representative to SPC since 1992. Now I ask all of you, how long have you been affiliated with the organization? If you are an elected official, it’s a part of your job responsibilities to serve on this organization. If you look at those who serve their county and the region as citizens, they really, really are passionate about what they felt to accomplish as a board. What they probably sacrificed. What their families sacrificed. You probably could not find another person that is as passionate about this organization as Mr. Wallwork. I don’t have all the history that Gealy gave to the Commission, nor the work that he did in order to advance this region. So on behalf of the Board of Commissioners and the Citizens of Armstrong County, and I would also say the citizens of region, this is presented to Gealy Wallwork “for your dedication to Armstrong County and the region by serving on the Southwestern Pennsylvania Commission for transportation planning and development activity to enhance the region’s competitiveness” is presented December 12, 2011 by this Board of Commissioners. We owe a really, really great deal of gratitude to him. A motion was made to approve Resolutions 13-11 through 26-11 by Mr. Macey and seconded by Commissioner Kopas.
