FY2020 BIG Idea Challenge
• Space Grant partnered with STMD to expand the BIG Idea Challenge to only Consortia • 8 Teams were selected • All teams have passed their mid-point reviews • All teams who passed mid-point review have received their second stipend from Space Grant
• All Space Grant funding has been awarded to the eligible Consortia
• Final projects extended, new due date is January 2021

FY21 BIG Idea Challenge “Theme” – Lunar Dust Mitigation
For FY 2021, the challenge is to develop active and passive dust mitigation (or dust tolerant) materials and technologies to be used in or on lunar architecture elements and supporting equipment and infrastructure for future lunar missions including, but not limited to:
• Spacesuits • Habitats volumes • Surface Equipment • Landers

• Chad Rowe has returned to Johnson Space Center • Elaine Ho is the Acting Space Grant Manager • Erica Alston continues as the Deputy Space Grant Manager

Consortium Profile
• Each Consortium needs to craft a profile that is truly representative of their Consortium and is a summary that the Consortium is proud of. • This is a requirement of the four-year base award, and your Consortium Profile will be included on the NASA Space Grant website. • Please submit your Consortium Pr ofile no later than 9/11/2020, 11:59pm EDT. Submission may be sent to the HQ inbox, [email protected] • For more information, and an example of a submitted consortium profile, please reference the email from Erica, sent 8/4/2020, 5:18pm.

6-Month Reporting
• In the FY2020-2024 Solicitation, there is a 6-month reporting requirement
• Purpose = Check-in on the progress of the award bi-annually
• Please refer to email that Erica sent on 8/5/2020 for specific guidance • Subject Line = Space Grant: 6-month reporting

6-Month Reporting Questions
• Question: Do we report both budget that was planned for the canceled event that was not spent? Or, only the budget that was spent (and c ould n ot be recovered) for a canceled event?
Answer: Report how much was supposed to be spent in the notes column. But the intent is to better understand how much could potentially be reprogrammed (moving $ from Bucket A to Bucket B) on the award with NASA – Not subawards or if the funding could be rolled-over to the next year.
• Question: If the event was canceled due to COVID travel restrictions does that mean that the budget impact should be COVID related? If this is true, then what would be a Non-COVID budget impact? Seems all impacts are in one way or another COVID related.
Answer: We are looking for 1st order impacts. In the case of travel cancellations due to COVID, then that would be a COVID r elated cost. If you couldn’t make all of your Fellowship awards because students aren’t at campus, then this would be a COVID impact. If you couldn’t make all of your Fellowship awards because there aren’t enough interested mentors, then that is a non-COVID impact.

Annual Performance Reports
• The submission of the award’s annual performance report is the mechanism that authorizes the next increment of funding • Positive award implementation progress is required for the next increment of funding
• This document is where the awardee can officially document impacts due to external factors, e.g., COVID-19
• Annual reports are due 60 days prior to your award’s anniversary date • The NSSC will email reminders about this report being due
• Late submissions of the annual report will result in the following: • Non-compliance with the terms and conditions of the award • Delay in incremental funding

COVID-19 Reporting for August
• Erica sent an email on 8/4/2020 (Subject line = Update on Chats with Consortia for August) that calls for the submission of the COVID-19 Form • The form will be posted on Inside Space Grant next week
• We are asking that the awardees continue to track COVID-19 impacts
• Especially important to send to HQ, any supplies or purchases made directly in response to COVID-19 by the 1st of every month
• Example: Purchased PPE

COVID-19 OMB Flexibilities
• Many of the flexibilities ended in June, and now only two flexibilities remain for NASA awards impacted by COVID: • 1 - The ability for award recipients to continue paying salaries under extraordinary circumstances and incur costs necessary to resume activities, and
• 2 -the extension of the single audit report submission deadline.
• For awards issued specifically to support the COVID emergency response, there are additional flexibilities that ended on July 26, 2020, and the full text of all current flexibilities can be found here and attached.

COVID-19 Impacts
How was work been impacted due to COVID-19?

• Initiated the approach of 1 on 1 discussions for all OSTEM awardees, along with development of questions used by all project managers
• Received very positive feedback on this approach • We heard you:
• Continued uncertainty as COVID-19 persists • Many Consortia are facing budget cuts – furloughs, matching funding reductions • Compression of Fall 2020 academic semester • True impacts have not yet been realized – delayed implementation of new award milestones
COVID-19 FAQs
• Q: If my laboratory requires COVID-19 testing prior to granting physical access, can the award be charged the cost of the testing? • A: M-20-26 has language referred to as “other project activities”. These are costs associated with the resumption of grant activities, so it does not really apply to COVID testing unless it is required to resume grant activities. If the test is required to perform work on the award, then I would define the COVID tests as an allowable direct cost on the a ward w ith prior approval. Prior approval is required w hen a recipient wants to incur new direct costs that are not in their original budget (2 CFR 200.307). Also, there should be some mechanism in place to track individuals being tested that are part of the effort. Another concern the awardee needs to be aware of is that for shared labs across projects, charging directly to a particular award would be questionable. Remember, a direct expense would mean the expense can be directly tied to the project. If COVID testing is simply a part of the working environment, direct charging is questionable.
OSTEM Summit
• Will be having a virtual Mega PI session in early 2021 • Will be hosting virtual seminars leading up to the MEGA PI during late 2020 and early 2021
We asked the Executive and Alliance Councils to consider: What recommendations would you feed back to OSTEM regarding the execution of the summit in a virtual setting?
• Total duration • Duration of sessions • Technological challenges/constraints, • Timing/scheduling constraints for Fall 2020 and Spring 2021
GIC Update
• On August 13th, 2018, President Trump signed into law the John S. McCain National Defense Authorization Act for FY 2019 (PUB.L.115-232) which includes a new provision that prohibits agencies from obligating grant funds to procure or obtain certain telecommunications equipment or services. To implement this requirement, the Grants Policy & Compliance Office revised the NASA terms and conditions.
• This GIC will go into effect 8/13/2020. It will be available from the NSSC’s grant page. It will be applicable to all current and future awards.

NF1687 Updates
• Thanks for bringing the Program Office’s attention about the NF1687 (award paperwork) for the base awards being misclassified as Research Awards • The Program Office has been working with the NSSC to identify the misclassified awards for corrections • The NSSC is currently processing these corrections to the NF1687s to identify the awards as Education • Be on the lookout (BOLO) for updated NF1687s as the NSSC is issuing updates to the awards • If by the end of August 2020 your award has not been corrected, please email Erica with that information • Also, please verify cost-share amounts on your NF1687; if there is an issue, email your technical officer with a cc: to the HQ Inbox a clear articulation of the issue and correction to the cost-share amount
