- underdeveloped bike lane network
- inaccessible sports infrastructure from the premises of
educational institutions
- the lack of specially dedicated spaces for runners and
mountain runners enthusiasts

-- lack of accessibility for the disabled in the urban
environment

- poor promotion of informal sports clubs/groups
-low budgets dedicated to public owned sports clubs
- the poor promotion (or the lack of it) of the existent
possibilities of practicing sports / physical activities.

1. Creation of the urban planning of the setting of cycle lanes and
related facilities
2. Extension of the bike paths network (and related infrastructure) at
25 km by 2023
3. Creation of recreational facilities for bicycle users (bike park for
children - 1, bike sharing facilities - 3)
4. Promoting the bicycle for transportation and recreational purposes
among residents

CHALLENGES

MAJOR RISKS
1. The Plan worths nothing for stakeholders
➢ politicians and cycle groups are involved in suporting and promoting
activities
➢ civil servants involved in developing the Plan
2. The municipality has no budget
➢ there are European funds dedicated to urban mobility
➢ HEAT for promoting the Plan
3. The route for cycle lane is not universally accepted
➢ the route will be proposed by a small working group: cyclists, traffic
police and municipality
4. Overwhelming bureaucracy for accesing the funds
➢ Brasov Metropolitan Agency provides the technical support for
writing the application
➢ cyclists provide technical support for designing themes
POSITIVE ASPECTS
➢ the large number of ideas delivered for the Action Plan

➢ enthusiasm of the cyclist groups
