Dr. Aye Myint
Director General, Department of Technical and
Vocational Education and Training, Ministry of Education,
Myanmar
Opening/Closing
Dr. Aye Myint is the Director General of the Department of Technical and Vocational
Education and Training since 30 September 2016. He is former Rector of Yangon
Technological University, Technological University (Mandalay), and Technological
University (Hmawbi). During his 32 years of work experience in the engineering field
he worked as Researcher, Research Officer and Prof. & Head at the Metallurgical
Research and Development Center (MRDC), and Deputy Director General at the
Department of Research and Innovation. Prior to receiving his PhD Degree in Nuclear
Engineering at the School of Power Engineering, Xi’an Jiaotong University in China, he
received his Bachelor of Engineering and Master of Engineering degrees in
Metallurgical Engineering from the Rangoon Institute of Technology.
He is a fellow member of ASEAN Academy of Engineering and Technology (AAET),
member of Myanmar Engineering Council (MEC), Central Executive Committee
member of Myanmar Engineering Society (MES), ASEAN Registered Engineer and
Professional Engineer and Fellow Member of ASEAN Federation Engineering
Organization. His professional career focuses mainly on Metallurgical Engineer, Heat
Transfer Engineer and Educationist. He published several papers concerning
academic and professional engineering fields and plays a key role in promoting the
development of the engineering sector.

Prof. T. Chan Basaruddin
President, ASEAN Quality Assurance Network (AQAN)

Prof. T. Chan Basaruddin is the Director of the Executive Board –
National Accreditation Agency for Higher Education – Indonesia. He is
also a professor of computer science at the University of Indonesia. He is currently
holding the position as the President of the ASEAN Quality Assurance Network
(AQAN). In addition, he also serves as the President of The Association of QA
Agencies in the Islamic World (IQA).
He earned a Bachelor of Arts in Mathematics (1985) from Gadjah Mada University,
Master of Science (1988) and Doctor of Philosophy (1990) in Computer Science from
the University of Manchester. He served the position of Dean of the Faculty of
Computer Science – University of Indonesia (2004-2013), Secretary of the Board of
Higher Education (2003-2005), and Chairman of the Development Council of the Board
of Higher Education (2015-2017). Prof. Basaruddin served as an international
consultant in the areas of higher education management, funding and financing, and
quality assurance. He was awarded an Honorary Doctor in the field of Higher Education
Management from the Management Science University – Malaysia in 2019.
H.E Thomas Neisinger
Ambassador to Myanmar, German Embassy to Myanmar
Opening
H.E Thomas Neisinger studied law and philology in Würzburg,
Freiburg and Salamanca (Spain). He started his professional career
as an employee at a German Bank in Munich, the Foreign Trade
Department in 1986 where he worked for 2 years.
In 1988 he moved to the foreign services and held various positions in the Legal,
Economic and Europe Divisions at the Federal Foreign Office and the German
Embassies in Buenos Aires and Warsaw. From 2008 to 2012 he held the position of
Deputy Head of Mission at the German Embassy in Madrid. Between 2012 and 2015,
he worked for Federal Foreign Office as a Regional Director for Latin America and the
Caribbean (Ambassador). From 2012 to 2019, he was the German Ambassador in
Havana. Since August 2019 he has taken up the position as German Ambassador in
Yangon, Myanmar.

Prof. Dr. Georg Spoettl
Director of Centre of Technology, Work and TVET
University of Bremen, Germany
Plenary 1
Prof. Dr. Georg held the position of former Full Professor (Chair) at the
University of Bremen and European University of Flensburg, Germany,
Faculty of Mechanical Engineering, and Director of the Institute Technology and
Education (ITB), Bremen. He is currently the Director of the Centre of Technology,
Work and TVET at the University Campus Unit of the University Bremen and Director
of the Steinbeis Transfer Centre InnoVET.
His main activities include research in competency measuring in engineering science
at University level, vocational initial and further training, didactics of mechanical
engineering. He lectures on Human-Machine interaction in engineering science,
teacher training for TVET, and didactics for technical and vocational education and
engineering science.
Prof. Dr. Spoettl studied at the University of Applied Sciences Augsburg and at the
Technical University of Berlin (Dipl.-Ing./ Master Degree). He worked as an engineer
and TVET teacher and received his PhD at Aachen University.
Ms. Andrea Bateman
Director, Bateman and Giles Pty Ltd, Australia
Plenary 2
Ms. Bateman has a long history in quality assurance in the VET and
Higher Education in Australia. She has particular interest and
expertise in qualifications frameworks and quality assurance
frameworks and their governance arrangements.
Andrea was principal consultant for the development the Pacific Qualifications
Framework, ASEAN Qualifications Reference Framework, East Asia Summit Quality
Assurance Framework, and the Guiding Principles for Quality Assurance and
Recognition of Competency Certification Systems among ASEAN Member States. Her
research in the Asia Pacific region include quality assurance in TVET and the
development of the Guidelines for the Quality Assurance of TVET Qualifications in the
Asia-Pacific Region (UNESCO 2017).

Mr. Bruce Poh

Mr Bruce Poh was the Chief Executive Officer of the Institute of
Technical Education (ITE), Singapore, from 2007 to 2017. He was appointed Executive
Deputy Chairman/WorldSkills Singapore Council and CEO/ITE Education Services
(ITEES) in 2017. He is Member of the Science Centre Board, the Singapore Quality
Award Governing Council, Singapore Rail Academy; and the National Integration
Council. His professional affiliation includes Fellow of the Institution of Engineers,
Singapore; Member of Economic Development Board (EDB) Society; and the Hewlett
Packard Singapore Alumni.
Mr Poh graduated with a Bachelor of Science in Electronics Engineering from
University of Essex (UK), and the Asia-Pacific Executive MBA from National University
of Singapore. At EDB, he was Assistant Director of the French-Singapore Institute and
Japan-Singapore Technical Institute. He held concurrent appointments at Nanyang
Polytechnic as Deputy Principal and Director of IT, Design and Business Schools and
Director/Centre for Quality. As CEO/ITE, he led in envisioning two five-year roadmaps
– ITE Innovate (2010-2014) and ITE Trailblazer (2015-2019).
Dr. Zaw Min Naing
Director of Administrative Section, Department of Technical
and Vocational Education and Training (DTVET), Myanmar
Plenary 2
Dr. Zaw Min Naing is currently the Director of Administrative
Section, the DTVET of the Ministry of Education, supporting the
Director General, Deputy Director Generals in DTVET's work of
reforming and transforming TVET in Myanmar.
Prior to coming to DTVET, he was a Director of Foreign Relation Section. He is
actively involved in different programs and activities of TVET transformation such as
TVET Teacher Trainings, Developing Newly Recruited Teacher Training Programs,
International Initiative and Cooperation, Initiation and developing on Quality
Assurance System of TVET schools under DTVET named Vocational Education
School Quality Assurance Standard Framework (VESQASF). He received his PhD
degree in Metallurgical Engineering and Materials Science as well as his certificate in
"International Leadership Training for TVET professionals Myanmar" during an eight
month training program in Germany.

Ms. Maria Susan P. Dela Rama
Executive Director, Certification Office, TESDA, Philippines
Plenary 2
Ms. Maria Susan P. Dela Rama is the Executive Director of the
Certification Office, Technical Education and Skills Development Authority or TESDA.
The Certification Office, which she heads since January 2014, develops guidelines
and monitors the implementation of TESDA’s regulatory functions of TVET Program
registration and accreditation, and assessment and certification of qualifications.
TESDA is ISO 9001:2015 Certified in these areas. Previous to this assignment, she
was Executive Director of the Planning Office and had been assigned to Field
Operations, Public Information, and TESDA Online Program Management Offices.
Ms. Dela Rama is a graduate of Bachelor of Arts in Economics and has taken up all
academic units of the Master of Statistics, from the University of the Philippines. She
has attended training programs in the areas of management, planning, monitoring and
evaluation, TVET systems, quality assurance, assessment and certification, ICT and
project management.
Mr. San Seng
Director, Quality Assurance Department, Ministry of
Labour and Vocational Training, Cambodia
Plenary 2
Mr. San Seng is currently the Director of Quality Assurance
Department of the Ministry of Labor and Vocational Training in
Cambodia. His main responsibilities include quality assurance,
monitoring and evaluation.
He is also the technical officer of the Teacher development of TVETSDP and in
charge of Competency Base Training (CBT) methodology and Return to Industry
Scheme (RIS). Furthermore, he oversees the implementation of the Cambodia
Qualification Framework (CQF) and acts as the national focal point of AQRFC. He is
also involved in the foundation of the Cambodia Trainers Qualification Framework
(CTQF).
Mr. San Seng holds a MBA in Management and attended the diploma course of
human resource planning and development at the Institute of Applied Manpower
Research (IAMR), New Delhi.

Prof. Dr. Wahid
Councillor/Rector, UTHM, Malaysia

Prof. Dr. Wahid is the Vice-Chancellor of Universiti Tun Husseion Onn
Malaysia (UTHM) and is an expert in the field of TVET Curriculum and Engineering
Education. Earlier, he was the Deputy Vice-Chancellor for Research and Innovation,
Deputy Vice-Chancellor for Academic and International, Dean of the Faculty of
Technical and Vocational Education, and Director of Centre of Academic Development.
Prior to his tenure at UTHM, he had about 17 years of experience as lecturer in the
field of Civil Engineering and manager at the Politeknik Ungku Omar (PUO) and
Community College respectively.
Prof. Dr. Wahid is actively involved in the Quality Assurance processes with various
agencies; Malaysian Qualification Agency (MQA), Engineering Technology
Accreditation Council (ETAC) Malaysia, Malaysia Board of Technology (MBOT), and
also Higher Education Leadership Agency (AKEPT). His passion on TVET also brought
him into other platforms as keynote speaker, researcher and consultant internationally.
Ms. Sabrina Loi
Deputy Chief Executive Officer (Corporate),
Institute of Technical Education, Singapore
Breakout 1A
Ms. Sabrina Loi oversees ITE's corporate functions under ‘One ITE
System’. These include governance, strategic planning and
organisational excellence; human resource management and capacity
development; corporate branding and communication; international development;
corporate administration and finance. She played a key role in ITE’s successful
transformation after its restructuring as a post-secondary institution in 1992.
Ms. Loi is a member of the Singapore Quality Award Management Committee, a
Senior Executive Fellow, JKF Kennedy School, Harvard University and a Senior
Fellow and Vice President of the Singapore Human Resources Institute. She has
received the National Day Award – Public Administration Medal (Bronze in 1996 and
Silver in 2009), the May Day Commendation Award (2017) and the Asia Pacific
Quality Organisation Award for Women in Quality Leadership (2019).

Mr. Panya Chanthavong
Director General, ESQAC, MoES, Lao PDR
Breakout 1A
Mr Chanthavong is the Director General of Education Standards and
Quality Assurance Center (ESQAC) under Ministry of Education and Sports (MoES),
Lao PDR, which has the mandatory to manage the National Quality Assurance System
from Early Childhood Education to Higher Education, including formulation of quality
standards, development of implementing guidelines, provision of IQA/EQA training, and
coordination of external assessment and accreditation. He is also the Representative
for Laos to the ASEAN Qualifications Reference Framework (AQRF) Committee.
Mr Chanthavong was a lecturer at the department of Electrical Engineering, Faculty of
Engineering, National University of Laos from 2003-2008 before he moved to the
ESQAC. He graduated from National Polytechnic Institute with a Bachelor degree in
Electrical Engineering in 1996 and holds a Master degree in Electrical Engineering from
Nagaoka University of Technology, Japan in 2000.
Fr. Jose Dindo Vitug
Executive Director, Don Bosco – One TVET
Breakout 1A
Fr. Jose Dindo Vitug is a member of the Salesians of Don Bosco
(SDB), a Catholic religious congregation working mainly for young
people in the field of Education, especially the underprivileged. He
holds a Ph.D in Educational Leadership and Management from De
La Salle University – Philippines.
Fr. Vitug has been working for TVET for the past 10 years. He is currently the
Executive Director of Don Bosco - One TVET Philippines, comprising of 18 Technical
Vocational Institutions and the Coordinator of Don Bosco TECH ASEAN comprising of
36 TVET centers in 8 member countries.

Dra. Idama Tiurria, MM
Head of program Division, PPPPTK BOE Malang, Indonesia
Breakout 1B
Ms. Idama Tiurria received her Bachelor degree in Education from the
State University of Malang, Indonesia and her Master degree in Management minoring
in Education Management from the Gajahyana University, Indonesia. After graduation
she stared working for the Ministry of Education and Culture, PPPPTK BOE Malang.
Her work focuses among others on teacher and education personnel certification,
exchange, and trainings. She has lead the Training Arrangement Division, Training
Evaluation Division, Data and Information Division and Program Division, while also
attending international and regional meetings related to teacher and education
personnel empowerment.
Dr. Than Zaw
Principal, Technical Promotion Training Center (TPTC) Baelin,
Ministry of Education, Myanmar

Dr. Than Zaw is the Principal of the Technical Promotion Training Center (Baelin),
Myanmar since 2017. He graduated from Mandalay Technological University in
Mechanical Engineering in 2002 and continued to study at Yangon Technological
University for his Master and PhD from 2002 to 2006. He received his AGTI diploma in
Mechanical Power Engineering in Government Technical Institute (Toungoo) in 1999.
After receiving his PhD, he worked as a Lecturer and Head of the Government
Technical Institute (Pyin Oo Lwin ) form 2006 to 2009. From 2009 to 2010, he was an
Associate Professor and in-charge of the Central Workshop (Kyaukse). Afterwards he
was an Associate Professor and Head of Department in the Government Technical
Institute (Pyin Oo Lwin) from 2010 to 2014. In March 2014, he was promoted to be a
professor and Head of Department of Mechanical Engineering at the Technological
University (Toungoo).

Dr. Yok Sothy
Director, National Technical Training Institute, Ministry of
Labour and Vocational Training, Cambodia

Dr. Yok Sothy, Director of The National Technical Training Institute
with over 30 years of solid experience in TVET, has been an outspoken advocate for
the advancement of the TVET agenda in Cambodia. He has lead research on
Innovative and Effective Teaching Methods for TVET teachers, Curriculum
Development and National Competency Skill Standard in TVET while offering
courses as a teacher trainer for the National Vocational Teacher Education Program
(VET). Before joining the institution, he was an auto-mechanic engineering instructor
at Preah Kosamak Technical and Vocational Training Center for 12 years.
Dr. Yok Sothy studied at the Pinsky State Industrial and Pedagogical College, in the
former Soviet Union and then obtained his Bachelor degree in Computer Science
Technology at Royal University of Phnom Penh, before gaining a Masters of
Business Administration at the National Institute of Business, Cambodia in 2010. He
has also been an integral part of many overseas training programs. In 2014, Dr. Yok
Sothy earned his Doctor of Philosophy in the field of Education from Concordia
College & University, USA.
Ms. Yoojeong Nadine Seo
Programme Specialist, UNESCO Bangkok

Ms. Yoojeong Nadine Seo is a TVET programme specialist in EISD, UNESCO
Bangkok. She is also a research associate at KRIVET and has been working there
since 2010. She completed her BSc(Hon) Psychology at UCL, MSc Organisational
Psychology at University of Manchester and PhD Applied Psychology at University of
Nottingham. Her interest and work covers a wide range of areas including the equal
opportunities, workplace bullying/harassment, career psychometric testing and
career guidance as well as TVET.

Dr. Ade Setiawan
Vice-Principal for Curriculum Affair, SMK Negeri 1 Batam
Vocational School, Indonesia

Dr. Setiawan is the vice principal for academic affairs at SMK Negeri 1
Batam Vocational School, Riau Island Province, Indonesia. He is specialised in TVET
curriculum and educational technology. He received his master degree in TVET and
Ph.D in educational technology from the Universiti Teknologi Malaysia (UTM in 2011
and 2015 respectively. Previously, he gathered industrial experiences as production
supervisor and test engineer at Sony Electronics, Thomson Television and Siemens
Medical from 1997 to 2005 in Jakarta and Batam.
Prior to his current position he was assigned for several different positios at SMK
Negeri 1 Batam, such as the Head of Program at Computer and Networking
Engineering Department from 2008 to 2009 and at the Industrial Electronics
Department from 2017 to 2018. He participated in the trainings: Hearing Instrument
Test System in Siemens, Singapore (2001), Car’s Electronics System at Fujian
Polytechnic and Fujian Normal University, People Republic of China (2006) and
Renewable Energy Techonology at Lycee Guy de Maupassant, Fecamp, France
(2017).
Mr. Phone Kyaw
Principal, No.1 Industrial Training Center (Sinde),
Ministry of Industry, Myanmar

Mr. Phone Kyaw holds the position of principal of No.1 Industrial Training Center
(Sinde), under the Ministry of Industry, Myanmar since 2015. The TVET school for
skilled workers and technicians with mechanical, Electrical and Automotive trades is
ISO 9001:2015 certified and received the Quality Management System Certificate in
2018.
Mr. Phone Kyaw received his Bachelor of Engineering degree from Mandalay
Technological University in 2002 and the certificate as a master trainer for competency
based curriculum design and development for TVET in Myanmar by SPI in 2013. He
was certified as a master trainer for TVET instruction and assessment in Myanmar by
ITE in 2013 and as Quality Auditor in 2018 by Bureau Veritas.

Mr. Htet Aung Myo
National Local Vocational Training Manager,

Mr. Htet Aung Myo studied Mechatronics Engineering at Nanyang
Polytechnic, Singapore from 2002-2005. He started his professional career as an
Assistant Engineer at Seagate Technologies Pte Ltd, Singapore. In 2013, he returned
to Myanmar and worked as a Training coordinator at the International Labour
Organization, Yangon. In ILO, he trained trainers on entrepreneurship and monitored
the trainings provided by the selected training providers and prepared reports on their
performance. Since then, he has had exposure with private training providers and
private businesses.
Mr. Htet Aung Myo has over 10 years of experience in support/administrative services,
programming work in a multinational private sector company and in international
development organizations, and of ILO’s entrepreneurship development skills training
programmes such as SIYB and Community Based Enterprise Development, combined
with strong coordination skills between government, local companies and NGOs.
Mr. Ngan Cheng Hwa
Specialist Technical Training Officer, German-Malaysian
Institute (GMI), Malaysia

Mr. Ngan Cheng Hwa is the Specialist Technical Training Officer at the
German-Malaysian Institute. He is a TEVT expert and practitioner
primarily in the areas of curriculum development, teacher training, and
blended learning methodology.
He has been highly involved in the formulation of National Dual Training System
(NDTS) under the purview of the Economic Planning Unit, Prime Minister Department
in 2003 and the development of the German Dual Vocational Training program under
the Ministry of Human Resources, Malaysia and Malaysian-German Chamber of
Commerce & Industry in 2012. Mr. Ngan is a DACUM (Developing A Curriculum) &
Systematic Curriculum and Instructional Design Facilitator certified by Ohio University,
USA and was awarded the Excellence Teacher Award MARA – German-Malaysian
Institute, in 2004.
He completed his Master of Education (TVET) at the University Technology Malaysia
from which he also holds a Bachelor of Technology with Education (Electrical
Engineering).

Dr. Nay Zar Aung
Principal, School of Industrial Training and Education (SITE), DTVET, Ministry of Education, Myanmar

Dr. Nay Zar Aung is the principal of the School of Industrial Training and
Education (SITE), operated under the DTVET, Ministry of Education,
since 2017. He earned his bachelor degree in Mechanical Engineering from Mandalay
Technological University. He received his first Master degree from Yangon
Technological University and his second Master degree from Technological Institute of
Sepuluh November, Indonesia. He earned his Ph.D degree from Harbin Institute of
Technology, China. In 2010, he served as the principal of Government Technical High
School (WarMa). In 2015, He was a lecturer at the Department of Mechatronic
Engineering in Yangon Technological University. He has been a short term visiting
lecturer at Hosei Univeristy in Thokyo, Japan since 2017.
Dr. Nay Zar Aung has published 38 research papers in both national and international
research journals and conferences as well as two books related to MATLAB
programming.
Mr. Vongsa Chayavong, M.D.

Mr. Vongsa Chayavong received a Bachelor Degree in Business Administration from
the National University of Laos in 1999, his International Diploma in Educational
Planning and Administration from the National University of Educational Planning and
Administration, New Delhi, India in 2008, and his International Diploma of Leadership
Training on Media Development for TVET from the Otto von Guericke University,
Magdeburg, Germany in 2011. Furthermore, he received his International Diploma in
Management for TVET institutions in ASEAN from the University of Oskar-von-Miller-
Schule, Kassel, Germany in 2013 and his Master Degree in International Development
Studies from Chulalongkorn University, Bangkok, Thailand in 2015.
Mr. Chayavong had been the deputy head of higher education section at Luang
Namtha Provincial Department of Education and Sports from 2000 to 2005. Since
2006, he has been appointed as the head of department of planning and cooperation at
a TVET school. He is also a team member of internal assessment for the TVET
institutions in Lao PDR.

Ms. Phung Thi Nga
Teacher, Ba Ria Vung Tau College of Technology, Viet Nam

Ms. Phung Thi Nga has been a teacher of information technology at Ba
Ria Vung Tau College of Technology since 15 years, where she constructed and
operates the quality management system process. She is the Head of Quality
Assurance Department, Ba Ria Vung Tau College of Technology, Viet Nam since 2
years.
Ms. Phung Thi Nga has been the coach for 20 Colleges for intensive training courses
on data analysis and report writing based on the results of an enterprise survey. She
has participated in training courses on model quality assurance, student surveys, data
analysis skills in Japan and the United Kingdom in 2012 and 2015 as well as the basic
and advance training courses on tracer studies and enterprise survey in 2015 and
2016. She received her Master Degree in Information technology from the Thai Nguyen
University of Information and Communication Technology, Viet Nam.
Ms. Naing Yee Mar
Deputy Head of Project, GIZ TVET Myanmar

Ms. Naing Yee Mar works at the GIZ TVET programme in Myanmar. Before joining
GIZ, she worked in Germany as a Programme Officer at UNESCO-UNEVOC
International Center for strengthening TVET in UNESCO member states and she

Prof. Zita Mohd Fahmi J.S.N has served as Dean of the Law Faculty
and retired as a Professor. She has been working in the QA sector from 1997 with the
Lembaga Akreditasi Negara and Malaysian Qualifications Agency as the Deputy Chief
Executive for the QA sector until 2014 and fellow specialist until 2018. She has
provided key contributions to policies and regulations, the Malaysian Qualifications
Framework, QA systems, TVET projects, and professional bodies as well as
Comparability Projects where she co-chaired with NZQA, HEEACT and NIAD QE.
Over the years Prof. Zita Mohd Fahmi J.S.N has contributed as expert and trainer,
provided consultancy locally, within ASEAN and on international conferences. She
served regional networks including AQAN as Secretary, led the team that developed
the AQAF, referencing projects, the Islamic Quality Assurance Network and APQN. She
is currently involved in the EU SHARE ASEAN Project as an QA expert for promotion
and training (2015-2019) and is a Non-Executive Member of the Hong Kong Council for
Academic Accreditation and Vocational Qualifications until 2021.
Mr. Federico A. Monsada

Mr. Federico A. Monsada received his Bachelor of Science and Master of Engineering
in Metallurgical Engineering from the University of the Philippines in 1977 and 1982
respectively and completed the Management Development Program, Asian Institute of
Management, 1990. He is certified as a licensed metallurgical Engineer, ASEAN
Engineer No. 00375, Chief Accreditation Officer, and Trained Lead Assessor (ISO 9000
QMS/ISO 14000 EMS/OHSAS1800/IMS).
Mr. Federico A. Monsada holds the position of President of the
Philippine Technological Council since 2011. He is currently, among
others, the CEO of Minercon International Inc. and FA Metals

Ms. Therese Tan Lee is currently working as a Faculty Specialist and as
the Chair of the Projects and Consultancy Division of Colombo Plan Staff College
(CPSC). She has vast experiences in the TVET sector for 20 years and has been
engaged in numerous international projects and training programs in the Philippines,
Ethiopia, Iraq, Nepal, Malaysia, Fiji Thailand and Bhutan.
Ms. Therese Tan Lee was the program coordinator and lead in the different In Country
Programs for the CPSC member countries: in Malaysia for the Quality Assurance
System through Asia Pacific Accreditation and Certification Commission (APACC); in
Fiji for Quality Assurance through Results Based Monitoring and Evaluation in TVET
and Educational Systems; in Thailand for Branding TVET through Image and Quality,
and in Bhutan for the role of accreditation in achieving a quality assured TVET
Program. Ms. Lee is also the Lead Trainer of APACC Accreditors and one of the Team
Leaders of APACC onsite visits. She was also immensely involved and engaged in the
review and in the revision of the recent 2019 APACC approved manual.
Ms. Raihan Tahir

Ms. Raihan Tahir received her B.Sc (Ed) from the University of
Malaya, Kuala Lumpur and her Masters in Education from the Open
University Malaysia. She has furthermore received the Certificate IV in
Training and Assessment from Australia.
Ms. Raihan Tahir is the owner of the Exzellent Profis Institute (Accredited Centre),
Professional Trainer (International Accredited Training Program), Master Trainer of the
Train The Trainer Programme (Human Resource Development Fund), Certified
Facilitator for the development of standards, curricula and written instructional
materials, and Master Trainer for work process curricula development for the
implementation of the National Dual Training System. During her 20 years at the
German-Malaysian Institute she has taught Mathematics and Physics for A-levels,
Diploma and Bachelor in Technology students, established and headed the Quality
Assurance section, developed policies and procedures, obtained ISO certification, and
maintained the GMI Quality Management System.
Ms. Raihan Tahir is active in the development of occupational frameworks, standards
and curricula for various industries on behalf of Ministry of Human Resources and has
trained international participants from both private and public institutes.

Dr. Athippatai Potang is currently the Human Resource Officer,
Professional level of the Bureau of Personnel Competency Development under the
Office of the Vocational Education Commission (OVEC). He received his Master
Degree and PH.D in the field of Vocational Education. He previously held positions as
Head of Center, International Cooperation for Teacher Development and as Acting
Director of the Bureau of Personnel Competency Development.
Dr. Athippatai has represented OVEC in various regional and international conferences.
Furthermore, he is involved in the development of the Regional TVET Teacher
Standard and the Standard for In-Company Trainers in ASEAN Countries. He is
actively using his expertise in TVET to strengthen TVET Personnel development and
align it with TVET Quality Assurance.
Dr. Loukas Zahilas

Dr. Loukas Zahilas is Head of the Department for VET Systems and Institutions (DSI)
at Cedefop, the European Centre for the Development of Vocational Training. He
studied Chemistry and Information Technologies and has a PhD in educational policies.
After a six-year stint in the pharmaceutical industry he has concentrated his efforts
entirely on education and training. His more than 25 years of professional experience in
vocational education and training were mainly acquired at the Greek Ministry of
Education, the University of Athens and Cedefop. He served for many years at various
Directorate posts representing Greece in EU bodies and groups.
Loukas Zahilas joined Cedefop in 2006, working on qualifications and the common EU
tools. Currently he is a member of Cedefop’s management team. His department’s
work supports the EC, Member States and social partners in fostering policy
developments and accelerating the pace of VET reforms, focuses on strengthening
cooperation to further development and informs political discussions on the future of
VET beyond 2020.

Mr. Kyaw Kyaw Lwin holds a Bachelor of Engineering (Mechanical)
from Yangon Institute of Technology and a Master of Public Administration from
Yangon Institute of Economics. He has previously worked as a Senior Training Officer
of Skills Training Center (Yangon), Divisional Officer of Yangon, and as Myanmar’s
Labour Attache in Thailand.
Mr. Kyaw Kyaw Lwin currently works as Director of the Skills Development Division,
Department of Labour and joint secretary of National Skills Standards Authority
(NSSA). NSSA, led by Ministry of Labour, Immigration and Population as a focal
ministry, collaborates with concerned ministries, Development Partners and experts
from public and private sector and has been conducting skills development processes
of the workforce of Myanmar since 2007.
NSSA currently implements developed guidelines, rules and regulations for
assessment and certification processes. NSSA has been developing Occupational
Competency Standards based on industry needs and curricula for non-formal TVET
education as well as conducting competency based Instructor Training Courses and
Assessor Methodology Training Courses in collaboration with development partners.

Dr. Aye Myint is the Director General of the Department of Technical and
Vocational Education and Training since 30 September 2016.
Dr. Aye Myint is former Rector of Yangon Technological University, Technological
University (Mandalay), and Technological University (Hmawbi). During his 32 years of
work experience in the engineering field he worked as Researcher, Research Officer
and Prof. & Head at the Metallurgical Research and Development Center (MRDC),
and Deputy Director General at the Department of Research and Innovation. Prior to
receiving his PhD Degree in Nuclear Engineering at the School of Power Engineering,
Xi’an Jiaotong University in China, he received his Bachelor of Engineering and Master
of Engineering degrees in Metallurgical Engineering from the Rangoon Institute of
Technology.
He is a fellow member of ASEAN Academy of Engineering and Technology (AAET),
member of Myanmar Engineering Council (MEC), Central Executive Committee
member of Myanmar Engineering Society (MES), ASEAN Registered Engineer and
Professional Engineer and Fellow Member of ASEAN Federation Engineering
Organization. His professional career focuses mainly on Metallurgical Engineer, Heat
Transfer Engineer and Educationist. He published several papers concerning
academic and professional engineering fields and plays a key role in promoting the
development of the engineering sector.
Dr. Moe Kyaw Thu

Dr. Moe Kyaw Thu is currently the Deputy Director General of the
Department of Technical and Vocational Education and Training
(DTVET) of the Ministry of Education, supporting the Director General in DTVET's

DTVET more than 10 years ago where he focused on Management and
Administration work. He is actively involved and leads DTVET activity of Increasing
Access and Quality such as Annual Budget Planning & Allocation, Staff Recruitment
& Allocation, Staff Management & Administration, Logistic works of DTVET,
Infrastructure (Planning, Allocation and Maintenance) and Teaching & Learning
development. Dr. Moe Kyaw Thu received his PhD degree in Civil Engineering.

Mr. Ingo Imhoff

Since July 2017 Mr. Ingo Imhoff is in charge of the German government’s Regional
Cooperation Programme on Technical and Vocational Education and Training in the
ASEAN region (RECOTVET). Prior to his work for RECOTVET, Mr. Imhoff has been
the Country Manager for China at GIZ headquarters, Team Leader for Human
Capacity Development and Programme Director of a Sino-German cooperation
programme on structural reform and TVET in Northeast China. Previous positions
included those of a coordinator for Children and Youth programmes and manager of
an advisory project to the Federal Ministry for Economic Cooperation and
Development on information and communication technology for development.
Mr. Imhoff has studied International Relations at the London School of Economics
and Political Sciences and the Geneva Institute of Graduate Studies. He has joined
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in 2002.
