Stakeholder Consultation on the European Area of Skills and Qualifications

What are the main concerns of the EC?

1. How to place a stronger focus on higher and more relevant skills?

2. Further strengthening links between education/training, mobility and the labour market

3. Adapting to internationalisation trends

4. Ensuring overall coherence of tools and policies and further implementing the learning outcomes approach

5. Ensuring clarity of rules and procedures for the recognition of skills and qualifications for further learning

6. Increasing the focus on quality assurance

7. Providing learners and workers with a single access point to obtain information and services supporting a European area of skills and qualifications

What are the main challenges for young people in Europe?(Prof. Manfred Zentner, Krems, PEYR – Pool of European Youth Researchers)

1. To enter the world of adults: work, personality, partnership

2. Find your own viewpoint (ideologies and religion loosing influence – freedom vs. certainty) Openness of the future instead of believing in progress

3. Risk society: How can I influence global trends? (e.g. climate change)

4. Work life Balance – the importance of work ethics

5. Globalization and networks: new forms of friendship

6. Individuality as a must: (re-)invent yourself every day! – and sell it!

Some aspects of the current debate on youth skills for work and life in Europe

The way(s) forward

1. Enabling a holistic view on education: key competences, soft skills – or simply Delors’ 4 pillars

2. Focus on low skilled young people, unemployed and specific target groups, e.g. migrants

3. Guidance, counselling, validation are crucial elements (e.g. to accompany the bridges between education and work, within work life, between different locations, changes in private life)

4. Stop neglecting the learning process (many benefits derive from the process – http://bell-project.eu/ - like more social contacts)

5. Validation and recognition are good, but still value ‘non-validated’ forms of education are important

Request for a comprehensive “European Area of learning” with independent, valued and adequately financed NFE providers

1. Education as a market vs. education as a public good – loosing the holistic view and becoming an instrument for carrier and building the personal image?

2. New forms of education (and entertainment) challenging the traditional CLCs – loosing the youngsters – living in the www.
