Maintain, furnish, install, modify, repair, replace, or remove components of a Traffic Management System. For the purpose of this contract “restore to normal operating condition” will mean that the items will operate as intended per the original equipment manufacturers specifications. 2. Traffic Management Maintenance

1. Description. Maintain, furnish, install, modify, repair, replace, or remove components of a Traffic Management System. For the purpose of this contract “restore to normal operating condition” will mean that the items will operate as intended per the original equipment manufacturers specifications.

2. Licenses and Certifications. Qualifications and Certifications for Traffic/Freeway Technicians. The purpose of this item is to describe the qualifications and attributes of a traffic/freeway management technician. Any person employed by the Contractor who does not meet these qualifications or does not perform in a safe manner shall be removed from the project, and not be replaced without the express approval of the Department.

(a) A traffic/freeway management technician shall be an English speaking, individual who is familiar with, and competent to do traffic signal and freeway management maintenance work. The technician shall be capable of following wiring diagrams; shall be capable of testing and running diagnostics on various traffic systems sub-systems. The technician shall be skilled at making both soldered, crimp and terminal electrical connections. The technician shall be familiar with the department Standards and Specifications on construction methods for foundations and other construction items required by the Engineer.

(b) Certified “Fiber Optics Technician”. A certified Fiber Optics Technician is defined as a person that submits one of the following:

• A current and valid certification signifying successful completion of the Texas Engineering Extension Service (TEEX) course entitled, “Fiber Optic Installer Certification” and passing the associated test, or successful completion of the test only from the above mentioned course or completion and certification from the Light Brigade course Fiber optics 1,2,3.or equivalent course.

• A current and valid certification signifying successful completion of the Electronics Technician Association (ETA) course entitled, “Fiber Optic Installer Certification” and passing the associated test, or successful completion of the test only from the above mentioned course or equivalent course.

(c) Certified “Copper Cable Splicer”. A certified “Copper Cable Splicer” is defined as a person that submits one of the following:

• A current and valid certification signifying successful completion of the Texas Engineering Extension Service (TEEX) course entitled, “Cable Splicing” and

passing the associated test, or successful completion of the test only from the above-mentioned course of equivalent course.

• A minimum of 5 years experience in trouble shooting, grounding and bonding, splicing, sealing of the completed splice to prevent the entrance of moisture, and termination practices of copper cable in accordance with the department and Bellcore’s most recent specifications for both aerial and buried copper cable plants.

(e) Certified “Traffic Signal” Technician. A certified “Traffic Signal” Technician is defined as a person that submits one of the following:

• A current and valid certification signify successful completion of the International Municipal Signal Association (IMSA) course entitled, “Traffic Signal Technician Level I” and passing the associated test, or successful completion of the test only from the above-mentioned course or equivalent course.

• A minimum of 5 years experience in trouble shooting, programming, installation and general maintenance of 170 and NEMA Traffic Signal Controllers and all other associated equipment.

(f) Certified “Freeway Management” Technician. A certified “Freeway Management” Technician is defined as a person that has a minimum of 2 years experience on installing, repairing and general maintenance of the following Freeway Traffic Management (FTM) equipment:

• Local Control Unit (LCU) interfaces: Gates, Vehicle loop detectors, Ramp metering, Lane control signals

• Limited Distance Modem (LDM): Configuring, Installing, Testing

• CCTV Central Equipment: Transmission system, Switching system, NTSC signal standards

• CCTV Field Equipment: Transmission system, Camera electronics, Lens interfaces

• Hub Cabinets, Buildings, Interface or communications cabinets: Back panels, Detector card racks, Surge suppressions, EMI

• DMS Signs and controllers: Installation, Repairs, Communications Copper/Fiber Optics General Maintenance

• VIVIDS systems and cameras: Installation, Repairs, Communications Copper/Fiber Optics General Maintenance

The Signal/Freeway Management System Technician shall be on the job at all times and shall be the individual who either does or supervises the work, and shall be the individual who completes the appropriate maintenance forms upon completion of the work. This technician shall also be available twenty-four hours a day to respond to

emergency calls and shall have a two-hour window in which to respond and evaluate the nature of the emergency. Within this two-hour window, the technician shall secure the area and ensure that the area is safe for the traveling public before leaving the location. After the emergency has been evaluated and made safe for the traveling public, the technician shall have eight hours in which to mobilize its force(s) and repair the problem. If the problem cannot be repaired due to availability of part(s) and/or materials, a temporary solution will be allowed in order to permit the rest of the system to continue to operate. This temporary solution shall be done in a safe manner and shall comply with all codes and specifications as approved by the Engineer.

3. Materials. Unless otherwise noted on the plans , the Department will only furnish Electronic Circuit Cards, Power Supplies, modems and those items listed in the General Notes All electronic equipment and materials supplied by the Contractor will be approved by the Engineer before installation. At a minimum, the material will be in accordance with the original manufacturer’s specification. All material will be new and unused. The contractor shall provide three sets of submittals on items to be replaced that differ from original equipment. This includes circuit cards, lamps, video and data communication components.

The contractor will provide all materials for preventative maintenance, items such as lamps, air filters, rags, Rain X and cleaning supplies

Assume responsibility for all materials furnished by the department. Use material furnished by the Department for this contractor only. Return unused or removed materials deemed salvageable by the Engineer to the Department upon completion of work and prior to final payment at location shown on the plans or as directed. Dispose of any material deemed not salvageable by the Engineer in accordance with the federal, state, and local regulations. When materials are required to be furnished by the contractor, meet the material requirements of the pertinent Item for the material requirements.

Various existing items may be under warranty from the manufacturer, upon a failure of those items, the state will return the component for repair and provide the contractor with a replacement for installation. This situation will result in the contractor getting paid for troubleshooting. The state may provide electronic components to assist in troubleshooting various items.

For all material supplied by the state, the Contractor must submit either a material list on the Contractor's letterhead or a State Material Requisition Form, which must be approved by the State's Inspector. The Contractor will designate, in writing the person(s) to pick up materials.

Prior to payment, all salvaged material and components will be cleaned, tagged, and returned to the locations designated by the Engineer. Otherwise, payment will not be made.

4. Equipment. Required equipment includes but is not limited to an aerial device capable of reaching overhead work, trenching machine, boring machine, concrete saw digger boom truck, Fiber optic test and repair equipment such as optical time domain reflectometer, fusion splicer and power meters. Repair or replace equipment, tools, and machinery that, in the opinion of the Engineer, may affect the quality of work or safety.

5. Work Methods. Conform to the NEC, local utility requirements, the requirement of this item, and the pertinent requirements of the following Items:

Perform the following work as directed:

A. Troubleshoot Barrier Gate. Repair, modify, troubleshoot, test and or replace components in the gate to restore the assembly back into normal operation. The Contractor shall install replacement equipment, furnished by the Contractor, as deemed necessary by the Engineer, to restore the Barrier Gate to normal operation. The Contractor is to restore to safe operation until the Barrier Gate can be permanently repaired.

B. Replace Barrier Gate. Replace, install Barrier Gate assembly and return all salvageable materials to the location designated by the Engineer.

C. Replace Barrier Gate Controller. Remove, replace, Barrier Gate Controller and all accessories and return all salvageable materials to the location designated by the Engineer. .

D. Replace Barrier Gate Arm. Remove, replace Barrier Gate Arm and all accessories and return all salvageable materials to the location designated by the Engineer. Install a

E. Replace Power, Signal, Interconnect, Fiber Optic, and Communication Cable (of Type Specified). Remove, replace, install, modify, and test Cable, return all salvageable materials to the location designated by the Engineer. Install a replacement cable, furnished by the Contractor, and restore the cable to normal operation.

F. Troubleshoot Power, Signal, Interconnect, Fiber Optic, and Communication Cable (of Type Specified). Troubleshoot, Test, and or modify the Cable. The Contractor shall splice or replace the existing cable, as deemed necessary by the Engineer, to restore the Cable to normal operation. Replacement will be paid separately.

G. Troubleshoot CCTV System. Troubleshoot, test, inspect, repair or replace components in the Camera System to restore the assembly back into normal operation. The Contractor shall install replacement equipment to restore the Camera System to normal operation. Component replacement will be paid separately.

H. Adjust CCTV Camera. Test, modify, and adjust the camera to restore the assembly back into normal operation.

At a minimum the Contractor will utilize the fiber optic transmission system as the carrier of the video telecommunication system so that the diagnostics can be performed at either the central building (TransVista), the satellite building or at the field equipment site.

I. Replace CCTV Camera (including the Lens). Remove, replace, install, test the CCTV Camera, pan tilt unit and all accessories and return all salvageable materials to the location designated by the Engineer. Install a replacement unit, and restore the camera assembly to normal operation.

J. Replace CCTV Camera Controller. Remove, replace, install, and test Camera Controller and all accessories and return all salvageable materials to the location designated by the Engineer. Install a replacement unit and restore the controller assembly to normal operation.

K. Replace CCTV Controller Cabinet (Ground or Pole Mount). Remove, replace, install and test CCTV Controller Cabinet and all accessories and return all salvageable materials to the location designated by the Engineer. Install a replacement unit and restore the Controller Cabinet to normal operation.

L. Replace CCTV Camera Pole. Remove, replace, modify, and install CCTV Camera Pole and all accessories and return all salvageable materials to the location designated by the Engineer. Install a replacement unit and restore the CCTV Camera Pole assembly to normal operation.

M. Preventive Maintenance of CCTV Camera System. Maintain, inspect, test, CCTV System. Complete and sign CCTV Preventive Maintenance Forms. Fill out these forms, legibly and completely. The inspector will also sign each CCTV Preventive Maintenance Form. Verify proper operation thru TransVista during remote operation. In addition, the Contractor shall list all materials used at this location. The Contractor will

perform the following preventive maintenance at each location at least once during the term of the contract, and at approximately 6 months intervals or as directed by the engineer.

• Inspect camera-housing for environmental damage.

• Inspect camera-housing seals.

• Clean windshield.

• Inspect pan-tilt unit for proper operation.

• Inspect pan-tilt for environmental damage.

• Inspect all cables for proper connections.

• Inspect camera and lens (including zoom) for proper operation.

• Clean controller cabinet exterior removing graffiti, dirt and debris. High pressure hose shall not be used.

• Inspect camera for environmental damage.

• Adjust camera and DSP if necessary and restore to normal operation.

• Clean camera lens.

• Inspect camera receiver for proper operation.

• Inspect camera receiver for environmental damage.

• Inspect camera receiver cable connections.

• Inspect lightning rod assembly for proper connections.

• Clean camera lens using lens paper or chamois camera lens will be cleaned of all water spots, dust and debris. Steak free.

O. Replace Video Distribution Amplifier. Remove, test, Video Distribution Amplifier and all accessories and return all salvageable materials to the location designated by the Engineer. Install a replacement unit and restore the Amplifier assembly to normal operation.

P. Troubleshoot microwave detection (MVD) System. Test, troubleshoot, modify and repair components in the system to restore the assembly back into normal operation. Install replacement equipment to restore the MVD System to normal operation.

Q. Adjust MVD Emitter. Test, and adjust the emitter to restore the assembly back into normal operation per the manufacturer guidelines and specifications. At minimum the Contractor will utilize the fiber optic transmission system as the carrier of the signal telecommunication system so that the diagnostics can be performed at either the central building (TransVista), or at the field equipment site.

R. Replace Microwave Emitter. Remove, replace, adjust emitter accessories and return all salvageable materials to the location designated by the Engineer. The Contractor will install a replacement unit, and restore the emitter assembly to normal operation.

S. Replace Microwave Controller. Remove, replace and adjust controller, to normal operation in accordance with manufactures specifications and return all salvageable materials to the location designated by the Engineer.

T. Replace MVD Controller Cabinet (Ground or Pole Mount). Remove, replace, modify and install Controller Cabinet, all accessories, and return all salvageable materials to the location designated by the Engineer. The Contractor will then install a replacement unit and restore the Controller Cabinet to normal operation.

U. Replace MVD Pole. Remove, replace, install CCTV Camera Pole and all accessories and return all salvageable materials to the location designated by the Engineer. The Contractor will then install a replacement unit and restore the CCTV Camera Pole assembly to normal operation.

V. Preventative maintenance of microwave vehicle detection system. Maintain, service, and modify, complete and sign MVDS maintenance forms. The inspector will also sign the form. The Contractor will perform the following preventative maintenance at approximately 4-6 month intervals or as directed by the engineer.

• Inspect and clean solar array.

• Align solar panel to south (if practical).Clean batteries, battery post, and all electrical connections.

• Test battery charge (12.6-12.8 VDC).

• Test charging system (per manufacturer specifications)

X. Replace Batteries. Remove, replace, and install batteries. They will clean and repair electrical connections to restore the system to operation. The batteries used will be Gel Cell, type and size as specified by the manufacturer of the type and size specified.

Y. Troubleshoot Video Multiplex Unit. Test, repair, replace, install components in the Video Multiplexor to restore the assembly to normal operation.

Z. Replace Video Multiplexor. Test, remove, replace, install multiplexor and all accessories and return all salvageable materials to the location designated by the Engineer. The Contractor will then install a replacement unit and restore the Multiplexor assembly to normal operation.

AA. Troubleshoot Video Switcher Unit. Test, remove, replace, or install components in the Video Switcher to restore the assembly back into normal operation.

BB. Replace Video Switcher. Test, remove, replace, or install Video Switcher or sub components and all accessories; return all salvageable materials to the location designated by the Engineer. The Contractor will then install a replacement unit, furnished by the Contractor, configure all titling, configure the pan, tilt and zoom, keyboards, camera call outs, and restore the Switcher assembly to normal operation.

CC. Troubleshoot Dynamic Message Sign Controller. Test, remove, replace, repair troubleshoot and install components in the DMS Controller to restore the assembly back into normal operation.

DD. Replace Dynamic Message Sign Controller. Remove, replace, or install DMS Sign Controller and all accessories and return all salvageable materials to the location designated by the Engineer. Restore the Controller assembly to normal operation.

EE. Troubleshoot Dynamic Message Sign. Test, troubleshoot, repair, replace, or install components in the DMS Sign to restore the assembly back into normal operation. The Department will provide the electronic circuit card, character modules, controllers, panels and all other vendor specific items to perform the repairs. Restore the sign to normal operation.

FF. Preventive Maintenance of Dynamic Message Sign. Service, maintain or install items in a DMS. The Contractor shall complete and sign the Dynamic Message Sign Preventive Maintenance Forms. The Contractor shall fill out these forms, legibly and completely. The inspector will also sign each Dynamic Message Sign Maintenance Form. In addition, the Contractor shall list all materials used at this location. The Contractor will perform the following preventive maintenance at each location at least once during the term of the contract, and at approximately six (6) monthly intervals, for flip disk signs. Fiber optic and LED signs will be serviced annually or as directed by the engineer:

• Clean front and back of each character module window on front access type signs, walk in signs will only clean the exterior windows as directed by the engineer. With soapy water and a Chamois cloth using dish soap.

• Replace all sign lamps.

• Replace all sign lamp reflectors including any damaged reflective modules.

• Check hardware and mounting bolts, on door light modules and photo cells.

• Check all electrical connections and fiber bundle connections for tightness, re-tighten as necessary.

• Test all lamp shutters, replace faulty shutters as necessary, supplied by TxDOT.

• Test Day-Night-Over bright photo cells, replace photo cells as necessary, supplied by TxDOT.

• Clean and remove dirt and debris from each component in each cabinet.

• Test sign enclosure light, replace lamp as necessary.

• Check cabinet heater thermostat, reset as necessary, supplied by TxDOT.

• Check ground fault circuit breaker, reset or replace as necessary, contractor provided.

• Check time clock for correct time and date, reset as necessary.

• Check each time clock battery, replace as necessary.

• Check controller cabinet lamp and AC power supply voltages.

• Inspect and clean pole bases and controller cabinet for insect and rodent buildup.

• Clean controller cabinet exterior removing dirt debris and graffiti.

• Inspect all steel surfaces (poles, catwalks and cabinet bases) for scratches or rust and apply cold galvanizing material as necessary.

• Inspect each foundation bolt for tightness and re-tighten as necessary.

• Inspect all pull boxes and replace as necessary.

II. Troubleshoot Detector Interface Cabinet. Remove, replace, or install components in the Interface Cabinet to restore the Cabinet to normal operation.

JJ. Replace Detector Interface Cabinet. Remove, replace, install, or test Interface Cabinet and all accessories and return all salvageable materials to the location designated by the Engineer. Restore the Cabinet assembly to normal operation.

KK. Troubleshoot Equipment Cabinet. Test, troubleshoot, repair, or replace components in the Equipment Cabinet to restore the assembly back into normal operation. Restore the Cabinet to normal operation.

LL. Replace Equipment Cabinet. Remove, replace, or install a Equipment Cabinet and all accessories and return all salvageable materials to the location designated by the Engineer. Restore the Cabinet assembly to normal operation.

MM. Troubleshoot Detector Amplifier Cabinet. Test, troubleshoot, repair or replace components in the Detector Cabinet to restore the assembly back into normal operation.

NN. Replace Loop Detector Amplifier. Remove, replace, or install, and test Detector Amplifier and all accessories and return all salvageable materials to the location designated by the Engineer. Restore the Detector assembly to normal operation.

OO. Replace Loop Detector Amplifier Rack. Remove, replace, or install, and test Detector Amplifier Rack and all accessories, and return all salvageable materials to the location designated by the Engineer. Restore the Detector assembly to normal operation.

PP. Replace Detector Amplifier Rack Power Supply. Remove, replace, or install, test a Detector Rack Power Supply and all accessories, and return all salvageable materials to the locations designated by the Engineer. Restore the Detector assembly to normal operation.

QQ. Replace Detector Amplifier Cabinet (Pole or Ground Mount). Remove, replace, or install, and test damaged Cabinet and all accessories, and return all salvageable materials to the location designated by the Engineer. Restore the cabinet assembly to normal operation.

RR. Replace Detector Amplifier Cabinet Pole. Remove, replace, or install cabinet Pole and all accessories and return all salvageable materials to the location designated by the Engineer. Restore the amplifier assembly to normal operation.

SS. Replace Fiber Optic Data Transceiver/ Receiver (Multi-Mode or Single-Mode). Remove, replace, or install, and test Data Transceiver and all accessories and return all salvageable materials to the location designated by the Engineer. Restore the Transceiver assembly to normal operation.

TT. Troubleshoot Fiber Optic Cable (Multi-Mode or Single-Mode). Test, and troubleshoot, the Fiber Optic Cable. The Contractor, at a minimum, shall:

• Test the cable with an OTDR operating at 1310 nanometers in order to locate the fault.

• Test any optical jumpers or optical interconnects using an optical light source and power meter operating at 1310 nanometers.

• Locate and document where the suspect fault is.

• Documentation shall be in the form of a CD or other compatible media with a personal computer format, as well as a hard copy plot of the suspect fault. The

Contractor shall provide TxDOT with the software to display the diskette information on a PC.

UU. Replace Fiber Optic Cable (Multi-Mode or Single-Mode). Remove, replace, or install, and test Cable and return all salvageable materials to the location designated by the Engineer. The Contractor will then install a replacement cable, furnished by the Contractor, and perform the following functions:

• Test all fiber optic cable prior to installation with an Optical Time Domain Reflectormeter (OTDR) operating at 1310 nanometers.

• Test all fiber optic cable after installation with an Optical Time Domain Reflectormeter (OTDR) operating at 1310 nanometers.

• Test all fiber optic cable with a two (2) point test using an OTDR operating at 1310 nanometers. Provide end-to-end OTDR results in the form of a 3 1/2 inch diskette and a hard copy plot of the end-to-end tests.

• The Contractor shall provide or replace any damaged fiber optic termination connector systems of fiber optic distribution bins with associated splice trays, and any auxiliary connectors or jumpers.

VV. Splice Fiber Optic Cable (Multi-Mode or Single-Mode).

1 Temporary Splicing/Repairs.

• The Contractor shall provide a quick mechanical splice configuration for splice trays, outdoor splice boxes and auxiliary jumpers, including cable dressing materials and tools required for preparing the fiber optic cable.

• This process will be provided while ordering permanent support for the fiber optic cable that is being repaired.

2 Permanent Splicing/Repairs.

• The Contractor shall provide for replacing the faulty fiber optic cable, enclosure, splice trays, and associated cable dressing materials.

• The Contractor shall provide for fusion splicing utilizing a fusion splicer with LID (light insertion device) that measures loss of the fusion splice at 1310 nm and the use of an optical power light meter (OPM) to confirm the connector/jumper losses (at 1310nm).

• The Contractor shall provide for testing of all replaced cable and ancillary fiber optic equipment.

• This testing shall consist of the use of an OTDR and Optical Power Meter and light source.

• All testing shall be performed at 1310 NM.

• The Contractor shall provide end to end testing with the results recorded on a CD or other compatible electronic media and a loss plot in dB.

• The Contractor shall provide all optical power meter and the results will be recorded in a loss form in dB.

• All connector loss figures shall be less than: 0.03dB for Single-Mode and Multi-Mode.

• The Contractor shall provide for fusion splice loss to be less than: 0.03dB for Multi-Mode or 0.03dB for Single-Mode applications.

• The Contractor shall provide all additional testing or verification end and will be as directed by the Engineer.

XX. Replace Fiber Optic Video Receiver (Multi-Mode or Single-Mode). Remove, replace, or install and test Receiver and all accessories, and return all salvageable materials to the location designated by the Engineer. Restore the Receiver assembly to normal operation.

YY. Replace Fiber Optic Video Transmitter (Multi-Mode or Single-Mode). Remove, replace, or install, and test Transmitter and all accessories, and return all salvageable materials to the location designated by the Engineer. Restore the Transmitter assembly to normal operation.

ZZ. Troubleshoot Muldem Rack Assembly and Associated Circuit Cards. Test, troubleshoot, modify, repair or replace components in the Rack Assembly to restore the assembly back into normal operation. Restore the assembly to normal operation.

AAA. Replace Drop/Insert Muldem Card Rack. Remove, replace, or install and test Muldem Rack and all accessories and return all salvageable materials to the locations designated by the Engineer. Restore the Muldem assembly to normal operation.

BBB. Replace Drop/Insert Muldem Card (RS232) and/or PSDM. Remove, replace, or install, and test the Multiplexor digital data card or psdm channel card. Restore to normal operation.

CCC. Replace Drop/Insert Muldem Voice Card. Remove, replace, or install, and test Muldem voice card and all accessories and return all salvageable materials

• Confirming that the field wiring is not causing trouble by disconnecting the field wiring.

• The Contractor shall confirm that the Muldem shelf has not fallen out of the T1 map configuration.

• The Contractor shall replace the faulty voice card.

• The Contractor shall reconfigure the T1 Muldem channel assembly to restore the proper voice card to normal operation. This will include the reconfiguration of the T1 system with respect to the network management system, also the gains of the voice cards and the roll off frequency if necessary. These numbers may correspond to any roll off frequency requirements of the network system.

DDD. Repair or Replace Muldem Rack DC Power Supply. Remove, replace, or install, and test Muldem and all accessories and return all salvageable materials to the location designated by the Engineer. Restore the Muldem assembly to normal operation.

EEE. Repair or Replace Muldem Rack AC Power Supply. Remove, replace, or install, and test Muldem and all accessories and return all salvageable materials to the location designated by the Engineer. Restore the Muldem unit assembly to normal operation.

FFF. Troubleshoot Limited Distance Modem Rack. Test, troubleshoot, and repair or replace components in the LDM Rack Assembly to restore the assembly back into normal operation.

GGG. Replace Limited Distance Rack Mount Modem. Remove, replace, or install, test Modem and all accessories and return all salvageable materials to the location designated by the Engineer. Restore the Modem transmitter assembly to normal operation.

HHH. Repair or Replace Limited Distance Modem Rack Power Supply. Remove, replace, the modem power supply and all accessories and return all salvageable materials to the location designated by the Engineer. Restore the Modem unit assembly to normal operation.

III. Troubleshoot Communication Equipment Building and/or Vault Cabling. Test, troubleshoot, repair or replace components in the HUB Building to restore the assembly back into normal operation. Restore the system to normal operation.

The Contractor will perform the following preventive maintenance at each location at least once during the term of the contract, and at approximately six (6) months intervals or as directed by the engineer:

• Test fan and thermostat and adjust as necessary.

• Replace air filter.

• Replace or clean air conditioner filter as directed by the engineer

• Clean condensers evaporator coils fins and filters

• Lubricate AC motors in accordance with manufacturers specifications

• Lubricate locks and doors as necessary.

• Inspect building for environmental damage.

• Erase or eliminate all graffiti, high pressure water hose shall not be used. Clean off all dirt and debris.

• Dust and vacuum all components. Use an appropriate ground strap to eliminate high electrostatic voltages caused by the flow of air.

• Test building lights for operation and replace all lamps.

• Inspect all cables and connectors.

• Check building for rodent and insect infestation and dispense pesticides as necessary.

The Contractor shall check the Uninterrupted Power Supply (UPS) by performing the following functions:

• The by-pass switch shall be checked for dynamic operations.

SSS. Replace Lane Control Signal Support Bracket Assembly. Remove, replace, install Support Bracket Assembly and all accessories and return all salvageable materials to the location designated by the Engineer. Restore the Lane Control Assembly to normal operation.

TTT. Replace Dial-Up Modem. Remove, replace, install, test Modem and all accessories and return all salvageable materials to the location designated by the Engineer. Restore the Modem assembly to normal operation.

UUU. Electrical Service . Install, repair, replace, remove, or modify an electrical service assembly in accordance with Item 628, “Electrical Services”; as shown on the plans or as directed. Mount any and all of the following on an electrical service support assembly: conduit, weather head, load center, meter base, lighting protection, wiring, and associated hardware.

VVV. Conduit. Install, replace, remove, or modify conduits in accordance with Item 618, “Conduit” as shown on the plans; or as directed . Use 90 degree sweep

• At a minimum the Contractor shall run LCU communications diagnostics, as well as, input/output port diagnostics for all the discrete input/output verifications.

• The Contractor shall obtain the TxDOT firmware with the appropriate freeway configuration for use in all LCU maintenance/de-bug activities.

ZZZ. Replace Stand Alone Limited Distance Modem. Remove, replace, install and test a Limited Distance Modem and all accessories and return all salvageable materials to the location designated by the Engineer. Restore the Modem unit assembly to normal operation. The Contractor at a minimum shall provide the following diagnostics:

• The loop back diagnostics shall be verified on the copper line SPAN utilizing the rack mounted LDM and the stand alone LDM.

• Isolate the problem to either the shelf LDM or a stand-alone LDM from the copper transmission line.

• Confirm that the receiving and transmitting time out switch settings are properly set.

• Confirm that the impedance switch settings are properly set for the network transmissions lines (90 to 110 OHMS for end point LDMS, Hi-impedance for mid span LDMS (multi- point).

• Replace the faulty LDM with an operational unit.

• Configure the LDM to the physical network parameters.

• Confirm proper operation on loop back.

BBBB. Adjustment of VIVDS Detector Camera. Adjust, test , and calibrate. As directed adjust the camera to restore the assembly back into normal operation. At a minimum, the adjustment shall include the composite video NTSC diagnostics with an oscilloscope or IRE waveform monitor and TSG100 video calibrator. These adjustments and diagnostics shall consist of the following minimum examination:

• Signal to noise ratio analysis (Better than 40 dB).

• Horizontal sync and vertical sync (-40 IRE).

• Color burst analysis (Y20 IRE).

• Flat field analysis (+100 IRE).

• Stair case calibration for linearity (better than two (2)percent).

• Multi-burst calibration for frequency response (Flat to within Y1db).

• Black burst calibration for dark field (+7.5 IRE).

• At a minimum the Contractor will utilize the fiber optic transmission system as the carrier of the video telecommunication system so that the diagnostics can be performed at either the central building (TransVista), the satellite building or at the field equipment site.

TTTT. Removal and Replacement of Curbs and Walks. Install, repair, replace, remove or modify curbs ramps and sidewalks. Secure permission to install traffic items before cutting into or removing curbs, ramps and sidewalks. Replace all curbs, ramps, and sidewalks as shown on the plans. Install pedestrian access ramps as shown on the plans. After the work is completed, the Contractor shall restore any curbs or walks, which have been removed to the equivalent of their original condition and to the satisfaction of the Engineer.

UUUU. Preservation of Sod, Shrubbery and Trees. Preserve all sod, shrubbery, and trees at the site during the Contract. Obtain permission to remove any sod, shrubbery, or tree branches. Preserve and restore sod and shrubbery into their original position. Replace damaged sod or shrubbery at the contractor’s expense.

6. Measurement.

a. Barricades, Signs and Traffic Handling for main lanes of freeway will be measured by the unit of measurement (cycle). A cycle consists of one (1) complete placement and removal, upon completion of work at the site, of all barricades, signs, barriers, cones, lights, signals and other such devices necessary to handle traffic.

b. Barricades, Signs and Traffic Handling for service roads and ramps will be measured by the unit of measurement (cycle). A cycle consists of one (1) complete placement and removal, upon completion of work at the site, of all barricades, signs, barriers, cones, lights, signals and other such devices necessary to handle traffic.

i. Troubleshoot CCTV or VIVD System shall be measured by the hours of time used for each unit repaired. All connections and other work incidental to testing the unit shall be considered subsidiary to this Item.

j. Adjust CCTV Camera shall be measured by the hours of time used for each unit, complete in place.

k. Replace CCTV Camera (including pan tilt unit and the lens) shall be measured by each unit, complete in place.

l. Replace CCTV Camera Controller shall be measured by each, complete in place.

m. Replace CCTV Controller Cabinet (Ground or Pole Mount) shall be measured by each unit, complete in place.

n. Modify Camera Pole. Shall be full compensation for unbolting,lifting,rotating and properly securing an existing camera pole and returning the camera to operation

o. Replace CCTV Camera Pole shall be measured by each, complete in place and shall include removing and salvaging the existing equipment.

p. Preventive Maintenance of CCTV Camera System Unit, as described herein, shall be measured by each location each time preventive maintenance is performed.

y. Replace batteries shall be measured by each battery replaced in 700VA thru 3500VA uninterruptable power supplies within equipment, cabinets, vaults, or buildings.

z. Replace batteries shall be measured by each battery replaced in 100VA thru 950VA uninterruptable power supplies within equipment, cabinets, DMS signs, pump stations, and other locations.

aa. Replace batteries. Shall be measured by the each group 24 and higher battery replaced in ground boxes for the MVD systems solar flashers and other locations.

bb. Troubleshoot Video Multiplex Unit shall be measured by the hours of time used for each unit repaired.

cc. Replace Video Multiplexor shall be measured by each unit, complete in place.

7. Payment. The work performed and the materials furnished in accordance with this Item and measured as provided under "Measurement" will be paid for at the unit prices bid for the various designations. These prices shall be full compensation for furnishing all required material as shown on the plans, concrete, and for all labor, equipment and incidentals necessary to complete the work as specified.

Termination of Wiring, Sealing, and Protection of Utilities, Preservation of Sod, Shrubbery and Trees and Removal and Replacement of Curbs and Walks shall be considered subsidiary to various bid Items.
