GENERAL NOTICE Clauses within this Specification make reference to general building contract conditions.

Where discrepancies occur between items in this Specification and the form of contract used for the project, the Contract will override this Specification.

Warning If State regulation requirements differ from those indicated for any particular item in the Specification, the

regulation requirements shall prevail. In accordance with the conditions of Contract, the Builder must notify the Owner of changes and/or cost variations

occurring as a result of a Responsible Authority direction or a change in applicable regulations.

Notes: All works to be carried out by the Builder and/or their nominated sub-contractors unless noted otherwise. All items referred to in this Specification are to be supplied and installed unless noted otherwise. Numbers in square parentheses “[ ]” refer to quantities of that item. 1. PRELIMINARIES

Specifications These are the specifications to be used in the construction of a new Amenities building as shown and dimensioned in the accompanying Drawings. The Specification specify finishes and/or materials to be used in the construction of the building Works. Amendments to the Specification must be initialled by both parties and a copy sent to Sunjoule Design. This Specification shall be taken as being applicable to the Drawings and other documents forming part of the building Contract.

Regulations All works shall comply with Australian building regulations, as legislated for and adopted by the State Government, inclusive of any Code or other document that is referenced or administered By a State or local authority having jurisdiction over the building works. Where any authority having jurisdiction over the works requires additional work to those described in the Drawings and Specification to enable issue of a building approval/permit, that work shall be at the Owner’s expense, in accordance with the conditions of Contract.

Notices & Permits Construction Certificate to be provided and paid for by the Builder. The Builder shall give and receive all notices, except fencing notices. The Builder shall pay all fees legally required in connection with the works, and comply with the relevant regulations of municipal and other authorities having jurisdiction over the works.

Plant & Labour In accordance with the Contract, the Builder shall supply all tools, scaffolding, plant and do complete works in all trades necessary to carry out the work indicated on the Drawings and in the Specification.

Materials Unless otherwise specified, agreed to by the Owner and approved of by the Builder and Responsible Authority, materials used in the works shall be new, of good quality and in conformity with the Drawings and the Specification. Defective materials shall, as soon as practical, be removed from the site. The Builder is to provide all materials to complete the works described, unless noted in this Specification to be supplied by the Owner.

Allotment Identification The Builder shall display on site, a conspicuous notice indicating the lot, street &/or identification number of the property and the name of the Builder.

Discrepancies Any item shown on the Drawings but omitted from the Specification or vice versa shall be deemed to have been included in both. Any discrepancy or ambiguity between the Contract documents or any other instruction shall be referred to Sunjoule Design for clarification and determination before work is begun. The Builder or any sub-contractor shall check all relevant dimensions on site before proceeding. Dimensions shall not be scaled from the Drawings. No claim for extras arising from failure to obtain measurements and other information on site will be allowed.

Inspection of Site The Builder shall be deemed to have informed themselves as far as practicable of the condition of the site and to have obtained all necessary information as to any risks, contingencies and other circumstances which could affect the cost of executing the works. Tenderers must ascertain and comply with all regulations which may apply to the works. No claims for extra payment resulting from failure to do so will be allowed.

Damage to Services The Builder shall make themselves aware of the location of all services before commencing work. Where any damage to services occurs after the Builder has been made aware of its location, the Builder shall be liable for the necessary repairs.

Allotment Verification The Owner shall be responsible for the accurate and clear delineation of all allotment boundaries. In addition, the Owner shall supply to the Builder a current copy of title for the allotment and a survey plan showing the correct boundaries of the allotment and its location that can be established from a fixed reference point.

Access to Site The Owner shall be responsible for ensuring that access to the site is available to the Builder, their sub-contractors and for delivery of equipment and materials pertaining to the works during normal business hours and other times agreed to by both the Owner and Builder.

Final Completion Upon Final Completion, the Builder shall remove all builder’s equipment and debris from the

site, check satisfactory operation of installed equipment, doors, windows & locks, remove paint spots, clean windows, sweep floors, clean all plumbing fixtures and fittings, clean cupboards, clear gutters and downpipes and leave the building and site in a clean and tidy condition. The Builder shall obtain and give to the Owner all necessary certificates of final approval from the various authorities.

Instructions All instructions to the Builder are to be confirmed in writing. Any variations arising out of such instruction will be priced by the Builder and approved by the Owner or their agent before commencement of the work involved.

Guarantees All guarantees and warranties for fittings and appliances of any nature are to be given to the Owner on completion of the works.

Insurance The Builder is to provide a contractors all-risk insurance policy with a minimum of $5 million public liability content. Evidence of policy currency to be provided to the Owner or their agent.

Make Good All roads, pavements, bitumen surfaces and adjoining property damaged by the Builder during the execution of the works shall be made good by the Builder at their expense to the satisfaction of the person/s and authorities concerned.

Liquidated Damages Refer to the Contract conditions for responsibilities for the Owner and Builder.

‘As Built’ Drawings Builder to keep records of all underground or concealed service runs. At Practical Completion, transfer all records to the Owner or their agent and applicable authorities and service providers.

Rectification of Defects Defects reported by the Owner or their nominated agent during construction and the Defects Liability Period shall be rectified progressively and not allowed to accumulate. Defects which affect safety or health or interfere with essential functions of the building shall be rectified immediately as they are reported.

Demolition Refer to Clause 3.04 for demolition precautions & instructions on items to be salvaged or removed from the site.

2. SERVICES

Water Supply Existing water supply to building currently available in location shown on drawings. Builder to allow for relocation of water meter, as to direction from the local water authority.

Electricity Supply Existing overhead electricity supply to be removed and replaced with new underground connection supply, from existing pole, in accordance electricity company and all current regulations. Refer to drawings for location of meter board.

Sewer Connect building to existing sewer drainage connection point to be located by builder.

Stormwater Connect building to existing stormwater drainage points in street kerb as indicated on drawings and in accordance with council guidelines.

LP Gas Lockhart Shire Council to make arrangements for installation of LP gas supply in location shown on drawings.

3. SITE WORKS AND FOUNDATIONS

Site Preparation Clear construction area of topsoil, stockpile and spread/remove as required after construction completion. Clearing and construction around the site to be conducted in accordance with sediment control principles as outlined in “Construction Techniques for Sediment Pollution Control” (EPA 1991).

Excavation & Fill General and footing excavation & fill to be carried out in accordance with architectural and structural drawings, including removal of all fill in the area of new buildings.

Security Fence Prior to commencement of any building work, the Builder shall erect a steel mesh security fence at 2.4m high to any unfenced construction site boundaries.

Demolition Refer to drawings for extents of demolition works. Existing Amenities building to be demolished in its entirety including the removal of all concrete paving & underground footings & underground services. Cap off all plumbing in a location which allows for new connection points. Retain existing O/head power to temporary switch board for building works. Upon completion of works remove and decommission overhead power connection. All measures to prevent injury to persons and damage to property are to be implemented during demolition works. Protect existing pool structures from debris damage during demolition. The following demolition materials are to be carefully removed and stored for re-use in the new building....... - Canteen Refrigerator and Freezer - Signage - Spot lights - Speakers

- Bin to front entry Builder to allow for the re-location and re-connection of existing light pole to new position on drawings.

4. FOOTINGS AND FLOOR SLABS

Concrete Footings, Slabs & Steps Concrete Footings, slabs and steps to be constructed in accordance with structural engineer’s drawings by SJEConsulting, and relevant Australian standards. Note – please note requirement for smooth and flat concrete finish for areas noted for vinyl floor finish.

Termite Protection ‘Kordon Termite Barrier’ collar to each penetration of on-ground concrete floor slabs. All ‘Kordon Termite Barrier’ material to be supplied and fitted by a licensed installer. Provide the Owner with a written 10 year guarantee from the ‘Kordon Termite Barrier’ installer, in addition to a durable notice permanently fixed to the meter box indicating the termite management system, date of installation, chemical list and its life expectancy as listed on the National Registration Authority and installer’s or manufacturer’s recommendations for scope and frequency of future inspections for termite activity. Provide termite repellent spray under slab in accordance with AS 3660.1 Termite Management.

Concrete Paving Provide external concrete paving to Entry and Pool Concourse as shown on drawings, and to structural engineers details. Ensure paving slab slopes away from building. Provide external concrete paving to nature strip as shown on drawings and to structural engineers details. Ensure paving slab slopes away from building and into existing concrete kerb.

5. MASONRY WALLS

Blockwork Walls Masonry walls to be constructed in accordance with AS 3700-2011 and AS4773.1 Masonry in Small Buildings. Provide 390x190x190 hollow reinforced block to walls of building (as shown on Drawings), finish with flush joints, ready for tile finish. Provide expansion joints to blockwork in locations as shown on drawings, joints shall be kept clean and free of obstructions. Openings for doors and windows to be formed true to size & left ready for frame installation. Provide waterproof additive to first course mortar mix to all blockwork.

Blockwork Plinths Builder to allow for 90 x 90 x 190, core filled and reinforced as detailed on drawings, hollow blockwork plinths to internal stud walls as indicated on the drawings.

Damp Proof Course ‘Alcor’ or similar DPC flashings at floor level to all external masonry walls.

6. METALWORK

Refer to structural drawings by SJE Consulting. Structural Steel

External steel posts and beams as shown on the Drawings supplied in galvanized finish. Internal steelwork requiring fabrication to be finished with zinc-rich primer. External steelwork requiring fabrication to be hot-dip galvanized post-fabrication, unless specified as paint or powdercoat finish. All fixings to be galvanized screws, bolts, etc. No welding of steelwork after galvanising.

Ventilation Screens As shown on drawings, provide expanded steel mesh, supplied in galvanised finish, fixed to RHS framing. Gauge – 2.0mm Size - size of mesh LWM 120 SWM 16, galvanised finish. External steel frames as shown on the Drawings supplied in powdercoat finish, colour to be advised.

Perforated screen frames to be 50 x 2.0 SHS fully welded as detailed on drawings. Steel screens to be fixed to timber frame and lintels. Expanded galvanised steel mesh to be fixed to the inside of frame, by pop rivets.

7. CARPENTRY

Timber sizes and framing to be in accordance with AS 1684.2-2011 Residential Timber Framing and AS 1720.1 Timber Structures Code.

Timber Grade Stress grade of timber (must be stress grade branded);

MGP10/12 pine (LOSP H2 treated)......... wall framing, lintels, roof trusses & roof framing. H3 treated pine to bottom plates.

Wall Framing Frame all walls with 90x45 studs at 450 max. centres, and 90x45 top/bottom plates. Provide noggings at 1100mm max. centres.

Roof Framing Refer to the Drawings for indicative layout of timber roof trusses. Roof trusses to be in accordance with truss manufacturers specifications & calculations. All framing to be LOSP H2 treated.

Timber change room benches Refer to drawings for details & extents. Provide 70 x 35mm KD Ash bench seating boards, with chamfered arises, fixed to steel framing. Leave ready for paint finish.

Bracing & Tie-down Wall bracing and ties downs as shown on drawings, to suit wind gust design speed N3 in accordance with AS 1170 Wind actions. All tie down details as to AS 1684.2-2010. Wind classification N3. Roof bracing in accordance with engineer’s details.

Architraves & Skirtings Architraves: 67x19mm pre-primed finger jointed pine, single splayed.

Skirting to carpet areas - 140x19 pre-primed finger jointed pine single splayed to carpet area. Skirting to Swim Club Store – 90x19 pre-primed finger jointed pine single splayed. Skirting to Vinyl areas – 100mm coved vinyl. Skirting to tiled areas – 100mm coved ceramic tile.

8. WINDOWS

Glazing Provide glazing to AS1288 throughout. External Glazing to Suit Wind Speed N3 in accordance with AS 1170 Wind actions. Refer window schedule for glazing details.

Windows & Glazed Doors Refer to the Drawings for sizes/details and glazing types Refer window schedule for details. Window manufacturer: Stegbar Range: Stegbar Architectural Series, 75x35 and 102.6 x 44 frames, as indicated on window schedule. Insect Screens- Aluminium mesh insect screens, in aluminium frames, to all openable windows. To be supplied with windows. Frame colour: Colorbond to be advised.

Rooflights Refer to the Drawings for sizes/details and glazing types Refer window schedule for details. All fixed rooflights to be Velux Fixed Skylight (FS) 2004, double glazed. Size: 1400 x 780mm

All vented rooflights to be vented polycarbonate fixed skylights, provide translucent ceiling diffuser with fixed perimeter venting.

9. GLAZING

Mirrors Provide internal mirrors as follows…… Male change rooms [1] 1000h x 1500w frameless mirror. Silicone-fixed to wall. Female change rooms [1] 1000h x 1500w frameless mirror. Silicone-fixed to wall. All Abilities facilities [2] 1000h x 600w. Silicone-fixed to wall. Male Gym [1] 1000h x 600w. Silicone-fixed to wall. Female Gym [1] 1000h x 600w. Silicone-fixed to wall. Gym [5] 1700h. x 1200w. mounted on heavy duty aluminium track system, 300mm above floor.

10. ROOFING

Roof Cladding Refer to drawings for extents.

To all roof areas Provide rolled corrugated Colorbond (0.48 BMT) roofing, complete with Colorbond flashings and cappings to suit decking profile. Roof sheet Colorbond colour: ‘tba’ Cappings and Flashings: Colorbond ‘tba’

All roofing to be fixed in accordance with the manufacturer’s recommendations. On completion of work, remove off-cuts and debris, leave roof clean and watertight and as detailed.

Gutters Fascia Gutter Provide Colorbond ‘tbc’ 150mm half round gutter (with external brackets) as shown on drawings. Align fall in gutters to allow discharge to downpipe locations. Note: 1 in 200 minimum fall for all gutters.

Fascias Provide Colorbond ‘tba’ 190mm metal fascias as shown on drawings.

Downpipes PVC Provide 100 diam. PVC downpipes in locations and sizes as shown on the Drawings. Install with Colorbond matching stand-off brackets. Painted – Colour to be advised.

11. ELECTRICAL

Supply Refer to Clause 2.02

Connection, Fit-out & Safety Devices. Provide Meterbox/Switchboard in location shown on drawings, to comply with Responsible Authority requirements. Provide circuit breakers, isolation and safety device switches as required by the Responsible Authority.

Outlets Switches and coverplates to be Clipsal ‘2000 Series’, white standard cover plates.

12. PLUMBING

Builder to pay fees required by the relevant authorities. All plumbing to be concealed in wall cavities and floor with sewer vents exiting roof in discreet locations.

Hot Water Systems Provide and install [3] Rinnai heavy duty continuous flow water heaters in location shown on drawings in accordance with manufacturers specifications and guidelines. 23. PRIME COST SCHEDULE

The following allowances shall be included in the Contract Sum for the supply, delivery and installation of fittings, material and equipment listed below. The Builder shall be deemed to have included in the Contract Sum an amount to cover overheads, profit, supervision and (unless agreed in writing) fixing or installation on all listed items. The amounts allowed shall be deemed to include all costs associated with purchase and delivery of the items to the site, unless specified otherwise in this document. Normal trade discounts to the Builder on all items shall be allowed in favour of the Owner. Any other discounts allowed for bulk purchasing, prompt payment or any other personal reasons shall be allowed in favour of the Builder. Where selection is required within 14 days of being requested to do so by the Builder, the Owner or Supervisor shall notify the Builder, in writing, of their selection. Any variation between the actual cost of any item and the allowance shall be adjusted in accordance with the conditions of Contract.
