1. INTRODUCTIONAs confirmed by the ACA’s Microwave Radio Spectrum Trends1 paper, spectrumdemand for fixed services remains high, along with the need to accommodate a rangeof new terrestrial and space based radiocommunication services. Commensurate withthe level of demand, spectrum allocations are normally made on a shared basis and theemerging emphasis is on facilitating access on an equitable basis. In difficult sharingsituations and where value judgements need to be made, access to the appropriatetechnical information is crucial.

Technical intra and interservice sharing studies provide the basis for importantspectrum planning decisions and the investigation of the more difficult spectrumsharing scenarios. The outcomes of such studies may be applied to national planningor in support ITU-R studies, including the consideration of WRC issues, thedevelopment of Recommendations and other regulatory criteria.

This document consolidates descriptive statistical information on the technicalcharacteristics of Australian microwave fixed services, using the information recordedon the ACA’s RADCOM licensing database.

1.1 Purpose and ScopeThe statistical information provided in the attachment is intended to facilitatespectrum planning decisions and national and international sharing studies betweensystems of the fixed service and other services. The information should not be usedfor coordination studies involving the case-by case licensing of individual systems.

Statistically reliable technical parameters are included for apparatus licensed point-to-point fixed services operating in the 1.5 – 50 GHz bands and 1.5 GHz point-to-multipoint systems2. No information is currently available for fixed service systemsoperated under network (eg. ENG/OB services) or spectrum licences. Pending theavailability of appropriate source information, data on other types of fixed servicescould be incorporated into this document at a later date.

2. Overview of provided statistical informationThis section overviews the Australian Fixed (1.5 – 50 GHz) Service system statisticsdetailed in Attachment 1 and the Annexes. Advice is also provided on the selectionand application of parameters for use in sharing studies. The sample space for eachband includes most of the frequency assignments recorded (@May 2000) in theRADCOM database, but excludes erroneous data and statistically insignificantoutliers.

2.1 Geographic Location ParametersTable 1.1 (Attachment 1), provides information about the geographic location (inlatitude & longitude coordinates) of Australian apparatus licensed fixed serviceinfrastructure operating in the 1.5 – 50 GHz microwave bands, including:

i. boundary values for the fixed systems operating in each band over mainlandAustralia and Tasmania; and

ii. link density locations for each band corresponding to the mode, mean andassociated standard deviation.

Detailed graphical geographic location scatterplots and population density histogramsare detailed for each band in the corresponding annexes.

2.2 Path Length and Transmit PowerTable 1.2 provides data about the path lengths and transmitter powers used by systemsoperating in each microwave band. The statistics for path length and transmit powerlevels include parameters for minimum, maximum, mode, mean and standarddeviation for each band. The corresponding annexes include graphical populationdensity histograms for both path length and transmit power used in each band.

2.3 Antenna ParametersTable 1.3 provides data about (parabolic) antenna diameter, gain, 3 dB beamdwidthand front-to-back ratio, including parameters for minimum, maximum, mode, meanand standard deviation. Graphical population density histograms are provided in thecorresponding annexes for each band.

2.4 Typical antenna, polarisation and emissionTable 1.4 provides information about the typical (most commonly used) antennatypes, antenna polarisation distribution and transmitter emission for each band.Graphical population statistics are provided in the corresponding annexes for eachband.

2.5 Detailed Density DistributionsAnnexes A through Q provide detailed density distributions for each of the parameterslisted in the tables. Additional histograms and scatterplots are also provided, toenhance views of particular data relationships. For each band, the annexes include:

1. scatterplot of services by location (latitude, longitude, state);2. bar chart showing the number of services operating in each state/territory;3. histogram showing the path length (km) distribution;4. histogram showing the transmit power (Watts) distribution;5. histogram of the antenna diameter (m) distribution;6. histogram of the antenna gain distribution;7. histogram of the antenna beamwidth (degrees) distribution;8. histogram of the antenna front-to-back ratio (dB) distribution;9. scatterplot of path length vs antenna gain (diameter);10. piechart showing the proportion of V vs H polarised services;

3. Selecting Parameters for Sharing StudiesThe information summarised in Table 1 provides statistically reliable parameters thatmay be used in Australian sharing studies and in the development of Australian ITU-Rcontributions dealing with the fixed services.

In choosing the appropriate (ie. mean, mode) Table 1 parameters, it is necessary totake account of the type (deterministic vs probabilistic) and context of the sharingstudy and the relevant density distributions in the corresponding annex should beconsidered. For example, the geographic distribution of services in the lower bandstends to be fairly scattered, whereas in the higher microwave bands the distributionsare multimodal – ie. Australian communication infrastructure is concentrated aroundthe eastern seaboard and specific high density spectrum use locations.

Other than the parameters listed in Attachment 1, detailed equipment information isnot available, as such data are not currently recorded in the ACA licensing database.In the absence of hard data for receiver sensitivity, feeder losses, threshold and otherequipment-related parameters, reference may be made to the Recommendation F.7583.Typical parameters corresponding to most of the emissions listed in Table 1.4 may becorrelated with the relevant tables of radio products listed in Recommendation F.758.

A comparison of the annexes (in particular Figures 13 & 14) also show that in thelower microwave bands the choice of antenna polarisation (V vs H) is about equal.However, in the bands above 10 GHz the link designers preference for verticalpolarisation is clearly prevalent – due to the polarisation sensitive nature of rainattenuation. From scatterplots (Fig. 11) it is evident that in rain-limited bands thehorizontal polarisation is used only in high density locations, when necessary toachieve additional discrimination in frequency coordination.

General correlation between antenna gain and link path length confirms the need forincreased system gain over longer propagation paths (Fig. 12).
