Customer since 2007

For nearly 30 years, Spillman has provided innovative and reliable law enforcement software systems to sheriff’s offices nationwide.

Hundreds of sheriff’s offices across the country use Spillman software to help keep their communities safe. We are dedicated to

offering integrated, real-time data designed to help your agency enforce the law and improve the quality of life for your citizens.

Spillman Technologies provides comprehensive public safety software solutions for more than 900 sheriff’s offices, police

departments, communications centers, fire departments, and correctional facilities nationwide. Spillman specializes in integrated

software, including CAD, RMS, Mobile Data & Field Reporting, Mapping & GIS, Crime Analysis & CompStat, JMS, Fire, Data Sharing,

and Personnel & Resources.

Integrated Hub

At the core of the Spillman system is Integrated Hub

– the foundation for the system’s key components

including a single-source database, master tables,

Geographic Information System (GIS) technology, and

message center. Using an open, centralized database, all

information is entered, stored, and extracted in real time

while providing total software integration.

Open Database

As the sole location for the input, storage, and retrieval of agency-wide records, the system’s single-source database allows you

to build a foundation of secure and accurate information. Its open-architecture design supports industry standards such as Open

Database Connectivity (ODBC) and SQL to make data easily accessible.

Keeping communities safe with Spillman

Command staff monitors trends and pinpoints problem areas.

Records personnel create an electronic, accurate, and fully searchable database.

Jail staff assess inmate risk factors and medical needs.

Patrol deputies access real-time data and complete reports from the field.

Dispatchers manage calls for a single sheriff’s office or multiple jurisdictions.

IT departments have 24/7 support to quickly resolve system issues.

Civil process staff keep detailed records about defendants, plaintiffs, and garnishments.

Spillman integration allows all departments within your agency to share live data.

Third-party Interfaces

To help you maximize your existing vendor relationships, Spillman partners with a variety of third-party vendors through custom

software interfaces as well as XML or ODBC data exchanges. Two premier partnerships that benefit sheriff’s offices include HipLink

Paging and ProQA.

The HipLink Paging Interface allows deputies to receive critical call information using a variety of devices. Dispatchers can use the

HipLink Paging interface to wirelessly relay real-time call information to pagers, smart phones, faxes, printers, laptop computers,

landline phones, and more. Pages can be sent manually, or the interface can be configured to send pages automatically based on the

type and nature of the emergency.

The ProQA Interface allows agency personnel to transfer important law data between Spillman’s Computer-Aided Dispatch

solutions and ProQA. The interface integrates ProQA data into the dispatch process, making it easy to start a new ProQA case and

keep a thorough record of calls, searchable from within Spillman’s CAD.

Other common interfaces for sheriff’s offices include AutoCITE, Canteen Commissary, CopLink, CopLogic, Incode Courts, Keefe

Commissary, Live-Scan Fingerprinting, New Dawn Technologies, Pictometry, Swanson Commissary, Crime Reports, Crossmatch, VINE,

and multiple field reporting vendors. For additional information about Spillman’s interfaces, visit www.spillman.com/interfaces.

Modules

With more than 40 off-the-shelf modules and dozens of additional interfaces to choose from, our sheriff software

allows you to customize a system that meets your agency’s individual needs.

Modules accompanied by the sheriff icon indicate those most suited to sheriff’s offices.

Corrections Benefits

Use Spillman’s Jail Management module to quickly book and assess inmates. Step-by-step booking functions and a checklist screen

allow you to see what has been completed for an inmate’s booking. You can also use Spillman’s decision tree-based assessments to

determine an inmate’s risk factors and medical needs. The software allows you to track inmate movement with the software by using

a bar-code scanner to scan a wristband when an inmate enters or leaves an area.

You can efficiently manage your jail commissary

using Spillman’s Commissary Management

module. The software allows you to show the

items available to inmates housed in specific

areas, filter prohibited items, view inmate

purchases, see an inmate’s current balance, and

see a history of account transactions and receipts.

You can also use a bar-code scanner to track

commissary items and create a list of orders.

The prominent booking checklist on the

left side of the screen makes it easy to

see what steps have and have not been

completed in an inmate booking.

Investigations, Evidence, Civil Process Service, and GIS Benefits

Spillman’s Law Records module gives you the ability to search the database for information on aliases, previous addresses, M.O.s,

scars, and tattoos. Use Spillman Involvements® and Visual Involvements® to advance your investigation by exploring relationships

between data while using the Pin Mapping module to view spatial relationships between suspects and incidents. The Evidence

Management module allows you to track the location, status, and custodian of evidence items. You can also link evidence records

to existing records in the Spillman system and attach images using Spillman’s Imaging module. Spillman’s Evidence Bar Code and

Audit Interface module allows you to track item movement by attaching bar codes to items, making it easy for you to see which

items are up for review.

Use Spillman’s Civil Process module to keep records of civil processes and document service attempts. Spillman’s Geographic

Information System (GIS) software saves you time by connecting directly to an ESRI Arc GIS server, eliminating the need to load a

map into the database. You can access an electronic map of your jurisdiction containing detailed address information. Spillman’s GIS

works with Spillman CAD, allowing dispatchers to access address information like past incidents, common place names, duplicate

calls, and zone assignments.

Master Tables

The system’s master tables allow you to enter data once and have it automatically shared among related modules. All tables are

accessible from any Spillman module, providing direct access to critical agency information. You can also attach related files to

records, including images, sound waves, and other essential documents.

Message Center

Spillman’s messaging feature allows you to view state search returns and send or receive messages directly from the system.

Instant messaging provides communication between single agency users or groups. It also provides pop-up alerts for BOLOs,

ATLs, and Amber Alerts with audible and visual notification.

Dual-Platform Compatibility

The Spillman system is compatible with Microsoft Windows® and IBM AIX® operating systems. This compatibility enables you to

choose the platform that best fits your agency’s needs and maximizes the productivity of system users.

Data Sharing and NIEM

The Spillman system is constructed to unify all divisions throughout your department in addition to supporting regional data

sharing with real-time data flow. Intra-agency sharing streamlines data exchange by connecting departments through fully

integrated modules and immediate access to information. Regional sharing makes it possible for multiple “shared” agencies to

utilize one central Spillman database housed by a “host” agency. Using the National Information Exchange Model (NIEM), the

Spillman system also allows you to interface with third-party systems without developing costly interfaces.

NamesA single record is created for each person’s name, which

becomes instantly accessible from all other system tables.

On-Call SchedulingPersonnel resources are

tracked and individuals with special skills can be assigned

to specific calls.

VehiclesVehicle records contain

detailed information about each vehicle entered into

the system.

Demographic SummaryCharacteristics of those

involved in law enforcement activities are recorded and

made available for reporting.

PropertyProperty records contain

detailed item characteristics and are linked to the

property owner.

ResourcesResources are managed for quick access in emergency

situations.

Wanted PersonsThe wanted persons table is checked for active warrants

each time a name record is displayed.

DisseminationAn electronic paper trail is created by linking inserted

text to name records.

Innovative Architecture

Spillman’s unique architecture consists of three tiers: the

database server; the application server, or business rules; and

Spillman’s modular solutions and interfaces. This off-the-shelf

architecture makes Spillman a flexible, user-friendly system

for handling complex information, regardless of your agency

type or size. In addition, the architecture’s scalability adapts to your needs by allowing you to support more users as your agency

grows, and the new Sentryx architecture offers an updated interface and standardized features and tools.

Powerful Searching

The Spillman system enables you to pinpoint information fast. You can search any single field, search multiple fields

simultaneously, expand or restrict search criteria, and use versatile criteria like “wild card” or “sounds-like” searches. With Sentryx-

based modules, you can save your searches and recall them later, eliminating the need to re-enter the same search criteria.

Administrative Privileges

Spillman allows you to control administrative privileges screen-by-screen throughout Sentryx modules. In Admin Mode, you can

make any field on a screen required, delete records, or change a field label. You can easily set privileges by selecting from a list of

users and permissions.

Multi-jurisdictional Interoperability

Spillman’s integrated public safety solutions enable multiple jurisdictions to share data while keeping sensitive information

secure and preserving unique agency standards. Sheriff’s offices, police departments, communications centers, fire

departments, and correctional facilities across the nation use Spillman to exchange critical information. In fact, 80 percent of

Spillman customers use the software to share data with anywhere from two to 51 other Spillman and non-Spillman agencies.

Records Benefits

Spillman helps you maintain data integrity in your agency’s records database. Information entered into the database is organized

into master tables that are shared throughout all system modules, helping to eliminate accidental duplicate entry. Spillman’s Law

Records with UCR/IBR module integrates with Spillman’s CAD module, automatically linking appropriate CAD call information

to related incident records for rapid, consistent data entry. You can also use the Law Records module to generate reports for crime

analysis, archiving, and submission to the Uniformed Crime Reporting (UCR) Program and the National Incident-Based Reporting

(IBR) System.

Spillman’s powerful searching capabilities allow you to quickly retrieve data by searching from any field on the screen and using

wild-card and sounds-like searches. You can also use Spillman InSight to query data outside of your jurisdiction. Spillman’s

Law Records module automatically creates links of Involvements® and Visual Involvements®, making you aware of important

relationships between information.

Spillman’s Workflow Approval Management feature allows you to assign and track the status of reports from any module within

the Spillman system and view the status history of a record. The software also enables you to attach files, images, and sound

waves to records. Once a record is sent, you can see the recipient and purpose, helping you ensure that sensitive information is

not released to unauthorized parties.

Spillman’s Visual Involvements®
