Message from theBoard Chairman

Gaylen J. BykerThis year RGS celebrated a

50th anniversary – a noteworthybenchmark for our organization.To commemorate the event aspecial anniversary publicationwas printed, and exclusive

merchandise was introduced at our banquets. Thepublication won an APEX Grand Award – anexcellent way to start off the year.

There have been other exciting developments thatoccurred over the course of this year – theendowment set up to fund our biologists has grownto over $5 million. Five biologists on the ground andsix forestry machines are signs that our commitmentto habitat and conservation is growing.

Membership and the number of Life Sponsorshave, in spite of the economic downturn, increased.Most importantly, the statewide Drummer Fundsare enabling chapters to fund habitat projects. In2011, RGS allocated $281,000 to these stateDrummer Funds.

There was another important anniversarycelebrated this year – RGS Canada was formed in1981 and reached a benchmark-- 30 years ofconservation and habitat in 2011.

2011 Projects & ActivitiesCooperative Project with

CONSOL Energy Expands AgainIn 2011, RGS continued with forest management

on behalf of CONSOL Energy in southwesternPennsylvania (Greene and Washington Counties)and northern West Virginia (Marion andMonongalia Counties) in a joint effort to establishmore young forest wildlife habitat on a landscapelevel. Early in 2011, several hundred acres werebeing actively managed, and all of the lands areopen to public hunting.

The cooperative project between RGS andCONSOL Energy includes a core area of 7,000 acres,but has expanded to include substantially moreacreage in Pennsylvania and an additional 3,000 to4,000 acres in West Virginia. Additionally, theproject will become part of a very large cooperativeproject with the Wildlife Management Institute thatfocuses not only on woodcock habitat, but also allthe species of wildlife that require young foresthabitat. The project with CONSOL could become thelargest landscape involved in the WMI initiative,which now includes most of the woodcock breedingrange.

This October Under Broken Wingsagain sponsored a youth to attend theNational Grouse and Woodcock Hunt,held annually in Grand Rapids,Minnesota. Fourteen-year-old KeanoMunoz of Fishkill, New York, wasdiagnosed with Ewing’s Sarcoma, arare bone cancer, in 2008. After a yearof chemotherapy, Munoz has been inremission fortwo years.

His family,includingmother Alicia,step-fatherErnest, sistersDestinae,

Trinitae and brother Exzavier, volunteer time regularly to fundraise and give back totheir community. During the National Hunt, Keano was the recipient of a lifesponsorship to RGS, purchased on his behalf by generous banquet attendees.

2011 Wisconsin Drummer Fund Projects AnnouncedEleven Statewide Projects Approved For Funding

The RGS will be providing financial support foreleven habitat projects in Wisconsin this yearthrough the recently formed state Drummer Fund.The projects are designed to benefit habitat forruffed grouse, American woodcock and wildlifespecies like deer and songbirds that rely upon youngforests for survival. Partners receiving RGS fundingthis year for projects in Wisconsin include the USDAForest Service, the Wisconsin Department of NaturalResources (DNR), the Jackson County ForestryDepartment, Douglas County Forestry Department,Wood County Forestry Department and FlorenceCounty Forestry and Parks Department.

The Wisconsin Drummer Fund was initiated in2010 with over $53,000 from chapter fund raisingevents and member donations being made availableto support grouse and woodcock projects in 2011.

“The projects selected for funding under theWisconsin Drummer Fund went through a thoroughevaluation. Projects that could be cost shared withother organizations received high consideration. The$53,000 being provided by RGS is being matched byother agencies with a total of just over $103,000projected to be spent to complete these elevenprojects,” said Coordinating Biologist Gary Zimmer.

Staff Members Who Joined RGS in 2011Larry G. Visser, PhD

Larry Visser is the new Eastern Great Lakes Regional WildlifeBiologist. Recently retired from the Michigan Department of NaturalResources Wildlife Division, where he worked for 35 years, Larry isexcited about the new challenges and opportunities his new positionaffords, especially managing the new landscapes in Indiana and Ohio.Continuing to manage habitat for the enhancement of a range of wildlifespecies is his main motivation in taking this job.

Visser began his career at the Michigan DNR as a research biologist,and spent the majority of his career researching population dynamicsand habitat use of black bears. In later years, he took a position as aWildlife Habitat Planner, which involved developing a forestmanagement plan for the northern part of the lower peninsula ofMichigan. More recently, he became a Wildlife Supervisor forMichigan’s Northwest Wildlife Management Unit.

“I am committed to continuing enhancements in young forest habitatand improving conditions not only for ruffed grouse, but for many other

game and non-game species. I’d like to do my best to ensure that these habitats are conserved and enhancedfor my children and grandchildren.”

Linda Ordiway, PhDDr. Linda Ordiway of Bradford, Pennsylvania, joined RGS staff as the

new biologist in the Mid-Atlantic and Appalachian regions. Since 1994Ordiway has worked for the Northeastern Forestry Sciences Laboratory(NEFSL) of the US Forest Service on the Allegheny National Forest inPennsylvania as a wildlife biologist. She also taught at the University ofPittsburgh at Bradford in the environmental and biological sciencesdepartments for the past two years.

Ordiway received her BS in Biology and Chemistry from Lock HavenUniversity, and continued her education at Marshall University in a fieldoriented program for a MS in Biology. She received her PhD from SUNYESF in Syracuse, New York in Forest and Natural Resource Management. She enjoys hunting young foresthabitat in and around the Allegheny National Forest with her 1-year-old Weimaraner.

“I have had a lifelong passion for the outdoors and all its players. My pursuit of a degree in forestry, ratherthan wildlife, was to better understand the tools available to silviculturists in establishing and maintainingcommunities of trees and other vegetation viewed valuable to people, and necessary in sustaining wildlifebiodiversity,” Dr. Ordiway said. “I look forward to working with RGS personnel and its many chaptervolunteers throughout the Mid-Atlantic/Appalachian Region in the pursuit of reviving the balance of earlysuccessional habitat within the landscape,” she added.

Winners Announced2010-2011 National Raffle Winners Announced

Our National Raffle drew to a close in June of2011, and three winners were chosen. The first placewinner was Charles Hinnant from Norwalk,Connecticut. He won a Remington Model 1100 F-Grade 28-gauge. Second place was Jon Seaton ofNew York, New York, who won a Caesar GueriniApex 28-gauge. Chris Brzezinski of Scotrun,Pennsylvania, was the third place winner, and hereceived a Kimber Valier Grade II 20-gauge.

4th Annual RGS 2010 Junior PosterContest Results Announced

This summer 8-year-old Renee Manns fromSigel, Pennsylvania wonfirst place in our postercontest. The topic was“Draw how you learnabout the outdoors,”and Renee drew apicture of her fatherteaching her aboutnature while deerhunting.

Renee, who starts 2ndgrade in the fall, is

passionate about the outdoors. She attends youthfield days with her family, and enjoys the horsebackriding lessons she got this year for her birthday.

Her parents, Steveand Cindy, are thrilledthat their daughter isso enthusiastic aboutthe outdoors. Renee’stwo older brothers,Dylan, 12, and Justin,11, also love spendingtime out in the woodswith their father.Renee is very excitedabout this fall, whenshe will be old enoughto go hunting with herbrothers and her fatherfor the first time.

Renee received apair of Steinerbinoculars, an official RGS hat and a juniormembership for taking first place in the contest.

2012 Print of the YearThe RGS 2012 Print of the Yearis The Old Stone Wall – Ruffed Grouse by Cole

Johnson. An 18" X 24" print was auctioned at most of the RGS banquets heldthis year; each print was signed and numbered by the artist.

Johnson, a resident of Deposit, New York, prefers to capture his favoritesubjects – the white-tailed deer, trout, turkeys, hunting dogs and waterfowl –in graphite powder. "The contrast of black and white appeals to me," saysCole. "I enjoy the challenge of making a drawing come to life based solely ontonal value." In 1998, Cole was inducted into the Society of Animal Artists, aprestigious group of animal artists devoted to "promoting excellence in theportrayal of creatures sharing our planet." outside of their control that could introduce delays inimplementing planned future projects.”

Reasons for Lack of ManagementThese legal challenges have delayed the

implementation of important forest managementactivities and “could result in continuing forest healthissues and a potential failure to protect the forest fromdamaging agents.” The Forest Service decided not to

move forward withcertification so ourNational Forests remainas one of the largest forestlandowners in thecountry lackingcertification.

Those RGS memberswho have hunted on ourNational Forests over theyears have seen a steadyreduction in active forestmanagement. Instead ofwatching ruffed grouseand woodcock flush fromnewly regenerated standsof aspen, acres and acresof over-mature aspen aretumbling to the ground.Not since 1989 has theChequamegon-NicoletNational Forest achieved

its annual plan goal for aspen harvests.Over the past 10 years, this Forest has only

harvested 25% of its current plan goal for aspen.Neither we nor the suite of wildlife species that utilizethis important young forest habitat can tolerate apotential 75% drop in available habitat. The declinesin populations of species like the American woodcockand golden-winged warbler will only continue unlesswe return proper management to these NationalForest lands.

Well intended laws and regulations including theNational Forest Management Act (NFMA) andNational Environmental Policy Act (NEPA) haveguided the management of our National Forests formany decades but have been used by some to stranglethe agency.

The Ruffed Grouse Society was present during theentire eight year plan revision process for theChequamegon-Nicolet National Forest, as well asmost other forests in the range of ruffed grouse,providing scientifically based comments andhighlighting our concerns. Unfortunately the threatof lawsuits from environmental groups seemed to

The phrase “Best of Wisconsin’s North Woods”caught my eye recently while visiting the Land andResource Management Section of the Chequamegon-Nicolet National Forest website. The author uses thewords to tout, glowingly, how diverse the landscapeis in the 1.5 million acre forest in Northern Wisconsinwith its multitude of lakes, streams and rivers and thatthe land is “managed with multiple uses in mind.” Ican attest it is a fine place to live and recreate, but mydoubts are growing abouthow long our localNational Forest can liveup to its top billing.

As a biologist, I’mexpected to verify myrecommendations orcomments with scientificfacts or evaluations. Overthe last decade publicpressure has been placedon land managers toprove that they aremanaging forestssustainably. Independent,third-party certificationhas been conducted acrossthe country to determine ifthe management of forestsmeets strict standards forecological, social andeconomic sustainability.

In Wisconsin alone, the following forested landshave received third party certification:

• Wisconsin Department of Natural Resources - 1.5million acres, includes 10 state forests, state parks,wildlife areas and natural areas

• Wisconsin County Forests – 2.4 million acres• Non-industrial Private Lands in the Wisconsin

Managed Forest Law Program – 31,000 landownersmanaging over 2.2 million acres

• Industrial Forest Lands – over 300,000 acresAbsent from the list of certified forests in Wisconsin

is the Chequamegon-Nicolet National Forest. The USForest Service contracted in 2007 to have pilotevaluations conducted on several National Forests,including the Chequamegon-Nicolet, to look into thepotential for forest certification. The report concludedthat, “While in many aspects the National Forestsevaluated measured up well against widely-acceptedstandards for sustainable forestry, there were severalimportant conservation challenges that would need tobe addressed.” As noted in the Chequamegon/Nicolet’s evaluation, the Forest faces “legal challenges

carry more weight and a final decision that couldreduce ruffed grouse populations by 20,000 birds peryear prevailed. Then Forest Supervisor Anne Archiein her Record of Decision states that, “During the firstdecade aspen habitat could potentially decrease byonly a very small percentage. In the second and thirddecades there would be a noticeable decrease in aspenhabitat.” This decision was based on the assumptionthat Forest Plan harvest goals for aspen would beachieved at Plan levels not at the 25% level that hasactually occurred.

Forest Supervisor Archie went on to say, “AnotherForest Plan Revision will occur in 10-15 years that willposition the Forest and the public for discussion anddecision on the amount of aspen habitat to retain intothe future.” As a taxpayer and Forest user, the lastsentence really concerned me. The Forest Service wassaying that it’s okay to put off into the future adecision on the amount of aspen on the Forest.Unfortunately, anyone who knows about the lifehistory of aspen knows you can’t keep putting off thedecision - once lost it may never return. We havealready witnessed thousands of acres of over-matureaspen succeeding to maple and basswood forests, a farless desirable habitat for ruffed grouse and woodcock.

Bright Spots on HorizonFortunately there are some glimmers of hope. After

many years of litigation by environmental groups overnearly every forest management project on the Forest,recent judgments have ruled in favor of the ForestService to move forward to implement the Plan. Forestmanagement once stalled in place is moving forward.Forest staff, once stymied by constant appeals andlitigation to their work, are eagerly moving forwardto do what they do best.

Projects are being implemented that are targetingover-mature aspen stands such as the Medford AspenProject on the Medford/Park Falls Ranger District.Also included in a recent project proposal are themanagement of 11 of the Forest’s 15 cooperativeRuffed Grouse and Woodcock Management Areas.Although well behind the goal of renewing habitat inthese areas every 10 years, this management proposal– once implemented – will provide over 5,500 acres ofyoung forest habitat. RGS members in large numbershave provided written support for this project and theRuffed Grouse Society is planning to provide bothbiological and financial support to help this workmove ahead.

In addition, natural events, that don’t listen tolawyers and judges, have had quite an impact on theForest in recent years. Large wind events, including atornado that was on the ground for over 40 miles inNortheastern Wisconsin in 2007, and a recent diseaseoutbreak that devastated over 8,000 acres of spruce

plantations has done what forest managers couldn’tdo: provide an abundance of young forest habitat in ashort period of time. Wildlife populations in the areasaffected are already responding with increased use bybreeding woodcock.

Also of note is an increasing awareness in thescientific community of the importance of youngforest habitats. The American woodcock is now apriority species of the US Fish and Wildlife Service inmany regions and this species is also on most states’list of Species of Greatest Conservation Need. Thegolden-winged warbler is currently being consideredfor federal listing as an Endangered or ThreatenedSpecies. Studies have shown the critical habitat thatyoung forests provide even for species often thoughtto prefer more mature forest habitats. Research hasdocumented that of 187 species of neotropicalmigratory songbirds that breed in the Midwest, morethan half use shrub-sapling or young-forest habitatsto some degree during the breeding season. Withouta doubt a diverse landscape that includes a wide arrayof forest ages and types is essential for the survival ofa litany of species.

The planning regulations for the National Forestsystem are currently under review and RGS is at theforefront of these discussions attempting to reduce thestranglehold that the current regulations have put onmanaging our National Forests. These opportunitiesand concerns make it even more important that theRuffed Grouse Society, its staff and its members,continue our efforts to support sound forestmanagement on our National Forests. We all need towork together to once again bring these importantpublic lands back to being the “Best in the NorthWoods.”

The year 2011 marks the 50th anniversary of yourRGS - fifty years of forest conservation dedicated toenhancing habitats for ruffed grouse, Americanwoodcock, golden-winged warblers and the manyother species that require the protection afforded byall-but-impenetrable young forest habitats.

Like the animals we help, RGS doesn’t recognizeany distinction between publicly owned or privatelyowned forestlands. We work to promote the soundstewardship of all forests. For those sportsmen andwomen who don’t own a tract of private ground thatthey can manage and hunt, our nation’s county, stateand federal public lands can provide ampleopportunity to pursue their passion.

The year 2011 also marks the 100th anniversary oflandmark federal legislation enabling the acquisitionof private forest lands by the federal government toprotect and restore these forests for futuregenerations. The “Weeks Act” of 1911, sponsored byRepresentative John Weeks of Massachusetts, was alogical extension of the 1891 “Forest Reserve Law”that allowed for the establishment of federallyowned forest reserves in the western United States.No such mechanism existed to conserve forestlandseast of the Great Plains for the public good until theWeeks Act.

In 1908, Rep. Weeks introduced a bill outlininghow the federal government could purchase andprotect forestlands at the headwaters of navigablewaterways. The emphasis on landscapesencompassing the headwaters of “navigable”waterways was necessary to ensure that anysubsequent purchases pass constitutional musterunder the commerce clause, as there was no otherrecognized authority to do so (at the time navigablewaters were a primary mode of transport for manycommercial goods). The bill passed the US House ofRepresentatives on June 24th, 1909, the US Senate on

Federal Forest Legislation Celebrates Centennialby Dan Dessecker, Director of Conservation Policy

February 15th, 1911, and was signed into law byPresident William Howard Taft on March 1st, 1911.

The Weeks Act provided the opportunity for theeventual purchase of over 20 million acres of whatwould become National Forests in 26 eastern states.The first tract purchased under the auspices of theWeeks Act was a parcel in western North Carolinaon what is now the Pisgah National Forest.

Perhaps even more important, the Weeks Actauthorized funds to be made available to states thathad agencies dedicated to forest conservation toprotect all forests, public and private, from thewildfires that commonly raced across the landscape.Not surprisingly, states that had not already done sosoon began to create agencies to utilize federalfunding to meet this challenge. Subsequentlegislation expanded this vision by authorizing theuse of what had become an enlarged funding base tocombat not just the threat posed by wildfire, butinsect infestations and disease outbreaks as well.

The Importance of Federal LandsThe ruffed grouse is the most sought after game

bird in the eastern United States and a significantproportion of ruffed grouse hunting in the East occurson our public lands. In some eastern states, ournational forests provide more hunting opportunitythan all other public ownerships combined.

For example, in Virginia, the George Washington– Jefferson National Forest encompasses over 1.6million acres, whereas state-owned and other publicforestlands account for only 1 million acres. Even inMichigan, which has almost 4 million acres of state-owned public land, the Hiawatha, Huron-Manisteeand Ottawa National Forests provide an additional2.7 million acres of forest open to public hunting. Ofthe over 67 million acres of public forestland in theEast, national forests represent 36% (24 millionacres) of this total.

RGS Trademarks ApprovedRegistrations Obtained for Logo and Name

After a lengthy process, RGS has obtainedregistrations on two trademarks from the US Patent andTrademark Office: the word mark “Ruffed GrouseSociety ®” and on our two bird logo, used as awatermark behind the sponsor listings.

The design logo was granted Trademark Registration(TR) No. 3,812,401 and the mark “RUFFED GROUSESOCIETY” has been granted TR No. 3,812,402.

The substantial legal work to obtain the trademarkregistrations was performed pro bono by J. DwightPoffenberger, Jr. , a partner at the intellectual propertylaw firm of Wood, Herron & Evans, L.L.P. of Cincinnati,Ohio.

Dwight, along with his father John Poffenberger, ofthe RGS Gilbert R. Symons Chapter of Cincinnati, Ohio,both provided their time pro bono to complete andfollow-up on RGS’ trademark applications.

Because of the important role national forests playin providing room to roam for sportsmen andwomen in the eastern United States while chasingruffed grouse and woodcock each fall, RGS hasworked in close partnership for over three decadeswith the US Forest Service – the federal agencyresponsible for the management of our nationalforests. These efforts have always been singularlyfocused on creating the young forest and shrub-dominated habitats required by ruffed grouse andwoodcock.

To date, RGS and the US Forest Service havecollaborated on approximately 100 different projectsaffecting over 150,000 acres of national forest land inthe eastern United States. Project activities includethe construction and reconstruction of road and trail

systems that provide access for habitat managementtreatments and for hunters; apple orchardrestoration; shrub habitat regeneration and muchmore.

The vision Rep. Weeks had a century agocontinues to pay huge dividends for today’s huntersand non-hunters alike. Our national forests areshining examples of what can be achieved throughmultiple-use management, management thatincludes the thoughtful harvest of a renewabletimber resource to provide not only many of theproducts we use each day, but also the diversity ofhabitat conditions required to support the full arrayof forest wildlife. Your RGS will continue to work tomake this happen, not only on national forests, buton all public and private forestlands.

Established in 1961 the Ruffed Grouse Society is the one international wildlifeconservation organization dedicated to promoting conditions suitable for ruffedgrouse, American woodcock and related wildlife to sustain our sport huntingtradition and outdoor heritage.

The accompanying financial statements include the accounts of the Society’sheadquarters operations only and do not include the accounts and operations of theSociety’s various chapters.

INDEPENDENT AUDITORS’ REPORT

To the Board of Directors of The Ruffed Grouse Society We have audited the accompanying statements of financial position of The Ruffed Grouse Society (a nonprofit organization) as of December 31, 2011 and 2010, and the related statements of cash flows for the years then ended and the statement of activities for the year ended December 31, 2011. These financial statements are the responsibility of the Society’s management. Our responsibility is to express an opinion on these financial statements based on our audits. The prior year summarized comparative information has been derived from The Ruffed Grouse Society’s 2010 financial statements where, in our report dated May 10, 2011, we expressed an unqualified opinion on those financial statements. We conducted our audits in accordance with auditing standards generally accepted in the United States of America. Those standards require that we plan and perform the audits to obtain reasonable assurance about whether the financial statements are free of material misstatement. An audit includes consideration of internal control over financial reporting as a basis for designing audit procedures that are appropriate in the circumstances, but not for the purpose of expressing an opinion on the effectiveness of the Society’s internal control over financial reporting. Accordingly, we express no such opinion. An audit also includes examining, on a test basis, evidence supporting the amounts and disclosures in the financial statements, assessing the accounting principles used and significant estimates made by management, as well as evaluating the overall financial statement presentation. We believe that our audits provide a reasonable basis for our opinion. In our opinion, the financial statements referred to above present fairly, in all material respects, the financial position of The Ruffed Grouse Society as of December 31, 2011 and 2010, and the changes in its cash flows for the years then ended and the changes in its net assets for the year ended December 31, 2011 in conformity with accounting principles generally accepted in the United States of America. Our audits were conducted for the purpose of forming an opinion on the financial statements as a whole. The schedules of functional expenses and unrestricted and temporarily restricted net assets on pages twenty-one through twenty-four are presented for purposes of additional analysis and are not a required part of the financial statements. Such information is the responsibility of management and was derived from and relates directly to the underlying accounting and other records used to prepare the financial statements. The information has been subjected to the auditing procedures applied in the audits of the financial statements and certain additional procedures, including comparing and reconciling such information directly to the underlying accounting and other records used to prepare the financial statements or to the financial statements themselves, and other additional procedures in accordance with auditing standards generally accepted in the United States of America. In our opinion, the information is fairly stated in all material respects in relation to the financial statements taken as a whole.
